This article assesses the value of local parties. It asks why political parties value their local sections. It also considers the ways in which local parties can benefit society. Local parties act as a democratic training ground for party members, are a conduit for political communication and provide parties with a range of resources. They also act as problem solving agencies; they ensure that policy is responsive to local needs; they provide an additional channel of communication and accountability; and they link citizens with the state. The article ends with an appeal to party scholars to refocus their attention towards local parties.  相似文献

Abstract. In modern democracies political parties exist because (1) they reduce transaction costs in the electoral, parliamentary and governmental arenas and (2) help overcome the dilemma of collective action. In Western Europe political parties are the central mechanism to make the constitutional chain of political delegation and accountability work in practice. Party representatives in public office are ultimately the agents of the extra–parliamentary party organization. In order to contain agency loss parties rely on party–internal mechanisms and the institutionalisation of party rights in public rules and, in contrast to US parties, they apply the full range of ex ante and ex post mechanisms. Generally, the role of party is weaker the further down the chain of delegation.  相似文献

In many political systems, legislators serve multiple principals who compete for their loyalty in legislative votes. This article explores the political conditions under which legislators choose between their competing principals in multilevel systems, with a focus on how election proximity shapes legislative behaviour across democratic arenas. Empirically, the effect of electoral cycles on national party delegations’ ‘collective disloyalty’ with their political groups in the European Parliament (EP) is analysed. It is argued that election proximity changes the time horizons, political incentives and risk perceptions of both delegations and their principals, ‘punctuating’ cost‐benefit calculations around defection as well as around controlling, sanctioning and accommodating. Under the shadow of elections, national delegations’ collective disloyalty with their transnational groups should, therefore, increase. Using a new dataset with roll‐call votes cast under legislative codecision by delegations between July 1999 and July 2014, the article shows that the proximity of planned national and European elections drives up disloyalty in the EP, particularly by delegations from member states with party‐centred electoral rules. The results also support a ‘politicisation’ effect: overall, delegations become more loyal over time, but the impact of election proximity as a driver of disloyalty is strongest in the latest parliament analysed (i.e., 2009–2014). Furthermore, disloyalty is more likely in votes on contested and salient legislation, and under conditions of Euroscepticism; by contrast, disloyalty is less likely in votes on codification files, when a delegation holds the rapporteurship and when the national party participates in government. The analysis sheds new light on electoral politics as a determinant of legislative choice under competing principals, and on the conditions under which politics ‘travels’ across democratic arenas in the European Union's multilevel polity.  相似文献

Abstract.  Through the analysis of Hungarian politics, this article demonstrates how parties become embedded in the social, cognitive and emotive structures of societies. The role of agency in cleavage formation is addressed, with a special emphasis on the mechanism through which political parties structure their environments. Next to the popularization of conflict perceptions and the consolidation of camp identities, the development of a more elaborate and segmented organizational structure is identified as an integral part of the process of cleavage formation. Such a structure enables parties to forge coalitions among previously separate social groupings and combine group interests into packages large enough to overcome institutional thresholds of power. The findings indicate that parties are potentially able to cross cleavage lines, re-structure relations within the party system and create new associations between party preferences, socio-structural categories and attitudes. Furthermore, parties seem to be able to alter the relationships between psychologically rooted attitudes and social categories. The study also shows, however, that deep-seated socio-cultural divides limit the power of agency even in new democracies.  相似文献

This article examines the nature of Muslim mobilisations in local party politics and the broader question of political representation in local democracy. Drawing on original qualitative and quantitative survey data, the Muslim presence in local politics in Britain is documented and the nature of some of the tensions concerning their membership of local Labour parties is examined.
It is clear that some concerns over whether the strategies used by Muslims to secure political presence in local politics are legitimate but there are also incumbent problems of discrimination, exclusion and stereotyping. This research suggests that there is a general feeling among Muslim councillors that Muslims have been unfairly accused of illegal practices of recruitment and have been treated unfairly within their local parties to an extent that goes beyond simple party and candidate competition. The article argues that while there is a need to ensure that all participation is democratic the concerns of Muslims themselves and the discrimination they have encountered should be addressed.  相似文献

Partisan conflicts have been frequently analysed in comparative political science research. Yet little is known about the dimensions of political conflict at the local level in multi-level democracies. This article contributes to the literature on the estimation and analysis of party positions by first presenting a new dataset of more than 800 local party manifestos in Germany that allows for a systematic analysis of the dimensions of political conflict at the German local level. Secondly, it is demonstrated that (semi-)automatic content analysis of these texts offers a promising approach for gaining new insights into local party positions. Thirdly, the empirical analysis of German local party manifestos shows that partisan conflicts are not only structured along the left–right dimension but also along a dimension which distinguishes between parties addressing ‘local’ and ‘national’ issues to a varying degree in their manifestos, due to the different behaviour of established and populist parties.  相似文献

The ways in which election campaigns are planned, organized, and conducted have changed considerably during recent decades, and political parties constantly employ new ideas and practices in order to communicate as strategically and effectively as possible. The concept of strategic political communication refers to an organization's purposeful management of information and communication to achieve certain political goals. In this article, we focus on the role of the individual political party in developing election campaigning. The empirical material covers the 2002, 2006, and 2010 Swedish national election campaigns and illustrates how political parties lead and follow each other in the development of strategic political communication. By exploring party agency, this article contributes to the understanding of how ideas and practices of strategic political communication emerge and develop over time in election campaigning.  相似文献

Political brokers mobilize voters all over the world, yet little is known about what motivates them to do so. This article theorizes about two drivers of brokers' efforts: (1) incentives—monetary rewards or sanctions—and monitoring and (2) partisan attachment. We examine our theory using data on the Mexican National Educational Workers Union (SNTE), Latin America's largest union and a well‐known political machine. Consistent with the role of teachers as brokers, we find that the vote share of parties supported by the SNTE machine is higher in polling stations located in schools. This effect is absent when teachers are asked to mobilize voters in support of a party for which they have no partisan attachment, and it is uncorrelated with the union's monitoring capacity. This suggests that partisan attachment, rather than incentives and monitoring, explains the SNTE's effectiveness as a political machine.  相似文献

In every democracy, established political parties are challenged by other parties. Established parties react in various ways to other parties’ presence. A key hypothesis in the relevant literature is that established parties can decrease another party’s electoral support by parroting it, i.e. adopting its core policy issue position. This article argues, and demonstrates empirically, that this hypothesised effect mainly occurs in the event that a critical prerequisite is in place. Parroting a party decreases its support only if that party is ostracised at the same time. The article classifies a party as ostracised if its largest established competitor systematically rules out all political cooperation with it. Analysing 296 election results of 28 West European parties (1944–2011), evidence is found for a parrot effect – however, concerning ostracised parties only. On several occasions established parties have substantially decreased another party’s support by simultaneously parroting that party and ostracising it.  相似文献

Do far-left political parties influence the level of Euroskepticism among mainstream political parties within that same party system? This study seeks to address this question by building on previous work that has examined the effect of both far-left and far-right Euroskeptic parties on mainstream party positions regarding the EU. We theorize that when far-left parties place an emphasis on state control over the economy, mainstream parties in the same party system are less supportive of the EU. To test our theoretical expectations, we use data from the Comparative Manifestos Project in 25 EU member states from 1958 through 2015. The analysis indicates support for the hypothesis that when far-left parties place greater emphasis on a need for state control of the economy, mainstream parties in that party system are more Euroskeptic. Our findings have important implications for understanding the nature of political party dynamics both generally, and more specifically in the European Union.  相似文献

Scholars often mention the centrality of parties for the democratic political system. Indeed political parties are indispensable institutions for the linkage between state and society, and should not remain absent in any comparative analysis of citizens’ political attitudes. Yet, only rarely do scholars study how parties shape people’s opinion about democracy. This article seeks to amend this lacuna and examine empirically how party level characteristics, specifically the nature of a party’s candidate selection procedure, relate to the level of satisfaction with democracy among citizens. The authors constructed a cross-national dataset with data on the selection procedures of 130 political parties in 28 country-sessions to examine whether citizens that vote for democratically organized parties are more satisfied with the way democracy works in their country. Additionally, this relationship is examined more closely in Israel and Belgium, two countries where candidate selection procedures show substantial variation and where politicians have made a strong claim for intraparty democratization. Both the cross-national as well as the country-specific analyses indicate that democratic candidate selection are indeed associated with greater satisfaction with democracy.  相似文献

This article analyzes the nationalization of political parties and party systems in seven young Asian democracies in national, regional and interregional comparison. The article shows that the degree of territorial homogenization differs among these nations, but is predominantly low compared to other non-Asian party systems. Building on these findings, the article discusses potential explanations for the characteristics of the party systems described here. The empirical evidence suggests that the variance of nationalization among Asian party systems predominantly reflects the importance of territorial and non-territorial cleavage structures as well as of institutional and agency-related factors.  相似文献

The aim of this article is to further develop the argument that the interaction between radical right‐wing challengers and mainstream parties is bound to shape not only the trajectory of the latter, but also the future prospects of the former. Drawing on recent developments in Sweden, following the Sweden Democrats' (SD) appearance in local politics in 2002 and 2006, the article demonstrates that the SD has had an impact on the coalition practices of Swedish mainstream parties, responsible for the emergence of minority governments rather than grand coalitions. This trend suggests that the mere presence of a radical right party, although small and isolated, polarises the party system. The article supports the notion that the interaction between unequal competitors matters to the trajectory of the party system, and further concludes that the current responses of Swedish mainstream parties appear to improve, rather than to curb, the fortunes of the SD in subsequent elections. Finally, the article presents evidence indicating that the presence of the SD in local councils causes increased levels of political conflict. The results imply that the impact of the radical right is more immediate than suggested by previous research. The fact that the typically stable Swedish party system has been put under strain as a result of a seemingly minor challenge suggests that the radical right is a political force with which to be reckoned.  相似文献

The British National party (BNP) is the most successful extreme right party in Britain's electoral history and is the fastest growing political party in twenty-first century Britain. This article presents the first ever individual-level analysis of BNP supporters, utilising a survey data set uniquely compiled for this purpose. We find that support for the BNP is concentrated among older, less educated working-class men living in the declining industrial towns of the North and Midlands regions. This pattern of support is quite distinct from that which underpinned the last electorally relevant extreme right party in Britain – the National Front (NF) – whose base was young working-class men in Greater London and the West Midlands. Extreme right voters in contemporary Britain express exceptionally high levels of anxiety about immigration and disaffection with the mainstream political parties. Multi-level analysis of BNP support shows that the party prospers in areas with low education levels and large Muslim minority populations of Pakistani or African origin. The BNP has succeeded in mobilising a clearly defined support base: middle-aged working-class white men anxious about immigration, threatened by local Muslim communities and hostile to the existing political establishment. We conclude by noting that all the factors underpinning the BNP's emergence – high immigration levels, rising perceptions of identity conflict and the declining strength of the cultural and institutional ties binding voters to the main parties – are likely to persist in the coming years. The BNP therefore looks likely to consolidate itself as a persistent feature of the British political landscape.  相似文献

This article investigates the political impact of the introduction of state subsidies to political parties. The arguments for and against subsidising political parties are outlined. Different models of party subsidies, and their regulatory frameworks, are discussed. We find little evidence of a cross‐national impact of the introduction of party subsidies. The subsidies cannot explain the decline in party membership. Nor is there evidence to suggest that the subsidies were introduced as a response to membership decline. There is no support for the allegation that party subsidies lead to the petrification of party systems. The subsidies have not meant that other income sources have lost their significance for political parties.  相似文献

How does voter polarisation affect party responsiveness? Previous research has shown that political parties emphasise political issues that are important to their voters. However, it is posited in this article that political parties are not equally responsive to citizen demands across all issue areas. The hypothesis is that party responsiveness varies considerably with the preference configuration of the electorate. More specifically, it is argued that party responsiveness increases with the polarisation of issues among voters. To test these theoretical expectations, party responsiveness is analysed across nine West European countries from 1982 until 2013. Data on voter attention and voter preferences with regard to specific policy issues from a variety of national election studies is combined with Comparative Manifestos Project data on parties' emphasis of these issues in their election manifestos. The findings have major implications for understanding party competition and political representation in Europe.  相似文献

This article examines the determinants of the positioning of parties on the question of territorial reform in Belgium. It argues that one cannot explain the high salience assigned to the issue of decentralisation among political parties by looking only at voter demands. Instead, it is the dynamics of party competition that has encouraged parties to adopt an electoral and territorial logic of action. The article shows that the main driver of territorial reform in Belgium has been the continuous relevance of regionalist parties in the Flemish party system, which have compelled mainstream parties to accommodate their demands for territorial autonomy, and, more recently, independence. Regionalist parties have capitalised on a strong sense of Flemish national identity, itself shaped by long-run structural factors. The article also shows that the adoption of an electoral and territorial logic has been strengthened by the split of the Belgian party system and the reinforcement of social cleavages, and, more recently, by the increasing competitiveness of elections and the opening up of party competition at multiple levels.  相似文献

Abstract.  In addressing issues of party development in contemporary democracies, many of the recent discussions confuse notions of party formation with those of party adaptation. The contention of this article is that the conceptual confusion of these two distinct processes undermines our understanding of party development, which is of particular importance in the context of the more recently established democracies. Moreover, in order to contribute to theory building on political parties more generally, it is necessary to differentiate between the two. This article offers some theoretical contours for the study of party formation and development, and empirically evaluates the patterns of organizational development in some of the newer democracies in Southern and East-Central Europe. The analysis shows that the external context of party formation has encouraged these parties to adopt an organizational style largely resembling their contemporary counterparts in the older democracies. However, despite the resemblance between party organizations in the older liberal democracies and the newly established ones, the paths of party development are best understood as processes sui generis . The historical uniqueness of parties emerging as strong movements of society, as opposed to agents of the state, is a path that is unlikely to be repeated in contemporary polities which democratize in a different institutional context.  相似文献

西方国家民粹主义的兴起,是代表性危机的结果。从政党政治的角度,主流政党疏离社会、融入国家,由代表组织转变为统治机构,导致政治回应性的弱化。主流政党代表功能的萎缩,促使社会成员转向民粹主义的替代模式。为了控制政策议程,民粹主义政党仍然需要遵循选举政治的逻辑。民粹主义固然挑战了主流的民主模式,但它同样可以在调整国家与社会关系的基础上重构政党体制,扩展政治代表的渠道。只有客观地分析国家、社会与政党在代表性建构中的互动机制,才能准确地认识民粹主义的社会基础及其发展趋势。  相似文献

Prior to the leadership of Margaret Thatcher, traditional academic assumptions about the British Conservative party focused on its emphasis on party unity, the centrality of loyalty to the party, and its ideological pragmatism in the pursuit of power. The leadership of her successor, John Major, was undermined by disunity, disloyalty and ideological conflict, which contributed to the Tory party's removal from power. The ideological implosion of one the most disciplined and electorally successful parties in Western Europe, has stimulated considerable academic appraisal. This article considers the design and utilisation of the ideological typologies of contemporary British conservatism that have been used by academics to help explain the nature of this ideological conflict. By analysing these developments in typological design, we can enhance our understanding of the ideological realignment of contemporary British conservatism in the immediate post-Thatcherite era.  相似文献
