Although many policy-makers and scholars maintain that international norms have altered the motivations underlying state behaviour, this article argues that states continue to pursue national self-interest, but in ways that remain understudied. While traditional realist assumptions explain a great deal of state behaviour, they have not been widely used to account for important alternative tools of state intervention, such as economic and normative strategies. Focusing on the case of Russia's 2014 intervention in Ukraine, this article offers insights into how, and under what circumstances, these tools are used to accomplish traditional state objectives. Guided by the tenets of neoclassical realism, the article argues that in the case of Russia, military force is no longer the sole, or even the primary, means used to accomplish traditional security goals. Such dynamics have significant theoretical and policy implications for contemporary international relations.  相似文献

This article engages with recent scholarship on role of morality in classical realist conceptions of the national interest. It argues that for analytical purposes morality can be linked to notions of power, rather than being explicitly or solely normative. This stems from a re-examination of conversations between classical realists about absoluteness, where morality is treated as a categorical imperative; and about consequences, or the understanding that policy can have both moral and material outcomes. I then conduct a focused analysis of three common strands in the work of Morgenthau, Niebuhr and Kennan that facilitate the development of what might be termed a ‘moral realist’ framework. In doing so, I address the expectations, modes and results of foreign policy choices. This incorporates expectations of reciprocity in state relations, the importance of rational choice and the outcomes of ‘moral’ foreign policy choices. I conclude that moral realism shows some promise as an evaluative tool, and is worthy of further development.  相似文献

Accounts of international energy affairs often present a divergence between geopolitical/realist and liberal market-based approaches. This article suggests that this state of affairs reflects the (often implicit) legacies of realist and rationalist international thought in the study of energy affairs and the corresponding political and economic ontological hierarchies of analytical frameworks employed in different accounts of energy politics. Consequently, this article recommends a greater explicit attention to scientific ontological foundations in studies of energy relations and, in line with the calls of Keating et al. and Strange, suggests an approach based in the literature on I/GPE, which merges political and economic ontological axioms, as most apposite for the study of energy affairs. Building on this framework, and giving particular examples from the context of Eurasian energy politics, this article then outlines a number of politico-economic heuristic models (structural diversity, territorial non-coincidence, milieu-shaping and market-authority bargains) that are particularly useful concepts in helping to explain the intricate interactions of international energy relations.  相似文献

This article explores the concept of "human security" as an academic and fledgling policy movement that seeks to place the individual—or people collectively—as the referent of security. It does this against a background of evolving transnational norms relating to security and governance, and the development of scientific understanding that challenges orthodox conceptions of security. It suggests that human security is not a coherent or objective school of thought. Rather, there are different, and sometimes competing, conceptions of human security that may reflect different sociological/cultural and geostrategic orientations. The article argues that the emergence of the concept of human security—as a broad, multifaceted, and evolving conception of security—rreflects the impact of values and norms on international relations. It also embraces a range of alliances, actors, and agendas that have taken us beyond the traditional scope of international politics and diplomacy. As a demonstration of change in international relations, of evolving identities and interests, this is best explained with reference to "social constructivist" thought, in contradistinction with the structural realist mainstream of international relations. In a constructivist vein, the article suggests that empirical research is already building a case in support of human security thinking that is, slowly, being acknowledged by decision-makers, against the logic of realist determinism.  相似文献

How well do theories of economic interdependence and structural realism explain the India-China divergence between growing economic relations and continuing strategic mistrust? This article looks at the Indian side and argues that we need to go beyond economic and strategic factors, and brings in a more contingent approach based on domestic elite discourse and thinking. The article suggests that a more nuanced and complex debate on China is emerging in India than that posited by interdependence or realism, a debate that is framed by what I term nationalist, realist and globalist schools of thought, with the latter two groups currently holding the center of gravity.  相似文献

ABSTRACT

Ethnic conflicts with a strong religious component do not have merely domestic or foreign causes and consequences. As a result, internationalization of ethnic conflict has become an important subject of inquiry both in terms of pure research and policy-oriented studies. This article presents a case study of Indian-Pakistani relations over Kashmir, used to evaluate the role of religion and the explanatory power of the approach presented here. The aim of the study is to apply a foreign policy approach that simultaneously incorporates domestic and external factors in an analysis of how and in what ways religious elements of the Kashmir question affect India's foreign policy. The approach, an application of “systemism,” contributes to current developments in the realist school of international relations through its emphasis on the need to look at both international and state levels in combination. Earlier applications of realism, as both neotraditional and structural realism clearly demonstrate, tend to remain restricted to one level or the other. In this approach, a religious dynamic can have a domestic source yet be effectively examined in terms of international ramifications.  相似文献

Many realist international relations theorists characterize realism as a perspective grounded in a firm grasp of the tragic constancy of human nature and the autonomous role that power plays in human politics. Realism is thus cast in opposition to the hopeful, but often naïve, optimism of liberals who seek to steer international relations theory and ethics away from these historical realities. This paper examines the philosophical roots of theories developed by four realist thinkers, Max Weber, E.H. Carr, Hans J. Morgenthau, and Henry Kissinger, in postmodern epistemology and ethics, perspectives not often associated with constancy or notions of objective historical truths. I argue that the origin of their respective theories in Nietzschean epistemology plays a profound role in undermining their ability to develop a credible view of international ethics. Though each of them is, in his way, committed to democratic principles, their works assert an existential, private morality that is incompatible with the ethical requirements of a modern, democratic society.  相似文献

Whereas the end of the Cold War sparked debates within and among paradigms in the field, the response to September 11 has been comparatively muted. Some observers have questioned the significance of September 11, while others have cast doubt on the ability of realism to account for an outcome that falls outside of its emphasis on great-power conflict. Realism must not only address outside critics but also overcome internal resistance in the face of these changes. This resistance entails reluctance by theorists to address a novel phenomenon, as well as axiomatic impediments that lie in the hard core of the realist research program. The mechanism of “monster-adjustment,” discussed by Imre Lakatos, is offered as a way in which realism can extend its scope beyond centralized territorial states. This process subjects the underspecified assumption of the necessity of unit isomorphism in international systems to increased scrutiny, offering a way to extend the explanatory capacity of realist frameworks. With realism released from these constraints, opportunities for productive engagements with other paradigms may be realized.  相似文献

Neoclassical realism is often criticized by non-realists for being an ad hoc and theoretically degenerative effort to explain away anomalies for neorealism. In this paper, I argue instead that neoclassical realism is a logical extension and necessary part of advancing neorealism. Structural realism argues that the system constrains but does not determine state action and where foreign policy departs from what would be ideal behavior given a state's structural position, domestic politics and ideas are generally the cause. This focus on mistakes and maladaptive behavior, seen in such neoclassical realist concepts as over-or under-balancing, is necessary to avoid falling into the trap of merely using domestic politics and ideas to make neorealism more determinate and explain residual variance in foreign policy choice unaccounted for by structure. The article attempts to correct the mistaken presumption that particular paradigms own domestic politics and ideas, asserting instead that each paradigm has access to these variables but must make them their own.  相似文献

A divide has opened up between offensive and defensive realism as to the relative scarcity of security in the international system, with powerful implications for the vision each approach offers about the nature of international politics. Yet we still do not understand why the two diverge given their common neorealist foundations. This article reviews implicit, explicit, and other potential explanations of that difference—the relationship between power and security, the offense-defense balance, the prevalence and efficiency of balancing vs. bandwagoning, and the role played by uncertainty in decision-making—and finds them lacking in their ability to provide an adequate account that is systemic and structural in nature, does not violate arguments the scholars have made in practice, and does not confuse cause with effect. Finding prior efforts lacking, this article proposes that the distinction could be logically rooted in material scarcity, a familiar theme in realism historically that has been ignored in more recent formulations. Drawing a distinction between a “dangerous world” in which uncertainty is the core problem and a “competitive world” in which scarcity bedevils state relations helps explain where offensive and defensive realism both diverge and converge.  相似文献

The absence of conflict between Romania and Hungary after the end of the Cold War presents a fascinating puzzle on which various strains of international relations theory can be brought to bear. Contrary to the expectations of realism, cooperative behavior has been pursued by these two historic antagonists. Expectations from realism, liberalism, liberal institutionalism, and social constructivism are tested on this dyad and results are compared to other cases. The investigation concludes that both international institutional norms and changes in the domestic governments of these states were necessary as factors in this anomalous behavior.  相似文献

Balance of power theories have come roaring back into prominence in recent years as international relations theory grapples with new developments, including offshore balancing and soft balancing. Recent works demonstrate the importance of more than just the distribution of power, and have addressed the role that domestic politics plays in balancing. One overlooked aspect of this debate, with implications for offensive realism and the current discussion on the United States and soft balancing, is the role that nonintervention conventions play in decision making. British nonintervention during the American Civil War presents a case at odds with offensive realist theory, as Britain should have intervened to protect its national interests—cotton, trade, and shipping—while also restraining a regional hegemonic power. Domestic cleavages, democratic peace norms, and public opinion pressures do not sufficiently explain this behavior. Instead, this paper posits that nonintervention was a result of British adherence to precedents and conventions.  相似文献

Abstract

Drawing on a neoclassical realist approach, this article analyses the foreign policy conduct of different Italian governments from 1994 to 2008. Pressured by the post-cold war international system, these governments have been compelled to raise Italy's profile within the international system. However, the way in which successive governments have responded has differed markedly. By looking at variables located at the domestic level – elite perceptions of the distribution of power and government instability – it is possible to explain these differences. Neo-classical realism is seen as an advance on Waltzian neo-realism precisely because it allows room for domestic as well as international (or systemic) variables, and because it has a very specific focus on foreign policy as such.  相似文献

In both disciplinary history and contemporary methodology, realism is conventionally cast as the antithesis of rhetoric. Born in reaction against the empty liberal rhetoric of interwar liberalism and espousing a robust materialism and rigorous rationalism, realism often seems the obstacle that rhetoric's focus on language, narrative, and social construction must inevitably confront and the challenge around which debates must again inevitably revolve. This article challenges this vision of the relationship between rhetoric and realism. Returning to the birth of international relations in the immediate post-war era, we demonstrate that early realists perceived rhetoric as central to action in domestic as well as international politics and that it was particularly important in the United States. This realist rhetoric is marked by an engagement with grand politics, with the relationship between rhetoric, political identity, social mobilization, political leadership, and foreign policy. Rather than taking either the American state or its national interest for granted, post-war realists sought to counter the dangers of the dominant historical rhetorics of American foreign policy and to develop an alternative rhetoric that could insulate American democracy from destructive tensions and provide the basis for robust and responsible action in world affairs. Recovering the relationship between realism and rhetoric is important not only in challenging disciplinary and methodological orthodoxies that obstruct creative theorizing, but also for its incisive contributions to thinking about American foreign policy amidst the profound changes and challenges it confronts today.  相似文献

When and why do states adopt new grand strategies? According to a “neoclassical realist” model, changes in international conditions are the chief cause of long-term adjustments in grand strategy, while domestic political-military cultures help specify the precise grand strategies chosen by state officials. What results are outcomes that appear surprising or skewed from a realist perspective. I test the neoclassical realist model against the cases of u.s. strategic adjustment in 1918–1921 as well as 1945–1948 and find that the long-term trajectory of America's rise to world power is best explained by international pressures. The precise strategies chosen in each period, however, were heavily influenced by American political-military culture. The implication is that theoretically inclusive forms of realism can provide convincing explanations for changes in grand strategy; furthermore, states can remain somewhat “differentiated” in terms of their foreign policy behavior, for cultural reasons, and in spite of international pressures to the contrary.  相似文献

This article examines the deductive basis upon which domestic-level theorizing may be combined with liberal and realist systemic-level theory in order to account for international outcomes. It is particularly concerned with whether existing systemic theory can incorporate domestic-level variables in a causally consistent rather than ad hoc manner. In addressing such a concern, it confronts the widely held assumption in the IR theory literature that liberalism is more accommodating of domestic-level variables and their potential causal impact than is realism. When the deductive logic of systemic liberal and realist theory is examined, however, it becomes clear that domestic-level variables can be consistently causal in systemic realist theory, but are accorded little causal weight in systemic liberal theory. The article concludes that realism is actually more accommodating of domestic-level variables and theorizing than is liberalism. Given the common misconceptions within the field regarding the relationship between systemic theories and domestic-level theorizing, issues of theoretical causal compatibility must be considered if domestic-level variables are going to be incorporated in a rigorous rather than ad hoc manner.  相似文献

Recent interpretative literature on Southeast Asian securityhas led to a polarized debate between realists and constructivists.This article argues that the differences between the two seeminglyirreconciliable approaches can be reconciled if the methodologiesunderlying the approaches are subjected to greater scrutiny.Generally, both approaches are sensitive to environmental conditions,both in terms of time and place. Part One of this article, which appeared in the last edition of Diplomacy and Statecraft, argued that the origins and early development of British nuclear weapons was largely driven by the particular ideas and beliefs of a relatively small political, scientific, and military elite. It is also argued that these beliefs, which developed into a “deterrence state of mind” amongst the elite, derived in part from a traditional strategic culture that emphasised the importance of producing the most sophisticated weapons of the day to protect Britain's diplomatic and security interests in a largely anarchic international system. Part Two argues that these ideational factors, based on a “realist” perspective of international security held by Britain's political-military leadership, have remained of crucial importance through to the present day.  相似文献

This article argues that the current self-understanding of IR theory is misconceived and that it is time to move beyond the stagnant positivism/postpositivism debate. We argue that the attempt to occupy a middle ground compromise position between positivism and postpositivism is untenable because these two positions share much in common. In this sense a middle ground position between two problematic positions does not produce a less problematic position. What is needed is a metatheoretical analysis of the two extreme positions. We attempt to show how both positivism and postpositivism are embedded in a discourse of philosophical anti-realism. This anti-realism occurs as a result of what we call the post-Kantian-Humean 'problem-field' of international relations from which most contemporary positivist, constructivist, and post-structuralist IR approaches stem. We then try to overcome this 'problem-field' by means of radically reclaiming reality through a critical realist philosophy. Once outlined we try to show how this critical realist philosophy can help transcend some of the antinomies currently faced by IR scholars.  相似文献

中日四份政治文件代表着中日关系发展的主要脉络,两国从结束敌对状态、建立邦交关系发展到战略互惠关系经历了曲折复杂的过程。从第四份政治文件的签署到现在已有十多年,随着中国“一带一路”倡议的深化实施、美国从“亚太再平衡”到“印太战略”的调整、日本追求战略性外交的努力等,国际形势、地缘政治格局、国家能力和心态早已发生了深刻变化。本文以新古典现实主义为基础,根据当今国际政治发展现状构建了新的理论模型,从体系层次、国家层次和个人层次上来解析中日关系发展的历史和趋势,得出当今国际社会已经具备了升级中日两国关系的新的时代契机和因素。中日关系的深化、合作领域的拓展、合作程度的加深将是中日未来发展的必然趋势,也将对东亚地区乃至国际社会的稳定繁荣具有重要的现实意义。  相似文献
