Islamic State Nasheeds As Messaging Tools

Although jihadi nasheeds play an important role in the Islamic State's propaganda, there is scant literature on the topic. This article is an exploratory study on seventeen Islamic State nasheeds released between December 2013 and March 2015. The main argument is that Islamic State nasheeds are effective messaging tools because they focus on a limited number of themes that have broad appeal among Muslims. The nasheeds differ from other Islamic State propaganda in their almost exclusive focus on war and fighting, rather than on the softer sides of life in the Islamic State.     

Conceptualizing the Tools of Government in Urban Network Governance

The alleged increase in new governance arrangements is often understood as a challenge, since public leaders are considered to be less able to influence and govern when government is only one out of several stakeholders. Some scholars argue that steering in such settings is fundamentally different from steering in a hierarchical context. This article aims to assess how a classic and generic analytical framework to tools of government, the NATO-scheme developed by Christopher Hood, fits in a setting where local governments attempt to influence networks. Based on in-depth studies of nine urban networks in Norway, we have assessed the toolbox and the use of different tools. The article demonstrates that the suggested generic framework makes sense in a network context. Thus, to bridge the classic literature on policy instruments and the growing discourse on meta-governance would probably be beneficial.     

Management Tools for Quality Performance Improvement in Italian Hospitals

ABSTRACT

Leadership plays a decisive role in improving the quality performance in healthcare organizations. Research examines how Italian hospitals generate conditions to support leadership, at both top management and department/unit level, in improving quality. It focuses on the role of the management in processes for the delegation of responsibilities, and tools implemented to facilitate clinical leadership. Data show that: mandate is linked to full accountability; top management supports leadership for reinforcing outputs; and evaluation processes are systematically implemented. Furthermore, data show that leaders require performance systems to enhance clinical professionalism and to commit to improving performance.     

Body mass and suicide risk

Body mass has been neglected as a possible predictor of suicidal behavior. The present investigation explores the association between body mass index and completed suicide. Data are from the National Mortality Followback Survey and refer to 373 suicides, and 518 deaths from motor vehicle accidents as controls. The results of a logistic regression analysis indicated that, for females, the greater the BMI the greater the suicide risk. However, this relationship did not hold up under controls for race and other covariates of BMI. For males, the BMI was not significantly related to suicide risk either at the bivariate or multivariate levels of analysis. The best predictors of suicide were living alone for females, and alcohol abuse for males.     

Victims,Villains, or Geopolitical Tools? Representations of Donbas Displacement in Ukrainian and Russian Government Media

Abstract

This essay examines how the Ukrainian and Russian government-owned newspapers, Uriadovyi Kurier and Rossiiskaya Gazeta, represent people displaced by the war in Donbas, analysing the political goals revealed by these publications’ attitudes towards the displaced. While the Ukrainian publication delimits the nation by distinguishing ‘real’ internally displaced people (IDPs) deserving help and ‘fake’ IDPs guilty of siphoning Ukrainian taxpayers’ money to rebel-held areas, the Russian paper foregrounds the Russian state's competence in managing displacement while silencing the displaced themselves.     

The coloniality of abridgment: afterlives of mass violence in Cambodia and the US

Abstract

This article examines processes of knowledge production around mass violence in 1970s Cambodia including media reportage and coeval scholarly debate, developing a conceptualisation of colonial abridgment. It assesses operations by which Cambodia as a country is violently essentialised, the occurrence of mass violence taking on metonymic grandeur that works to deny imperial legacies, entomb modern Cambodia in a hermetically sealed past and thereby maintain global order within existing racial-colonial logics.     

Legitimating totalitarianism: Melodrama and mass politics in North Korean film

This article attempts to analyze the construction and maintenance of political legitimacy in North Korea through the lens of its state-produced films. After classifying North Korea’s regime as totalitarian, we then discuss the strategies of legitimation available given this classification, and highlight the importance of ideology therein. Next, we demonstrate the importance of film within North Korea’s ideological apparatus and thematically analyze six North Korean films dating from 1948-2006. From this analysis, we situate the social role of film in contemporary North Korea and argue that it will remain a crucial force amongst the country’s various attempts to maintain legitimacy.     

Was Kuchma's censorship effective? mass media in Ukraine before 2004

Censorship intensified in Ukraine during Leonid Kuchma's second term as president, and analysts often use this as an indicator of the country's democratic backsliding. This article looks at the motivations behind the media muzzling and questions its effectiveness given that the country exploded in revolution in late 2004.     

An analysis of the administrative profiles of the first two mass production systems in America

In 1790, Samuel Slater began operating America's first factory using a business format that became known as the Rhode Island system. Twenty-four years later, Francis Cabot Lowell created a new breed of integrated factory, the Waltham system. This paper examines how these systems developed distinctly different strategic profiles. Findings suggest that leader background, backdrop of founding, organizational inertia, and market strategy led most significantly to their differences.     

Power,Interests and Coalitions: the political economy of mass privatisation in Turkey

This article argues that ethnicity has become increasingly salient in Afghan politics and society during the years of war, and discusses how the country's new institutions can be designed in a way that will contribute towards a reversal of this trend. The article examines a series of policy issues with a bearing on inclusion vs exclusion in inter‐ethnic relations: political institution building (institutions of government, electoral system, and centre–region relations), land rights, state religion, the census and the new identity document. For each of these the article discusses what outcome would best contribute to longer‐term stability and integration by stimulating inclusive, integrative identities—and what the problems and prospects are for these outcomes to be realised. The article specifically discusses warlords' role as spoilers, and the potential and limitations to the leverage on Afghan politics that is held by international actors, above all the USA.
