The article describes the action trajectory and the value concept of e-government service innovation in Chuzhou City, Anhui Province during 2006-2012. The background, value orientation, innovation, and reconstruction results as well as implementation strategy of the sequence of four rounds of reorganizing a one-stop shop structure are analyzed. From the perspective of overall efficiency of government services, some recommendations are put forward to break fragmented services of local government. At the level of central government, ideas and future directions have been discussed. In this respect, the Chuzhou City Government has been a pace-setter. Last year, it launched a new round of government reorganization. The aims are to realize every ordinary matter by applying one examination and approval and one review exercise; further increase the rate of on-spot handling; and try to ensure that for every complex matter, the three steps of reception, examination, and approval procedure should be completed in five days.  相似文献

East European countries, including Albania aren't totally immune from the troubles of the international financial trade, although they will not have direct influence on their finances system. These effects of the global economy crisis have begun to be felt even in Albania. The poor classes will be much more and faster effected from this crisis. This article will treat the effects of the crisis into these classes, and the risks that this crisis brings to their finances. Important factors for this will be the decrease of the monetary incomes in the country, the emigrant remittance and foreign investments decrease and as a result they will influence in a decrease of the income for person in the country, which will have much influence at this level. The intention of the article is to treat the policies that should be taken by the government to protect them. The government of these countries should be concentrated in the social protection of the poor classes and in the ways of overcoming the crisis for them.  相似文献

Historically, immigration has had a significant impact on the changing demographic of the Canadian society. Each year more newcomers enter the country. There are more than 45 ethno-cultural associations and more than 100 different ethno-cultural groups residing in Nova Scotia. In the recent past, social science researchers are becoming increasingly involved in identifying ways of effectively addressing the social and health needs of this culturally diverse Canadian population. There is very limited literature on the Nova Scotian experiences of immigrant women especially those of African descent. For the government to develop public policy that ensures the inclusion of vulnerable and high-risk populations in our society such as recent immigrants and black people, their perspectives should be considered. Some steps are being taken by individual researchers to illuminate these perspectives. The paper will discuss the findings of a project that examined the health care experiences of immigrant women in a Canadian province with a goal of illuminating health care needs of recent immigrant women and facilitating community capacity building to create positive change for more accessible health care. The data collection method was primarily focused group meetings and workshops held with the individual immigrant communities. Although the project was conducted with immigrants from five regions of the world, this paper will focus on the experiences of first generation immigrant women of African descent with emphasis on their perspectives on the process mothering in a multicultural society. The paper will discuss their childrearing needs and their attempt to address these needs within the spaces of multiculturalism, the two predominant ones being the Canadian culture and that of their countries of origin. The paper will conclude with some suggestions for change at both the practitioner and policy level in order to effectively address the social and welfare needs of this population.  相似文献

Although the village and town government is at the minimum level of political organization in the state administrative system, it is responsible for the layout and organization of rural public facilities, commonweal projects, and for providing the countryside with public goods and services. How they fulfill their duties have a direct impact on the rural stability and development and on the whole country and society. With the establishment of socialist market economy and faster rural urbanization, the functions of the village and town government have changed to a greater extent. However, in the social transition period, phenomena like "the vacancy", "the offside" and "the dislocation" still exist in the operation of the village and town government. Through function analysis of village and town governments, this article analyzes the problems which the public service faces in building a new countryside, and proposes the feasible ways in function restructuring to the public service orientation for village and town governments. These are of great realistic significance for the construction of new socialist countryside and public-service-oriented government.  相似文献

Facing the limitations of bureaucracy and the pressures of crisis and change, the government reforms in many countries adopted a discipline of new public management (NPM) by separating autonomous agencies (agentification) in the public sector. Nonetheless, there are still very few empirical studies of performance assessment of this type of agency. This paper has two main objectives: (1) to explore the governance and autonomy of nine independent agencies under the Ministry of Industry (MOI) in Thailand; and (2) to present performance assessment of these nine independent agencies. This study uses both qualitative and quantitative approaches in collecting data, including three focus groups, 37 in-depth interviews, and 3,428 questionnaire surveys. The paper applies the concepts of agentification of NPM to examine the multidimensions of autonomy and to evaluate the performance of the nine agencies, covering effectiveness, financial self-reliance, and the impact on industrial development. Finally, this paper discusses the effects of agentification and suggests policy and managerial implications as well as further research directions.  相似文献

The paper deals with identity management in cross-border and cross-sector communication in e-government. The new ALUCID (automatic, liberal and user-centric electronic identity) technology based on new principles of anonymous and automatic identity enables markedly different and simpler identity management with strong authentication support. This paper aims to compare ALUCID with PKI (public key infrastructure, a well-known identity management technology used in cross-border and cross-sector environment of e-government) from user's and government's point of view. It focuses on organizational aspects of eID issuing and verification, various interoperability issues, language issues, legislative framework variety, cultural differences and privacy protection issues related to identity use and management. The specific features of the ALUCID technology which was designed to support the specific needs of e-government in a cross-border and cross-sector environment are also described herein.  相似文献

The concept of digital governance has renovated the basic premise of administration. Digitalization has not only made it more responsive but also enhanced its accountability to deliver the better services to people by initiating direct participation of common person in the process of governance. The dynamic nature of administration makes it change orientation thus responding to the demands in particular time frame. Though the core issue of rendering services acquires the center-stage, recently there has been intermixing of principles of public management giving effective resource management, the special leverage to flame policies. In countries which are less prone to the adaptations of advanced technologies are also taking e-initiative to activate the process of implementation. The present article explores the status of e-governance in Rajasthan, the biggest state of Indian Union. After the enactment of Information Technology Act 2000 by the union government, different states have also taken corresponding initiatives pertaining to the e-governance. This study which was carried out in Rajasthan in 2009 focuses on various dimensions of its application in state secretariat, which epitomizes the epithet of administrative activities undertaken by the Government of Rajasthan. The study results are evaluated on the basis of the data collected at different levels by instituting the questionnaire and survey. It establishes the fact that Rajasthan has responded very well in some areas of administration, but there are certain areas where it has to implement the e-initiative at par with the other states. Therefore this particular study examines the present status of the e-governance followed by the suggestive trajectory on what other efforts are needed to involve this state. The interpretations are subject to the data collected. The secretariat is the domain of governmental functioning to fulfill the expectations of common person in the state. This research works has focused on the various e-programs, and data collected thereafter have been analyzed to understand the intricacies of e-governance in the state. It is a less explored arena where the study is conducted to find out the status of various programs and the impact of e-governance on the implementation of programs.  相似文献

There have been efforts to establish agencies as part of a strategy to improve service delivery world-wide. In Nigeria, agencies have also been established at both the national and state levels. The Lagos State Government has also established various agencies to fulfill different government functions in the state. After many years, the activities of these agencies have improved the delivery of services to the people in Lagos State, but there is still much to be done. This is why this study examines agencification of public service delivery in Nigeria with reference to Lagos State. The study uses mixed methods and triangulated data to achieve the research objectives. Questionnaire was used to collect data from service users and departmental officials. Face-to-face interviews were conducted with key officials of the selected agencies. Key documents were also reviewed. The findings reveal: lack of human resources capacity, inadequate financial management skills, and poor management of service providers, and the environment of the people of Lagos State are not considered in the conception and the implementation of the service-delivery-driven agencies. The study therefore recommends that agencification of public service in Lagos State as conceived if properly implemented can contribute to effective public service delivery.  相似文献

The paper investigated the lnternet abuse behaviors of government officials in public administration or public service departments in China. The time period and frequency being on Internet for private purposes, the non-official business surfing behaviors within working hours, as well as the main harms brought to the government affairs and government networks were analyzed statistically. The attitude of officials upon being online supervised and controlled by technical tools, the requirements of internal entertainment web construction, and the proposals to improve the management systems of e-government network were collected and analyzed systematically. The new information and communication technologies (ICTs) are radically redefining the world's social, economic and political landscape. People live in the information age and their environment and needs are changed by the development of ICTs. The Republic of South Africa as a democratic country also faces the challenge in the information age. The Government of South Africa has embarked on a number of measures to ensure that information and communication technologies (ICTs) play a vital role in society. The Department of Home Affairs (DHA) plays a central and indispensable role within the public service, impacting on the lives of all the citizens and the people who visit South Africa. The DHA has felt the pressures emanating from South Africa's transition to democracy and the tremendous growth in the demand for its services. It is important for the DHA to adopt the ICTs in its services to deliver them conveniently and efficiently to citizens. The paper presents the research undertaken of the present status and application of e-government in the Department of Home Affairs in Republic of South Africa as well as the analysis of challenges the DHA faces in the quest to deliver services with ICT. Feedback obtained from clients was reviewed with the aim of offering recommendations on how the DHA can improve service delivery using ICT.  相似文献

The aim of the paper is to examine leadership at the level of CEOs and effectiveness in healthcare setting. Previous studies suggest that there is relationship between leadership style, situation and circumstances. The relationship between leadership and performance is probably not straightforward and may be influenced by both environmental and contextual factors, yet no irrefutable support on this assumption can be found. In our paper we examine relationships between leadership, environment, organizational context and effectiveness in Polish healthcare organizations. Multifactor leadership questionnaire which has been used in a great number of researches relating to the public sector on leadership was employed in this research. Considering the financial crises, all the recent presidents have emphasized the importance of productivity improvement in government, especially in public personnel management. Though there is a general agreement on the concept of productivity, the means to achieve productivity vary with president's ideology. President Reagan championed the cause of conservatism. On one hand, despite Obama's attempt to diffuse ideological question, his actions can be regarded as liberal. This study seeks to make a comparison between Presidents Reagan and Obama on their efforts in productivity improvement in public personnel management, based on their ideological preferences. President Reagan campaigned on an anti-Washington agenda. He promoted the idea that the government is the problem rather than the solution. He popularized the idea that the people are burdened with heavy taxation as a result of the big government. Therefore, the solution to heavy taxation was to cut big government, which can be accomplished by reducing unnecessary and expensive regulations. On the other hand, when President Obama came to office, the country was faced not only with a deep recession, but two difficult wars, the collapse of the banking and the auto industries, the housing crisis, and overall capacity crisis in the government. Obama resisted ideological level in his campaign speeches to diffuse the criticisms of the conservatives.  相似文献

The institutionalisation of performance management in the South African public service is a post-1994 intervention necessitated by the need to counteract the legacy of poor performance in public service institutions. Performance management as an integrated system is not a standalone intervention, but has direct links with other organisational processes. At both the micro- and macro-levels, PMS (performance management system) recognises institutional performance relationships between individuals', teams' and departments' performance contributions for attaining government performance targets. These institutional performance relationships in the South African public service have attracted excessive attention, whilst their performance impact in communities has been overlooked. In addition, the interdependence between the dichotomies of PMS: institutional performance relationships and performance impact have also been overlooked. In the South African context, this condition creates a disparity in terms of which government employees are rewarded for outstanding performance, whilst targeted beneficiaries express dissatisfaction, often with violent protests, over government's performance in the delivery of basic services. The protestors cite poor service delivery in prioritised key performance areas of the South African Government. The granting of performance rewards to government employees is an expression of performance excellence, which should translate into quality service delivery. Such delivery should not only meet the levels of service delivery expectations of targeted communities, but should also result in their total satisfaction. The article is founded on the basis that any disparity between targeted beneficiaries' service expectations and level of satisfaction can be linked directly to government progress in PMS implementation.  相似文献

Over the last two decades, government has made essential changes in order to improve public administration functioning. These changes were driven by a new government philosophy. The key concept in this new public policy is to connect information society, and public administration. In this context, the purpose of this study is through analyzing the process of computerization of public administration to determine the specific services provided electronically to the National Revenue Agency (NRA) in Ministry of Finance. Ministry of Finance and NRA are the administrative bodies that are reformed significantly in this field. E-governance is a political concept and philosophy which includes principles and the public administration working mechanism. E-government is electronic services provision platform that uses information and communication technology. The extensive monitoring and analysis lead to conclusions in two key areas--legal and technical organization. The lack of consistency between governments and the total reorganization of some areas of the state causes difficulties in implementing cyber plan in administrative services. There are other essential weaknesses that corrupt the system electronic reforms. It is important to be created a digital broadband market in Bulgaria. This will integrate the network systems of Bulgarian official institutions in a common electronic network.  相似文献

The implementation of e-government is a burgeoning phenomenon across the globe. However, a review of the IS literature reveals the inability of public administration organizations to complete information technology projects successfully. Unless governments learn to manage the government transformation projects, these e-dreams will turn into global nightmares. The shortage of studies on e-government implementation presents a knowledge gap that needs to be plugged. This paper describes and analyzes the implementation and the project management approach of the electronic government interoperability framework (EGIF) in Greece. Our intent is to present an application of a goal-driven project management methodology named EGTPM (electronic government transformation project management) in order to use it as a methodological reference when navigating in the open sea of information technology project implementations in the area of public administration. The successful implementation of the specific project indicates that the application of EGTPM approach could provide a solution to achieve government transformation objectives more effectively and efficiently.  相似文献

This paper is an exploratory study that investigates the status of new public management (NPM) and the obstacles to its implementation within the Republic of Lebanon. The study employs a qualitative approach that examines two complementary data sources. The first data source is obtained from an extensive review of documents related to NPM that are available in the public domain such as policy initiatives and governmental projects. The second data source is obtained from in-depth semi-structured interviews with 40 stakeholders. Data is analyzed, using an iterative thematic content analysis. The findings suggest that the main obstacles that have inhibited the implementation of NPM in most public agencies in Lebanon include: the politicization of administration in the public sector, the lack of stability in the country, the non-targeted inconsistent and insufficient training, several institutional dysfunctions and organizational challenges, the absence of a country-specific applicable model of public management and the unsystematic and non-institutionalized link between concerned international organizations and the Lebanese public agencies. This research is significant as it provides a foundation for institutional practices to improve the design and implementation of NPM in the country. It also contributes to the relevant academic literature and fills a gap in the research on NPM in Lebanon. The paper provides policy recommendations needed to respond to the recurrent calls for administrative reforms in the Arab world especially in the aftermath of the popular uprisings in many of its countries.  相似文献

Information technology (IT) has been able to facilitate the rural development through empowering and integrating the accessibility of the villagers (cottagers) to the available knowledge and information and the opportunities to different extents. The success of IT approach in rural development requires some initial efforts to prepare applying IT in order to achieve it. Awareness of IT-based rural development infrastructures and subsequently preparation of required infrastructures are one of the most important steps towards delivering the development program. Considering the importance of this subject, in this paper, we have tried to identify the IT-based rural development infrastructures, using the ideas of experts in IT and rural development across the Iran country. The data analysis of 171 respondents with T-student test showed that the factors of social-cultural, organizational-managerial, technical-telecommunication and legal-legitimate are the IT-based infrastructures of rural development. Successful provision of these elements depends on the existence of strategic alignment approach and focuses on the balanced maturity of the infrastructures.  相似文献

This exploratory study examines the infrastructure of total quality management (TQM) in Kuwaiti public administration. The research was based on a questionnaire administered to a random sample consisted of 600 government officials from various Kuwaiti ministries. The basic elements of TQM which were investigated relate to work relations, administrative procedures, and professionalism. The objective of the study is to improve quality of public services through diagnosing and strengthening positive points, shedding light on the negative aspects, and giving recommendations on how to enhance services' quality. The study results showed that public administration employees are highly adaptable to TQM requirements. Statistically significant variations were found in adaptability to TQM requirements due to gender, age, educational level, job level, and work relations with regard to many aspects. It is recommended that decision makers in Kuwaiti public administrators take some measures to enhance TQM orientation such as simplifying administrative procedures, making greater compatibility between employees and type of work, investing more resources on continuing education of public administration employees and conducting field studies concerning adaptability of other government bodies (public institutions, public companies, etc.) to TQM requirements to see similarities and differences between them and the ministries in this regard and draw appropriate lessons.  相似文献

Fifteen years after South Africa's first democratic elections in 1994, a significant percentage of the population is yet to access basic services and infrastructure because of government's slow pace of service delivery. Following the recent elections in April 2009, various forums have placed the debate on good governance and issues of service delivery high on their agendas. This has led to an increasing call for the present government to speed up service delivery and improve the living standards of majority of the people of South Africa. In this regard, government must seriously consider all mechanisms that have hindered delivery and other issues (that have contributed to government's slow delivery pace) must be revisited. Amongst other challenges is the issue of managing intergovernmental relations (IGR) in a more effective and efficient manner. The paper reconsidered the extent to which IGR could be maximised as a facilitative element in governance and argued that what needed to be earnestly pursued are integrated and improved administrative processes, as well as coordinated and aligned governmental systems. This paper therefore sought to position IGR as a possible opportunity for the improvement of service delivery'. It further reflected on some of the pertinent challenges that impact on IGR, as well as presented some pointers for the future.  相似文献

The main purpose of this paper is to explore the effect of empowerment, participation and feedback as antecedents of interpersonal trust and organizational commitment and productivity as consequences of interpersonal trust. This study also attempts to find the influence of empowerment, participation and feedback on positive organizational outcomes such as organizational commitment and productivity. A quantitative research design was employed. Data were collected through survey instrument from 186 participants comprising professional, administrative and support staff working in one municipality of Istanbul (Turkey) government. The research results indicate that interpersonal trust is vital to positive organizational outcomes such as organizational commitment and productivity and to enhance the interpersonal trust and positive organizational outcomes, which are characterized by empowerment, participation and feedback are very important.  相似文献
