大鼠皮肤降钙素基因相关肽表达与损伤时间的相关性

目的探讨创伤皮肤组织降钙素基因相关肽(CGRP)的时间相关性表达,为损伤时间推断提供实验依据。方法应用免疫组化技术、图像分析技术和原位分子杂交技术检测不同损伤时间大鼠皮肤组织生前及死后CGRP表达。结果生前组大鼠损伤后皮肤组织内CGRP在神经纤维中表达明显高于对照组(P<0.05)。死后组皮肤组织中CGRP表达与正常对照组比较无明显变化(P>0.05)。生前组中CGRP表达在损伤后1h明显增多,4h达到高峰,以后恢复到正常。结论损伤组织神经纤维中CGRP表达具有规律性且有较好的时间相关性,可成为法医学损伤时间推断的指标。     

颅脑损伤血浆降钙素基因相关肽含量变化及法医学意义

目的研究颅脑损伤患者血浆中降钙素基因相关肽（CGRP）水平变化,观察其与颅脑损伤之间的关系并探讨其在颅脑损伤中的作用。方法40例脑外伤患者,其中轻中型（GCS评分9～15分）、重型（GCS评分3～8分）各20例。采用酶联免疫法测定患者伤后第1、3、5、7d及25例体检健康的志愿者血浆中CGRP水平。结果颅脑损伤患者与正常对照组比较血浆中CGRP水平明显增高,除轻中度组第7d外,均有显著性差异（P〈0．05）;且重度组在3d内高于轻中度组,有显著性差异（P〈0．05）。结论颅脑损伤者CGRP水平增高,且因病情加重会进一步升高,但随时间的延长有下降趋势。

中国宪法和缔结条约程序法规定了重要协定制度。重要协定和非重要协定缔结的国内法程序不同,法律效力也应有所不同。决定重要协定及非重要协定的内在根据是协定事务的重要性,根据税收事项在国家事务中的重要地位和《缔结条约程序法》的规定,中外税收协定应为重要协定,其批准应由国家主席根据全国人大常委会的决定作出,并在《全国人大常委会公报》上公布。中外税收协定在经过上述程序后应获得全国人大常委会立法的效力。

Cybercrime: Towards an Assessment of its Nature and Impact

This paper discusses some approaches for a comprehensive analysis of cybercrime for both a better understanding of the phenomenon and policies to control it. We first discuss the nature of cybercrime, and review some of the related research issues. In view of its newness, we develop taxonomies for a more systematic classification of the different types of cybercrimes. Next, we explore some of the main empirical questions that need to be studied regarding cybercrime and describe some modeling approaches as well as the data requirements for a better understanding.

Cycles in Crime and Economy: Leading, Lagging and Coincident Behaviors

In the last decades, the interest in the relationship between crime and business cycle has widely increased. It is a diffused opinion that a causal relationship goes from economic variables to criminal activities, but this causal effect is observed only for some typology of crimes, such as property crimes. In this work we examine the possibility of the existence of some common factors (interpreted as cyclical components) driving the dynamics of Gross Domestic Product and a large set of criminal types by using the nonparametric version of the dynamic factor model. A first aim of this exercise is to detect some comovements between the business cycle and the cyclical component of some typologies of crime, which could evidence some relationships between these variables; a second purpose is to select which crime types are related to the business cycle and if they are leading, coincident or lagging. Italy is the case study for the time span 1991:1–2004:12; the crime typologies are constituted by the 22 official categories classified by the Italian National Statistical Institute. The study finds that most of the crime types show a counter-cyclical behavior with respect to the overall economic performance, and only a few of them have an evident relationship with the business cycle. Furthermore, some crime offenses, such as bankruptcy, embezzlement and fraudulent insolvency, seem to anticipate the business cycle, in line with recent global events.

“The ladder of the law has no top and no bottom”: How therapeutic jurisprudence can give life to international human rights

In the past two decades, therapeutic jurisprudence (TJ) has become one of the most important theoretical approaches to the law. But, there has, as of yet, been puzzlingly little written about the relationship between TJ and international human rights law. To be sure, there has been some preliminary and exploratory work on the relationship between TJ and international law in general, but virtually nothing on its relationship to international human rights law in a mental disability law context. This paper seeks to focus on this lack of consideration, to speculate as to why that might be, and to offer some suggestions as to how to infuse some new vitality and vigor into this important area of law and social policy.     

Political Liberalism, Marriage and the Family

Can and should political liberals recognize and otherwise support legal marriage as a matter of basic justice? In this article, we offer a general account of how political liberals should evaluate the issue of whether the legal recognition of marriage is a matter of basic justice. And, we develop and examine some public reason arguments that, given the fundamental interests of citizens, could justify various forms of legal marriage in some contexts. In particular, in certain conditions, the recognition of some form of legal marriage may be the best way to protect the fundamental interests of women as citizens in freely chosen associations. Or, it may be that, in certain conditions, to secure the social conditions necessary for gays, lesbians and bisexuals to be free and equal citizens, some form of legal marriage can or should be recognized.
