The literature on peacebuilding dedicates very little space, empirically and theoretically, to countries that are emerging from a war waged to a decisive outcome. This review essay looks at Sri Lanka and Rwanda, two countries where a victorious leadership has led the process of post-conflict reconstruction, largely by employing illiberal means. It looks at the effect of decisive war on statebuilding and at the role of local agency and illiberal practices in a post-victory context. It concludes by assessing the global significance and long-term sustainability of post-victory illiberal statebuilding.  相似文献

The term ‘Chicago Boys’ remains closely associated with the orthodox neoliberal adjustment implemented in Chile by the Pinochet dictatorship. The conventional portrayal of the Chicago Boys is of a group of US-trained, technocratic economists who institutionalised neoliberal principles and technocratic prerogatives in public policymaking in Chile. This article will contend the Chicago Boys were much more than neoliberal technocrats: they were a revolutionary vanguard that designed and led a capitalist revolution and radically altered the material and ideological foundations of the nation.  相似文献

ABSTRACT

Organisational scholars argue there are two distinct types of conflict found in the private-sector workplace. One is referred to as task conflict and the other relational conflict. We use their insights to devise our own measures of conflict on local elected councils. As opposed to ‘task conflict’ we use the term ‘policy conflict’ and keep the same nomenclature ‘relational conflict.’ We will contend it is important to not conflate the two. In this work, we test our unique operationalisations of conflict on an established measure of Governing Board Effectiveness. Because of concerns over using the same survey instrument to measure both explanatory variables and the dependent variable we also test our thesis regarding two-dimensional legislative conflict on entirely exogenous measures of ‘healthy cities.’ We find that higher levels of policy conflict comport with good governance outcomes, while relational conflict provides no measurable benefit.  相似文献

This article contends that the type of high-level political consensus needed to reach a peace agreement is often insufficient for rebuilding and transforming wider social relations. Consensus-focused processes tend to suppress divergent views and experiences of conflict, particularly among grassroots conflict actors, and risk deepening social divides by homogenising diverse memories of past violence, with potentially dangerous consequences. In response to these concerns this article advances an understanding of agonistic dialogue and explores an example of such dialogue in communal conflict in Indonesia. Building on an understanding of effective dialogue as sustained, intensive and relational, this article also underscores the need for effective dialogue to have politico-institutional support and to be locally driven and owned by actors who are legitimate and trusted in the eyes of conflict protagonists.  相似文献

Our aim is to problematise the dominant discourses and practices around civil society from a Southern perspective. We first examine critically, from a broadly Gramscian perspective, the way in which the concept of civil society has been deployed in development discourse. This highlights its highly normative and North-centric epistemology and perspectives. We also find it to be highly restrictive in a post-colonial Southern context insofar as it reads out much of the grassroots social interaction, deemed ‘uncivil’ and thus not part of duly recognised civil society. This is followed by a brief overview of some recent debates around civil society in Africa which emphasise the complexity of civil society and turn our attention to some of the broader issues surrounding state-society relations, democracy and representation in a Third World context, exemplified through our case study research in Mozambique, Inhassunge district (Zambézia Province). The privileging of Western-type Non-governmental organizations (NGOs) as drivers of democracy and participatory development in Mozambique have considerable implications for current debates around good governance, civil society strengthening and social accountability programmes and strategies.  相似文献

Critics argue that liberal peacebuilding has resulted in the creation of a civil society populated with organisations that are artificial and externalised. These associations are contrasted with more locally-based groups that are considered to be more authentic and better able to build a hybrid peace that is emancipatory. At first glance, this characterisation appears to describe civil society in post-war Burundi, but on closer inspection a much more complex and interesting picture is revealed which challenges existing conceptualisations of post-conflict civil society. The paper finds that even associations that are deeply rooted in local communities are composites forged through their encounters with the global. Furthermore, this hybridity is not new. Rather it is the product of decades of prior hybridisation, raising important questions about the authenticity and legitimacy of these organisations and, ultimately, their ability to promote a peace that is transformative.  相似文献

Abstract

This paper calls for comparative analysis of international humanitarian law and Islamic laws regulating armed conflict by focusing on the underlying assumptions and interests informing both systems (rather than on rule-based comparison). It argues that examination of the biases inherent to each legal system can potentially inform scholars to understand better the paradigms shaping each of them. In doing so, the paper builds on contextual and critical interpretations of both fields of law to assert the need for ‘critical comparativism’ rather than functionalist comparativism. Unlike functionalist comparativism, which treats international law as the ‘objective’ benchmark against which other legal traditions are measured, ‘critical comparativism’ treats the two legal systems examined as alternative manifestations of power structures which, when contrasted against each other, help shed more light on the inherent bias in each legal system.  相似文献

ABSTRACT

There is growing recognition and appreciation of traditional approaches towards peace and conflict resolution across the world. This article aims to highlight the crucial role and consequential importance of traditional mechanisms of peace and conflict resolution in Pakistan’s terror-hit Pashtun ‘tribal’ areas, formerly known as the Federally Administered Tribal Areas (FATA). These ‘peripheral’ areas of Pashtun tribes stand in relative isolation from the ‘centre’ of the Pakistani ruling establishment. Moreover, with the onset of militancy since 2001 in the Afghanistan–Pakistan region, the situation has turned worse for the local Pashtun tribes. The article discusses the changing role of traditional mechanisms and local structures of peace and conflict resolution, arguing that colonial legacies have failed to prevent, manage, resolve or transform conflicts in post-colonial states such as Pakistan. Furthermore, the Pashtun cultural code of Pashtunwali, along with its various tenets and structures, especially Jirga (Pashtun tribal council) and Lashkar (tribal militia), is also discussed in the article. The article concludes that the changing socio-political situation, along with the rise of the secular Pashtun Tahafuz Movement (PTM), is presenting a challenge to ‘tribal’ Pashtun patriarchal values as well as traditional structures like Jirga in the region.  相似文献

In the aftermath of the June 2010 violence in southern Kyrgyzstan, much scholarly attention has focused on its causes. However, observers have taken little notice of the fact that while such urban areas as Osh, Jalal-Abad, and Bazar-Korgon were caught up in violence, some towns in southern Kyrgyzstan that were close to the conflict sites and had considerable conflict potential had managed to avoid the violence. Thus, while the question, “What were the causes of the June 2010 violence?” is important, we have few answers to the question, “Why did the conflict break out in some places but not others with similar conflict potential?” Located in the theoretical literature on “the local turn” within peacekeeping studies, this article is based on extensive empirical fieldwork to explore the local and micro-level dimensions of peacekeeping. It seeks to understand why and how local leaders and residents in some places in southern Kyrgyzstan managed to prevent the deadly clashes associated with Osh, Jalal-Abad, and Bazar-Korgon. The main focus of the project is on Aravan, a town with a mixed ethnic population where residents managed to avert interethnic clashes during the June 2010 unrest. The answers to the question of why violence did not occur can yield important lessons for conflict management not only for southern Kyrgyzstan, but also for the entire Central Asian region.  相似文献

This article explores the way natural disasters provide an opportunity to address relations between civil society and the state as mutually empowering. Such opportunity can be reinforced when civil servants help to mobilize the interests of marginalized communities into disaster management and collaborate with active civil associations in seeking to reduce disaster vulnerabilities. This requires that public administration be able to respond to disaster in an effective and equitable way. Civil servants should be capable of being socially reliable by building and maintaining trust in relationships with communities and civil organizations. Using the Gulf Coast Hurricanes (United States) in 2005 and the Wenchuan Earthquake (China) in 2008 as case studies, this article comparatively addresses the significance of public administration's role in developing mutual empowerment in state and civil society relations in the face of adversity. Given the fact that civil service capacity becomes a crucial factor in determining state-civil society relations, it also has important implications for the potential of democratization in China.  相似文献

Abstract

In understanding how groups overcome collective action problems of mass mobilisation in civil wars, a joint-production explanation was put forth in the civil war literature. According to this explanation, collective action can be successful when leaders at the centre tie the public good – violence towards the overall goal of the movement – inextricably to private interests of actors at the peripheral levels of the conflict. It is through this logic of joint production that we can understand the failures of the Islamic insurgencies in Southern Philippines and the spiralling levels of violence. Where other movements cohered under a common identity, the Islamist insurgency in Southern Philippines saw high degrees of fragmentation. In this paper, I argue that cleavages of regionalism created by colonial disruptions of land and social relations became a critical barrier for insurgent joint production. Furthermore, interactions between these identities and the state can pose further collective action problems. In Southern Philippines, insurgent leaders are unable to cut across these cleavages, resulting in increasingly fragmented movements and protracted conflict. Therefore, I argue that a joint-production approach to understanding civil wars can be especially promising when culturally and historically situated to explain why collective action often fails in civil war.  相似文献

How does the presence of armed pro-regime groups affect conflict lethality? This study examines the relationship between ethnicity, militia violence and conflict lethality in civil wars. We emphasise that differences in whether pro-regime militias were recruited in accordance with their ethnicity or not are critical in their influence upon conflict lethality, which we estimate in battlefield deaths. To that end, we categorise militias into groups recruited on their ethnic basis (co-ethnic militias) and those recruited regardless of their ethnicity (non-ethnic militias). We hypothesise that conflicts are more lethal when non-ethnic militias are involved. We link higher number of battle-deaths in conflicts with non-ethnic militias with the militia use of one-sided violence against civilians. Co-ethnic militias – that is militias recruited from the same ethnicity as rebels – are deployed amongst their co-ethnics and therefore tend to target civilians less than non-ethnic militias. This militia–civilian relationship has direct impact on conflict severity. To test our hypotheses we conduct global statistical analysis of 84 intrastate conflicts from 1989 to 2014.  相似文献

ABSTRACT

In this article, we present the idea of a territorial peace and explore it in the context of Colombia. We locate our investigation in peace education, particularly in Colombia’s Catedra de Paz, and explore the adaptations and application of the iPEACES programme (originally the iPEACE programme, developed by one of the authors with Bevington in 2017) as a possible way of contributing to sustaining the plurality of many peaces in this and other contexts. We outline the Innsbruck school’s many peaces approach and Elicitive Conflict Mapping (ECM) framework in order to show how they contributed to developing the iPEACES programme – which is responsive to territorial peace in the Colombian context. We end by presenting limited findings from four surveys with teachers in Colombia who attended a taster day for the iPEACES programme in 2018. We discuss their contributions and perspectives, and the ways in which we feel the iPEACES programme might be taken up more widely in schools in Colombia and elsewhere.  相似文献

South Tyrol (Italy), with its three officially recognized language groups (Germans, Italians and Ladins), is a successful model of how a minority problem can be solved. It is based upon the principle of dissociative conflict resolution, which means separating the language groups as much as possible between themselves, as well as the principle of consociational democracy, which focuses primarily on the cooperation between the language groups' elites. In the last few years it has been observed that while the institutional frame has not changed, society has, thereby starting to undermine the existing political and institutional system from below. This concerns mainly the ethnic division, which is being questioned more and more by civil society, as well as aspects of cooperation between the elites. As a consequence of this process, South Tyrol's autonomy is moving toward further integration, with the latter again translating into strengthening the two factors of territoriality and identity.  相似文献

The purpose of this research article is to contribute to a better future for a New Egypt, after the January 25, Revolution of 2011, by focusing on how best to monitor elections by domestic civil society organizations (CSOs) through adopting an output, outcome, and impact model. It assesses comparatively the role of CSOs in monitoring elections in Ethiopia, Ukraine, and Nigeria, and derives lessons learned for Egypt. Through analyzing Egyptian CSOs websites and qualitative discussions and surveys with activists, proposed strategies for enhancing effectiveness are identified, including building wider coalitions and more use of new technology.  相似文献

Children are currently being recruited to an increasing extent by armed groups, assuming both ancillary and combat roles. Academic research on this phenomenon has grown in scope over the last few years. However, the current research lacks a comparative perspective. As a result, we presently have a very restricted perspective of the state of the art on the subject of child soldiering, making it difficult to recognise research areas that urgently require further investigation. The ambition of this article is twofold: first, to explore the existing state of child soldier studies across disciplines, and second, to encourage potential research by highlighting three relatively underdeveloped research areas.  相似文献

This article considers Pussy Riot as a feminist project, placing their actions and the regime's reactions in the context of three post-9/11 developments in gender and sexuality politics in Russia. First, I assert that Pussy Riot's stunts are a logical reaction to the Kremlin's masculinity-based nation-rebuilding scheme, which was a cover for crude homophobic misogyny. Second, Pussy Riot is part of the informal feminism emerging in Russia, a response to nongovernmental organization (NGO) feminism and the regime's repression of NGO feminism, albeit likely to be outflanked by regime-supported thuggery. Third, the members of Pussy Riot were so harshly prosecuted because they – swearing, covered up and disloyal – violated the political cleaner role that the Kremlin has given women in the last few years. Feminist social scientists have long looked for politics outside of formal institutions and processes. The Pussy Riot affair makes clear how much gender is central to the informal politics that gender-blind observers of Russia have come to see as crucial to understanding Russia's regime.  相似文献

This article examines the concept of sovereignty in elite and popular affection during the violent and turbulent events from April to October 2010 in the Kyrgyz Republic. Nationalist leaders promoted Kyrgyz ethnic values and ideals as the center of sovereignty held by some to be under threat. These events exemplify what we describe as the affective politics of sovereignty. We explore how emotion, in particular, serves as an important component of the constitution of sovereignty as both an international and popular institution. We explore how Kyrgyz identity has become intertwined with the sovereignty of Kyrgyzstan and clashes with Western multi-ethnic conceptions and practices.  相似文献

The migration policy field is a multilayered and fragmented area still lacking a strong global and European regime. Nonetheless, different initiatives and fora have been promoted in the last decade to increase the international dialogue on migration, with the active participation of non-state actors, and particularly civil society organisations (CSOs). The article reviews selected initiatives undertaken at the UN and European level, whereby institutional representatives engage with CSOs in furthering migration policies. These initiatives and platforms may constitute transnational policy networks (TPNs). It explores signals towards the consolidation of more structured and ‘hard’ forms of participatory policy-making on migration issues, as well as obstacles present in this engagement dynamic. The key question addressed in this study is whether and how European institutions have engaged with the TPNs in the field of migration. The article also explores how some of the TPNs influence institutional policy-making at the EU level.  相似文献

This article is based on biographical interviews and field research carried out in two adjacent regions of northern Uganda on local peace and post-war processes. It focuses on the situation of former rebel fighters following their return to civilian life. In the case of Acholiland, these are primarily former “child soldiers” of the so-called Lord’s Resistance Army who were recruited by violent abduction; in West Nile they are primarily men who more or less voluntarily joined local rebel groups as adults. The following questions were investigated: How do rebels who have returned from the “bush” speak about their past and their present? What discourses do they confront within the groupings, or we-groups, to which they are regarded as belonging and whose collective knowledge they refer to? What is the nature of their present situation and how can it be socio- and psychogenetically explained and interpreted?  相似文献
