This article analyzes the current transition in the political economy of South Korea in the context of political democratization and economic development. Because South Korea can be regarded as a case in which successful economic growth preceded political democratization, the article reviews the advantage and the disadvantage of late industrialization and its limitations. It discusses rising conflicts of interest among economic agents, labor disputes, and the erosion of international competitiveness. The article also reviews the sociopolitical reform program advanced by the new administration and its ramifications for the economic prospects. The article concludes that the Korean economy will continue to grow but not as fast as it had grown in the past and that the new political environment will play a critical role in determining the characteristics of capitalism in South Korea. The success of future economic development will depend on the stability of the political system and the national capacity to resolve conflict of interests.  相似文献

ABSTRACT

Contrary to ample attention on American military base closures at home, the consequences of base closures abroad remain under-examined even as the American military continues to adjust its global force posture. South Korea, the third biggest host of US military bases overseas, is an under-investigated case despite offering useful insights applicable to other US base hosts. This article examines short-term local-level consequences of US base departures in South Korea, with a focus on environmental and redevelopment challenges that shape the political and economic fate of former base sites. Detailed analyses and interviews on the oft-overlooked fate of multiple post-military sites draw a rather unsettling picture: Most sites remain empty, temporarily deserted and heavily contaminated spaces plagued by redevelopment difficulties. When overseas American bases are closed, they leave problems behind and those problems persist long after base sites return to host communities.  相似文献

Since the 1980s, Japan’s war memory has strained its relations with South Korea and China, to a less degree, the USA. Two of the thorniest issues are the comfort women and the US atomic bombing of Japan. Before the Obama administration announced its policy pivot to Asia in 2011, both Japanese and American leaders were reluctant to make amends for the past acts of their countries. However, in 2015, the Japanese conservative Prime Minister Abe reached an agreement with South Korea that “finally and irreversibly” resolved the comfort women issue, thus achieving a historic reconciliation between the two countries. In 2016, then President Obama visited Hiroshima to commemorate the atomic bomb victims. Then, in December 2016, the comfort women issue resurfaced in Japan and South Korea relations, indicating a failure of the reconciliation. Why did the USA change its policy on historical issues involving Japan? Why did Abe and the South Korean President Park Geun-hye settle the comfort women issue? Why did Obama visit Hiroshima? Why did the reconciliation fail? In this article, I propose a rational choice theory to answer these questions. Applying the proposed theory and relying on available evidence, I argue that the settlement of the comfort women issue and Obama’s visit to Hiroshima are important components of Obama’s pivot to Asia to balance China’s rise. The reconciliation failed mainly because it did not resolve the historical justice issue promoted by the human rights norms. I discuss some implications for reconciliation in Northeast Asia.  相似文献

Like Germany's reunification, essentially the annexation of East Germany by West Germany, Korean reunification looms as most likely, ultimately and largely entailing South Korea's annexation of North Korea. The awesome cost borne by West Germany for reunification has been instructive to South Korea, particularly in recognition that the material and ideological gaps between North and South Korea are far greater than those which existed between East and West Germany. A possible solution to the negative implications of cataclysmic reunificationmay rest in gradual reunification of the Koreas, with an interim industrialization of North Korea by South Korea, based on the model of the economic development zones in southeastern China; hence, the “China Model”. In such a scenario the investors in North Korea's gradual industrialization would be (primarily) the huge conglomerate South Korean corporations chaebol which seek cheaper labor pools abroad. Investment by such corporations, in cooperation with the South Korean government, and possibly supplemented by western and Japanese capital investment, would presumably raise levels of productivity and the standard of living in the economically and agriculturally ravished North. The North-South gaps would thus be gradually reduced as would the financial and other burdens South Korea would otherwise have to bear for cataclysmic reunification.  相似文献

Japan has long played the role as the main operating base for Korean contingencies. It has also provided rear-area logistic support to the US forces fighting in Korea and helped South Korea build up its defense industrial base. However, the Japan-South Korea relationship has deteriorated in recent years due to short-term political and long-term economic and strategic reasons. At this point, South Korea is bandwagoning with China and deemphasizing its relationship with Japan. China-South Korea relations are not without problems, however, and Japan regards South Korea as one of the most important potential strategic partners in maintaining stability in Asia. In the future, the most decisive factor in determining the direction of the security relationship between Japan and South Korea will be China.  相似文献

The “economic miracle” of South Korea has been well documented by many scholars, but most studies have focused on the cooperative relations between the state and entrepreneurial elites, with little attention being given to the accomplishments and contribution of Korean labor to industrial development. To date there has been no comprehensive sociological study as to how workers in South Korea were “ideologically” mobilized and motivated to commit their labor power to the process of industrialization. In an attempt to redress this imbalance, this article offers an analysis of the role of Confucianism and nationalism in the state-sponsored ideology of work in South Korea during its economic boom of the 1960s and 1970s. It is argued here that both the workers' voluntary participation in industrial work and the harmony in the workplace, which were two of the most essential factors in the nation's remarkable economic success during the 1960s and 1970s, were intimately linked to a new ideology of work and entrepreneurship which combined nationalism and pro-growth Confucian precepts. The article will thus sociologically examine ways in which ideas about work in South Korea have incorporated nationalist ideals and Confucianism, and analyze the relevance of this ideology of work to the nation's phenomenal economic growth.  相似文献

This article surveys American literary responses to the rise of Japan as an economic power during the period from the late 1970s to the early 1990s, and examines how these responses were anticipated in the writings of the South African author Laurens van der Post. Paying particular attention to van der Post’s autobiography, Yet Being Someone Other (1982), I suggest that the author’s formative experiences aboard a Japanese trading vessel in 1926, coupled with South Africa’s close-knit trading relationship with Japan in the 1980s, enabled a perspective on Japan’s economic ascendancy that was markedly less reactionary than those in the USA. By emphasizing the historical contexts that held true at the time of publication, I situate Yet Being Someone Other in a framework that deliberately circumvents—without necessarily confronting—van der Post’s preferred version of his life story. Rather than “recovering” the author’s ‘place in the canon of South African literature, this article is intended to incorporate the author’s work into ongoing discussions of the representation of Japan and the Japanese in twentieth-century Anglophone writings.  相似文献

Atrocities committed by American soldiers against Vietnamese civilians during the Vietnam War have once again become an issue of public debate in the United States, yet similar actions by South Korean troops fighting America's war in Vietnam remain virtually unknown in the West. The Republic of Korea (ROK) dispatched more than 300,000 combat troops to Vietnam between 1965 and 1973, but after decades of enforced silence by successive authoritarian governments, Koreans have only recently begun to grapple with the ambiguous legacy of the Vietnam War for South Korea. In the spring and summer of 2000, testimonies in the South Korean media by Korean veterans of the Vietnam War revealed for the first time detailed, extensive accounts of Korean atrocities against Vietnamese civilians. These revelations, and the controversy they triggered within South Korea, bring into bold relief the role of Koreans in America's Vietnam War and the role of the Vietnam War in the political and economic development of South Korea.  相似文献

This article argues that North Korea can achieve an economic catch-up after decades of economic isolation and stagnation by promoting an economic opening focused on foreign trade and investment in a sustained manner. An analogy is been made with the case of Fujian Province in China, which has accomplished economic catch-up, mainly due to Taiwanese investments. To realise its potential, it is argued that North Korea treats its foreign direct investment (FDI) from South Korea as intra-Korean investment. The article also discusses the diverse modes of engagement with foreign capital that are available for North Korea, considering its own capability (absorption or management capabilities), rivalry among possible foreign investors, implications for market structure (monopoly or more competition), the nature of target technologies or facilities, opportunity for learning and transfer, and so forth. Finally, the article discusses the economic and political preconditions for such and economic catch-up.  相似文献

The article focuses on delineating South Korea’s policy toward Russia. First, it gives a cursory review, from a historical perspective, of how South Korea came to normalize diplomatic relations with the Soviet Union and has continued to maintain its diplomatic relations with Russia in the wake of the collapse of the Soviet Union in an attitude of increased pragmatism. Second, it examines the salient features of South Korea’s diplomatic milieu, especially in terms of its strategic security and economic interests, in a bilateral and regional context in the post-cold war era, in light of its newly established diplomatic relationship with Russia. Finally, South Korea’s policy agenda vis-à-vis Russia is identified in various arenas, including diplomacy and security; bilateral and multilateral economic cooperation; and regional multilateral secruity regime-building.  相似文献

Where does “pacifist” Japan fit within the history of the Korean War? Was Japan simply the beneficiary of the wartime boom – a case best exemplified by Japanese Prime Minister Yoshida Shigeru’s characterization of the Korean War as “a gift of the gods”? When North Korean troops crossed the thirty-eighth parallel and launched a full-scale attack against South Korea, the U.S. occupation in Japan quickly transformed the pacifist nation into the indispensable rear base of United Nations military intervention in the Korean War. The Japanese Communist Party and leftist groups organized by zainichi Koreans (Korean residents in Japan) launched an antiwar movement to stop Japan from producing and sending arms to UN forces in Korea. The U.S. occupation responded with determined efforts to contain every antiwar voice emerging from the streets of the pacifist country. By examining the political dynamics of zainichi Korean and Japanese leftist solidarity and U.S. countermeasures, this article shows how the Korean War was fought in pacifist Japan. It also illuminates how the practice of Cold War containment was mutually linked on the ground between occupied Japan and South Korea.  相似文献

The article investigates the possibility and problems of direct foreign investment (DFI) in the Yellow Sea Rim. After reviewing the global trends in DFI and major policy issues, the article discusses the perspectives of DFI in the region. It examines the markets for the products made by foreign subsidiaries and joint ventures as well as relocation of industries from South Korea and Japan. By reviewing Japanese experience in operating joint ventures and subsidiaries in China, the article discusses difficulty in managing subsidiaries in the centrally planned economy. A probable consequence of increased DFI will be an expansion of emigration of Chinese citizens to Korea and Japan.  相似文献

This article analyzes the process of financial liberalization in South Korea from the perspective of financial globalization through an international political economic approach. Korean financial liberalization has been highly influenced by the outside pressure of the United States, the OECD and the IMF, as well as by the big business conglomerates (chaebols), as a powerful domestic interest group. In a broad perspective, South Korea's entrance into the OECD, the Financial Services Agreement under the WTO and the Structural Adjustment Program of the IMF after the 1997 financial crisis were important moments for Korea's financial reforms. There are two viewpoints on the causes of the Korean financial crisis. From a domestic viewpoint, South Korea had a weak financial market system and its financial liberalization process was too premature to create a stable financial market when Korea met the financial crisis. In a globalization perspective, financial globalization intrinsically encourages uncontrollable short-term financial capital flows across borders, thus financial crisis is inevitable regardless of a strong or weak domestic financial system. With its strategic location in East Asia, the Yellow Sea Rim is becoming an important economic region, where the socialist economies of China and North Korea and the market economies of Japan and South Korea interact and exchange for their mutual benefit. In light of the recent rapprochement among Northeast Asian countries, the article describes the emerging pattern of development in the Yellow Sea Rim. It assesses the potential gains of opening up the region by assuming a complete or partial removal of political barriers. This article deals with layoff survivor's syndrome following the 1997 economic crisis in South Korea. South Korea has been credited with quickly recovering from its economic crisis by implementing policies aimed at economic restructuring. However, researchers have discovered that, in addition to those directly affected by a lay-off, layoff survivors as well suffer from impacts on their mental health — hence the name, layoff survivors' syndrome. The present research focuses on the socio-psychological impact of downsizing on layoff survivors on the basis of a nationwide survey. The findings reveal a significant difference in work attitudes after downsizing, as well as a significant impact on survivors' mental health. The study concludes that these negative impacts may negatively influence organizational productivity, and thus downsizing as a blanket strategy for organizational renewal needs to be reconsidered.  相似文献

This article considers the impact of globalization on the development of a nation-state's economic competitiveness in the twenty-first century. It argues that cities must enhance their governing capacity, i.e., adjust their economic bases, administrative structures and business cultures to suit the needs of transnational corporations. Using South Korea as a case study, the article makes a case for futher democratization of political power and decentralization of economic power. 本文借鉴了韩国学界与日本学界关于独岛领有权问题的主流观点,参考了与独岛相关的文献资料,结合国际法中领土主权的取得方式论述了该岛的领有权问题。笔者通过研究发现,虽然“韩国从新罗王朝时期就开始拥有独岛主权”的韩国学界主流观点存在疑问,但根据近代以来的相关史料及领土取得方式来看,独岛主权属于韩国的主张更具有说服力。站在第三者的立场上,我们应该尊重韩国政府实际控制着独岛的客观事实。  相似文献

This article investigates the current state and future prospects of trade between South Korea and China, with a focus on China's Bohai region. First, it compares basic economic profiles, including trade patterns of China, Bohai, and Korea. Then, it explores trade prospects between these economies using the aid of the indices, such as export similarity and trade complementarity. The article also examines the trade creation and diversion effects of trade between Korea, China, and Bohai during the last decade, and, finally, presents alternative future trade projections. Editor's Note: The three articles in this section were originally prepared for and presented at an international conference on Regional Development in the Yellow Sea Rim, in February 1991, in Seoul, Korea. The conference was part of a two-year collaborative study on regional development in the Yellow Sea Rim, involving researchers from China, South Korea, the United States, and Japan. The study was organized by the East-West Population Institute of Hawaii and supported by many research institutions and government agencies in China and the Republic of Korea.
