It was after much anticipation that members of the new Jacob Zuma foreign policy executive announced that, for the duration of their term, South Africa's foreign policy would be based on the doctrine of advancing ‘the national interest’, conceptualised simply as the ‘most vital needs’ of the country. However, almost two years since taking control of the levers of policy and political power, the South African government has yet to spell out in detail what constituted the national interest or how such interest would be pursued. In spite of this lacuna, senior members of the new foreign policy inner-elite continue to proclaim the national interest, and proceed to spell out grander foreign policy goals that they would pursue under the banner of a ‘new’ developmental agenda. These include consolidating the African agenda; deepening South–South cooperation; expanding South–North relations; strengthening foreign political and economic ties generally; and participating in a global system of governance. To date, this proclamation that the national interest will be the beam that will guide foreign policy has remained little more than a statement of intent and much conjecture. The challenge is to move beyond rhetoric and intentions and to define the national interest and to articulate a coherent foreign policy going forward. This will require concrete proposals on the basis of thorough-going domestic–foreign policy linkages.  相似文献

Recent processes of political decentralisation and the parallel movements asserting indigenous identity and autochthony have led to a resurgence of academic interest in ‘traditional’ and local forms of leadership and authority. Based on ethnographic research on the hirimu age-set system and related forms of traditional authority in the Zanzibari village of Jongowe, this article explores how these systems rooted in local history and identity are mitigated by contemporary national and international political circumstances. By examining how ‘traditional’ systems both create and circumscribe space for gendered expressions of power and how they work with the emerging forms of non-governmental organisation characteristic of contemporary development, the article considers how these dynamic local systems of governance maintain their legitimacy through both association with the past and engagement with contemporary politics. It argues for an understanding of ‘traditional authority’ that expands beyond hereditary leadership positions, and suggests that such forms of power, though embedded in historical collective identity, are expressions of contemporary forms of governance.  相似文献

This paper problematizes the imagineering of study abroad, especially in terms of set objectives and learning outcomes. The authors propose a shift away from a ‘pure’ cultural and intercultural preparation of mobile students, which tends to ignore the fact that unrealistic expectations and preconceived ideas about study abroad can be as much of a hindrance as e.g. ‘culture shock’. The concept of imaginaries is used to prepare international students, some from Asian countries, to reflect on, discuss and ‘reform’ their perceptions of study abroad. Imaginaries, which are constitutive of human beings living in groups, are of course necessary components of the study abroad experience. The results show that the students are able to deconstruct critically their own as well as others’ doxic discourses on the characteristics of study abroad. Yet at the same time, as one should expect, the students develop new imaginaries on mobility. We argue that by allowing them to develop more counter-narratives about study abroad—and thus multiplying imaginaries—the students can feel more apt to face the complexities and contradictions of the study abroad experience.  相似文献

As Muslim communities reassert themselves in public life across the world, including Central Asia, their actions are causing tension in relations with ‘secular’ governments. Various global theories have been offered to explain these dynamics. According to one theory, tension between religious communities and secular states is caused by the exclusion or marginalization of Muslims, a process exacerbated by the perceived anti-Muslim bias in the foreign- and domestic-security policies of Central Asian states. A second view is that tension results from the work of global extremist groups espousing the restoration of an Islamic Caliphate. The third approach presents the rising tension as part of a broader trend: a putative clash of Western and Muslim civilizations. This article challenges these theories by using a case study of a Muslim grassroots protest in Kyrgyzstan to highlight the importance of local politics, namely informal arrangements among local officials, power brokers and community members. In so doing, it seeks to make a contribution to theorizing Muslim–state relations in Central Asia.  相似文献

This article examines the evolving British perceptions of the Ottoman Empire from the onset of the Tanzimat to Abdülhamid II. The article aims to attest the emergence of a positive image of the ‘reforming Turk’ and the erosion of this positive assessment following the disillusionment with the achievements of Tanzimat. The article discusses the Christian dimensions of the positive and negative attitudes towards the Ottomans and ‘moral racism’ inherent in both the positive and negative assessments. The article ends with concluding that this reference framework from which the British discourses on the Ottomans derived had eclipsed with the demise of the British nineteenth-century political elite and culture in tandem with the waning of the Ottoman political culture and elite.  相似文献

It is widely believed that national urban policies in Africa are rare. This is a concern bearing in mind the formidable challenges posed by urbanisation in the context of low incomes and weak institutions. The paper unpacks the concept of urban policy and what it means for the way in which cities grow. It considers the situation in five countries with different approaches. The evidence indicates increasing interest in steering urban growth through coordinated actions on land, housing and infrastructure. The positive developmental arguments seem to carry more weight than the threats of disaster if squalor and social unrest are not addressed. Yet the appropriate policy responses are not clear-cut and there are many dilemmas faced. Capacitating city governments to plan and invest in networked infrastructure appears to be one of the priorities.  相似文献

The EU accession process reveals a series of paradoxes, which are not merely indicative of the complexity of Turkey's state–religion relations in general but also point to how the Justice and Development Party (JDP) government portrays controversies such as the Sunni–Alevi divide. The religious cleavages in Turkey have become Europeanized and found expression in the European political and legal structures. The Alevis have been one of the groups most affected by this issue partly because of their heterodox and transnational religious identity and partly as a result of their links with secularist political sectors. The paper underlines a dilemma of current Turkish politics. The case of the Alevis shows that the regime's current transformation undermines its basis through exclusion. The JDP's political strategy, focusing on the effective control of the mainstream Sunni base, does not willingly accept or tolerate the autonomy of some civil society groups, including the Alevis.  相似文献

Nigeria, a very fragile country, is constantly teetering towards dissolution. For several decades post-independence, the country has been plagued by protracted disputations among the diverse ethnic nationalities, which have been attributed to the inadvertent merger of the Northern and Southern protectorates in 1914 by the British colonialists. Since the merger, there has been intense unrest among the various ethnic groups with tensions for greater resource control and self-determination. The country has also witnessed the intense politicisation of religion in ways that have continued to aggravate the deepening antagonism between Christians and Muslims, further broadening already existing fault lines. The longdrawn-out bickering has led to calls for a renegotiation of the terms of cohabitation among the various ethnic nationalities; and this has given rise to the “national question”, a term used to describe the quest to review the dilemmas associated with accommodating multipleidentity communities within the framework of a single, integrated, national political system. This article argues that traditional media reportage of the “national question” in Nigeria has been more divisive than uniting. The article proposes the adoption of a peace journalism approach to reporting the “national question” to ensure that members of the various ethnic nationalities consider and value non-violent responses to conflict.  相似文献

The continuing ‘global’ crisis has accelerated divergences between regions, especially between the ‘rising’ global South, the European Union (EU) of the PIIGS (Portugal, Ireland, Italy, Greece and Spain) and Cyprus, which belongs to both the Commonwealth and the EU. This article studies the emerging ‘vertical’ divergences between the EU and the global South, especially around the so-called Economic Partnership Agreements, and the parallel ‘horizontal’ divergences among Anglophone, Francophone (the Organisation Internationale de la Francophonie) and Lusophone (the Comunidade dos Países de Língua Portuguesa) Commonwealths, with their inheritance of emulation and competition. It focuses on the possibilities of enhanced human/citizen security to propose an analysis that challenges established perspectives and points towards prospects for Commonwealth ‘schools’ of international relations/development.  相似文献

Albert Hirschman's exit‐voice scheme provides a useful starting point for making sense of the East German revolution. Following Hirschman, it is argued that the conjunction of emigration and protest was key to the mass upheaval of 1989. Going beyond Hirschman, however, ‘exit’ is seen as relevant not only as the cumulative effect of individual emigration, but also as a political force in its own right. Different constellations between voice and exit groups then help to explain why the revolutionary upheaval originated not in East Berlin, but in Leipzig.  相似文献

This paper focuses on the politics of life and death in Bolsonaro's Brazil during the COVID-19 pandemic. It is argued that while this administration, and the president himself, have long supported violence against individuals and social groups they did not see as fully human, their response to the pandemic marked a public transition from valuing certain kinds of lives as opposed to others, to a general contempt for human lives. The paper explores this transition by discussing the reification of the economy to the detriment of the people who produce and consume.  相似文献

Through a case study of Ghana, this article focuses on the relationship between decentralisation and local democracy. The Ghanaian constitution emphasises decentralisation as the key means to ‘making democracy a reality’, reflecting the view common amongst international development agencies that decentralisation enhances local democracy and leads to more responsive government. This article questions such views and investigates whether decentralisation in Ghana has led to increased political participation at the local level and to downwardly accountable local government. Empirical findings are two-fold. On the one hand, relatively high levels of participation in local democratic processes are indicated. On the other, accountability mechanisms have not been strengthened, with a number of limitations and shortcomings identified at local level that undermine citizens’ attempts to hold local government and their elected representatives to account. Yet, in seeking to explain this delinkage between participation and accountability, such local issues do not provide a full explanation. Attention is thus refocused on the national context, where structural obstacles to devolved government are identified in the form of legal, political, administrative and fiscal constraints. Such obstacles are not easily overcome, however, due to the politics of decentralisation, notably central government's reluctance to relinquish control over its powers. Recent proposals for reform in Ghana's decentralisation system are considered, but political change is unlikely given the built-in advantages to the ruling party, whichever is in power. Without such reforms, though, local democracy is likely to remain more appearance than reality.  相似文献

The electoral success of the post‐communist PDS has surprised politicians and academics alike. The PDS has been able to find a niche for itself within the German polity by articulating territorially salient political difference. The PDS has expanded its voter base beyond merely the politically disaffected and the former ‘Dienstklasse’ of the GDR, as it has developed into an effective articulator of eastern German interests. Western German parties have been unable to incorporate differences in eastern German attitudes and perceptions into their political platforms — leaving space for a regionally concentrated political party (the PDS) to establish itself.  相似文献

Political indoctrination of the Ba’th party cadre in Iraq was critical for the durability of the regime for 35 years. The party preparatory school was the vehicle for the ideological training of the party elite, while special courses, provided by the party branches, focused on the ‘cultural’ education of the party's lower echelons to prepare them for becoming active members. Using the Ba’th's own archives, the article examines how the party's school, the branches’ cultural courses, and the Ba’th cultural activities, combined to create an ideologically educated cadre which paved the way for the party's domination of Iraq's culture and ideology.  相似文献

In Lebanon, the fear of taw?īn makes nationalization of Palestinian refugees an anathema. Yet several groups of Palestinians have received Lebanese citizenship since 1948, most (in)famously those from the ‘seven villages’, a chain of Shi‘i villages on Lebanon's southern border that was incorporated into Palestine in 1923. The trajectory of their nationalization is usually presented as a straightforward consequence of top-down Lebanese electoral politics. This article augments this dominant perspective through a case study of the community from the village of Salha, now in Israel, that currently lives in Shabriha, a small town near the city of Tyre in South Lebanon. Adopting the ‘negotiated statehood’ framework, the article offers an agency-oriented, bottom-up perspective on the community's gaining of citizenship and shows how the people from Salha have acquired citizenship not merely to gain access to, but also to ensure a degree of independence from, the Lebanese state and political parties.  相似文献

Abstract

The trajectory of the school system in inter-war independent Latvia was a microcosm of the larger experiences of the state. The devastation of World War I and the battles that followed undermined seriously the capacity of the new state. The first post-war years were spent laboriously rebuilding from near abject ruin. After initial reonstruction passed, however, the dominant concerns became what was to be taught and how in Latvia's schools. The process of this debate and the at times conflicting, at times complimentary, demands of schoolteachers, school inspectors, local government officials, teachers, and students built a modern, effective school system. This school system reflected an inreasingly sophisticated pedagogy, a professionalism of schoolteachers, and impressive construction of schools.

The content of schools, however, was also severely contested. With the Depression of the early 1930s the opinions of some quarters of society became more emphatic in identifying a great crisis in society, a crisis that demanded more authoritarian action, a return to traditionalism, and increased importance on nationalist content. This trend supported and was supported by the Ulmanis regime, which considerably restructured the school system, the state, and society at large in the last half of the 1930s.

This article relies primarily on archival sources drawn most from school inspectors' reports and other officials within and around the Ministry of Education.  相似文献
