The U.S. government is considering how it should reorganize for homeland security. Consequently, attention has focused on the new Office of Homeland Security (OHS). Much debate focuses on two issues related to OHS: (1) whether the OHS should be a separate executive agency; and (2) whether the OHS director has sufficient authority to direct changes in policies and resource allocation of other departments and agencies. The authors believe the emphasis on these areas of interest is misplaced as measures of the eventual success of the OHS. Rather than focusing on these political issues, this article outlines several questions about how the OHS might approach its complex mission and highlights some organizational and bureaucratic realities that are likely to survive the debate over placement of the OHS within the executive branch and the authorities of the OHS director. This article concludes with a discussion of some organizational tools that the OHS or any coordinating office will require to fulfill its mandate.  相似文献

Nancy Alfaro is the quintessential practitioner of collaborative public management. More than that, she is a collaborative public manager focused on delivering customer service. Finding herself in the midst of a flurry of activity when San Francisco mayor Gavin Newsom suddenly ordered her to allow same-sex marriages in 2004, she pulled together the resources to perform more than 1,000 weddings in three days. Now, as director of San Francisco's 311 Customer Service Center, Alfaro oversees an operation that has reduced the number of telephone numbers residents may need to call for information and nonemergency services from 2,300 to just one. How Ms. Alfaro accomplished these remarkable tasks can be the source of fruitful lessons for other public officials.  相似文献

Scholars of public administration in the United States traditionally view the 1920s as a decade when the administrative orthodoxy, emphasizing efficiency and organizational structure, dominated the field. This viewpoint recently has been challenged by arguments that the social justice–oriented views of women progressives and the philosophy of pragmatism also influenced public administration. However, no one has examined how women public administrators implemented exceptions to the prevailing, masculine viewpoints of administrative objectivity and the strict dichotomy between politics and administration during the 1920s. Using Mary Anderson (1872–1964), the longtime director of the U.S. Department of Labor's Women's Bureau, as a case study, this article examines how her experiences as a woman worker and labor organizer influenced her advocacy of an alternative view of public administration, and how, from 1920 through 1930, she established the Women's Bureau within the prevailing orthodoxy yet also made the government agency a notable exception through its vigorous support of social justice feminism, particularly during and after the 1926 national Women's Industrial Conference.  相似文献

This article investigates how the sex of party heads impacts party positions and uncovers that parties led by a woman modify their stances on sociocultural but not economic debates. I argue that this pattern is a consequence of dissimilar gender gaps in policy preferences across the two ideological dimensions at the elite level. The empirical evidence, based on data for 19 developed democracies around the world between 1995 and 2018, reveals that parties led by a woman tend to emphasise green, alternative and libertarian issues. In particular, anti-growth, environmental protection and freedom and human rights become more prominent elements of party manifestos under women's leadership. Overall, these findings stress the importance of critical actors and the conditions under which the presence of women in political offices translates into responsiveness towards female citizens.  相似文献

Editor's Note: This article has been adapted from a series of articles written by Howard F. Miller for the Albany (N.Y.) Times-Union in February 1961. Dr. Miller, who resigned as New York State's director of the budget this past June after an extended illness, now serves as fiscal policy advisor to the governor. His stature as a fiscal expert is attested to by his selection by four governors, two Republicans and two Democrats, to serve as deputy director of the budget, a discretionary political appointment.
Dr. Miller, a graduate of Syracuse University who earned two graduate degrees from Harvard, also served as secretary of the Ways and Means Committee of the New York State Legislature from 1965 to 67. While there, he established the first full-time professional analytical staff in the legislature.
The only person in the history of New York State to hold the top fiscal staff positions in both the legislative and the executive branches, Dr. Miller was on the faculty of the Maxwell School at Syracuse University from 1947 to 1969, except for periods while on leave to New York State.  相似文献

This study examines the effects of human and structural/process factors on two types of innovation—administrative and technological—in a sample of nonprofit organizations. The results indicate that factors that are favorable to administrative innovations differ from those that are conducive to technological innovation. Three variables are significant predictors of administrative innovation: centralization, transformational leadership, and the executive director’s job tenure. Transformational leadership contributes significantly to the model of technological innovation. Based on the results of this study, the author provides implications for nonprofit management and future research.  相似文献

Two years after the Homeland Security Act of 2002, Congress passed the Intelligence Reform and Terrorism Prevention Act. This act aspired to replace a sprawling agency‐oriented intelligence apparatus with an integrated, networked intelligence community. The act envisioned a director of national intelligence who would accomplish sweeping structural reforms, while at the same time maintaining and improving the efficiency and effectiveness of intelligence operations. This vision has not materialized. The director of national intelligence does not have the power to implement structural reforms. Considerable attention has been given to the independence of auditors-general in the literature. However, there are other officers of parliament who also have roles that may require protection from the excessive use of power by the executive arm of government. In response to the recent Public Accounts and Estimates Committee Inquiry into a Legislative Framework for Victorian Statutory Officers of Parliament, the study compares the enabling legislation of four Victorian officers of parliament in terms of their powers, independence, funding and mandate as well as the accountability mechanisms available to parliament in terms of their appointment, tenure and oversight. The four officers are: the auditor-general; the ombudsman; the regulator-general; and the director of public prosecutions. A number of notable differences in the enabling legislation are identified and reform options for strengthening such legislation are presented.  相似文献

Abstract

Many authors have argued that sex-selective abortion (SSA) poses a problem for defenders of reproductive choice: the notion that a woman has “freely chosen” to abort a female fetus becomes problematic when she faces compelling pressure to bear a male child. This argument reflects the broader concern of the reproductive justice movement that mainstream pro-choice discourse has defined “choice” in narrow, legalistic terms, and overlooks the barriers to reproductive choice often faced by poor women and women of color. This article examines recent debates surrounding a proposed ban on SSA in the United Kingdom. It finds that despite attempts by the ban’s proponents to make intersectional claims around gender, ethnicity, and class, their arguments also invoke xenophobia by constructing Indian migrants as a threat to “British” values of gender equality. Thus, the article suggests that the concept of disarticulation may fruitfully be used to make sense of such “intersectional” claims.  相似文献

This study seeks to determine whether subjects in two dynamic process tracing experiments react differently to information related to a candidate’s competence when that candidate is a woman, vs. when he is a man. I find that subjects evaluate a candidate whose competence is in doubt less favorably, and are less likely to vote for the candidate, when she is a woman. In general, evaluations of women seem to be influenced much more by information related to their competence than are evaluations of men. I also find that competence as portrayed by the composition of a candidate’s facial features does not alter this relationship. My findings suggest that gender-based stereotypes may have an indirect effect on candidate evaluations and vote choice by influencing how voters react to information about them.  相似文献

Bill Bolling created the Atlanta Community Food Bank (ACFB) in 1979 and, as its executive director from then until 2015, transformed a fledgling effort in a church basement into the “equivalent of a $100 million company.” This article tells the story of how Bolling built the ACFB from scratch, arguing that his accomplishments can be traced to his effectiveness as a political leader. The article explains how Bolling practiced a virtuous politics in building informal sources of power and in developing and applying political skills on behalf of the ACFB. In the process, the article challenges the traditional critical scholarly view of political leadership, offering Bolling as a case illustration of an emerging theory of a benevolent and effective form of political leadership.  相似文献

This study examines the effects of (a) chief executive officers (CEO) pay dynamics, (b) corporate governance characteristics, and (c) the impact of environmental, social, and governance disclosure practices on CEO compensation. Data of 282 Indian manufacturing firms were collected from Bloomberg database from 2013–14 to 2018–19. This study uses Generalized Method of Moments estimation technique to assess the impact of corporate governance on CEO compensation. The empirical estimates reveal that increase in board size, board independence, women director in board, CEO duality, and institutional holdings reduced CEO compensation. Furthermore, the environmental, social, and governance disclosure confirmed that higher firm disclosures help to streamline CEO compensation. It has also been found that CEOs' current compensation is affected by their previous pay. This study corroborates the objectives of Companies Act 2013 to streamline the governance practices for optimizing CEO compensation.  相似文献

In 2015, Jean‐Jacques Dordain retired as director general of the European Space Agency (ESA). This is Europe's NASA and includes a host of sovereign nations that differ in language, culture, economics, and politics. As ESA’s director general, Dordain pulled together a disparate and often quarreling group of countries and got them moving in the same direction. Billions of dollars were involved in a sequence of large‐scale, complex spaceflights. Successes far surpassed failures. Dordain stated that if there is one area of administration about which ESA could teach the world, it is “that of international cooperation. Very simple—it's because ESA is an institutional cooperation venture.” In this Administrative Profile, Dordain comments on the issues he faced in guiding European cooperation as well as relations with the United States and other countries.  相似文献

“Guerrilla government” is Rosemary O'Leary's term for the actions of career public servants who work against the wishes—either implicitly or explicitly communicated—of their superiors. This form of dissent is usually carried out by those who are dissatisfied with the actions of public organizations, programs, or people, but typically, for strategic reasons, choose not to go public with their concerns in whole or in part. Rather than acting openly, guerrillas often move clandestinely behind the scenes, salmon swimming against the current of power. Guerrillas run the spectrum from anti‐establishment liberals to fundamentalist conservatives, from constructive contributors to deviant destroyers. Three public managers with significant experience comment on O'Leary's thesis that guerrilla government is about the power of career bureaucrats; the tensions between career bureaucrats and political appointees; organization culture; and what it means to act responsibly, ethically, and with integrity as a public servant. Karl Sleight, former director of the New York State Ethics Commission; David Warm, executive director of the Mid‐America Regional Council of Greater Kansas City; and Ralph R, Bauer, former deputy regional administrator of the U.S. Environmental Protection Agency in the Seattle and Chicago regions, present unique perspectives on the “guerrilla” influence on policy and management, as well as the challenges posed by this ever‐present public management phenomenon.

Women who fought the Americans and the South Vietnamese in the Vietnam War performed many tasks. Some were the usual women's work: nursing, providing food, shelter, repairing trails, and preparing ambushes. But, they also were useful as combatants and spies. Less obvious than men, they exchanged information on troop movements while at market. They were couriers, demonstrators and recruiters. They fought and also performed intelligence through ingenious strategems. One old woman cut off her hair, was half naked, and convinced the Southern troops that she was harmless; then she entered a base and gathered information that aided the NLF forces to defeat the enemy.
