The paradox between an individual's decisions to head to the polls and the absence of strictly rational arguments for this action has intrigued – and troubled – many scholars. The present article surveys various theoretical contributions to resolve this paradox of (not) voting. We assess these approaches based on their ability to explain a number of 'stylised facts' with respect to voter turnout. The main conclusion is that straying away from the behavioural assumptions of the Downsian model provides more realistic models and leads to promising predictions as to the individual's decision to head to the polls. Incorporating the role of (social) groups and learning in particular can be regarded as important strides towards understanding the individual's decision to cast a vote.  相似文献

This paper examines the decision to vote or not vote in experimental elections. We replicate the important findings of Duffy and Tavits (2008), though with a different design. Our results support their finding, that is, turnout is affected by the belief that one's vote counts and that overestimation in the perception that one's vote counts does not disappear completely over time. Going beyond previous research, we also find that turnout is not higher under a proportional system than under a plurality system, as well as that beliefs about being in a pivotal position have a greater impact on turnout among the risk averse.  相似文献

In two recent experiments (one in the lab and one over the internet) concerning collective decision making we determined that individuals mainly assign responsibility to the decision maker with agenda power and with the largest vote share (Duch et al., 2012). We found rather weak evidence that responsibility is assigned to decision makers with veto power or allocated proportional to weighted voting power. Our conjecture then is that individuals in our online experiment who recognized the importance of proposal power in the embedded experiment will be those more likely to exercise an economic vote for the Conservative PM Party (since they are the agenda setter in the governing coalition) and for the opposition Labour Party. The conjecture is confirmed. Essentially, the data show that economic voting at the individual level is confined to individuals who understand the value of proposal power. This in turn suggests that the economic vote itself is motivated by a coherent attempt to punish or reward parties that actually deserve it in the specific sense that they were mostly responsible for choosing the policies that were implemented. Further, the strong reliance on proposal power as the workhorse of this mechanism of accountability, tells us that simple heuristics can do a lot of the work that cold rationality and complex calculation have done in much of the previous discussion of economic voting.  相似文献

Abstract. This paper examines voting preferences of Greeks during the 1981 general election, based on a public opinion survey. The sample (N = 598) includes three heterogeneous target groups (professionals, labourers and rurals) which represent a broad spectrum of the Greek society. It is hypothesized that Greece is undergoing social and political changes. These changes are measured with an empirical model constructed to employ three sets of indicators. The first set measured the degree and direction of influence on the 1981 conservative vote by objective conditions. The second set measured the degree and direction of the influence of subjective conditions on the same vote. The third set measured the degree and direction of influence of values and issues also on the same vote. The results indicate that both objective and subjective conditions were less important than values and issues. Thus, the influence of some objective factors (such as income or sex) on the conservative vote was either low or inverse. Similarly, the conservative influence of subjective factors (such as family and school) was weak. Instead, modern values and issues are becoming influential.  相似文献

People vote although their marginal gain from voting is zero.We contribute to the resolution of this paradox by presentinga model for equilibrium configuration of attitudes regardingthe decision to vote. Each individual is seen as an element ofa social network, within which pairs of individuals expressideas and attitudes, exerting mutual influence. We model therole of such networks in propagating the mutual influenceacross pairs of individuals. Research shows that environmental attitudes can affect support for environmentally-beneficial policies. However, it is unclear whether environmental attitudes can influence support for such policies when they are not being primarily framed through an environmental lens. Using data from the 2011 Irish National Election Study, this paper examines the issue using the case of support for the reintroduction of water charges. This was a contentious issue with debate largely focusing on the proposal as an austerity measure, but the proposal also had environmental implications. The results find that while individuals' willingness to prioritise environmental protection over economic growth did not affect their support for water charges, their willingness to make individual sacrifices for the environment did. Moreover, voters’ position on this policy impacted their vote choice. The findings are particularly important given the struggles that governments are facing in implementing environmental taxes and charges.  相似文献

Multi-member, at-large legislative elections result in election outcomes different from outcomes in single-member district elections for two reasons: they cancel out the voting strength of geographically concentrated groups of voters (e.g., party groups, racial groups), and they make it difficult for a voter to vote for an individual candidate, rather than for one of the competing lists of candidates. An electoral setting in Long Island, New York, presents an opportunity to test which of these two aspects of at-large elections—vote dilution or choice dilution—accounts for the usual pattern of one party (or group) winning all the legislative seats at stake.  相似文献

This article examines the congressional vote for HR3734, The Personal Responsibility and Work Opportunity Reconciliation Act of 1996. The primary concern is to identify the factors that had a significant influence over the voting decision, paying special attention to representative ideology measured by Americans for Democratic Action and American Conservative Union voting scores. An empirical model is developed and estimated using logistic regression. The model incorporates proxies for representative ideology, constituent ideology, constituent economic interests, and the potential for legislative shirking. The results indicate that representative ideology was an important factor in the vote, but that constituent ideology and interests were also influential. Knowledge of the pattern of voting on the original legislation should prove useful to policymakers as the need for further refinement of the welfare system becomes evident, as it almost surely will.  相似文献

Lau and Redlawsk (1997) proposed that the quality of voter decision making can be evaluated by measuring what they called correct voting —the extent to which people vote in accordance with their own values and priorities—but in so doing provided little guidance about what actually determines whether voters can make such high-quality decisions. This article develops a framework for analyzing the vote decision that views the quality of decision making as a joint function of individual characteristics and various higher-level campaign factors. We hypothesize that differences in cognitive capacity, political motivation, the availability of political heuristics, and macrolevel factors that affect the difficulty of the choice confronting citizens, including the nature of the political information environment, should all affect the probability of a correct vote. We find significant support for seven proposed hypotheses across three levels of analysis, which places responsibility for incorrect votes on both the individual and our electoral system.  相似文献

Beliefs and Voting Decisions: A Test of the Pivotal Voter Model   总被引:1,自引:0,他引:1  
We report results from a laboratory experiment testing the basic hypothesis embedded in various rational voter models that there is a direct correlation between the strength of an individual's belief that his or her vote will be pivotal and the likelihood that individual incurs the cost to vote. This belief is typically unobservable. In one of our experimental treatments we elicit these subjective beliefs using a proper scoring rule that induces truthful revelation of beliefs. This allows us to directly test the pivotal voter model. We find that a higher subjective probability of being pivotal increases the likelihood that an individual votes, but the probability thresholds used by subjects are not as crisp as the theory would predict. There is some evidence that individuals learn over time to adjust their beliefs to be more consistent with the historical frequency of pivotality. However, many subjects keep substantially overestimating their probability of being pivotal.  相似文献

Vote buying is common in democracies around the world. Yet relatively little is known about the conditions in which vote buying is an effective campaign strategy, in part because vote buying is challenging to measure. This paper examines the local economic and social conditions in which vote buying influences the behavior of voters in Kenya. I combine data from a nationally representative list experiment conducted after Kenya's 2007 elections with highly disaggegrated census data about local economic and social conditions. While 7 percent report that vote buying influenced their vote when asked directly, the list experiment finds that 23 percent were influenced. I find mixed evidence and statistically weak evidence that vote buying is more effective in the local areas where parties should be best able to monitor voters. Vote buying is, however, most effective where voters lack access to information about politics. I discuss the implications of the results for literature on vote buying, clientelism, and electoral accountability.  相似文献

We argue that individuals use responsibility attribution heuristics that apply to collective decisions made, for example, by families, teams within firms, boards in international organizations, or coalition governments. We conduct laboratory and online experiments to tease out the heuristics subjects use in their responsibility attribution for collective decision makers. The lab experiments comprise a collective dictator game in which decision makers have weighted votes and recipients can punish individual decision makers. Our results show that recipients punish unfair allocations and mainly target the decision maker with proposal power and with the largest vote share. We find weak evidence that decision makers with veto power are targeted or that recipients punish proportional to vote share. The online experiment demonstrates that subjects indeed believe that the decision maker with proposal power has the most influence on the collective decision outcome. We discuss the implications of our findings for theories of vote choice.  相似文献

Abstract.  In their article about individual and contextual characteristics of the German extreme right-wing vote in the 1990s, Lubbers and Scheepers ('Individual and contextual characteristics of the German extreme right-wing vote in the 1990s: A test of complementary theories', European Journal of Political Research 38 (2000): 63–94) found a contra- intuitive significant negative relationship between unemployment rate and an individual's likelihood of voting for the right-wing extremist Republikaner Party. The purpose of this article is to shed light on the reasons for this puzzling result. To capture contextual information resembling the individual's life sphere as close as possible, we use data that allow us to include the districts as an additional level between the individual and the state in our multilevel analyses.  相似文献

This paper employs an online voting simulation to examine how the vote decision process affects the vote choice. We focus on proximity voting, an empirically powerful but informationally demanding model of voter behavior. Holding contextual factors constant, we find that more politically knowledgeable individuals engage in a deeper and broader decision process prior to casting their ballot, and, in turn, a more detailed decision process boosts the likelihood that one will vote proximately. In addition, we find that detailed decision processes have a stronger link with proximity voting among the most knowledgeable individuals, who are able to skillfully engage with new information.  相似文献

Past studies have documented the significant relationships between personality traits and voter turnout, but we know less about whether personality traits influence individual vote choices. This study examines whether such attitudinal factors as party identification, feeling thermometers toward the candidates, policy preferences and executive approval mediate the effects of personality traits on vote choice in the United States. Using data from ANES 2012, this study finds no direct relationship between personality traits and vote choice. More importantly, the results reveal that through previously mentioned attitudinal factors, higher levels of extraversion, conscientiousness and emotional stability indirectly decrease the probability of voting for Obama, whereas a higher level of openness to experience indirectly increases the probability of voting for Obama. Nevertheless, agreeableness only exerts an indirect, positive influence on vote choice via executive approval. Overall, this study provides insight into the relationship between personality traits and vote choice and makes up for the insufficiency in the study of personality and voting behavior.  相似文献

Do people vote in elections for reasons that have nothing to do with the possibility that their own vote may decide the result of the election? That is, do they vote for “expressive” reasons? There is no hard evidence in the real world which bears on this question. The nearest one can come to an answer is to ask people about why they have voted, but what people say they do is not necessarily the same as their behavior, which cannot be observed on this issue in real voting situations. The existence, or otherwise, of expressive voting is an important question, because the answer provides insights into explaining voter turnout (i.e. to help explain why people vote), as well as whether their vote ever changes as a result of a change in the probability that their vote will decide-the election (i.e. to help explain what people vote). By conducting an appropriate experiment, however, direct evidence of whether some people vote expressively may be obtained. This paper describes such an experiment, and gives clear evidence for the existence of expressive voting.  相似文献

Recent British Election Studies have asked respondents to nominate ‘the most important issue’. Responses to this question have been used to explain individual vote decisions and characterise the issue-component of those elections. This paper, however, finds limited evidence that individuals place more weight on those issues that they report as ‘most important’ when they vote. It also finds that aggregate responses to the MII question broadly match the estimated ‘average’ impact of those issues on voters. This suggests that even if voters have a limited understanding of what issues matter to themselves they have some understanding of what makes their fellow voters tick.  相似文献

The existing social pact literature claims that governing parties offer social pact proposals because they anticipate they will receive an electoral benefit from social pact agreements. Yet the available data on social pacts inform us that in a substantial minority of cases social pact proposals fail to become social pact agreements. In an effort to better determine the political calculations made by governments before they propose a social pact, this article examines the effect of implementing reform legislation unilaterally, social pact proposals, social pact proposal failures and social pact agreements on the vote share of government parties in 15 Western European countries between 1981 and 2006. It is found that social pact proposals do not have any electoral consequences for governing parties, unilateral legislation and social pact proposal failures reduce the vote share of governing parties, and social pact agreements provide an electoral benefit to parties in minority governments only. These findings suggest that governing parties propose social pacts in a good faith effort to complete a social pact agreement; and that such an agreement is not a way for these parties to gain votes, but to avoid the electoral punishment associated with enacting unpopular reforms unilaterally.  相似文献

Political interest is frequently considered as one of the most important driving factors of voter turnout. This article uses data from the German Socio-Economic Panel to investigate the causal relationship between political interest and the decision to vote. It introduces a recursive simultaneous equation model which is estimated via bivariate probit regression and thus avoids major drawbacks of the method of instrumental variables. The results suggest that the effect of political interest on the decision to vote is not causal, but rather results from self-selection.  相似文献
