How are citizenships and nationalisms constructed, connected, and contested in the post-9/11 USA – performatively, affectively, and visually – and how do their relationships figure ‘Americanness’? This article takes up this question (1) by tracking how Americanness was advertised in the American Ad Council's ‘I am an American’ campaign and (2) by introducing the multimedia project ‘I am an American’: Video Portraits of Unsafe US Citizens, which engages the Ad Council's campaign as a practice-based protest of the Ad Council's advertised ‘Americanness’. The article traces how the Ad Council's campaign advertises what Evelyn Alsultany calls ‘diversity patriotism’. It also constructs a complex, mobile system of differentiation that marks some citizens as ‘safe’ and others as ‘unsafe’, which runs counter to the idealized notion of a unified ‘Americanness’ that it advertises. The article then examines how the practice-based protest project ‘I am an American’ takes these ‘unsafe citizens’ – US citizens who either will not or cannot make their differences normatively conform to the national ideal of the ‘One’ composed of the ‘Many’ propagated by the Ad Council's campaign – as its point of departure to reflect upon how citizenship protests function for and against citizenship, nationalisms, and various figurations of Americanness.  相似文献

Since the election to power of New Labour in 1997, the concept of social exclusion has played a defining role in framing welfare policy. The rapid absorption of its terminology in government discourse has signalled a shift away from existing notions of inequality and disadvantage to a broader understanding of material poverty, which also includes (or instead prioritises) other social, cultural and political factors. This has important implications for New Labour policy-making. In particular, it allows for problems of inequality and disadvantage to be reinterpreted and new political measures to be introduced. Such measures produce different effects across space and society, which may be argued to disadvantage policy subjects. The aims of this paper are to explore how social exclusion has become installed as the primary framework of welfare policy in the UK and to examine the key assumptions embedded within specific policy formulations using discourse and content analysis. It thus points towards the importance of language in stipulating relatively enduring and stable sets of socio-political connections, and its role in mediating a particular (political) vision of the relationship(s) between state, economy and society as implicit in New Labour's ‘Third Way’.  相似文献

Attempts to explain the emergence of policy innovation are regularly constrained by the complexities of political processes and the vagaries of social circumstance. Content analysis of media reports has been used routinely to provide an outline of policy change. However, the results of content analysis can be simplistic and lacking in depth of meaning. This study added the use of principal components analysis (PCA) of media text content to more substantively examine the evolution of a policy “sea-change.” Both the manifest and latent content of newspaper accounts were analyzed to measure the salience of a public policy innovation that expanded religious group utilization with the 1996 welfare reform act. In addition to tracing variations in the flow of policy deliberation, the analysis more fully captured the character of public discourse that surrounded the adoption of this controversial policy. Unexpected findings from analysis of the accounts included limited concern for Constitutional infringement and no evidence of a regional bias toward increased religious group utilization. Furthermore, principal components analysis of textual structure exhibited patterns of discourse indicative of privatistic (rather than communal) religious response, limited concern with diverse social groups and pronounced reliance on “praise and blame” persuasive strategies.  相似文献

In this article, a comparative analysis is presented of two ethnographic case studies on mothering practices in Belgium. Interviews with, and participant observation among, both undocumented migrant mothers from the South and Belgian white adoptive mothers of black Ethiopian-born children provide an insight into the way in which mothering plays an important role in the pursuit of citizenship. In our analysis, we draw on critical theorizations of citizenship from feminist, multicultural and globalization perspectives, and of care, intimacy and the affective in order to show how mothering can be viewed as a citizenship practice that transcends boundaries of the private, public and the nation. In their ‘carework’ and ‘culturework’, both undocumented migrant and white adoptive mothers negotiate prevalent ideologies of mothering that are often exclusionary of their own and their children's sense of identity and belonging. Their mothering involves building new networks and strengthening their children's identities in culturally creative ways. We argue that although these mothering practices are embedded in a multiplicity of intersecting privileges and inequalities, within restraints imposed by the nation-state context, this carework attests to the agentic capacity of mothering and its potential to affect politics of inclusion, recognition and changing hegemonic understandings of citizenship and belonging.  相似文献

Most of the records of the three British secret services relating to the Cold War remain closed. Nevertheless, the Open Government initiative in the UK and the Clinton Executive Order of 1995 have resulted in some disclosures, often from consumer agencies who were in receipt of intelligence material. There have also been limited releases from other countries. Against that background, this essay considers two questions: First, how far has the study of intelligence affected the broad context of Cold War history during the last decade? And second, how effective have we been in probing the institutional history of secret services during the Cold War? The essay concludes that while some secret services are breaking new ground by recording their own oral history, academic historians have been less than enterprising in their investigations and tend towards a culture of archival dependency.  相似文献

In an era of Brexit and on-going constitutional debates in the UK, questions around devolution and national identifications currently attract scholarly attention as never before. This article focusses on national identification in two devolved regions, Wales and Northern Ireland, never before compared in this way, to explore how devolution can act in a fluid and multidirectional way to produce differing framings of national identification. Using original qualitative research, combining the tools of documentary analysis, structured interviews and focus groups, it considers these theoretical ideas through the prism of both political elites and everyday life to explore and compare the reasoning behind the politicization of key national identifications.  相似文献

This article examines internationally led privatization in Kosovo as an example of international statebuilding. It concentrates on the period from 1999 to 2008, when privatization was planned and implemented under formal international management. International statebuilding is typically sought justified with the idea of ‘liberal peace’, and this article shows how the tension between the political and economic tenets of the idea of liberal peace manifested itself in Kosovo's internationally led privatization.  相似文献

This article combines the research agenda of the acts of citizenship literature with reflections on emancipatory theatre. I examine the Centre for Political Beauty’s activity-based artwork ‘The dead are coming’ which problematizes the cruelties of the European border regime in symbolically charged spaces in the German public. Focusing particularly on the roles available to ‘actors’ and ‘spectators’, and the directionality of the message conveyed through the artwork, I examine how the performance subverts the ‘sites’ and ‘scales’ of citizenship. My analysis indicates that the artwork’s subversive potential emerges not only from the political vision conveyed by the artist collective, but also from the way in which others become involved in the performance. Acts of political beauty thus most extensively challenge instituted citizenship’s orientalist anchoring, reverse status-based role allocations and subvert the structural violence of borders when the performance enables the enactment of novel forms of political agency and solidarity.  相似文献

Drawing on the particularities of Catalonia (and related cases), the general point of this contribution is to argue that Patten’s equal recognition theory is modeled upon a too-restricted set of empirical assumptions, a circumstance that might harm its value as a tool for the orientation, evaluation, and reform of public policy. What is absent in Patten’s account – or at least not properly inserted into it – are four built-in modules that we have named ‘history’, ‘democracy’, ‘international relations’, and ‘migration’. When it comes to recognition of minorities, the past matters more often than Patten is willing to accept; democracy can lead to permanent departures from equal recognition on the part of self-governing national minorities; in the recognition game, there are other relevant players than simply states and their minorities; and one of these players, namely immigrant groups, can (albeit involuntarily) distort equal recognition schemes.  相似文献

This article explores SOE plans to organise stay behind parties in neutral Ireland in cooperation with Irish army officers, in anticipation of a successful German invasion, as well as efforts to prepare for sabotage operations and to plant rumours through its agent Roddy Keith, and later through the British press attache John Betjeman. SOE's ambitions were opposed both by MI5 and SIS. MI5 wished to protect its own links with Irish intelligence, while SIS feared for the security of its covert Irish networks (which in fact were already penetrated). The consequent rows drew in C, Sir Frank Nelson, and other senior figures. They were resolved by Churchill, who felt that to provide the Irish with war material would only encourage them in their neutrality policy. His verdict was taken as an instruction to SOE to quit Ireland.  相似文献

Psychological warfare, the use of propaganda to aid military operations, acquired prominence in British strategy in the early Cold War Middle East. This article argues planning made limited progress until the 1956 Suez crisis. Suez produced optimism about propaganda’s ability to address threats from Egypt, the USSR and the Yemen. In Oman, Aden and Cyprus, psychological warfare was practiced to demoralise enemies, bolster allies and counter smears about British conduct. Only mixed results ensued though, and doubts about the military’s involvement in propaganda lingered. Psychological warfare endured because it was a cheap option that might sometimes work, and could induce opponents to surrender rather than fight on.  相似文献

ABSTRACT

This paper examines the paradoxical relationship between law and the concept of aloha in contemporary Hawai‘i. In examples of public space, such as the airport, the courtroom, the roadway, the retail store, and the community park, the Native Hawaiian concept of aloha is culturally celebrated as the practice of social affirmation. Yet, in these same places, this same concept is commodified as an identity through which law seeks affiliation and dominance. This paper examines the socio-legal construction of aloha found in linguistic policies that convey a particularly conflicted notion of aloha that characterizes law’s dependency on custom for its legitimacy.  相似文献

This paper examines current citizenship discourses and practices in Canada, focusing on the implications not only of marketization, but also of growing securitization vis-à-vis citizenship, and the gendered ramifications of such developments. The repercussions of marketization and securitization and their interrelations, for women in general, as well as racialized and immigrant women in particular, are outlined and assessed. In this way, we see how women are at the receiving end of highly contradictory processes in that they are both ‘invisibilized’, in other words, rendered invisible, by the Canadian state, but are also are increasingly ‘instrumentalized’, in other words, used in strategic ways. Yet, women also challenge these trends and tactics, thereby interrogating these processes that serve to limit the terms and scope of citizenship in Canada.  相似文献

In this paper, Solomos provides an account of the impact of Powell’s ‘Rivers of Blood’ speech on policy agendas about race relations and immigration. He argues that Powell’s intervention helped to shape policy frames around race and immigration in its immediate aftermath and beyond. By exploring the impact of the speech on the policy climate, his paper argues that perhaps the most important aspect of the speech is the way it helped to shape the policy agendas of both the Conservative and Labour parties, even as Powell himself was marginalized from mainstream politics. He concludes by suggesting that Powell’s intervention links up with contemporary debates and preoccupations about race and immigration.  相似文献

In 1946, not long after the Office of Strategic Services was dissolved, three Hollywood feature films were released that dramatized the agency's operations during World WarII: O.S.S. (ParamountPictures, 13 Rue Madeleine (Twentieth Century‐Fox), and Cloak and Dagger (Warner Bros. Pictures). Although officials in the War Depatment wre often disturbed by many of the technical details that these, three films revealed bout the military, the intelligence establishment generally benefited from the largely positive publicity and box‐office success that these films received in the early years of the Cold War.  相似文献

Abstract

This paper questions the implications of entrepreneurial responses to conditions of employment precarity by ‘healthy volunteers’ in phase I clinical trials in the United States. Such individuals are typically serial participants who often identify as professional volunteers and seek out drug studies as their primary source of income. Drawing on extensive qualitative research, this paper illustrates how healthy volunteers selectively import the identity of ‘hustler’ from the street environment and reposition it as connoting a set of valuable creative skills that give them a competitive edge over other participants. An entrepreneurial ethos allows them to view personal sacrifice and exposure to potentially dangerous drugs as smart investments leading to financially stable futures. These discursive moves normalize extractive, and at times dehumanizing, labour relations that offload expenses and risks to workers.  相似文献

Space and time (or rather space-time) are crucial concepts in the legitimation of policy interventions into citizens' private lives. Across Europe, social policy measures to promote ‘activation’ among migrant communities—employment guidance, parenting training, youth work and so on—have proliferated, aiming to ‘move’ the Other into the here-and-now of European modernity. Van den Berg brings together theories of space-time, alterity and ‘cultural lag logics’ in an analysis of a contemporary case of such a policy: parenting training in the Netherlands. Based on ethnographic research, her study shows how certain societal problems are translated into problems of difference, and how that difference is in turn conceptualized as distance in space and time to be overcome through professional intervention.  相似文献

ABSTRACT

This article has a twofold aim. First, it discusses the contributions to the scholarly field of conflict knowledge and expertise in this special issue on Knowledge production in/about conflict and intervention: finding ‘facts’, telling ‘truth’. Second, it suggests an alternative reading of the issue’s contributions. Starting from the assumption that prevalent ways of knowing are always influenced by wider material and ideological structures at specific times, the article traces the influence of contemporary neoliberalism on general knowledge production structures in Western societies, and more specifically in Western academia, before re-reading the special issue’s contributions through this prism. The main argument is that neoliberalism leaves limited space for independent critical knowledge, thereby negatively affecting what can be known about conflict and intervention. The article concludes with some tasks for reflexive scholarship in neoliberal times.  相似文献
