Constituency campaigns are important phenomena for students of political parties, voting behaviour as well as political communication. These research communities perceive constituency campaigns as parts of centralised high-tech campaigns aiming in strategic ways at the efficient mobilisation of voters. We propose in this paper an alternative understanding of constituency campaigns using the case of the German parliamentary elections in 2005 to empirically test this understanding. We perceive constituency campaigns as phenomena signalling a relative independence of individual candidates from the national party campaign. We label this phenomenon individualised campaigning. We argue that individualised campaigning is driven among others by electoral incentives. We test this hypothesis with regard to the German mixed-member electoral system and on the basis of a survey of all candidates standing for election in 2005.  相似文献

Constituency campaigns are an important subject matter for students of political parties, voting behavior and political communication. In all three fields, constituency campaigns are perceived as elements of centralized high-tech campaigns strategically targeting particular segments in electoral markets. In this paper, we propose an alternative understanding of local campaigns and use the case of the German Parliamentary Elections in 2005 to provide empirical evidence for this view. We analyze constituency campaigns from an actor-centred perspective, which assumes local campaigns to signal independence of individual candidates from their parties. We label this phenomenon individualized campaigning. We argue that individualized campaigning is, on the one hand, driven by changing electoral markets. On the other hand, we argue, however, that electoral incentives and particular types of electoral competitiveness foster individualized constituency campaigning. We test this latter hypothesis with regard to the German mixed-member electoral system and on the basis of a survey of all candidates standing for election in 2005.  相似文献

  • While a great deal of academic and practitioner effort has been devoted to understanding and formalizing objective setting in corporate strategic planning and in strategic communication, far less effort has been committed to objective setting for issue management. Within this context, setting a proper objective is sometimes swept aside in the ‘rush for results’ and, as a consequence, issue management efforts can be misdirected, misapplied and poorly evaluated. Objective setting for issue management has unique requirements which distinguish it from broader corporate planning processes, and this paper develops a rationale and proposes specific guidelines to help to establish strategic objectives for effective issue management.

This paper jointly examines the importance of parental influences, prices, and tobacco control policies on the smoking behavior of youths. Data are drawn from the Audits & Surveys (A&S) 1996 survey of high school students across the United States from “The Study of Smoking and Tobacco Use Among Young People” to examine the impact of parental influences on the probability of youth smoking in the context of both specific observable parenting behaviors and in terms of youths' perceptions of the importance of their parents' opinions. The key finding is that specific parental influences (such as communication/bonding (extent of discussions about daily issues between parent/adult and child), limit‐setting with regard to free time, home smoking rules, and parental smoking behavior) and the extent to which teenagers value their parents' opinions play a significant role in youth smoking decisions. Our results by age reveal that specific modifications related to improving communication channels and implementing home smoking rules and more general changes that improve the quality of the parent‐child relationship so teens place a higher value on their parents' opinions are likely to be particularly effective in the early teen years. © 2005 by the Association for Public Policy Analysis and Management.  相似文献

This article explores the potential role of diasporas and information technology (IT) in fostering good governance in semi‐authoritarian states. Following a review of the literature on good governance and information technology, the case of the Egyptian Copt community and its diaspora is explored, focusing on the activities of the U.S. Copt Association. It is argued that, whether or not it is an explicit objective, the U.S. Copt Association is supporting improved and more democratic governance in Egypt. The case confirms that heterogeneous networks of communication and people can promote good governance, even for the socially excluded and disempowered in a weakly penetrated state.   • This article seeks to outline how public opinion changed over the course of the government's announcement of 2nd Gulf War in Iraq until the scandal over the alleged ‘sexed‐up’ Downing Street intelligence dossier. Using quantitative analysis of opinion poll data, together with in‐depth interviews with journalists to show how the media were complicit in providing a positive spin for the government's stance on war, the authors conclude that the positive change in public opinion once the British soldiers were deployed occurred through one of the following mechanisms: 1) a patriotic effect, 2) government communication expertise and the management of a complicit news media, 3) the public basked in the reflected glory of the initially successful military or 4) some combination of the above.

While one can overstate the extent to which the Conservative party has changed since 2005, especially in the light of its response to the recession, the upturn in its electoral prospects is undeniable. Not surprisingly, the Conservative leader, David Cameron, is widely credited with turning around his party's fortunes. In fact, he started with several advantages over his predecessors: New Labour was well past its prime; the economy was running into trouble; and an increasingly desperate Conservative party was more willing to listen to the message that it needed to modernise and moderate. That said, Cameron has been crucial. His communication skills are unparalleled. Early success bought him time and 'permission to be heard'. Most important though, has been his determination-despite media criticism-to stick with a staged strategy focused on conveying change and a move to the centre ground while at the same time reassuring and dividing the Tory right.  相似文献

GMO liberalization can be seen as politically risky for policy actors; it confronts them with policy‐specific strategic challenges and incentives regarding their policy communication. This perspective has received much more attention in association with two other kinds of policies, welfare state retrenchment and foreign policy. The aim of this paper is thus to situate GMO liberalization within a larger framework and to examine how governments deal with this kind of policy through their communication. The analysis looks at the liberalization of GMOs in Norway and the UK to examine how their communication depends on policy characteristics as well as country‐specific conditions. The findings suggest that the communication of GMO liberalization differs markedly from the communication of welfare state retrenchment and foreign military interventions and that the typical features of GMO policies as well as the sociocultural context of the two countries mattered for how the governments have communicated GMO liberalization.  相似文献

The paper asks whether members of central bank decision-making committees should communicate with the public in a collegial manner, by conveying the consensus or majority view of the committee, or in an individualistic way, by providing the diversity of views among the committee members. It finds that more active as well as more consistent communication by committee members improves the predictability of monetary policy decisions significantly. This effect is sizeable as communication dispersion across committee members accounts on average for one third to one half of the market’s prediction errors of FOMC policy decisions. Moreover, more active and more consistent communication are found to also reduce the degree of uncertainty about the future path of interest rates. These findings suggest that a collegial communication which stresses the consensus view on policy inclinations can enhance the effectiveness of central bank communication.  相似文献

Contrary to initial predictions Internet-mediated forms of communication have not become mediums of mass communication. Traditional media still reach far more people than even the most popular websites. Still, there is evidence that blogs in particular help mobilize opinions, and set the agenda for political elites such as journalists and politicians, while providing interested citizens with a new technology of knowledge as well as a surprisingly effective way to participate in politics. Beyond its ability to enhance the generation of goals and objectives, understanding an organization's brand equity is a key driver in communicating values to consumers and end‐users. In a very competitive marketplace, it is high time universities ditched the traditional means of communication and comply with the trending social media communication forms so as to better capture both the virtual as well as the real social space of their students who, in turn, are ambassadors of the institutions. Using data solicited from 317 university students, this study found that universities can better position themselves to compete when they employ both user‐generated and firm‐generated social media communication in building their brand equity. Our study also validates electronic word of mouth as a mediator of the relationship between social media communication and higher education brand equity. The political context of civil society in Western Europe has changed dramatically in recent decades. These changing circumstances may produce a decline in the integration of civil society into political life – especially deliberative activities at the national level. This article discusses how serious these alleged threats are to a hitherto vital civil society – that of Sweden. It focuses on fours indicators of organised civil society's contribution to deliberative democracy. First, have efforts to contact politicians, public servants and the media, as well as participation in public debates, decreased? Second, has civil society directed interest away from national arenas and instead concentrated resources in local and/or supranational arenas? Third, is there any evidence of a withdrawal from public activities, such as public debates and media activities in favour of direct contacts with politicians and public servants? Fourth, has civil society become more professionalised in the sense that interest groups are increasingly hiring professional consultants? Two surveys conducted in 1999 and 2005 show that Swedish organised civil society has not faded from national public politics. However, growing public participation is almost exclusively connected to increasing communication via the mass media and direct contact with politicians. Taking part in open public debate has not increased. The national arena has marginally lost some importance. Moreover, there is an increasing tendency to hire professional lobbying consultants. This might improve the quality of civil society's contributions to public deliberation, but a more elitist civil society might also develop, which is uninterested in social dialogue.  相似文献

We investigate the effects of voting rules on delay in a multilateral bargaining experiment with costly communication. Our design is based on a variant of the Baron–Ferejohn framework. Communication takes place after a proposer is selected and before a proposal is made. In contrast to prior experiments, communication is directly associated with costs in our setup. Specifically, every second of communication increases the probability that the game is terminated before a proposal can be made. In case of ‘breakdown’, each player receives an exogenously fixed disagreement value. Those values sum up to less than the amount of the available surplus, implying that delay owing to communication is costly. We vary the decision rule (majority versus unanimity) as well as the distribution of disagreement values (symmetric or asymmetric). We find that unanimity rule leads to longer communication delays and more frequent breakdowns in asymmetric, but not in symmetric situations.

This paper considers the discursive conditions within on‐line communication spaces. The increasing use of electronic mail and internet relay chat as a form of communication, and the growing facination with multi‐user domains as a powerful dialogic space, has contributed to an emergent culture of virtual communities, in which participants engaged in dialogue no longer need to be present to ‘talk’ to one another. Indeed, the concept of telepresence is predicated on the idea that remote speakers can engage in a shared experience that is every bit as compelling as actually being in the same location. In order for this virtual communication space to be vivid, and to create the illusion o; f procimity, it has to efface itself as a signifying system. In other words, it has to behave according to the logic of oral rather than written communication. One assumption considered in the paper is that on‐line discursive practice is usually conducted as if it were a mode of speech, rather than writing.  相似文献

The ways in which election campaigns are planned, organized, and conducted have changed considerably during recent decades, and political parties constantly employ new ideas and practices in order to communicate as strategically and effectively as possible. The concept of strategic political communication refers to an organization's purposeful management of information and communication to achieve certain political goals. In this article, we focus on the role of the individual political party in developing election campaigning. The empirical material covers the 2002, 2006, and 2010 Swedish national election campaigns and illustrates how political parties lead and follow each other in the development of strategic political communication. By exploring party agency, this article contributes to the understanding of how ideas and practices of strategic political communication emerge and develop over time in election campaigning.  相似文献

Government communication plays a key role in democratic societies as it helps public understanding of government policies and raises awareness of the roles and actions of decision makers. Within the European Union (EU) polity, communication plays a crucial role for citizens' support for the European integration process. Despite the increasing relevance of communication about major activities of the EU, studies on the EU institutions' communications are scarce, and very little is currently known about the external communication of the Council of the EU. Focusing on the media relations activities of the Council, this paper investigates the communication practices and roles of press officers working in the Council's General Secretariat as perceived by these government communicators themselves. Qualitative interviews with the press officers, analysis of Council documents, participation in their work processes and observations of their professional behaviour were used to establish the empirical basis of the study. The findings highlight the apolitical and reactive nature of these European civil servants' communication activities and identify some of the institutional and political challenges that they face in the performance of their professional duties.
