Abstract

Proponents of Gov2.0 claim that it offers the potential to improve the relationship between the citizen and state. Whether this potential can be realised depends in part on how new web-based technologies are implemented. Local government officials and politicians are important actors in this process, yet we know little about how they view Gov2.0. This paper applies Q-methodology to a sample of English local government actors to generate new data and fill this gap in our knowledge. Four frames of reference within this population are revealed: Sunlight on Government, Cautious Crowdsourcers, Gov1.0 and Platform Providers. The paper concludes that while there is general agreement that technology will be a driver of change, and that local government should adapt, there is no clear agreement as to the nature of reform.  相似文献

ABSTRACT

This piece focuses on the Ethiopian women victims of trafficking – the agency of these women in the whole trafficking process, and issues of choice – ‘trying a chance’, or just taking a risk to get out of poverty or difficult social circumstances, considering that they are lured, tricked, coerced, or even forced into the hands of traffickers by a wide range of circumstances and people, including family and friends. Traffickers target girls with economic, social, and family problems. Most of the trafficking of women and girls from Ethiopia is carried out through the use of service ‘agencies’ and human smugglers who facilitate the process of migration through a number of routes. Many of those who use the ‘desert route’ often begin from Sudan to North Africa from where they cross to Europe. The data for this contribution were generated in a study – ‘Captured in Flight: Experiences of violence among African women in Sweden’ – funded by the Swedish crime prevention agency (Brottsoffermyndgheten). The research for the project has been carried out in Sweden, but the women whose case studies are presented here have been in the Middle East, Turkey, Italy, Finland, and Greece before coming to Sweden.  相似文献

The sociopolitical role of social networks in public decision-making is far from fully understood. Their fast-pace and elusive nature makes the situation fluid and therefore susceptible to rushed theorization. The emerging dominant view is that social networks increase mass political polarization. A new view proposes that social networks increase harmony and tolerance. By examining the role of social networks in the policy response to Ebola in the United States, this paper suggests that social networks play a dual role: increasing polarization around politically divisive issues and promoting tolerance regarding less contentious issues. The paper also expanded the definition of social networks to include online discussions forums. Using the public choice theory and its rational model as a frame of reference, the study focused on six online forums during the peak of Ebola scare, October 2014 through January 2015.  相似文献

This paper explores the determinants and valuations of children’s work and schooling choices drawing on primary mixed-methods research in the gemstone polishing industry of Jaipur, India. In addition to economic and demographic factors, the gendered expectations of children’s futures shapes their work and schooling outcomes. For boys, work is additionally driven by the need to acquire training for future employment and wages, and simultaneously complements, and competes with formal schooling. They can work at workshops, acquire higher skills, and can aspire to become skilled craftsmen whereas girls work at home on low-skill activities mainly to supplement household income.  相似文献

Despite an increase in knowledge about human trafficking, little is understood about interpersonal power dynamics between traffickers and their victims; particularly in relation to coercion. Understanding victims’ perceptions of power is critical to developing trauma informed, targeted services for prevention, intervention, and aftercare services for survivors. This paper explores human trafficking victims’ (n = 31; adult, female, international) perceptions of traffickers’ interpersonal social power as influenced by prior entrapment factors and traffickers’ characteristics during the controlling period of the exploitation, the “maintenance phase”. Findings from this study reveal that entrapment factors and shared characteristics between victims and traffickers influenced perceptions of specific kinds of power. Moreover, findings suggest that more investigation is need to explore how much influence dynamics outside of the trafficking relationship (i.e., social and environmental factors) have on victims’ perceptions of traffickers’ power. Further, results suggest a need for anti-trafficking professionals to be particularly cognizant that victims may perceive individuals in positions of power such as social service providers and law enforcement, as similar to their traffickers.  相似文献

There is a longstanding concern about middle-class capture of the benefits of public service provision, although relatively little evidence exists on the exact nature of any advantage or on the processes by which this comes about. Using a framework developed from Gal (J. Gal, 1998. Formulating the Matthew Principle: on the role of the middle-classes in the welfare state. Scandinavian Journal of Social Welfare, 7, 42–55), and via two case studies of street cleansing services in the UK, the article explores the ways in which middle-class service users assert influence in relation to service design, resource allocation and practice on the ground. It explores how urban managers respond to middle-class influence, revealing the ways in which influence is accommodated and the benefits of this to middle-class service users. It also evidences how urban managers attempt to resist aspects of middle-class advantage, and the challenges such resistance presents. The article concludes that the need to ‘manage’ middle-class influence permeates the routine institutional policies and practices of this key public service.  相似文献

Abstract

Since the Guomindang (GMD) and the Chinese Communist Party (CCP) adopted it as the basis of the marriage system in the early twentieth century, yifu yiqi zhi — which literally means a system of one husband, one wife—has been translated as monogamy. Yet the conflation of the Chinese characters yifu yiqi zhi with the English word monogamy resulted from contests over meaning that can be traced to Republican discussions on marriage and sex in general and on concubinage in particular, which attached the new notion of conjugal fidelity to yifu yiqi zhi. The criminalization of concubinage as adultery under GMD law and as bigamy under CCP law signaled the different meanings yifu yiqi zhi held in the early twentieth century, meanings that continue to influence contemporary usages of the term.  相似文献

Crime victim–police interface and registration of crime are the early and fundamental interactions in the criminal justice system. The process of lodging a complaint is marked by the pain of victimization, sharing of information, and expectation of quick remedial action from the police. The nature and quality of experience of the victim and outcomes impact the level of satisfaction with services of police. Through a survey of victims of property crimes, in different areas of a state in India, the author examines the impact of procedural justice and outcomes on victim satisfaction. The study illuminates the outcome oriented expectations of the victim, and the unique dynamics of victim–police interaction, which strains the legal ethical framework of the criminal justice system.  相似文献

The present research tries to contribute to the academic debate on public management reform adoption, focusing on the reasons for the discrepancies between actual and formal changes and using resistance to change as theoretical basis. The study hypothesizes that high levels of individual and organizational resistance to change may be associated to the formal implementation of public management reforms. The research results allow to confirm the hypothesis when large-size municipalities are considered, while when considering medium-size entities a definite evidence of a relation between resistance to change and the formal implementation of the reforms does not emerge.  相似文献

The general election held on 8 November 2015 marked a significant turning point in Myanmar’s ongoing regime transition. Under the leadership of Aung San Suu Kyi, the National League for Democracy (NLD) overwhelmingly dominated the polls. Although the huge electoral mandate for the NLD suggests that further political liberalization in Myanmar is likely, the country is not yet undergoing a genuine democratization. Under the current constitutional framework, the military will remain a key actor within the government, thus a new power-sharing arrangement between the NLD and the military is inevitable. This article examines how Myanmar has transformed from a military regime into the military’s version of a ‘disciplined democracy’ and argues that the 2015 general election was not a precursor to a democratic government per se, but rather a re-affirmation of the military’s version of democracy, in which popularly elected civilian political parties are allowed to co-govern the country with the military.  相似文献

The present study aimed to examine professionals’ experiences, perceptions, and knowledge regarding violence-exposed children in order to clarify the status and opportunities these children have in the Swedish legal system. A questionnaire was distributed to 63 professionals, representing police, prosecutors, social personnel, and treatment personnel. Findings revealed several problems that hindered effective work. Routines and guidelines were lacking and knowledge gaps regarding these children were found among all professions. Perceptions that children remember and tell were widely held, although conditions enabling sufficient reports are seldom met. Results can be used to guide necessary changes in national routines and guidelines to ensure recovery and maintaining of societal rights of this group of psychologically abused victims.  相似文献

This article explores contemporary Russian official and media discourse on cases concerning human rights violations in Chechnya which have been heard at the European Court of Human Rights. By comparing and contrasting the discourses on the Court's rulings which have been reproduced by various government representatives and various Russian newspapers, the article aims to demonstrate that, while official discourse remains critical of the Court's work with regard to Chechnya, reporting of such cases provides certain media outlets with the opportunity to criticise the government for its perceived failings in relation to safeguarding Chechnya's civilian population from human rights abuses.  相似文献

This paper examines 10 years of political transition in Cambodia. It is particularly relevant because Cambodia has just passed through a third stage of transition in the form of national grass roots elections to dilute elite power. The scope of the paper covers the three elections in the period 1991–2002 and is located in Dankwart Rustow’s transition theory. I conclude that while basic elements of the theory hold true, qualifications are required in relation to the length of the ‘acceptance’ phase for the elites, and the extent to which, even after 10 years, habitually normalised democratic processes are still unreliable at best, and violent at worst.  相似文献

Abstract

For decades, mass out migration has remained a defining characteristic of Eritrea. The country's first major refugee crisis occurred in the early 1980s, in the midst of its liberation movement. Upon gaining resettlement in the industrialized world, Eritreans overwhelming continued their support of the liberation war, both financially and politically. Since independence, the ruling government adopted strong measures to ensure the diaspora's continued political and economic engagement. We examine the Eritrean party-state's changing relationship with members of its dispersed population focusing on the evolution of an expatriate tax (2 percent Income Tax on Eritreans Working Abroad) levied on all emigrant Eritreans. Building on work that argues for recognizing the social and political dimensions of money sent ‘home’, this paper makes two contributions. First, we use an historical perspective to show how contextual changes can significantly shift the meanings of remittances, in this case from a voluntary patriotic remittance sent to the liberating government, to a coerced tax. Second, we bring the remittance-tax into the literature on remittances and development, expanding the types of income transfers under consideration. Attention is drawn to the party-state's articulation of the 2 percent Tax policy as a national development imperative and the various transnational governance mechanisms employed to coerce compliance. Citizenship serves as a lens for examining the state's instrumentalization and politicization of the diaspora's engagement with the Eritrean nation.  相似文献

Applications of institutional analysis to the explanation of economic performance come in many flavors. Some economists have made use of an economics-oriented flavor in treating culture as one component of that analysis. Steven Heydemann uses a more political flavor of institutional analysis to argue that two of these economists, Douglass North and Avner Greif, have overly simplified and homogenized the concept of culture and the way in which it affects economic performance. He goes on to identify several instances in both the economic history and contemporary experience of the Middle East where he claims that such over-simplification has led to shortcomings in the analysis. This paper suggests that while some of Heydemann’s claims have merit, several others are exaggerated.
