Force,Stress, and Decision-Making Within the Belgian Police: the Impact of Stressful Situations on Police Decision-Making

Stress and fear are inevitable aspects of the police job and may have a large impact on police officers’ decision-making process. Many studies have explored how stress and fear may influence assessments of police officers, especially with regard to the use of force. This article aims to contribute to this research domain by reporting the findings from two empirical studies among Belgian police officers: a quantitative study of police officers’ attitudes towards and experiences with the use of force and a qualitative study on the influence of stress and emotions on officers’ decision-making and assessment abilities and accuracy of shooting. Both studies confirmed that stress and fear are often present in Belgian police practice. One of the main findings is that Belgian police officers are anxious about the consequences of their actions because they know they will be held accountable for them. The pressure that results from this accountability can make it even more difficult for police officers to react to stressful situations. Therefore, we need to look for the right balance in this difficult position, by providing tools that support police officers in making daily decisions, and help them do their job as effectively as possible.     

Obstacles for Changes within the (Swedish) Police Force: Professional Motivations,Homosociality, and Ordering Practices

This article discusses how professional motivations and homosociality within the Swedish police (training programme) become obstacles to both a changed police norm and diversity within the police force. This issue is discussed on the basis of two studies: one focused on the professional motivations of police students; the other focused on the issue of norms and normation within the police training programme. The norm regarding how a police officer should be is viewed as a manifestation of ordering practices as a form of continuous, on-going normation processes that emphasize practical, physically demanding, and violent working conditions focused on combating crime. This produces powerful conceptions of the types of body that are suitable for the profession, a normative (male) body. This normative body effects those bodies that are assumed to contribute to diversity in a police force dominated by white, Swedish, heterosexual males. This together moulds a culture founded on the conceptions of physically demanding and action-focused work that promotes a muscle culture that emphasizes the work as practical, rather than moving towards an intellectual and reflective approach to police work.     

Racial Threat,Social (Dis)organization,and the Ecology of Police: Towards a Macro-level Understanding of Police Use-of-force in Communities of Color

Abstract

In this paper, we examine use-of-force incidents as neighborhood processes to understand how rates and levels of use-of-force vary across New York City. We suggest that there are two distinct outcomes of force by the police: number of use-of-force incidents and level of force. Applying theories of racial threat, social disorganization, and Klinger’s ecological theory of policing, we conceptualize use-of-force as a neighborhood phenomenon rather than individual events. Our results suggest that rates and levels of force operate in some distinct ways. In particular, while we find that use-of-force is concentrated in Black neighborhoods, and is also more severe in Black neighborhoods, neighborhoods with higher racial and ethnic heterogeneity have decreasing force incidents, but with increasing severity. This may reflect different types of policing, with high rates of low-level police harassment occurring in primarily poorer, Black neighborhoods, and more isolated but severe incidents occurring in middle-income and wealthier mixed neighborhoods.

The Food and Drug Administration (FDA) is amending the biologics regulations by removing, revising, or updating specific regulations applicable to blood, blood components, and Source Plasma to be more consistent with current practices in the blood industry and to remove unnecessary or outdated requirements. FDA is issuing these amendments directly as a final rule because they are noncontroversial and there is little likelihood that FDA will receive any significant comments opposing the rule. Elsewhere in this issue of the Federal Register, FDA is publishing a proposed rule under FDA's usual procedures for notice and comment in the event the agency receives any significant adverse comments. If FDA receives any significant adverse comment sufficient to terminate the direct final rule, FDA will consider such comments on the proposed rule in developing the final rule. FDA is issuing this rule as part of the agency's "Blood Initiative" in which FDA is reviewing and revising, when appropriate, its regulations, policies, guidance, and procedures related to blood, blood components, and Source Plasma.

The Food and Drug Administration (FDA) is amending its regulations governing mammography. The amendments are intended to incorporate changes required by the Mammography Quality Standards Reauthorization Act (MQSRA). Elsewhere in this issue of the Federal Register, FDA is publishing a companion proposed rule under FDA's usual procedures for notice and comment to provide a procedural framework to finalize the rule in the event that the agency withdraws the direct final rule.
