Bangladesh has been implementing neoliberal structural adjustment policies since the early 1980s. This article analyzes the economic and social outcomes the reform policies have created in the past two decades. It argues that the reform policies, instead of distributing benefits among different societal groups, have brought an economic windfall mainly for the business and industrial class in Bangladesh. Compared to the 24 families of erstwhile United Pakistan, there is now a small group of 40 to 50 families who effectively control the total industrial and financial assets of this poor nation. The vast majority of other societal groups and classes- the industrial and agricultural labor, small businesses, marginal and small farmers, and urban and rural poor — are left out by the reform agenda. The lack of policies of distributional justice has resulted in widening disparities in income and wealth between the low and high strata of the society and deterioration in the overall poverty situation of the country.  相似文献

The article documents the findings of a qualitative study that assessed the sustainability of providing resources for poverty alleviation. It argues that access to resources does not assure livelihood security. The study also argues that the ability to sustain resources, rather than merely facilitating access, assures poverty alleviation and livelihood security. Using a qualitative research method and the sustainable livelihoods approach, the article assesses the activities and performance of a small group of women in a government-sponsored agricultural project. The findings reveal that exited projects struggle to sustain themselves and that assetting alone – without skills, capacity, sense of ownership and a clear focus – does not yield the sustainability necessary for poverty alleviation. The conclusion is made that although resources are a necessary first step towards poverty alleviation, sustainable resource management should be highly valued in the process. The article recommends that agriculture-based development projects not be seen as the only option for the rural poor, as knowledge of farming is indeed crucial.  相似文献

Rural internet use, although still limited, is growing, raising the question of how rural people are using social media politically. As a vehicle of communication that permits the rapid transmission of information, images and text across space and connections between dispersed networks of individuals, does technological advance in rural areas presage significant political transformations? This article investigates this question in the light of a poor result for the Cambodian People’s Party in the 2013 elections, and the subsequent banning of the main opposition party, before the 2018 elections. Expanding internet use in rural areas has linked relatively quiescent rural Cambodians for the first time to networks of information about militant urban movements of the poor. Rural Cambodians are responding to this opportunity through strategies of quiet encroachment in cyberspace. This has had real effects on the nature of the relationship between the dominant party and the rural population and suggests the declining utility of the election-winning strategy used by the party since 1993. However, the extent of this virtual information revolution is limited, since neither the urban nor rural poor are mapping out new online political strategies, agendas or identities that can push Cambodia’s sclerotic politics in new directions.  相似文献

The rise of the knowledge economy has led to a bifurcation between prosperous, often urban, areas and “left-behind” regions. While the literature has started to analyse the political implications of these developments for electoral behaviour and socio-cultural attitudes, the structuring of social policy preferences by place remains unclear. Distinguishing between an economic (booming-declining) and a geographic (urban–rural) dimension, I argue that differences in material self-interest and ideological predispositions explain spatial divides in support for different types of social policies. Combining original survey data on voters' preferences with municipal-level data in Germany, I show that general support for social policy is higher in declining than in booming regions. However, social investments (e.g., active labour market policies) are preferred over consumption policies (e.g., unemployment benefits) in booming and, to a smaller degree, in urban than in declining and rural regions. These findings contribute to a bigger discussion on compensating “left-behind” regions.  相似文献

This article explores the relationship between micro-credit and the reduction of poverty by looking at a unique data set about BRAC, one of the largest micro-credit providers in Bangladesh. The article shows that the majority of population in the data set lived below the poverty line and that poverty was slightly more prevalent among households receiving BRAC credit than among similar non-BRAC households. Moreover, regression results suggest that BRAC's micro-credit program has had an insignificant impact on household consumption. Overall, the analysis in the article leads to the conclusion that micro-credit had minimal impact on the reduction of poverty.  相似文献

Urban development in Tibetan areas of China lags behind that of other non-coastal, rural areas and occurs at a significantly smaller scale due to remote and mountainous terrain and a lower population density. However, just as in the rest of China, urban development in Tibetan regions is characterized by an unevenness that constitutes and produces new translocal ties, as people belong to multiple localities at the same time. But Tibetan patterns of translocal ties are unique. For college-educated Tibetans, structural factors such as educational institutions and ethnic discrimination and affective factors such as attachment to home places powerfully shape the landscape of urban opportunities along ethnic lines. Instead of educational and employment structures enabling Tibetans to pursue economic opportunities in urban centers across the country, socio-ethnic inequalities and thick relational ties eventually bring many Tibetan graduates back to the urban centers administratively connected to their rural home places in Tibetan areas.  相似文献

This article analyses migration histories of residents in rural settlements of the Brazilian Amazon that resulted from direct action land reform (DALR), which involves organised land occupations. Our analysis evaluates two hypotheses. The ‘urban migration’ expectation asserts that urban experience is important for DALR participation, which links rural and urban areas via migration for land occupations. The ‘DALR efficacy’ hypothesis argues that migration and DALR are complementary livelihood strategies, such that participation in DALR obviates the need for further migration. Our findings support both hypotheses and bear implications for regional development and environmental change in the Amazon.  相似文献

Migration and emigration from Bangladesh is a pervasive phenomenon. Historically, large-scale migration from the region constituting the present Bangladesh started after tea plantations were introduced to Assam by the British in the early 19th century. Gradually, the number of migrants from this region increased due to geographic location, climate change and poverty. Over the years, there has been a change in the gender pattern of migration, where the proportion of female migrants has increased significantly. These migrants play a significant role in the Bangladesh economy, as remittances constituted about 8.21% of gross domestic product in 2014. This article examines why, despite the many dangers that the migrants face, including violence in the host countries and exploitation by their ‘masters’, the number of migrants from Bangladesh continues to rise constantly.  相似文献

This article explores why dowry inflation persists in Bangladesh, despite the country being widely heralded as a development success, especially with regard to gender. The article asks three questions. Does rural Bangladesh show changing patterns of marriage similar to those reported elsewhere in South Asia and more broadly? What might explain the persistent spread and inflation of dowry payments? How might changes in marriage and the inflation of dowry be related to the broader political economy of development in Bangladesh? Analysis of primary data from rural Bangladesh affirms shifts in norms of marriage arrangement and conjugal relationships, but also emphasises considerable continuity. The political economy of development in Bangladesh is briefly described. Dowry is argued to function not as compensation for perceived weakness in women’s economic contribution, but to bolster men’s. In mobilising “additional” resources, dowries help sustain the economic system and indicate ongoing commitment to cultural idioms of masculine provision and protection, against a background of widespread corruption and political and gender violence.  相似文献

In response to the mostly Dhaka-centered research on student politics in Bangladesh, this article aims to understand political competition, the role of patronage networks, political organizations, violence, and student organizations in the provincial city of Rajshahi. The article explores how student politics in Bangladesh shapes (and is shaped by) the political dynamics in “middle Bangladesh.” Student groups in Bangladesh are closely affiliated to political parties and serve as their most important source for mobilization in a party-political regime commonly referred to as a “partyarchy.” Campus politics is deeply integrated into the urban party-political machine in Rajshahi. Controlling Rajshahi University (RU) provides a steady flow of party workers for the local party machine. Thus, the RU campus is a space for organizing political (and violent) labor as well as an important source of revenue for and the distribution of benefits by local party bosses. The urban party machine, however, is not mechanically held together merely by the dispensation of inducements – instead, it is more chaotic and contingent on a form of strategic ambiguity that disguises the structuring effects of patronage power that keeps members motivated and engaged.  相似文献

The Movement Toward Socialism (MAS) emerged in Bolivia's Chapare region in the 1990s. Born of a rural social movement of coca growers, it spread to the cities and became the country's dominant political force as its leader, Evo Morales, was elected to the presidency in 2005. This article argues that the MAS is a hybrid organization whose electoral success has been contingent on the construction of a strong rural‐urban coalition, built on the basis of different linkages between the MAS and organized popular constituencies in rural and urban areas. Whereas the MAS's rural origins gave rise to grassroots control over the leadership, its expansion to urban areas has fostered the emergence of top‐down mobilization strategies. The analysis also reveals how much popular sectors allied with the MAS have pressured the Morales government from below and held it accountable to societal demands.  相似文献

Three German economists analyze the determinants of access to health care in rural Russia and ask whether income and ability-to-pay, emerging as the major determinants of access in urban areas, have begun to govern rural populations' access to health-care services. Using household data from a survey conducted in the year 2000 (N=321 households) in two regions of Russia—Oryol and Leningrad Oblasts—the authors examine how the reduced role of the state and the concomitant decentralization of policy-making have affected access of the rural populace to health services. Broader policy implications and suggestions for ensuring future access to services in rural areas are offered.  相似文献

The article examines the effects of agricultural development, agrarian structure and some related variables on rural poverty in India. The results while asserting the existence of trickle-down process, indicate its limited and declining power. Moreover, the process of marginalisation and proletarianisation of the peasantry and inequality in the distribution of land have poverty-aggravating effects. The study underlines the needs for increasing productive employment with real wages sufficient to maintain basic needs for sustainable reduction in rural poverty. It also suggests that an increase in the average size of the marginal and small holdings through appropriate land reforms would be poverty alleviating.  相似文献

This article describes the effects of labor migration in rural southern Swaziland. It is argued that wages from rural migration to mining areas were invested in agricultural implements such as tractors, in education of children, and in cattle. These effects are improvements in rural quality of life and involve women in agricultural production. Male labor migration in southern Swaziland contributed to progress and rural development for rich and poor families at the individual level. Community level changes from labor migration were not evident. The author does not suggest that all changes were due to labor migration or unique. Negative effects are recognized, such as life style changes or changes in social customs. It is stated that southern Swaziland benefited little post-independence from national development. The Lowveld benefitted from sugar and citrus plantations. The central region experienced development of industry and commerce. The northern region had sugar plantations and mining development. The western region established commercial forests. The south only had export labor, which was attracted to higher wages in South Africa. Data and arguments in this article pertain only to male labor migration to mining areas. The literature on development tends to associate male labor migration with underdevelopment. Women are left to plough the fields in traditional agricultural production. Evidence is presented for southern Swaziland, which showed periods of low agricultural production and poor health conditions. During the 1940s this was the case and male absence was very high. Although women had limitations, it is argued that the most important factor was unavailability of new technology. By the 1970s, women were able to hire private or government tractors for tilling the soil.  相似文献

Zambia's 2006 election was won by incumbent President Levy Mwanawasaand his Movement for Multi-Party Democracy (MMD). However, itis argued here that the most important outcome of the campaignwas the successful articulation of a new populist politics byMichael Sata's Patriotic Front (PF), which won a significantmajority in urban areas. Sata's attacks on foreign investors(particularly from China) for their abuse of the workforce andtheir supposedly corrupt relationship with the MMD resonatedwith urban Zambians, already angered by the negative impactof economic liberalization. PF's campaign injected popular socialdemands into what had become a moribund political debate. TheMMD government is now adopting PF policies in an attempt torestore its own urban support base. The article describes thecampaign and its outcomes, contrasting the political discourseof the MMD and PF and analysing the differences in voting behaviourbetween rural and urban Zambians. It argues that recent reliefof 92 percent of Zambia's international debt, along with therenewed profitability of the copper mining industry, have createdconditions for the re-emergence of a nationalist-developmentalpolitical framework.  相似文献

The “Asian economic crisis” brought with it horrendous social consequences in Korea such as mass unemployment, unparalleled rises in poverty, diminished social services, rising school dropouts, increasing suicide rates, divorce and domestic violence. The primary aim of this study is to identify policies that would ameliorate these effects on the urban poor in Korea. In order to do so, we clarify how the nature and magnitude of urban low-income households in Korea have changed since the economic crisis. After providing an overview of macroeconomic events associated with the crisis and the main links between these events and economic conditions of the urban poor, we identify the socioeconomic characteristics and changes of household income for the urban poor during the crisis periods, 1997–1999. We investigate how the IMF program has changed the lives of the low-income households by adopting regression analyses and the decomposition method. The study concludes with key policy issues that would help prevent or offset the deterioration of the urban poor in Korea.  相似文献

This article is concerned with the analysis of the possible causes of variation in the incidence of income-only poverty and incomes across the provinces of the Philippines using cross-section data in 1990 and 1991. Assuming all other things remaining the same, the analysis indicates that the incidence of land ownership, the level of sanitary toilet facilities and the proportion of non-agricultural earners in the labour force explains to a statistically significant degree variations in poverty levels across provinces. In addition, these variables along with the availability of irrigation facilities and being located in the island of Luzon were also found to be statistically significant in explaining variations in the level of household incomes across the provinces. The regression results also indicate that the proportion of non-agricultural earners, in turn, is influenced by the level of access to electricity, the level of urbanisation, the rate of illiteracy, having an academic degree and the availability of paved roads. These latter econometric results suggest, therefore, that the links, or lines of causation between the independent variables and the level of poverty possibly are more complex than may be inferred from the results presented in comparable studies of poverty — studies that do not allow for variables operating in an indirect way, through other variables, on the level of poverty. If the results derived from various regression equations turn out to be robust after using improved data sets, then they have implications for the design of poverty-alleviation programs in the rural areas of the Philippines.  相似文献

This article analyses Salud y Sanidad (Health and Sanitation), a government journal edited in 1930s Colombia. It examines the state's model of public health, which proposed education and prevention as strategies to guarantee the success of its programmes. It argues that despite the journal's more progressive approaches, editors and contributors reproduced stereotypes about Colombia's rural inhabitants that contradicted state rhetoric and showed the limits of public health models that do not address the underlying social inequities that drive the propagation of poverty and disease in rural areas, and that ultimately continued to blame victims for their illness and misfortune  相似文献

ABSTRACT

Much has changed since Frunze was renamed Bishkek in 1991 and became the capital of independent Kyrgyzstan. Though it was once considered to be among the ‘greenest’ and most ‘orderly’ cities of the Soviet Union, today many of its long-term residents complain about the new settlements (novostroiki) that have emerged during the last two decades. To Bishkek's urbanites, the recent arrival of migrants is not associated with an escape from rural poverty and a rightful struggle for civic rights, but indicates a massive cultural and aesthetic degradation of familiar urban life. In this article, beyond contesting narratives of cosmopolitan nostalgia vs. legitimate belonging, I investigate how urban practitioners in fact produce and deal with different spaces in the city. My ethnographic accounts not only identify social avoidance as an essential pulse of Bishkek's current rhythm, but also illustrate that after a period of post-rural socialization previously stigmatized migrants may manage to smoothly blend into urban spatial flows and lifestyles.  相似文献
