The nature of work and traditional notions of the public sector have been changing with increasing collaborative governance and delivery of public services among public, private and voluntary sector organizations. In the UK, governments at national and devolved levels of government have adopted collaborative governance for service delivery through various networks and partnerships. This article explores collaborative governance from a gender perspective, specifically the perceptions of women in public–private–voluntary sector partnerships. While previous research in this area has explored aspects of collaborative governance such as power, trust, accountability, decision‐making, performance, exchange of information and participation, there is very little research on women within these networks. The article therefore provides a gendered analysis, disaggregating survey data to better understand the dynamics, for women, of collaborative governance and partnerships among public, private and voluntary sector organizations.  相似文献

The scope and meaning of 'accountability' has been extended in a number of directions well beyond its core sense of being called to account for one's actions. It has been applied to internal aspects of official behaviour, beyond the external focus implied by being called to account; to institutions that control official behaviour other than through calling officials to account; to means of making officials responsive to public wishes other than through calling them to account; and to democratic dialogue between citizens where no one is being called to account. In each case the extension is readily intelligible because it is into an area of activity closely relevant to the practice of core accountability. Abstract

Violence against abortion clinics and other activities directed toward patients and staff of abortion facilities have been termed terrorism by the pro‐choice movement. However, the Federal Bureau of Investigation denies that these actions are terrorism. Instances of abortion clinic violence for 1982–1987 were examined in order to determine whether there is a correspondence between these incidents and definitions or models of terrorism. It appears that these incidents do fit the classification of “limited political” or ‘subrevolutionary” terrorism. Reasons why the FBI has made the decision not to include these acts as forms of terrorism are entertained. One is that current international tensions have resulted in a preoccupation with only certain types of events which for administrative, i.e., juris‐dictional, reasons have come to essentialize terrorism. Another explanation, posited by pro‐choice activists, is that the FBI's decision is a consequence of political influence: the current administration is openly anti‐choice.  相似文献
