In this paper I examine the relatively under-investigated topic of how historical legacies shaped the emergence of the “Red-brown” political tendency in East-Central Europe and the former Soviet Union – which is sometimes referred to as “National Bolshevism” or “National Communism” or “Strasserism.” More specifically I ask the question, how do historical legacies help explain why extreme right wing voters support the successors to the formerly dominant communist parties (or what I refer to as the “red-brown” vote)? I find that the most important legacy variable that affects the red brown phenomenon is the legacy of the previous communist regime.  相似文献

Historical legacies play an important role in the rise of radical right parties in Central and Eastern Europe. This article conducts an in-depth study of the trajectory of a particular radical right party, the League of Polish Families, in a particular Central and East European country, Poland. The central objective of the article is to highlight that, although there are important similarities between the League of Polish Families and other radical right parties in both Central and Eastern Europe and Western Europe, the League of Polish Families differs in some respects, such as the composition of electorate and ideology from these parties. The article shows that the observed differences have their roots in the Polish historical legacy, that on some accounts deviates from the historical legacies present in other Central and East European countries.  相似文献

Previous studies have established strong and robust effects of EU political conditionality on democracy in the neighbouring countries. We test these effects against the claim that historical legacies condition the likelihood of successful democratisation—and possibly the EU's political conditionality as well. Based on a panel study of 36 countries of the Eastern and Mediterranean neighbourhood of the EU between 1988 and 2004, we show that cultural legacies of religious civilisation are indeed conducive to or inhibit democratisation, and reduce the effects of political conditionality, but they do not explain away the EU's role in promoting democratic consolidation.  相似文献

The concept of a policy legacy has come into widespread use among scholars in history and the social sciences, yet the concept has not been subject to close scrutiny. We suggest that policy legacies tend to underexplain outcomes and minimize conventional politics and historical contingencies. These tendencies are evident in the revisionist literature on American politics in the aftermath of the First World War. That work stresses continuities between wartime mobilization and postwar policy, especially under the auspices of Herbert Hoover and the Commerce Department. We maintain that a rupture marks the transition between the war and the Republican era that followed and that the emphasis on wartime legacies distorts the political realities of the Harding–Coolidge era. We conclude by noting the risks of policy legacy approaches in historical analysis.  相似文献

A central topos in the study of Central and Eastern European contemporary politics in general, and of its radical right politics in particular is the emphasis on the extraordinary relevance of history and geography. In fact, the entire transformation process after 1989 is often clothed in terms of historical and geographical categories, either as a “return of history” or a “return to Europe”, or both. In these various scenarios, the radical right claims a prominent place in this politics of return, and the study of this current echoes the more general concern, in the analyses of the region, with historical analogies and the role of legacies. Sometimes analogies are drawn between the post-1989 radical right and interwar fascism, in terms of a “Weimarization” of the transformation countries and the return of the pre-socialist, ultranationalist or even fascist past – the “return of history”. Others argue that since some Central and Eastern European party systems increasingly resemble their Western European counterparts, so does the radical right, at least where it is electorally successful – the “return to Europe”. According to yet another line of thought, the radical right in the region is a phenomenon sui generis, inherently shaped by the historical forces of state socialism and the transformation process and, as a result and in contrast to Western Europe, ideologically more extreme and anti-democratic while organizationally more a movement than a party phenomenon. In all these approaches, the key concepts of “legacies” and the radical right are often underspecified. This volume takes a closer look at the intersection of history or particular legacies, and the mobilization of the radical right in the post-1989 world of the region, while attempting to provide a sharper focus on key concepts. Regardless of the different approaches, all contributions show that with the radical right, a peculiar “syncretic construct” (Tismaneanu) has emerged in Central and Eastern Europe after 1989, which is derived from both pre-communist and communist legacies.  相似文献

Abstract

The dramatic increase in the use of the World Wide Web and the Internet in government may foreshadow important changes in the nature of governance. A number of theorists have posited that the adoption of networked information systems is accompanied by inevitable shifts toward democratic government. Others argue that technologies are secondary factors in changes in levels of democracy or types of governance. Our article examines the openness of cabinet-level websites in the Organisation for Economic Co-operation and Development (OECD) and post-communist countries as a measure of an important aspect of governance that has only recently been operationalized. It provides a brief review of other studies in this field and the directions in which they are heading. The article analyzes the effects of political, cultural, economic, and technical factors on openness of cabinet-level websites in OECD and post-communist countries. The question is whether the level of democracy and cultural legacies affect openness of electronic governments. The study employs statistical analysis of a comparative database of national-level public agency websites that is produced by the Cyberspace Policy Research Group (CyPRG). The dependent variable is based on transparency and interactivity scores and availability of cabinet-level websites. The independent variables include Freedom House and Polity indexes of democracy, historical legacy, religious tradition, and the GDP per capita and number of Internet users per 1,000 people. Regression analysis shows that democracy, historical legacies, level of economic development, and religious tradition affect openness of cabinet-level websites in OECD and post-communist countries. This study demonstrates need to distinguish between cyberdemocracy and “Potemkin e-villages,” that is, window-dressing, in electronic governments.  相似文献

Do contemporary Bulgarian and Romanian radical right movements represent a legacy of interwar fascism? We argue that the key element is not that interwar movements provided legacies (of structures, ideologies, or organizations) but rather a symbolic “heritage” that contemporary movements can draw upon. The crucial legacy is, rather, the Socialist era, which in asserting its own definitions of interwar fascism created a “useable past” for populist movements. The Peoples’ Republics created a flawed historical consciousness whereby demonized interwar rightist movements could be mobilized after 1989 as historical expressions of “anti-Communist” — and, ergo, positive symbols among those of anti-Communist sentiment. Although radical right parties in both countries may cast themselves as “heirs” to interwar fascism, they share little in common in terms of ideology. Their claims to a fascist legacy is, rather, a factor of how their respective Socialist states characterized the past.  相似文献

This paper explores the historical and contemporary sources of food insecurity in Haiti. It begins by detailing the impact of colonial legacies on the Caribbean region as a whole and on Haiti in particular. The adverse consequences associated with this period include deforestation, soil infertility and food-import dependence. The paper then turns to more contemporary trends, namely the influence of 30 years of neoliberal ideology. It argues that the belief that Haiti can best achieve food security through the pursuit of comparative advantage, a notion advanced and supported by powerful international and domestic actors, has served to reinforce harmful historic trends. We support this argument with recent fieldwork findings that highlight how the construction of a new export processing zone (EPZ), following the 2010 earthquake, has generated troubling environmental and food security concerns.  相似文献

How ethical trade develops in specific ways in particular national-institutional and historical contexts remains largely unexamined. This paper analyses approaches to ethical trade in the South African wine industry through a case study of the Wine and Agricultural Ethical Trade Association (wieta). It examines factors influencing wieta, including the legacies of colonialism and apartheid, its relationship with post-apartheid restructuring and legislation, and the role of international retailers. wieta's impact within the wine industry, stakeholder perceptions, and improvements in on-farm standards are explored. The paper illustrates how these impacts are mediated by political and economic factors operating at various scales, and by the contradictions of improving working conditions within free market globalisation. Within these broader contexts, it argues that expectations of wieta are unrealistic and its role in transformation widely misunderstood. Instead, ethical trade initiatives need to be understood within their spatial, institutional, and historical contexts so as not to overestimate and undervalue their contribution to socioeconomic transformation.  相似文献

Why do historical legacies continue to burden politics in East Asia? According to major schools of thought on collective memory, perceptions of historical injustice may be determined by the past (traditionalism), the present (presentism) or the interplay of both. This paper assesses the validity of these theories by examining the effect of transitional justice on perceptions of wrongdoers. Transitional justice offers a unique substrate for exploring competing theories of collective memory as it represents a contemporary process for dealing with the past. Were transitional justice to transform perceptions of wrongdoers, it would provide evidence supporting presentism. This hypothesis was tested using a survey of 640 adults from the Gallup Korea online panel. South Korea was selected as a research site because the legacy of Japan's occupation remains unresolved. A Tobit analysis supported presentist approaches although, as traditionalists claim, perceptions of wrongdoers were resistant to change. The organic nature of collective memory suggests that perceptions can only be transformed by comprehensive transitional justice.  相似文献

This paper examines the impact of countervailing external pressures on labor rights in 17 Latin American countries. On the one hand, these countries have been urged to reform their labor laws and practices to comply with international labor standards, including protections for the collective rights of workers. On the other hand, they have been pressured to adopt more flexible labor markets, which often undermine collective labor organization. After dividing the countries by the type of political regime that prevailed when the pattern of relations between labor and the state was being established, the paper presents and explains the results of indices created to measure two outcomes: labor standards and labor market flexibility. It then analyzes the impact of four types of external actors (the ILO, national governments pursuing trade agreements, multinational corporations, and international financial institutions) on these outcomes, both de jure and de facto. The paper's main finding is that these actors have had an impact on labor outcomes in the region, but that their influence is heavily mediated by domestic factors, particularly historical legacies of state-labor relations.  相似文献

The article explores ways in which the nineteenth-century Prussian military architecture has been used and promoted as a part of the local heritage in the Russian exclave of Kaliningrad. Accommodation of the old fortification buildings to tourism and museum work has been publicly discussed since the beginning of the 2000s, but neither local nor federal authorities have proposed a plan to adapt them to non-military purposes. As a result, these structures, which are protected by federal heritage laws and uniformly built of characteristic red bricks, have become an arena for various initiatives, experiments, and games with the past. Strategies of virtualization discussed in the paper reveal a lack of open public discussion about dark episodes of Russian and Soviet history. Consequently, it is important to learn more about how and why contemporary Kaliningraders appropriate the local German legacies, use globally accepted strategies of heritage construction, and develop cooperation with the EU countries, while remaining receptive to official historical narratives promulgated by the national center.  相似文献

Abstract

Legal empowerment has become widely accepted in development policy circles as an approach to addressing poverty and exclusion. At the same time, it has received relatively little attention from political scientists and sociologists working on overlapping and closely related topics – the rule of law, the functioning of judicial systems, property rights, labour politics, and business and governance, among others. Research on legal empowerment has been largely applied, with clearest grounding in the fields of law and economics. This special issue speaks to this gap with contributions on six core areas of legal empowerment. This article frames the collection. It provides a brief introduction to legal empowerment and advances two broad arguments. First, an ethnic group-focused approach is a useful starting point in considering the impact of legal empowerment and other development interventions. Second, the state via the law contributes to ethnic inequalities in four broad ways – via its written laws, their implementation and actual practice, historical legacies of law and practice, and ethnic hegemony embedded in the system. Thinking about legal empowerment initiatives within this framework provides understanding both of their potential and their limitations.  相似文献

This paper examines the passage of a new constitution in Ukraine in order to determine which factors contribute to the establishment of a stable separation of powers system at the national level. We focus on three types of factors: legacies of the past; the structure of institutions at key time periods; and the nature of dynamics between political groups. We find that while all of these factors play some role in the evolving institutional arrangements in Ukraine, negative legacies of the past can be overcome by the decisions of new political groups and the creation of new institutional arrangements.  相似文献

Abstract

Colonialism affects post-colonial social formations in a variety of ways. Japanese colonial rule had a far-reaching influence on South Korean post-colonial social formation. Most legacies of colonialism diminished as time went by, but one legacy of colonialism continued or even increased its effects on the South Korean political economy from the 1960s – namely, the division of Korea. This article provides an alternative Gramscian approach to the analysis of the social formation of South Korea, with due consideration of the division of the peninsula. For that purpose, it introduces the concept of a division bloc, adapting Gramsci’s concept of a historical bloc to develop an analysis of a social formation that is unique to South Korea. Then, I explicate the two events that have been most damaging for the division bloc – the 1997 economic crisis and the 1998–2007 inter-Korean reconciliation – describing them as an organic crisis and a hegemonic project, respectively. Following this, I present reasons why the counter-hegemonic efforts of liberal nationalists to overcome the division bloc failed.  相似文献

How do the features of a rebel group and the external political environment interact to affect the internal dynamics within a rebel group after it transforms into a political party? In this paper we combine literature on organizational change in parties in new democracies with the emerging literature on rebel group-to-party transformation, to develop a framework by which to understand these dynamics. Using the Communist Party of Nepal (Maoist) as a case study, we find that the legacies of the conflict, the organizational legacies of the rebel group, and the post civil war incentives for electoral gain, create political cleavages within parties that generate considerable organizational centripetal pressures, pressures that will need to be accommodated in new party organizational structures.  相似文献

What role do legacies of past mobilization under late communist rule play in the success of the radical right parties in Eastern Europe? This article considers two major legacies: the legacy of national-accommodative communism and the legacy of patrimonial communism. We investigate the effect of welfare retrenchment on vote support for radical right in 2000s. Social policy reform retrenchment in universalistic welfare systems has a highly incendiary potential for political conflict and radical parties. In countries with a legacy of national accommodative communism, early differentiation of major parties on socio-cultural issues and strategies of social policy compensation kept reform losers at bay, which limited voter success of radical parties. Highly polarized patrimonial regimes, on the contrary, are the most fertile breeding ground for the radical right due to the high levels of inequality and dissatisfaction resulting from a rapid dismantling of the welfare state. The ethnic composition of countries plays an important role in the radical right mobilization as well. Radical right parties benefit from a situation in which the titular majority faces a small ethno-cultural minority.  相似文献

This essay uses the case of foreign direct investment (FDI) in Central and Eastern Europe to stipulate how European Union (EU) integration affected the economic globalisation of the post-socialist region. Existing studies argue that expectations of impending EU membership had a direct effect on raising FDI inflows because they reduced perceived investment risks for potential investors. In contrast, I show that the EU accession process worked through an indirect effect on FDI: it influenced post-socialist states' efforts to promote FDI as a desirable strategy of economic development and the behaviour of firms. These state efforts, in turn, increased FDI inflows, net of conventional risk and return factors. Further analyses indicate that decisions about state FDI-promotion have been influenced not only by EU conditionality but also, and importantly, by particular legacies, namely the countries' initial choice of privatisation strategies, extent of reform during socialism and history of state sovereignty. Overall, the results suggest that EU integration and legacies of the past shape both the structural and the ideational context for domestic decision-making elites in Central and Eastern Europe, and may act not only as constraints but also as enabling conditions facilitating the global economic integration of the region.  相似文献
