The accountability of international development NGOs (INGOs) has attracted a great deal of interest from academics and development practitioners. INGO accountability falls into two categories: practical accountability (for the use of inputs, the way activities are performed, and outputs) and strategic accountability for INGOs' performance in relation to their mission. This article presents a conceptual framework for exploring INGO accountability. It is based on information collected through a literature review and semi-structured interviews with representatives from 20 UK-based INGOs. The research found that INGOs tend to use a number of quality-assurance mechanisms to achieve ‘practical’ accountability. However, it is suggested that this kind of accountability will not necessarily enable INGOs to achieve their missions to alleviate poverty and eliminate injustice. Furthermore, the predominant use of practical accountability has led to a number of gaps in INGO accountability. It is suggested that, like the term ‘participation’ before it, accountability has been co-opted for its instrumental benefits to INGO project performance and management. It is argued that if INGOs are to achieve their missions, this will require more ‘strategic’ forms of accountability, geared towards fundamentally changing those social, economic, and political structures that promote poverty.  相似文献

In this research, we explored the contributions of perceived procedural justice (PPJ) to the conflict management behaviors of adolescents when they experience conflict with their teachers. We tested an extensive model to determine how PPJ contributes to conflict management. We also extended research on PPJ to examine its impact on adolescents. Our results, acquired from a large and diverse sample of 256 high school students, indicate that PPJ had an impact on adolescents' approach to managing conflicts with their teachers. Students who perceived that their teachers' decision processes were just were less dominating and more avoiding, obliging, and compromising. In addition, we found that students' perceptions about the legitimacy of their teachers' authority mediated the relationships between PPJ and conflict management style. This study contributes to the rather scarce research on PPJ's role in conflict management and should be useful for educators searching for constructive, relationship‐based tools for conflict management.  相似文献

This article examines the downward accountability of NGOs in community project planning in Ghana. It is based on primary data collected through in-depth interviews and focus group discussions with NGO officials, local government officials and representatives, chiefs, women leaders, and other community members. The findings reveal that although community members were engaged in project planning processes in many respects, these engagements were limited to endorsing pre-prepared plans, decisions, and mundane aspects of the project. The engagements were largely tokenistic, rhetorical, and to garnish legitimacy, and lacked the key elements of empowerment which promoted downward accountability.  相似文献

In what may amount to a new phase in the study of democratization, assessments of democracy's quality have become quite common. This article attempts to assess democracy's quality in Thailand under the recent Thai Rak Thai government. It begins by enumerating some of the conceptual difficulties that bedevil these measuring exercises. The account makes use of a ‘sequenced’ framework involving electoral mandates, policy responsiveness, and accountability. Analysis reveals a ‘mixed’ record under Thai Rak Thai, one in which the government's strong mandates and high levels of responsiveness were offset by executive abuses, corrupt practices, limits on civil liberties, and gross violations of human rights, behaviours in which many elites and mass-level constituents acquiesced. It shows also, however, that when these elites and constituents sought later to impose accountability, they resorted to direct action, further eroding the quality of democracy. Thus, the article demonstrates too that democracy's quality can be diminished in ways that, far from placating rival elites, so inflame tensions that it can finally break down.  相似文献

While NGO accountability is widely discussed in the literature, there has been little work done on how accountability systems operate in practice. This article aims to address this gap by using qualitative empirical data to provide a case study of one NGO’s initiative in this area. ActionAid has made substantial, high-profile efforts to improve its downward accountability since 2000. Using data from fieldwork conducted in Uganda and internationally, the article reveals the operational obstacles which have hindered ActionAid in its attempts to strengthen its accountability to intended beneficiaries at the community level, and reviews ActionAid’s ongoing commitment to this goal.  相似文献

This article reports on a research project that deals with howto ensure democratic accountability when military forces areused under the auspices of international institutions. The internationalcommunity has developed a range of ways in which military forcescan be used. States have also decided that in some cases militaryforces can be deployed to pacify intra-state as well as inter-stateconflicts. States have developed a mixed system to deal withthe issues of democratic accountability. Although military operationsare conducted under the auspices of international institutions,states maintain control over decisions to deploy their troops. Democraticcontrol and accountability have been maintained through national institutionsand procedures. International authorization, preferably by theUN Security Council, is important to establish internationaland domestic legitimacy, but it is not the essential mechanismfor ensuring democratic accountability.  相似文献

This article examines the case of the Community Foundation for Northern Ireland's (CFNI) experience as a primary recipient of peacebuilding aid from the European Union (EU) under the Special EU Programmes Body Special Support Programme for Peace and Reconciliation in Northern Ireland (SEUPB-EUSSPPR). The case serves as a lens into the tensions that such efforts create for community-based organizations as they seek both to honor their funder's accountability claims and their own needs to ensure legitimacy and efficacy with those with whom they interact so as to secure space and discretion to seek to catalyze social experimentation and learning. This paper argues the Foundation's experience and frustrations with EU accountability claims point up a difficulty with the SEUPB's comprehensive conceptualization of peacebuilding: It tends in practice to favor Union-prescribed aims and objectives over those its ‘partners’ derive from their daily efforts.  相似文献

Why are most African emerging democracies failing to consolidate and reach the two-turnover test? Most scholars attribute this to the poor quality of elections and limited institutionalization of vertical accountability, overlooking some important variables. This article challenges this conception both theoretically and empirically by focusing on the quality of horizontal accountability illustrated by observations of comparative interest in Liberia's emerging democracy. Since the end of Liberia's bloody civil war in 2003, two successive and successful democratic elections (2005 and 2011) have been organized, putting Liberia on the path towards democratic consolidation. When analysing the electoral mechanism of vertical2016 accountability, many scholars have been enthusiastic about the prospects of democratic consolidation in Liberia, most of them neglecting the horizontal accountability processes that are also crucial for the quality and durability of democracy. This article analyses the processes and challenges of democratic consolidation in Liberia by focusing on key institutions of horizontal accountability. It argues that although the country has made some progress towards democratization since 2005, the domination and centralization of executive power, weak and dependent institutions of horizontal accountability (legislature, judiciary, national elections commission, general auditing commission, and anti-corruption commission) are major challenges to the consolidation of democracy. These findings have important implications for our understanding of horizontal accountability and democratic consolidation in African emerging democracies.  相似文献

The crisis of representative democracy in Latin America became apparent in a wave of constitutional reforms during the 1990s. A striking feature of these reforms was the incorporation of institutions of direct democracy (IDD) into most post-transitional Latin American constitutions. Despite the shortage of efficient mechanisms of accountability and its concomitant weakening of democratic consolidation in the region, the potential of IDD to bolster accountability in the representative structures of presidential democracies has not yet received systematic scholarly attention. To fill this theoretical gap, the article presents a typology designed to assess the accountability potential of IDD, which is used to classify the constitutional provisions for direct democracy in Latin America's 18 presidential democracies. After juxtaposing the findings of constitutional analysis to the actual record of direct democracy in the region, the article concludes that there is a considerable discrepancy between constitutional accountability potential and the empirical evidence. Whereas the adoption of IDD has hardly affected the vertical dimension of accountability, the practice whereby presidents use referendums to bypass legislative opposition has worked to the detriment of the horizontal dimension of accountability.  相似文献

There is a recognised tension between the development practitioner's need for timely intelligence on key topics, and the normal routines of academic development studies. Closing that gap involves, among other things, elaborating new ways of organising and doing research. This article, by an academic, is concerned especially with how to combine interactive rapid-appraisal methods with inputs from more conventional styles of research in ways that bridge the 'macro'-'micro' divide and shed light on national policy trends by exploring community and household responses. It describes two pieces of team research carried out in Tanzania and Zambia at the instigation of the Swedish official agency, SIDA.  相似文献

Abstract

In this article I examine the extent of the South African broadcasting sector's independence and accountability since Thabo Mbeki became president in 1999. I trace how the independence of two institutions – the Independent Communications Authority of South Africa (Icasa) and the South African Broadcasting Corporation (SABC) – has been eroded over this period. While initially the government justified this erosion as being necessary to attain developmental objectives in the context of a globalising economy, more lately there have been attempts to justify greater state control of content. Icasa has been subjected to greater direct executive control, and there are attempts to intensify this control, while the executive exercises indirect control over the SABC. Greater accountability to the state has been accompanied by a decline in public accountability. I conclude by arguing that the experiences with Icasa and the SABC give credence to the argument made by several international NGOs that media freedom in South Africa is declining, in spite of official protestations to the contrary. I also argue that this control has damaged the integrity of these institutions, and that this integrity must be restored now that Mbeki's presidency is coming to an end.  相似文献

This article focuses on the role that development NGOs play in capacity building, arguing that many conventional NGO practices are ultimately about retaining power, rather than empowering their partners. This leads to tunnel vision and to upward rather than downward or horizontal accountability, based on the assumption that the transfer of resources is a one-way process. At worst, this undermines rather than strengthens the capacities of the organisations that NGOs are attempting to assist. Sharing responsibilities and risks, mutual accountability, and committing to the long term rather than to short-term projects are more likely to create partnerships that can withstand vicissitudes and contribute to lasting change.  相似文献

Development brings about changes in people's lives and their ways of understanding and dealing with their world. It is possible to distinguish between two types of development intervention: (a) improvements in the external situation, chiefly through the provision of public goods; and (b) strengthening people's inner capacities, an endeavour which depends on cognitive processes. The article links basic concepts from cognitive theory to development practice and proposes avenues for further research to study the way in which people develop their capacities and to find ways of supporting such processes. A fuller understanding of cognitive change as a key factor could greatly enhance the sustainability of development projects.  相似文献

The field of advocacy work is growing and changing rapidly and there is much to be done in exploring not only how best to carry out effective advocacy, but also how best to use the tools of monitoring & evaluation and impact assessment (M&E/IA) to promote learning, improve accountability, and assess the value of advocacy. This paper starts by exploring the complex and changing nature of advocacy work, arguing that standardised forms of M&E/IA are likely to be inappropriate--they will probably provide misleading information, and may create perverse incentives that undermine joint action. However, while there are obvious pitfalls, there are few ready-made answers. The authors suggest that NGOs involved in advocacy at all levels should identify essential elements of their work at the outset and ensure that they monitor and evaluate those areas that they deem most important. Indeed, evidence shows that short-term successes of advocacy work may often be won at the expense of longer-term aims-- such as building capacity among partners and contributing to more fundamental change in the future. Throughout, the authors argue that an analysis of power and power structures should guide advocacy strategy and the ways in which advocacy can effectively be evaluated. A successful M&E approach must be flexible enough not only to adapt to external events, but also to be a tool for reshaping the campaign. Those of us concerned with developing M&E/IA tools for effective and accountable advocacy need to start breaking new ground.  相似文献

Conventional wisdom on judicial governance posits that an independent judiciary is the single most important prerequisite of the rule of law. However the case of Brazil demonstrates that this is not necessarily the case, as there exist tensions and trade-offs between independence and accountability. The democratic constitution of 1988 clearly succeeded in isolating the judiciary from political interference, thus enabling it to perform its role as an institution of horizontal accountability in particular through the judicial review of executive decrees. However, Brazil's unrestricted independence has progressively become a hindrance to effective economic governance, a policy area in which the judiciary has especially asserted itself The central question is whether the judiciary is too autonomous, lacking effective mechanisms of democratic accountability and external control. The paradox is that excessive independence makes it particularly difficult to reform the judiciary. This study assesses the governance of the judiciary in Brazil and its impact on economic reform. It argues that the challenge of judicial reform resides in strengthening the countervailing mechanisms of accountability to enhance the judiciary's social responsiveness and political responsibility. Finding the right balance between independence and accountability is the defining challenge of judicial governance in Brazil.  相似文献

This article is written from the perspective of a health activist engaged in research on women's health. It lays out a methodological framework for studying issues concerning women's health, and goes on to describe a range of tools for collecting qualitative and quantitative information from the field. The article ends with a call for activist involvement in research to generate information that genuinely reflects women's needs and concerns, and could facilitate women's informed involvement in changing the circumstances that contribute to their poor health status.  相似文献

Oxfam's experience suggests that ‘bottom–up’ accountability can be an important mechanism whereby men and women living in poverty can hold others to account. The first section of this article illustrates this with two examples of Oxfam experience in Vietnam and Sri Lanka. The second section draws out some of the lessons from these examples and attempts to situate them within the broader debate about approaches to accountability. In the third section some suggestions are put forward about what would need to change if active citizenship and ‘speaking truth to power’ were to become the renewed focus of accountability.  相似文献

This article describes Learning Platforms, a structured effort by the Dutch-based agency SNV to encourage its expert advisers to engage in reading and analysing academic research related to the context in which they work, and to undertake research of their own. Although the practitioners' ability to apply their research to their daily practice, and the organisation's ability to absorb the findings of the research as part of its ways of working, have been partial or limited, the approach has the potential to bring academic and practice-based endeavour together in ways that are mutually beneficial.  相似文献

Major efforts have been made bydevelopment organisations tomake their systems ofproject and programme management more participatory, in order to be accountable to local participants (or beneficiaries), while also creating opportunities for them to shape their own processes. These measures may look participatory, but have in effect become new (and often costly) forms of management and control, which do not result in great benefits for project participants. The authors argue that the dominance of three components- projects, professionals, and organisations-has beentaken for granted; andthat theyinvolve practices and processes which are primarily instruments of control, rather than of participation. Attempts to generate participation will thus require a fundamental change in the way in which these components operate. Inthe meantime, the authors call for attentiontobe paidtothe ways inwhichthe current tools of participatory development, including PRA, can be used to promote either participation or control, depending on how they are used.  相似文献
