Marxism and Nationalism analyses the histroy of thinking on nationalism within classical historical materalism from Marx and engles themselves, through lenin and the Austro-Marxists to Gramsci. While it identifies variations in the degree of reductionism and economism involved, it finds a recurrent distorian due to the underlying errors of Marxist theory itself. The theorist who most escaped from these constraints was Otto Bauer. Nimni's analysis, while rich and suggestive, is however too indulgent towards nationalism itself, and fails to identify the enduring importance of economic factors in the rise of nationalist movements. Itis also mistakenly identifies as specific to marxism a belitting of nationalism that is common to much liberal and sociological thought.  相似文献

This longitudinal study shows that scouts have higher incomes than others 14 years after their participation when controlling for social background, sex, and individual cognitive tests. But scouting has no significant effects on future criminality. Social exclusion and criminal behaviour are so marginal that they require more specific types of explanations. The results can be interpreted as signs that taking part in scouts significantly contributes as a step in the social pathway to the upper classes of society. By supporting scouting, the welfare state seems not to prevent problem behaviour but runs the risk of contributing to social stratification.  相似文献

This article contributes to the debate on the politicization of intelligence with a case study of a major attempt of politicization that so far largely escaped academic attention: the Special National Intelligence Estimate on the Soviet Union’s role in international terrorism produced by the US Intelligence Community in spring 1981. Despite direct and indirect manipulation by members of President Reagan’s Cabinet, this case differs from those usually discussed in a decisive way – politicization failed. Based on the empirical analysis, a theoretical model of intelligence politicization is introduced that extends Joshua Rovner’s oversell model, which can explain why policymakers demand intelligence support but is insufficient due to its exclusive focus on the consumers of intelligence, by integrating the incentives of intelligence producers and specifying the determinants of whether politicization succeeds or fails.  相似文献

Japanese democracy and the traditional systems and values of governing Japan are in crisis. Nevertheless, this article argues that this context has also witnessed the consolidation of new democratic practices and new civic movements which prove the vitality of the Japanese citizenry as a political actor. This article examines the reinvigoration of citizens' movements and the impact upon them of the images and concepts of 'alternative' groups and self-managed coops, and various problems associated with them. The third and fourth part shows how alternative ideology also permeates traditional movements in Osaka and Hokkaido, but also how these civic groups have been exploited for inner power struggles by elites in Fukuoka and Kobe. Finally, the last part of the article examines how alternative groups have found their way into the political platform of national political parties, and ponders the future of new civic movements in Japan.  相似文献

The process of agenda setting is fundamental to politics, yet there is surprisingly little research about this process in parliamentary systems. The reason for this lacuna is that agenda setting tends to occur behind closed doors. The Dutch Tweede Kamer is an exception to this rule: decisions about the parliamentary agenda are made in public. This study examines agenda setting in the Dutch parliament from an issue-competition perspective. It looks at a sample of more than 400 agenda-setting meetings of the Dutch parliament between 1998 and 2017. It finds that opposition parties which stand far from the government make proposals on issues that they ‘own’; these proposals are supported by other opposition parties, parties that stand close to them and focus on the same issue. Coalition parties and parties that stand far away sabotage these proposals.  相似文献

Abstract

The Law and Economics movement that emerged in the University of Chicago through the 1940s and 1950s, around Ronald Coase's example, is a manifestation of the neo-liberal project of applying neo-classical economics to state sovereignty. In the 1970s and 1980s, Law and Economics ideas revolutionized the application of antitrust laws in the United States. However, this achievement came about not through a transformation in economic orthodoxy, but through persuading legal experts to recognize the inherent ‘nonsense’ at work in their own normative assumptions. The Chicago antitrust revolution is therefore symptomatic of trends that Foucault viewed as definitive of neo-liberalism more broadly.  相似文献

ABSTRACT

Under the imperative of ‘prevention’, the process of information production for investigatory purposes forms a crossover between intelligence gathering and law enforcement. Digital surveillance programmes collect personal data prior to any probable cause of suspicion, whereas law enforcement activities are concerned with collecting evidence of crimes after the event. When future looking preventative approaches to the prosecution of crimes are forced into the linear, temporal narrative by which criminal investigations unfold, a tension emerges. The article demonstrates the ultimate incompatibility between ‘out of the ordinary’ intelligence activities and ‘ordinary’ criminal investigations by unearthing the procedural character behind evidence laundering.  相似文献

This paper explores the role of kinship and ethnicity in the designation of Canadian citizenship. Using the phenomenon of Lost Canadians – people whose citizenship status is ambiguous due to conflicting laws, unfamiliarity with requirements to maintain citizenship and quixotic enforcement of these requirements – the paper offers evidence for the kinship basis of a contemporary liberal democracy and reveals the degree to which a Canadian ethnic identity is operative in this settler society. But the objective of the analytical exercise is not to rest at the observation that Canadian nationalism is ethnic. Rather, by examining the ways in which the complex rules of Canadian citizenship define or exclude people from citizenship, we see how thoroughly rule-bound the status of national belonging really is. It thus might be observed that Canadian nationalism, indeed, all nationalisms, are civic since they rest on rules for belonging. Once we notice the rule-boundedness of belonging it becomes possible to disentangle these rules – kinship rules – from their connections to nature and biology and thus to appreciate their social character. From this vantage we might begin to think about alternative, and potentially more democratic, forms of belonging.  相似文献

Drawing on the particularities of Catalonia (and related cases), the general point of this contribution is to argue that Patten’s equal recognition theory is modeled upon a too-restricted set of empirical assumptions, a circumstance that might harm its value as a tool for the orientation, evaluation, and reform of public policy. What is absent in Patten’s account – or at least not properly inserted into it – are four built-in modules that we have named ‘history’, ‘democracy’, ‘international relations’, and ‘migration’. When it comes to recognition of minorities, the past matters more often than Patten is willing to accept; democracy can lead to permanent departures from equal recognition on the part of self-governing national minorities; in the recognition game, there are other relevant players than simply states and their minorities; and one of these players, namely immigrant groups, can (albeit involuntarily) distort equal recognition schemes.  相似文献

Labor was a significant factor in Taiwanese politics. In history, some of the most important unions in Taiwan were built around a core of members resolutely loyal to a political ideology. However, with time many tenets of labor and political history have undergone a change. The alliances between trade unions broke the links with their respective political parties or groups. The centralized and traditional union structures fell short of workers' expectation amid the mounting pressures of political democratization in Taiwan, thereby giving way to "independent" union bodies. This paper examines the experiences of"independent" trade unions in Taiwan in a historical context and attempts to trace the conditions that are instrumental in the growth of such unions. The case of one "independent" union in Taiwan--the Chunghwa Telecom Workers' Union (CTWU) depicts the ways and means by which independent rank-and-file led unions have proven their collective strength time and again. The case analysis in the present paper suggests that the continuing economic liberalization in Taiwan may bring about the proliferation of "independent" unions with far greater collective voice and less monopoly effects than the current situation.  相似文献

Abstract

Since 1945, the United States (US) has served as a focal point of both Left-wing and Right-wing Japanese nationalism. Both sides argued that the US was an arrogant hegemon that unjustly robbed Japan of its autonomy, and prevented Japan from achieving its own ideal national identity. Both sides frequently demanded that Japan should be more ‘resolute’ and resist unfair demands emanating from the US. In recent years, however, both camps are increasingly using the same rhetoric to criticise the Japanese government's China policy. China is also being depicted as an overbearing state that unfairly browbeats Japan into making diplomatic concessions. Given the similarities between the portrayal of China and the US, has China now become a nationalist focal point for both the Japanese Left and Right? Utilising constructivist insights, this article seeks to shed light on this question, by examining how the Japanese Right and Left portray China, and explores the implications for Japan's China policy.  相似文献

Citizens of the Aamjiwnaang First Nation fight for justice with their bodies at the frontlines of daily toxic exposure. This paper examines struggles for environmental and reproductive justice in the polluted heart of Canada’s ‘Chemical Valley’. These are as struggles over life, land and knowledge. Based upon community-engaged qualitative research, from a participatory action research approach, including field immersion, participant observation and 35 in-depth interviews with First Nations residents, I document the Aamjiwnaang First Nation’s citizens’ activities and practices on the ground as they cope with the impact of their contaminated surroundings on their health and habitat. This community-engaged scholarship lens brings into view the lived experiences and ongoing practices of resistance by the Anishinabek citizens who are surrounded by Chemical Valley. I situate these struggles within the green citizenship literature to assess three blind spots of green governmentality: greening citizenship, lifestyle blame and Western dualisms. I discuss the multiple edges of ecological citizenship and argue that citizens are simultaneously bound up within disciplinary power relations and place-based belonging. This place, although polluted, is crucial to practices of relational Anishinabek citizenship and the identity of indigenous citizens who call this place both ‘prison and home’.  相似文献

During the Second World War, secret information derived from enemy prisoners of war (POWs) was a valuable asset to British intelligence. Until 1944, the POW system had expanded from a small interrogation camp in the Tower of London to a multi-step structure with the so-called Combined Services Detailed Interrogation Centre, United Kingdom (CSDIC(UK)) at its top. The methods employed to collect reliable information included microphones, stool pigeons and different interrogation techniques. The results were read by all services and several ministries which provided a unique insight into German capabilities, intentions and thoughts.  相似文献

This paper examines current citizenship discourses and practices in Canada, focusing on the implications not only of marketization, but also of growing securitization vis-à-vis citizenship, and the gendered ramifications of such developments. The repercussions of marketization and securitization and their interrelations, for women in general, as well as racialized and immigrant women in particular, are outlined and assessed. In this way, we see how women are at the receiving end of highly contradictory processes in that they are both ‘invisibilized’, in other words, rendered invisible, by the Canadian state, but are also are increasingly ‘instrumentalized’, in other words, used in strategic ways. Yet, women also challenge these trends and tactics, thereby interrogating these processes that serve to limit the terms and scope of citizenship in Canada.  相似文献

In March 2015, the anti-austerity movement, Blockupy, protested the inauguration of the ECB's new premises. This article explores Blockupy's construction of a sociospatial imaginary of a ‘Europe from below’. The article: (1) analyses the construction of the transnational Blockupy network, (2) compares the territory of the elite's austerity Eurozone with that of a different ‘Europe from below’, and (3) shows how the ECB premises have been the central place of European austerity and protest. This approach supplements recent debates on multispatiality, and shifts the lens used to analyse crises from a structural one to one emphasizing ongoing politicization ‘from below’.  相似文献

This article uses the Venezuelan case to shed light on the potential role of interest-group systems in discrediting liberal democracies and to identify challenges that the region's democracies are likely to confront in constructing effective and fair interest-group systems. It first analyzes the role Venezuela's interest groups played in discrediting its 40-year two-party democracy. It argues that the discrediting of a system heralded by many as the region's ‘model democracy’ cannot be understood by merely assessing how the structure of the group system excluded certain groups. The study shows that the inclusion of certain business interests in visible positions of power also helped discredit the two-party democracy. The article then compares the above system with the new group system which has emerged since 1998 as part of a new democratic system inspired by Latin America's 19th century Liberator, Simón Bolívar. This comparison reveals that the current system inverts the former system of inclusion and exclusion, even as it has retained a number of the old system's less virtuous features. Burstow explores the genus ‘radical-right groupuscule’ via a case study of the Canadian group known as the Heritage Front. She outlines and analyses three stages of the group’s history. Stage one, or ‘the heyday’, was characterized by a significant number of publications, a drive to recruit youth, meetings with leaders throughout Canada and the world, the organization of White Power concerts and militant fighting in the streets. In stage two the Front was far less active while also becoming more groupuscular: decentralized and comparatively leaderless. Burstow identifies the exploitation of the Internet as the principal characteristic of stage three, and elaborates on the possibilities for synergy that new conditions make available. A number of groupuscular features are identified as giving the Heritage Front the flexibility to survive during the present period of parliamentary democracy and to rebound from difficulties, including decentralization, leaderlessness, linkage, the facilitation of linkage, flexible policies, identification with the network as a whole, and use of virtual space. Accordingly, Burstow argues that the accentuation of groupuscular features is a plausible survival strategy for a groupuscule in difficulty.  相似文献

This paper examines the contradictory nature of the ‘modernizing’ encounter between the former Soviet state and Cnetral Asian societies with a view to exploring more fully a path that purported to be transformative in the absence of a market economy. This encounter was evaluated by some as a radical break with the past and by others as an instance of cultural stasis and continuity. This apparent paradox is explained with reference to the specific features of the command economy and Soviet nationalities policy and their interplay with local forms of social organization. The main argument is that what appeared to some commentators as ‘traditionalism’ was as much a response to and creation of the system itself as a feature of local communities.  相似文献

In 1946, not long after the Office of Strategic Services was dissolved, three Hollywood feature films were released that dramatized the agency's operations during World WarII: O.S.S. (ParamountPictures, 13 Rue Madeleine (Twentieth Century‐Fox), and Cloak and Dagger (Warner Bros. Pictures). Although officials in the War Depatment wre often disturbed by many of the technical details that these, three films revealed bout the military, the intelligence establishment generally benefited from the largely positive publicity and box‐office success that these films received in the early years of the Cold War.  相似文献
