Institutional innovations in conflict management have received considerable academic attention in the past decades. Yet few studies have considered the design of referendums in peace processes and the role of popular mandates in catalysing negotiated settlements. Drawing evidence from divided societies, particularly the contrasting cases of South Africa and Cyprus, the article points to the importance of ratification sequence and early mandate referendums. Specifically, it demonstrates how mandate referendums focusing initially on domestic constituencies enable leaders to pre‐empt ethnic outbidding challenges while concluding a peace agreement. An early ratification process could safeguard the peace process from unavoidable reversals in public opinion, increase flexibility as to the timing of critical decisions and maximise the credibility of leaders aiming for a negotiated settlement. The study of mandate referendums has important implications for broader research on international mediations since it suggests mechanisms by which political actors could ensure the ratification of significant treaties in global or regional politics.  相似文献

The ethnic outbidding thesis predicts centrifugal polarisation in ethnically divided party systems. We argue instead that the incentives of power-sharing institutions can encourage the development of electoral strategies based on 'ethnic tribune appeals' in which parties combine robust ethnic identity representation with increased pragmatism over resource allocation. We test these arguments in Northern Ireland and show that though evidence of direct vote switching from moderate parties to ostensibly 'extreme' parties is prima facie consistent with the outbidding thesis, attitudinal convergence between the nationalist and unionist communities on the main political issues is not. The recent electoral success of the DUP and Sinn Féin can instead be explained by these parties' 'ethnic tribune' appeals. Many voters simultaneously endorse peace, prosperity and (increasingly) power sharing but also want the strongest voice to protect their ethnonational interests. Identity voting for ethnic tribune parties implies a degree of resolve in advocating ethnic group interests, but does not entail the increased polarisation implied by outbidding models. Like their voters, ethnic tribune parties can be simultaneously pragmatic (with regard to resources) and intransigent (with regard to identity), so that despite appearances to the contrary, the power-sharing institutions in Northern Ireland incentivise centripetal dynamics that inhibit outbidding.  相似文献

Immanuel Kant’s political treatise Perpetual Peace can be seen as a project for world peace with practical value. Applied to contemporary word politics, the United Nations is commonly seen to be the closest approximation of this project. This article argues that such a view is misguided and fails to perceive that the United Nations lacks crucial elements of a Kantian peace federation. Kant’s argumentation for perpetual peace rests on two pillars: peace through law and peace through institution. Both of these are necessary conditions that must be supplanted by an exclusive peace federation of republican states in order to make a sufficient guarantee for lasting peace. Viewed from this perspective, the European Union comes closest to a real-world Kantian peace federation, even though it remains a regional organization, and despite the current challenges it faces.  相似文献

ABSTRACT

Shopping centres are products and indicators of consumerism. In the case of Israel/Palestine, where shopping malls have spread since the mid-1980s, they have acquired political meanings beyond the widespread conception of consumer-choice-as-freedom, as they also claim to advance coexistence in a context marked by ethnic segregation. We perceive shopping centres as ‘non-places’, following the work of Marc Augé, and analyse two overarching ideologies that coalesce in the shopping centre, in alignment with the political economy of Israel/Palestine. The first is liberal peace, which underpins the remnants of the Oslo process, but in an individualized form. The second is securitism, which presents shopping centres as a secure island in a sea of inter-ethnic violence. This image is taken apart throughout the article on the basis of ethnographic and discourse-analytical research on four sites in Israel, Jerusalem, and the occupied West Bank, focusing on the ways Palestinian consumers experience Israeli shopping centres.  相似文献

Recent years of community engagement under the war on terror in the UK have seen the co-option of bridge-building initiatives into wider narratives of securing communities. Through ethnographic insights into a peace building inter-faith initiative that made it onto the news as a ‘deradicalization’ workshop, I show how encounters in such projects are susceptible to being reframed into the very narrative in which encounters are sought after in the first place as a political settlement to growing inter-ethnic tension and conflict. This paper contributes to the growing geographies of encounter literature by making more explicit the narratives that shape how encounters function.  相似文献

Simulations are increasingly common pedagogical tools in political science and international relations courses. This article develops a classroom simulation that aims to facilitate students’ theoretical understanding of the topic of war and peace in international relations, and accomplishes this by incorporating important theoretical concepts about the causes of war found in international relations theory into the design and implementation of the simulation. In addition to sharing a successful classroom simulation with other international relations instructors, the article makes two important contributions to the pedagogical literature on simulations. First, it shows how simulation design can be usefully based on the theoretical concepts and/or substantive problems that course instructors aim to impart to their students. Second, it demonstrates that it is possible to achieve important learning objectives with low-intensity simulations that do not require a big investment of time, energy, and resources.  相似文献

ABSTRACT

This article explores the convergences and divergence between transitional justice and peacebuilding, by considering some of the recent developments in scholarship and practice. It examines the notion of ‘peace’ in transitional justice and the idea of ‘justice’ in peacebuilding. It highlights that transitional justice and peacebuilding often engage with similar or related ideas, though the scholarship in each field has developed largely in parallel to each other, and often without any significant engagement between the fields of inquiry. The article also notes that both fields share other commonalities, insofar as they often neglect questions of capital (political, social, economic) and at times, gender. It is suggested that trying to locate the nexus in the first place draws attention to where peace and justice have actually got to be produced in order for there not to be conflict and violence. This in turn demonstrates that locally, ‘peace’ and ‘justice’ do not always look like the ‘peace’ and ‘justice’ drawn up by international donors and peacebuilders; and, despite the ‘turn to the local’ in international relations, it is surprising just how many local and everyday dynamics are (dis)missed as sources of peace and justice, or potential avenues of addressing the past.  相似文献

Conflicts, liberty and peace do not coexist easily. Through most of history, civil peace was maintained by the threat of force. Contemporary ideologues of authoritarian regimes maintain that political conflicts inevitably result in violence, and the founders of modern representative institutions in the West have shared this view. Yet we now know that political institutions can cope with conflicts, that conflicts can be structured, regulated and contained, and that purely procedural rules can be effective in processing conflicts. Most importantly, we have come to realise that choosing governments through competitive elections is the only way to foster political freedom in divided societies. Competitive elections support social peace by enabling political forces to think in inter‐temporal terms. In turn, civil peace is maintained between elections when when opposition groups expect to be reasonably successful within the halls of representative institutions.  相似文献

The classical outbidding model of ethnic politics argues that democratic competition involving ethnic parties inevitably leads to ethnic outbidding where parties adopt ever more extreme positions. However, recent small‐N studies show that ethnic outbidding is only one of a range of strategies available to ethnic parties. This article seeks to explain why some ethnic parties are extremist, whereas others adopt moderate positions. Drawing on the ethnic outbidding and the nested competition model of ethnic party competition, it is hypothesised that the ethnic segmentation of the electoral market, and the relative salience of an ethnically cross‐cutting economic dimension of party competition, account for the varying degrees of extremism. Hypotheses are tested drawing on a novel, expert‐survey‐based dataset that provides indicators for the positions of 83 ethnonational minority parties in 22 European democracies in 2011. Results of ordinary least squares and two‐level linear regressions show that as the economic dimension gains importance, parties become more moderate relative to the party system mean. The electorate's ethnic segmentation has a positive effect on extremism, but this effect is not significant in all models. Contrary to expectations, higher ethnic segmentation of the party system is associated with more moderate positions in the majority of the estimated models.  相似文献

This article examines the demobilisation of the British peace movement after the peak of its mass activities in the 1980s. The main argument of this study is that movements in decline manage ideological disorientation, internal disunity and mass defection in identifiable ways. In the case of the British peace movement, the closure of the movement's political opportunity structure and increased internal competition saw the movement retreat from mass protest on the streets to small scale disruptions at military bases. This allowed the movement's main institutional ally, the Labour Party, to withdraw its political support, thus ending the campaign.  相似文献

This article examines internationally led privatization in Kosovo as an example of international statebuilding. It concentrates on the period from 1999 to 2008, when privatization was planned and implemented under formal international management. International statebuilding is typically sought justified with the idea of ‘liberal peace’, and this article shows how the tension between the political and economic tenets of the idea of liberal peace manifested itself in Kosovo's internationally led privatization.  相似文献

This article, building on the emerging theoretical corpus of “reputation theory” provides an alternative explanation about how successful policies are obtained in contexts of bureaucratic weakness and volatile politics. The argument is that politicians choose to intervene in delivering successful policies based on how contributable such policies are to construct their political reputations. The findings suggest that in both countries, less tenured politicians face higher incentives to build their reputations, so they choose to deliver better policies to accumulate “successful experiences” as vitae for electoral purposes. Tenured politicians, in turn, opt for inaction or strategic delivery, to preserve their already won political reputations. The present article brings evidence from the education sector of Peru and Bolivia, a sector that has been at the core of these countries' priorities for decades. Through a mixed methods approach involving a panel regression and in-depth interviews, results obtained largely confirm this article's claims.  相似文献

The “democratic peace”—the inference that democracies rarely fight each other—is one of the most important and empirically robust findings in international relations (IR). This article surveys the statistical challenges to the democratic peace and critically analyzes a prominent recent critique ( Gartzke 2007 ). Gartzke's claim that capitalist dynamics explain away the democratic peace relies on results problematically driven by (1) the censoring from the sample of observations containing certain communist countries or occurring before 1966, (2) the inclusion of regional controls, and (3) a misspecification of temporal controls. Analysis of these issues contributes to broader methodological debates and reveals novel characteristics of the democratic peace. Gartzke and other critics have contributed valuably to the study of IR; however, the democratic peace remains one of the most robust empirical associations in IR.  相似文献

The Northern Ireland model is best defined as the framing of the political endgame of Northern Ireland’s conflict culminating in the 1998 Belfast Agreement, otherwise known as the Good Friday Agreement. The Northern Ireland model is popularly portrayed as a negotiated settlement. It focuses primarily on the bargain reached by Northern Irish political parties, assisted by British and Irish governments and mediated by US senator George Mitchell. Academics and officials alike use it to explain how the “Troubles” ended and peace was achieved. Conspicuously absent from this model is security. It also grossly understates the difficulty in dealing with a modern insurgency (the Provisionals) and leans too heavily toward skewed post-conflict thinking that views insurgents as “peacemakers” prevented from making peace because of a manifestly poor security response, particularly that of the police force and its intelligence agency (Special Branch). The perspective of politicians and diplomats who brokered the peace settlement prioritizes political negotiations at the expense of the security response; in so doing, the role of security is undermined and overlooked. Most contemporary academic works promote this outlook. Excluding security, however, thwarts a comprehensive analysis of the Northern Ireland conflict and renders any examination partial and unrepresentative. There is therefore a significant intellectual gap in our understanding of how peace was achieved, which this article redresses. Ultimately, it questions the Northern Ireland model’s capacity to assist in other relevant conflict contexts in any practical sense by arguing that a strategy where security pushed as politics pulled brought about peace. In other words, security played a crucial part because it forced the main protagonists into a situation out of which the Belfast Agreement emerged.  相似文献

Media framing and coverage of contemporary armed conflicts largely focus on the defence of national security and war propaganda. The concept of peace journalism draws on the Galtung tradition and provides a toolkit for opposing war journalism and contributing to reconciliation. By examining the case of media framing of the Nagorno-Karabakh conflict, this article asks whether and why peace journalism is possible in the given political context. Our study of limited peace journalism shows that traditions of war journalism are predominant and points to limitations of liberal instruments in (semi-)authoritarian post-Soviet conflict contexts.  相似文献

ABSTRACT

This article argues that inclusion is a key driver of resilient social contracts and a foundation for sustaining peace. Drawing on case studies conducted under the Forging Resilient Social Contracts project and building on the literature on transitions from war to peace and authoritarianism to democracy, the theoretical framework links inclusion to peace sustainability. Interrogating how and why processes of inclusion matter, we argue that resilient social contracting is driven by elite inclusion, societal inclusion and their interactions. Four case-studies illustrate the arguments. Resilient social contracting, findings suggest, allows countries to weather crises and survive to ‘transition another day’.  相似文献

By analysing constitutive everyday peace practices, the article shows that poor socio-economic conditions, rather than political grievances and aspirations, are major sources of an actual and potential discontent in present day Tajikistan. It is argued that peace is atomised in a way that it is upheld through state withdrawal from welfare provision and an ongoing, ever more deepening fragmentation of the social fabric in the context of the precarity accompanying the country’s integration into the global political economy after the Soviet collapse and the subsequent civil war (1992–97). This paper outlines the nature of the post World War II conflict between Israel and Palestine over land and borders. It demonstrates the weaknesses in the political systems of both countries that make it difficult to resolve outstanding differences. It examines the nature of bargaining costs, distinguishing clearly between the Coase and the Machiavelli theorem. It uses the hawk–dove game model to explain war and peace relationships between Israel and Palestine evident over the period 1948–2007. It evaluates the implications for the peace process of some future proliferation of nuclear arms that breaks Israeli nuclear hegemony in the Middle East.  相似文献

In a democracy, citizens are expected to have political opinions. Previous research has shown that citizens, in part, form their opinions by following cues from political parties. Building on this literature, this article argues that these cueing effects are the result of individuals identifying with political parties, leading to parties as credible sources and alignment of attitudes to maintain in-group coherence (motivated reasoning). However, party cues can only be successful when individuals are actually exposed to these cues, which previous research has not explicitly studied. Using survey data (N = 20,893) collected from 21 EU member states, this study shows that cueing effects indeed depend on the strength of party identification and the degree of exposure. These results demonstrate the contingent nature of party cueing effects which are also changing as party loyalties decrease.  相似文献
