从1978年改革开放的号角吹响开始,我国经济的发展就步入了一个新的阶段。如今,经历30多年的发展,我国的市场经济体制正逐步发展和走向完善,伴随着这些发展的还有我国企事业单位的改革。改革必然会产生各种各样的新问题和新矛盾。在这种情况下,作为单位思想灵魂的工会组织就起到了至关重要的作用,它是单位和职工沟通的桥梁,更是维护单位稳定的最大保障,所以,如何在新形势下确立好工会工作的发展方向值得探究。本文针对新形势下工会工作的发展方向提出了立足根本,不断完善工会基本职能;发挥好工会的监督功能,重视活动的民主性;提高工会组织能力的建设及创新是增强工会工作源泉的四点建议。  相似文献

While a multitude of studies have investigated the link between opinion and policy, we have little knowledge of how and when organised interests affect this linkage. We argue that the alignment of organised interests affects opinion–policy congruence by influencing the weight decision-makers attach to citizen preferences. Moreover, we propose that alignment between majorities of groups and the public matters the most when status quo bias must be overcome for the public to obtain its preferred policy. We test our theoretical claims drawing on a comprehensive media content analysis of 160 policy issues in Germany and Denmark. Our results present a more sceptical picture of the ability of groups to suppress the opinion–policy linkage than the one frequently presented in the academic literature and public debate. We find that the capacity of groups to affect whether policy is congruent with the majority of the public is restricted to situations where the public supports a change in the status quo. In these cases, policy is less likely to end up reflecting public opinion if the majority of interest groups do not support the public position. In cases where the public is supportive of the policy status quo, the position of interest groups does not affect the likelihood that policy will eventually reflect the preferred position of the public. Our findings expand existing knowledge of organised interests in the study of policy representation and have important implications for understanding democratic governance.  相似文献

This paper analyzes how human trafficking policies diffused in the post-Soviet region. By adapting the diffusion of innovation framework to fit the international context, I examine whether human trafficking adoptions in the post-Soviet region were due to internal determinants and/or diffusion effects. A comparison of Russia, Latvia, and Ukraine found that internal determinants such as state commitment to human trafficking policy and interest group strength were more important to policy adoption than external pressures from the international community while state capacity and bureaucratic restructuring impeded policy adoption. I argue that policymaking, even in authoritarian regimes, is more nuanced than blind compliance with international treaties and shows that interest groups and policy entrepreneurs work within the constraints of national policymaking to adopt human trafficking policies.  相似文献

Earth Day 1970's legacy overshadows two earlier events resulting in popular misconceptions about U.S. environmental politics: that environmental policy began with Earth Day and that Congress and the president were not concerned with the environment until public opinion and interest groups pressured them. These misconceptions increase public opinion ambivalence and frustrate environmental leaders. This paper describes Earth Day 1970, the congressionally established Outdoor Recreation Resources Review Commission established in 1958, and President Kennedy's Natural Resources Tour of September 1963, arguing the latter two prepared for the convergence of multiple streams of policy change that resulted in the first Earth Day.  相似文献

This article analyses the Liberal Democrat general election campaign of 2005, with special attention to developments in the party between 2001 and 2005. It argues that there was significant change in policy during that period, towards an agenda emphasising decentralisation and 'tough liberalism'. However, this did not significantly alter the party's overall message from that of 2001, which remained focused on policies such as scrapping university tuition fees. Meanwhile, there was great continuity in campaign strategy and tactics, particularly because of the influence of the party's Chief Executive, Lord Rennard. Tactical innovations in 2005 stemmed from the party's success at fundraising, rather than any decision that new methods of campaigning were necessary. The article concludes with a critical assessment of the campaign, and examines the issues which are likely to arise in forthcoming debates on Liberal Democrat strategy, policy and leadership.  相似文献

Overview and Scrutiny Committees were introduced in England and Wales in the Local Government Act 2000 that ended the role the full council and its committees as the locus of decision‐making for most local authorities. Overview and scrutiny committees composed of councillors not on small decision‐making executives were tasked with holding these to account. The performance of scrutiny committees is variable. Generally they work best where they concentrate on reviews of policy and practice, with recommendations following from well‐researched reports. The paper reviews the difficulties which arise when scrutiny committees endeavour to hold powerful executives to account, and suggests that to strengthen this new legislation is required, in particular to institutionalise scrutiny committees as agencies of the full council, the representative body for the area, comparable to the way in which the select committees at Westminster are the agencies of the Parliament.  相似文献

Abstract

As part of the strategy for better governance, the European Commission has taken steps towards improved consultation and dialogue on European Union (EU) policy with interested parties. Opening up the policy process and getting interest groups involved are considered important for the democratic legitimacy of EU policy making. This article examines the public Internet consultation on the Commission proposal for a new European chemicals policy, the so-called REACH system. Being one of the most consulted issues in EU history, the chemicals policy review is considered as a critical test for the participatory mechanisms provided by the European Communities. By analysing more than 6000 contributions to the consultation, it is demonstrated that it invited broad participation, although industry was considerably better represented than NGOs and other civil society associations. Moreover, an overwhelming majority of participants were national actors from the largest member states rather than transnational actors. It is concluded that online consultations can invite broad participation in EU policy shaping but it is unlikely to bring about equal participation from different group of actors. Therefore it raises concern when measured against standards of democratic governance.  相似文献

As the United States struggles with national solutions to address climate change, state and local governments have become leaders in both mitigation and adaptation policy. Although a significant and growing body of research targets these policies, most studies have assumed common factors motivating both adaptation and mitigation policy adoption. There remains a need for more research on cities of all sizes, their adoption of specific local policies, the factors motivating those choices, and whether the influences for mitigation differ from those that motivate adaptation. The paper uses data from a new survey of over 200 local governments in eleven states of the Great Plains region, including measures distinguishing between mitigation and adaptation policies. These data are employed to test the relative influence of factors from three areas: the policy environment, the attitudes of governmental actors, and community atmosphere, in explaining observed variation in the adoption of climate change policies.  相似文献

党的十七大以来,高校大力开展党风廉政建设工作,积累了丰富经验,并取得了明显成效。但随着高校参与经济活动越来越频繁,党风廉政建设工作遇到了许多新情况和新问题,存在认识不清晰、体制机制不完善、组织机构不健全、监督乏力等不足。这些问题的存在严重制约着高校党风廉政建设的发展水平。因此,在新形势下全面推进高校党风廉政建设,必须把党风廉政建设纳入高校教育事业发展和党的建设全局之中:全面摸清实情,增强渗透力;加强制度建设,提高保障力;增强监督实效,提升制衡力;创新体制机制,扩大影响力。  相似文献

Recent reforms instituted in the network of higher education in Israel have focused on two elements: adjusting the managerial structure of the universities to make it more amenable to market criteria of efficiency and reducing the proportional weight of state funding to the universities compared to that allotted to the technical and professional colleges. The main elements of this process—increasing power of managers in academic institutions, shifting universities toward entrepreneurialism, the idea of the service university, and the massification of the system of higher education—are characteristic of similar changes in higher education in the U.K., the U.S.A., Canada, and Australia.This article examines the impact of organizational and structural changes on the categories of knowledge produced, and by extension on the production of knowledge itself. By examining changes in the organization of higher education in Israel and in particular in the social sciences, the article suggests that institutional and academic diversification have influenced the categorization of legitimate knowledge pertaining to society, the economy, and the political arena—the traditional terrain of the social sciences—and hence what is considered knowledge worth knowing about these subjects. Finally, the article points to certain political interests that have motivated this change, and examines their larger impact upon Israeli society.  相似文献

This article explains the empirical puzzle of Japan's green conversion from an environmental pariah to a leading player in the climate change environmental regime. My argument is that Japan pursued environmental action to reconstruct its international image and demonstrate itself to be a responsible global actor. Claiming that existing explanations fall short, I delineate an international environmental action model that incorporates a more comprehensive cost–benefit framework examining both real and ideational factors. To test the model, I examine four key episodes of Japan's participation in the climate change environmental regime. The empirical analysis reveals the relevancy of the environmental action model, as all four episodes are either fully or partially explained by the model's mechanisms. Finally, I provide some conclusions, suggest that this model fills in the gap in the literature on environmental foreign policy, and provide topics for future research.  相似文献
