The difficulty of coordinating service provision in interagency programs is a challenge for many working in public policy. We reflect on lessons learned through evaluating two inter‐agency supported housing programs for people with mental illness and propose a framework outlining components needed for well co‐ordinated service provision. We specify collaborative mechanisms at the policy, agency, service and client level. The key component is the role of an ‘integration coordinator': a person who is able to facilitate relationships and ensure effective information flows. Relationships need to be actively maintained to meet the inevitable challenges that will arise in complex interagency systems. The framework is relevant to policymakers across the public sector, including mental health, drug and alcohol, aged care, and policing.  相似文献

This article investigates the implementation of key performance indicators (KPIs) in Western Australia's public mental health system. A nationally agreed performance measurement framework forms part of the much needed reform now taking place within Australia. However, progress in the effective monitoring and reporting of KPIs is slow in most states, including Western Australia. The authors report on the results of a selective case study involving semi‐structured interviews with mental health administrators and offer a more nuanced insight into the intricacies and difficulties involved in performance measurement reform. The principal finding is that effective performance measurement and reporting can be internally problematic, particularly within a fragmented and networked system. This tends to give rise to a conformance‐only approach to performance measurement.  相似文献

The purpose of this study is to investigate the relationship between social media usage for work purposes and employee job satisfaction in the public sector. Because social media is a relatively recent phenomenon, the ways in which it affects employee attitudes such as job satisfaction are not well-known. Using self-determination theory (SDT) as a framework, this study tests whether perceived competence, relatedness, and autonomy mediate the relationship between social media usage for work purposes and employee job satisfaction. Data were obtained from the Australian Public Service Commission (APSC). Overall, results generated from the structural equation models support SDT, suggesting that employees using social media for work purposes have higher self-determination and higher self-determination increases their job satisfaction. In particular, the effect of competence to job satisfaction is very high. However, while social media usage for work purposes can enhance employees’ need for autonomy and competence, it does not have any statistical effect to employees need for relatedness. In addition, social media does not have any statistical and direct effect to job satisfaction. The results suggest that social media has an indirect effect to job satisfaction. Previous scholarship has found robust connections between winning an election and democratic system support. Building on this connection, our analysis theorizes an additional dimension of competitiveness existing in executive elections. We hypothesize a polarizing effect in close elections: that individuals feel the most satisfied after winning by a narrow margin, while losers will be most dissatisfied. Using survey data from eighteen national elections across eight countries, our findings support half of this expectation. Winner satisfaction with democratic systems is highest in close elections and erodes as margin increases. Losers' reported satisfaction is not affected by margin – those who lose by half a percent are indistinguishable in levels of system support from those who lose in landslides.  相似文献

The media is widely recognised as contributing to stigma associated with mental illness by portraying it in connection with violence and/or undesirable traits. In response, campaigns directed at policing language use, imagery and story content in the media have been implemented. But these interventions can themselves perpetuate stereotypes and assumptions that ultimately run counter to the original intent of challenging stigma. By way of illustration this paper analyses an Australian campaign that I argue invites people to see stigma in innocuous uses of ordinary language and imagery, effectively associating mental illness with that which it seeks to challenge. The grounds for its criticism and praise of stories about mental illness are also often tenuous and based on a limited approach to determining the impact of story content. The pitfalls of this type of campaign can be avoided by taking heed of the shifts in thinking advocated by postpsychiatry and the deconstructionist strategies employed by activists in the mental health field.  相似文献

本文采用问卷调查和田野调查相结合的方法。首先从边疆9省中随机抽取了1000名生源地在边疆的少数民族在校大学生,运用卡特尔16PF对他们进行心理测验,结果发现边疆少数民族大学生心理健康水平显著低于全国一般水平,男生与女生之间的健康水平也存在显著差异。在影响心理健康水平的4个因素中,忧虑性对男女生的心理健康都有显著影响,而紧张性因素只对女生的心理健康有显著影响。同时,通过田野调查探讨了影响少数民族大学生心理健康的原因。  相似文献

We examined the Occupational Safety and Health Administration's (OSHA) inspections in the US to identify the effects of repeated inspections and the time between inspections on non-compliance. Our sample included 549,398 inspections conducted from 1972 through 2006 in manufacturing plants in the 29 states where federal OSHA enforces the law. We controlled for inspection type, industry, establishment size, and year. The number of total violations cited fell by 28%–48% from the first to the second inspection; after that, the numbers declined much more slowly. These effects were found in every one of the four sub-periods examined. The number of violations cited increased with each additional year since the prior inspection after controlling for other variables; however, the increases were small, totaling approximately 15% over five years. OSHA should probably give higher priority to first time inspections than to repeated inspections. The current requirement that at least two years elapse between planned inspections should probably be lengthened.  相似文献

Following its election in 1997, the UK Labour Government embarked upon a 10 year program of reform of the National Health Service (NHS). By 2005, Labour had doubled the NHS budget and dramatically transformed the shape of the Service. In England, a basic characteristic of the NHS is the organizational split between provider and commissioning agencies. In this article I argue that Labour's re‐regulation of NHS provision is a coherent representation of the influence of the “regulatory state” in restructuring arrangements between government, market, and society. The article offers an account of the regulatory state based on a discussion of five key theses: The Audit Society, Regulation Inside Government, The New Regulatory State, The British Regulatory State, and Regulatory Capitalism. The article unfolds Labour's program of reform across themes common to these accounts: the division of labor between state and society, the division of labor within the state, the formalization of previously informal controls, and the development of meta‐regulatory techniques of enforced self‐regulation. It concludes that the key themes of the regulatory state are at work in Labour's transformation of NHS provision and it offers a discussion of the implications for both scholars of regulation and the UK and European health policy literature.  相似文献

本研究从高中生身心良好状态的前提条件入手,构建出高中生的身心健康指标体系,并运用2010年中日韩三国高中生调查数据,分析三国高中生身心健康的现状和影响因素。结果表明:三国高中生的总体状况处于中等水平,运动和睡眠难以保障;国别、学校类型、年级和学业成绩都会显著影响高中生的身心健康状况。  相似文献

This study tests, and finds support, for the hypotheses that a student who majors in political science will have stronger feelings of political competence and will be more willing to engage in hypothetical political actions than two peer groups: (a) those who major in other fields and (b) those who show an interest in politics but have not studied it. In a study of 1,083 undergraduates at two different universities, we find that senior political science majors have higher feelings of internal political efficacy than comparison groups and are more willing than their peers or than interested freshmen to say that they would engage in meaningful political action, especially joining organized groups.  相似文献

This paper examines how changes in governmental and social influences affect environmental enforcement in Guangzhou city, China, between 2000 and 2006. The paper finds that a form of “decentered regulation” has developed. Regulatory enforcement is no longer the sole affair of the government and the regulatory bureaucracy, but has been increasingly influenced by societal forces. The transformation over time shows the promises and limits of decentered regulation in Guangzhou's dynamic authoritarian setting. Analyzing a set of longitudinal survey data and qualitative interviews, the paper finds that by 2006, the rise of civil society and its increased support for protecting the environment had a double‐edged impact on the enforcement of environmental regulations. The paper demonstrates that on the one hand, by 2006, when government support for enforcement was low, societal forces developed an ability to counterbalance such lack of governmental support and positively influence enforcement. However, it also shows that when government support was high, a concurrent rise in societal support created a negative effect on enforcement. Thus too much societal support can become an enforcement burden.  相似文献

本文使用中国9个省、2200名55岁以上老年人的微观调查数据,主要检验了收入水平、健康状况与医疗保险对主观幸福感的影响。Ordered Logit回归分析结果表明:收入增加能够显著提高城镇老年人的主观幸福感,收入差距的影响不显著;对农村老年人而言,收入的作用不明显,而收入差距则有显著的负向影响。心理健康和城乡老年人幸福感呈高度的正相关,记忆力、日常生活自理能力等身体健康因素也具有显著的正向影响。公费医疗显著提高农村老年人的幸福感,城镇职工医疗保险和合作医疗分别对城镇和农村老年人幸福感具有积极的作用。总体上,城镇老年人的主观幸福感高于农村,东部老年人幸福感高于中部,中部高于西部。因此,增加老年人的收入水平,完善老年人医疗保险制度,并逐步协调城乡和地区经济发展,有助于从整体上提高老年人的幸福感。  相似文献

In 2012, medical regulation in the United Kingdom was fundamentally changed by the introduction of revalidation – a process by which all licensed doctors are required to regularly demonstrate that they are up to date and fit to practice in their chosen field and are able to provide a good level of care. This paper examines the implications of revalidation on the structure, governance, and performance management of the medical profession, as well as how it has changed the relationships between the regulator, employer organizations, and the profession. We conducted semi‐structured interviews with clinical and non‐clinical staff from a range of healthcare organizations. Our research suggests that organizations have become intermediaries in the relationship between the General Medical Council and doctors, enacting regulatory processes on its behalf and extending regulatory surveillance and oversight at local level. Doctors’ autonomy has been reduced as they have become more accountable to and reliant on the organizations that employ them.  相似文献

最低生活保障制度改革一直是我国社会与学界关注的重点,而由于微观数据和建模技术的匮乏.对于该问题的研究往往限于定性理解和总量分析。本文以计算机微观模拟技术为突破口,将微观主体的异质特征和行为决策机制纳入模拟的实验范畴,建立相应的模拟模型,对我国城镇居民最低生活保障制度改革进行深入的量化研究。结合区域经济现实,分别从历史特定的制度改革和政策参数的灵敏度实验两方面进行了微观模拟,实验结果量化了制度改革所引发的劳动供给与收入分配效应。同时揭示了制度潜在的低效率及其本质原因,并提出应对策略;为最低生活保障制度改革的评价与设计提供了建设性依据。  相似文献

Urban bikeshare systems have become increasingly popular in the U.S. in recent years. In this paper, I examine the effects of bikeshare systems on patterns of commuting to and from work in U.S. cities. To study this, I link cities across 2008 through 2016 American Community Survey (ACS) data and estimate the effects of bikeshare systems using both individual-level ACS records and city panel data. Event-study estimates suggest that bikeshare systems lead to a rise in bicycle commuting to and from work, and the effects of bikeshare systems are statistically and economically significant. I also find evidence of modal shifts after the introduction of bikeshare systems: While bicycle commuting rates increase, there is a decline in automobile commuting to and from work.  相似文献

This article seeks to understand the development of partisanship among the largest of contemporary immigrant groups, Asian Americans and Latinos. Identifying the processes that underlie the acquisition of partisanship is often complicated because the associated concepts are not easily isolated from one another. In particular, among those born in the U.S., distinguishing between the separate effects of age and political exposure on partisan development is especially difficult since age usually serves as an exact measure of exposure to the political system and vice versa. Because immigrants' length of residence does not correspond directly to their age, tracking the acquisition of party identification represents one way to untangle the effects of age and exposure on partisanship. A strong relationship between the number of years an immigrant has lived in the U.S. and the acquisition of partisanship is found. Further analysis shows that naturalization, gains in English language skills, and media use also contribute to immigrants' acquisition of partisanship. This study reveals that a process of reinforcement through exposure to the political system underlies the development of political attitudes across diverse immigrant groups.  相似文献

This article analyses the evolution of the institutional setting that the Spanish multi-level system provides for regional European Union (EU) adaptation, and the effects that recent developments of the EU (the Eastern enlargement, the Treaty reform process and the Euro-zone crisis) have had on the more or less pro-European positions and adaptive strategies of Spanish regions and on inter-governmental arrangements. It thus describes the increasing institutionalization of regional participation and EU policy coordination, both at the domestic and supra-national level, and the evolution of regional strategies, looking at its effects both on the degree of vertical and horizontal coordination, and the actual relative power and discretion of both levels of government. It argues that regional strategies have increasingly become more defensive and less pro-European and that increasing participation in European matters seemed to have favoured multi-lateralism and increased coordination without having produced further centralization until the recent crisis and associated budget consolidation targets induced new coordination requirements and a centralization of power towards the central government and EU authorities. This has, as a side-effect, reinforced some centrifugal tendencies of the system and therefore may affect the operation of IGR.  相似文献
