There have been more than 50 independence referendums since the middle of the 19th Century when Texas, Virginia and Tennessee—albeit unsuccessfully—voted to leave the USA. A handful of plebiscites were held in each decade after 1945, but most independence referendums were held after the break‐down of communism. Most have resulted in majorities for independence. However, such plebiscites have been rare in countries with established systems of democratic government and the results may not be a fair reflection of the views of the voters. When referendums have been held in democratic countries, they have often resulted in a no‐vote (though Montenegro is an exception to the rule). Referendums have on a few occasions resulted in the exacerbation of ethnic conflict, such as in Bosnia‐Herzegovina and in East Timor. But generally speaking referendums are not correlated with civil war; indeed, war resulted in only 13 percent of the cases.  相似文献

This article contributes to the emerging literature on transparency by developing and empirically testing a theoretical framework that explains the determinants of local government Web site transparency. It aims to answer the following central question: What institutional factors determine the different dimensions of government transparency? The framework distinguishes three dimensions of transparency—decision making transparency, policy information transparency, and policy outcome transparency—and hypothesizes three explanations for each: organizational capacity, political influence, and group influence on government. Results indicate that each dimension of transparency is associated with different factors. Decision‐making transparency is associated with political influence; when left‐wing parties are strong in the local council, local government tends to be more transparent. Policy information transparency is associated with media attention and external group pressure, and policy outcome transparency is associated with both external group pressure and the organizational capacity. The authors discuss the implications for policy and administration.  相似文献

The sex of a congressional candidate can influence voting choices, but does candidate sex also influence the timing of those choices? This paper examines that question in light of other information that voters weigh in making their decisions. Using a national survey from the 2006 election, and a unique dataset of political informants, we find that the sex of the candidate conveys ideological information that permits voters to make swifter judgments. Additionally, it reduces the probability of a delayed decision by supplying information helpful to the choice between candidates—even in the absence of ideology. In fact, the impact of candidate sex rivals other variables that are traditionally used to explain the time-to-decision. Consistent with the literature on sex stereotypes, we find a stronger influence for Democratic than Republican female candidates.  相似文献

Representational Role Theory is applied to presidential nominating conventions. Delegates to the 1976 Democratic convention are compared to the voters who selected their slates in 10 key presidential preference primaries. Because of party rule restrictions on delegates' behavior, representational roles are not pertinent to what is typically the most important decision of the convention, the first ballet vote for the party's presidential nominee. However, role orientations appear to be useful in understanding two other sets of decisions: (1) the creation of the party platform and (2) voting for the party's presidential nominee in the event that the nomination requires more than one ballot. Other than the first ballot, the Delegate role is not very popular among convention delegates.  相似文献

Supreme Court confirmation hearings have been famously called a “vapid and hollow charade” by Elena Kagan. Indeed, perceptions of nominees’ refusal to answer questions about pending cases, prominent political issues, or give any hint of their ideological leanings have become a cornerstone of the modern confirmation process. We investigate the extent to which this reticence to speak of their ideological views, or candor, influences how individuals evaluate the nominee. To this end, we present the results of a survey experiment which examines how support for a hypothetical Supreme Court nominee is affected by information, especially when a nominee is presented to be very forthright or very reticent in answering ideological questions during the confirmation hearings. We find that while partisan compatibility with the president is the main determinant of support for a nominee, nominees who refuse to answer ideological questions can bolster support from respondents who would not support them on partisan grounds. We supplement these findings with observational state-level support data from real nominees over the last 40 years.  相似文献

This article analyzes the effect of central bank independence on fiscal deficits. Previous literature finds a negative relationship between bank independence and deficits in OECD countries. No such relationship is found for developing countries. We argue that independent and conservative central bankers prefer budget discipline due to the long run connection between deficits and inflation and can enforce their preference through interest rate hikes and refusal to lend to the government. The claim, however, is that the legislated independent status of the central bank is cheap talk in the absence of democratic institutions. We test empirically the conditional effect of central bank independence on a sample of 23 democratic and undemocratic post-communist countries from 1990 to 2002. Results show that independent central banks restrain budget deficits only in democracies. Also, democracies that have not granted independence to their central banks have the worst fiscal discipline.  相似文献

A well-developed theoretical literature suggests that central bank independence causes low inflation. Empirical work supporting this hypothesis is unsatisfactory, however, for two reasons: statistical analysis has only recently begun to include control variables, and important political variables that are related to inflation have not yet been included; analysis has not yet undertaken a systematic comparison of alternative indices of central bank independence. This paper addresses both weaknesses by testing the explanatory power of eight indices of central bank independence in a political-economic model of inflation. The results suggest that while support for the central bank independence hypothesis survives a relatively inclusive set of control variables, support for the hypothesis is not independent of the particular index upon which analysis relies.  相似文献

Employing a resource dependence theoretical framework, the authors analyze a set of recently awarded contracts between the Environmental Protection Agency and its suppliers to determine how joint dependence, supplier dependence, and government dependence affect contract design—specifically, the decision to use a cost‐plus (flexible) contract. Findings provide evidence that organizations choose contract designs that will reduce uncertainty related to securing critical resources. However, different dimensions of dependence have different effects: (1) higher levels of joint dependence lead to more flexible governance forms; (2) the lack of alternative suppliers is a more important factor than high levels of financial dependence; and (3) the parties involved in government procurement are likely to perceive government as a unique type of organization, which, in turn, has implications for contract design choices. The authors conclude with managerial strategies for restructuring power/dependence relationships to achieve the contract design most likely to yield a surplus in the exchange.  相似文献

The public choice literature contains little formal analysis of the bureaucratic choice of production modes — public or private — of publicly funded services. An important question to be addressed is why some governmental bodies choose to provide a publicly funded service with publicly owned and operated production units whereas other governmental bodies contract with private firms to provide the same publicly funded service. This paper is the first formal attempt to remedy this gap in the literature. We develop a theoretical explanation of the government decision maker's choice between public and private production modes based on utility maximizing behavior. We then examine empirically this choice employing logit analysis. The empirical results, which include several tests for robustness, confirm our theoretical explanation. The results are significant and suggest that non-monetary constraints are an important factor affecting this choice of production modes and that monetary constraints are less influential.  相似文献

We examine the nature and extent of strategic voting in the 2008 US presidential primary. In doing so, we distinguish positive strategic voters—those casting ballots for their second choice in the primary and general election—from negative strategic voters—those casting ballots for a candidate they want to lose in the general election. We find evidence of both types in 2008. Moreover, we show that the likelihood of voting strategically is related to the electoral and institutional context. Specifically, those who prefer trailing candidates and who live in states with open primaries or with elections after John McCain became the presumed nominee were more likely to vote strategically.  相似文献

This paper employs an online voting simulation to examine how the vote decision process affects the vote choice. We focus on proximity voting, an empirically powerful but informationally demanding model of voter behavior. Holding contextual factors constant, we find that more politically knowledgeable individuals engage in a deeper and broader decision process prior to casting their ballot, and, in turn, a more detailed decision process boosts the likelihood that one will vote proximately. In addition, we find that detailed decision processes have a stronger link with proximity voting among the most knowledgeable individuals, who are able to skillfully engage with new information.  相似文献

A state supreme court, in making and justifying choices, uses a variety of sources of information and authority—its own precedents, scholarly commentaries, articles in law reviews, encyclopedias, restatements, and so forth. Quite often a state supreme court appeals to the wisdom or rejects the lack of it in the decision of a sister court in order to arrive at or buttress reasoning in a particularly problematic case. These citations—construed as derogation or deference—yield very handy and nonreactive indicators of hierarchies of prestige between and among the highest appellate courts of the several states. In this paper, I develop a simple and general measure of judicial reputation, present evidence on the hierarchy of state supreme courts as of 1975, show how this ranking has changed in the last 50 years, and examine competing and sometimes complementary explanations of judicial prestige. Taken together, social diversity, judicial professionalism, political ideology, and the size of case load provide an impressive explanation of the reputation of state supreme courts.  相似文献

Despite the debate about mass polarization, most scholars agree that parties in Congress have become increasingly polarized over time. Scholars have sought to connect party polarization to the beliefs and perceptions of individual citizens, but little work exists on the relationship between polarization and the vote choices made by ordinary citizens. In this article, I examine the link between party polarization at the elite level, the use of ideology by citizens, and their vote choices in Congressional elections. I argue that the increased polarization that has occurred over time has led people to place more weight on ideology when casting their votes in U.S. House elections. My hypothesis stems from work on group conflict theory, which suggests that when people sense a high degree of conflict between two groups, a cue from elites, they will be more likely to rely on their own relevant characteristics or attitudes when making choices. This study differs from previous work on Congressional elections in that I examine variation in the effect of ideology on vote choice over multiple elections rather than just in one or two elections. I argue that an exploration of the political context (or the political context perceived by voters) is necessary in order to more fully understand the use of ideology in U.S. elections. To the extent that polarization facilitates the use of information shortcuts among voters, it might be viewed as a positive development within the context of electoral politics.  相似文献

In addition to difficulties gathering and evaluating complete information, cognitive limitations and biases preclude individuals from making fully value‐maximizing choices when making decisions. It has been suggested that, done properly, involving advisors can compensate for individual‐level limitations. However, the “groupthink” tradition has highlighted ways group‐aided decision making can fail to live up to its potential. Out of this literature has emerged a paradigm Janis calls “vigilant problem‐solving.” For this article, we interviewed 20 heads of subcabinet‐level organizations in the U.S. federal government, asking questions about how they made important decisions. Ten were nominated by “good‐government” experts, 10 chosen at random. We wanted to see whether there were differences in how members of those two groups made decisions, specifically, to what extent executives in the two categories used a “vigilant” process. We found, however, that similarities between the two groups overwhelmed differences: As best as we were able to measure, decision making by U.S. subcabinet executives tracks vigilant decision making recommendations fairly closely. The similarity reflects a common style of senior‐level decision making, which we theorize grows out of government bureaucracy's methodical culture. We did, however, develop evidence for a difference between outstanding executives and others on another dimension of decision making style. Outstanding executives valued decision making decisiveness—“bias for action”—more than the comparison group. Perhaps, then, what distinguishes outstanding executives from others is not vigilance but decisiveness. Contrary to the implications of the groupthink literature, the danger in government may be “paralysis by analysis” as much or more than groupthink.  相似文献

Since the work of Downs (1957), spatial models of elections have been a mainstay of research in political science and public choice. Despite the plethora of theoretical and empirical research involving spatial models, researchers have not considered in great detail the complexity of the decision task that a candidate confronts. Two facets of a candidate’s decision process are investigated here, using a set of laboratory experiments where subjects face a fixed incumbent in a two-dimensional policy space. First, we analyze the effect that the complexity of the electoral landscape has on the ability of the subject to defeat the incumbent. Second, we analyze the impact that a subject’s “mental model” (which we infer from a pre-experiment questionnaire) has on her performance. The experimental results suggest that the complexity of a candidate’s decision task and her perception of the task may be important factors in electoral competition.  相似文献

E‐government uses information and communication technology to provide citizens with information about public services. Less pervasive, e‐democracy offers greater electronic community access to political processes and policy choices. Few studies have examined these twin applications separately, although they are widely discussed in the literature as distinct. The authors, Chung‐pin Lee of Tamkang University and Kaiju Chang and Frances Stokes Berry of Florida State University, empirically analyze factors associated with the relative level of development of e‐government and e‐democracy across 131 countries. Their hypotheses draw on four explanations of policy change—learning, political norms, competition, and citizen pressures. All four explanations are strongly linked to nations where e‐government policy is highly advanced, whereas a country’s e‐democracy development is connected to complex internal factors, such as political norms and citizen pressures.  相似文献

This article examines the strategic behaviour of the Scottish National Party (SNP) in regional elections from 1999 to 2016. It builds on recent work that has theorized the kind of strategic tools regionalist parties have at their disposal in electoral competition, and the factors expected to determine the strategic choices these parties make. An in-depth case study of the SNP describes when and explores why the party makes strategic choices in an effort to bolster its electoral support in post-devolution Scotland. The analysis finds (i) that the SNP has consistently sought to ‘frame’ the issue of independence in economic terms, by advancing an economic case for separating Scotland from the UK and (ii) that this strategic approach is the result of competing constraints internal and external to the party. These findings suggest that the strategic behaviour of regionalist parties in electoral competition is more sophisticated than expected by extant theoretical accounts.  相似文献

This article argues that during the Arab Spring social media served as a tactical tool of mobilization, communication, and coordination; as an instrument of domestic and international revolutionary contagion; and, critically, as a means of enhancing pan-Arab consciousness which, in turn, was fertile soil for that contagion. These three interrelated functions are best analyzed using a revolutionary wave theoretical approach. In its absence, the Arab Spring becomes a patchwork of analytically incoherent “cascade protests.” In fact, the Arab world witnessed an extremely coherent process of revolutionary contagion whose liberal and democratic ideology was disseminated transnationally by social media. The impressive speed, scale, and effectiveness of this contagion would have not been possible without the effect of the Arab public sphere—itself partially enabled by social media—on the increasingly cohesive pan-Arab consciousness. Fundamentally, the Arab Spring was the first revolutionary wave ever to reflect the change in power relations originating in the rise of new communication networks.  相似文献

I propose and test a theoretical framework that explains institutional change in international relations. Like firms in markets, international institutions are affected by the underlying characteristics of their policy areas. Some policy areas are prone to produce institutions facing relatively little competition, limiting the outside options of member states and impeding redistributive change. In comparison, institutions facing severe competition will quickly reflect changes in underlying state interests and power. To test the theory empirically, I exploit common features of the Bretton Woods institutions—the International Monetary Fund and World Bank—to isolate the effect of variation in policy area characteristics. The empirical tests show that, despite having identical membership and internal rules, bargaining outcomes in the Bretton Woods institutions have diverged sharply and in accordance with the theory.  相似文献
