In this study, we investigate who would vote ‘none of the above’ (NOTA) if this were available on the ballot paper using original data from eight European countries. In particular, we examine whether NOTA would be used by abstainers and voters to protest within the electoral process. We also test whether socioeconomic factors and specific and diffuse support for democracy and its institutions correlate with a NOTA vote. We find that having NOTA on the ballot would reduce invalid balloting more than abstention and much more than protest party voting. Our results also suggest that NOTA is related to socioeconomic status, political interest, political knowledge and distrust in political institutions and authorities, but not to broadly undemocratic attitudes. These findings have important implications for our understanding of the increasingly large amounts of abstention and invalid voting, as well as the growing distrust of political institutions, in democratic countries. They also hold lessons for electoral reformers.  相似文献

Although prior research establishes the important effect perceptions of compassion have on vote choice, no systematic research examines why some candidates are perceived as more caring than others. In an era where television and social media put candidates’ personalities front and center, the lack of research on this topic is problematic. In this article, I explain why voters view some candidates as more caring than others. I argue that voters view politicians as compassionate when there is a commonality to link them. A commonality demonstrates an empathetic connection, or the ability to understand another’s feelings. This, in turn, convinces voters that the politician is sympathetic, or willing to do something to help. Without an empathetic connection, claims of sympathy by politicians will be viewed with greater levels of skepticism. I generate a classification system for the sources of commonality that link voters with politicians, including shared experiences, shared emotions, and shared identities. Using three survey experiments, I show how candidates can build empathic bonds with voters and better their chances of election.

This framing paper introduces the symposium on gender and the radical right. With the exception of a few recent studies, gender issues have received little attention in research on the European radical right. The purpose of this symposium is to address that and examine (1) whether radical right parties are still ‘men’s parties’ – parties led and supported primarily by men and (2) to what extent and how women and women’s concerns have been included by these parties. It argues that radical right parties have changed their appeal since their origins in the 1980s. There is now evidence of the fact that radical right parties, at least in some countries, exhibit an active political involvement of women and engage in some representation of women’s concerns. This puts them in a more ‘standardised’ political position vis-à-vis other parties. Given the current lack of focus on this topic, and given the recent gendered changes in radical right parties, this symposium stresses the academic and political importance of studying gender relations in radical right politics.  相似文献

Abstract

The Vietnamese term for socialization, xã h?i hóa, is grounded in its history of socialist construction, originally referring to the collectivization of property and resources. Since the country shifted to a market economy, yet remaining under the leadership of the Communist Party, the term has come to imply the individualization of responsibilities and the privatization of public goods. As a policy, however, it continues to evoke the idioms of ‘the whole society’ or ‘all the people’ as the basis of wellbeing and development. This paper examines the practices of socialization as part of broader shifts in welfare provision and local dynamics of exemplarity. I show that socialization concerns not only the mobilization of resources, but also the production of a moral subject that is self-optimized and yet sensitized to helping others, self-governed and yet governable by the party state. In a socialist country that is rapidly marketising, this moral subject plays into governing rationalities that blends new-prudentialist logics with socialist genealogies, privatization with a notion of society within which individual actions can be made morally meaningful. While the tension and contestation induced by people’s greater burdens are immanent, the continued reference to collective idioms appeals to people’s moral sensibilities, and thus makes socialization meaningful to some extent, even as they resent the turn away from broad-based structures of wellbeing.  相似文献

This article starts by discussing ‘agencification’ and fragmentation in national governments. When dealing with the problems that these developments might cause for democratic control and agency accountability, one only tends to look at the relationships between agencies and various national stakeholders, in particular ministerial departments. Has a ‘methodological nationalism’ hindered us from seeing the emerging executive centre at the level above, i.e. the European Commission, and the re-coupling of nationally decoupled agencies into a multilevel Union administration? The development of the EU, due to its peculiar institutional architecture, takes quite another direction than intergovernmental cooperation and comes to challenge governments in an unprecedented way. National agencies become parts of two administrations – a national as well as a Union administration.  相似文献

This article presents findings from an exploratory, qualitative examination of an intensive outpatient treatment program for homeless women recovering from substance dependence disorders. Structured interviews of seven current program clients and three graduates of the program were conducted to ascertain how clients maintain their sobriety in addition to meeting the unique challenges of being homeless. Based on these interviews, there are four main concerns discussed: lack of communication between service providers, inconsistency in personnel during recovery, inconsistency in relapse policies, and clients feeling ill prepared to live in the “real world” after program completion.  相似文献

Cross-sectional research designs show that proportional representation (PR) tends to produce more equitable outcomes in terms of gender representation. While existing research provides valuable insights into the covariates of gender representation, such cross-sectional designs fail to provide a definitive test of the influence of electoral rules both over time and in the case of mixed systems. Addressing this gap, this article proposes a longitudinal research design using the case of Germany, because half the Bundestag’s seats are allotted through majoritarian first-past-the-post methods, while the other half are allotted through proportional methods. The main findings point towards heavy interaction between the two electoral tiers that becomes visible in party quotas, double nominations and increased competitiveness of female candidates.  相似文献

In this paper I suggest that we might understand some features of contemporary populism by reworking the concept of ‘authoritarian populism’ first proposed by Stuart Hall in his analysis of ‘Thatcherism’. Following a brief review of my earlier analytics of ‘governing through freedom’, I suggest that while the political movements identified by the names of Trump, Wilders, Le Pen, the Austrian Freedom Party, the True Finns etc. may be ephemeral, it is worth considering whether they are beginning to articulate a new set of rationalities and technologies for governing ‘after neoliberalism’. I analyse some key elements of these movements, the new epistemologies that they employ and the ethopolitics that they espouse, and suggest that the key operative concepts may be ‘the people’, security and control. We may still be ‘birds on the wire’ as Leonard Cohen once put it, but perhaps what we are enjoined to seek in these strategies for ‘governing liberty’ is not so much freedom but security.  相似文献

Studies using data from the British Election Study and the British Social Attitudes survey have concluded that the case for a significant rise in turnout amongst young people at the 2017 general election remains unproven. A limitation of these data sets for assessing the so-called Youthquake thesis is the small number of younger voters they contain. In this research note we use data from the UK Household Longitudinal Survey to produce more robust estimates of turnout amongst people aged under thirty between the 2010, 2015, and 2017 general elections. Our findings support the claim that turnout increased markedly among voters in this age group in 2017. They also demonstrate that the increase in youth turnout was not specific to 2017 but, rather, represented a continuation of a change between 2010 and 2015. Our analysis confirms the heightened importance of age as a predictor of vote choice in 2017, with younger voters significantly more likely to vote Labour compared to 2010 and 2015.  相似文献

Eric Hobsbawm will forever be a giant intellectual figure. Yet, an aspect of his work is underappreciated—the case for a more pluralistic, dynamic and intellectually inquiring Labour Party. As such, his political thought is particularly relevant given the recent election of Keir Starmer, and the avowed quest for ‘unity’ in bringing Labour back to power. Hobsbawm came to believe that political strategies which sought to exploit social and political stratification and conflict—such as vilifying reformist political movements and those of moderate persuasion—doomed Labour to permanent opposition. A broad-based people’s party, uniting objectives of solidarity and aspiration, was the only viable class politics. Although from the Marxist tradition, Hobsbawm believed Labour’s purpose was to make liberal democracy function more effectively, rather than creating an alternative economic and political system. Suggesting conflict was more suited to kung fu movies, Hobsbawm’s predominant theme of ‘anti-factionalism with a purpose’ remains apposite today.  相似文献

This brief review article addresses the question of whether the so-called “competition state” was “abandoned” during the recent Danish election of 2019, which brought the Social Democrats back in government under the leadership of Mette Frederiksen. During the prior Social Democratic government of 2011-2015, led by Helle Thorning-Schmitt, this concept was introduced as a highly controversial policy concept and came to summarize the government’s program of economic reforms and recovery. The concept was subsequently strongly criticized in broader public political discourse as well as by the Social Democratic party and Mette Frederiksen herself. It is thus worth considering, whether the competition state reform program has been “buried” with the recent election, as this might imply a more radical break or discontinuity away from the “third way” competition state reform program embarked upon by most western European Social democrats since the 1990’s. This article will, first, briefly review the public discussion about the competition state in Denmark, before it, second, will recapitulate the academic debate about the competition state and clarify the concept. Third, it will review central tenets of the economic policy of the Thorning-Schmitt government of 2011-2015, as well as, fourth, the announced reform program of the new Social Democratic government. Finally the article will contrast and compare the two programs, and conclude that the “competition state” to a large extent endured the election of 2019, even if the Frederiksen government seems to lead the Danish competition state into reform trajectory towards increasing dis-universalization of social security and pensions.  相似文献

Mexico??s ombudsman??s office (the Comision Nacional de Derechos Humanos (CNDH)), established in 1990 by a nondemocratic government, posed no threat to the then ruling party. Counter to expectations, even after Mexico democratized in 2000, the CNDH remained unwilling to challenge officials for human rights violations. I argue that this is because the ombudsman (the head of the CNDH) is chosen by Mexican Senators who are not accountable??due to secret voting and a prohibition on reelection??to the Mexican public. While civil society wanted a powerful ombudsman, the three main parties did not. Ignoring the public, Senators responded to their parties and appointed a compliant individual to serve as ombudsman, thereby ensuring that the CNDH would not challenge those who held political power. The paper suggests that where accountability institutions, such as human rights offices, are chosen by unaccountable actors (in this case the Mexican Senate), the development of such accountability institutions will be limited.  相似文献

Human trafficking is both a human rights violation and the fastest growing criminal industry in the world. This article examines cross-border trafficking of girls and women in Nepal to India. It gives a brief explanation of what is meant by trafficking and then looks at the reasons behind trafficking. In Nepal, women and children are trafficked internally and to India and the Middle East for commercial sexual exploitation or forced marriage, as well as to India and within the country for involuntary servitude as child soldiers, domestic servants, circus entertainment, and factory workers. Nepal and India are both signatories to international conventions and bound by domestic law to combat trafficking, and yet, this scourge continues. There are many laws in place, both in Nepal and India, which regulate the trafficking and prostituting of girls and women. This article looks at how effective these laws and regulations actually are and will look at the reasons for the continuation of trafficking. Despite the formal recognition of girl trafficking as a major problem and the existence of laws to curtail it, trafficking continues. The major problem with Nepal’s and India’s domestic laws is in the lack of enforcement. Finally, this article will look at ways to fight trafficking and make the governments of India and Nepal more effective in their fight against trafficking.  相似文献

Criticisms have been made against international laws and conventions on asylum and refugees, arguing that these have been based on a male model of definition, which have ignored women’s persecutions. This article will argue that recent developments in European asylum policy have the potential to deepen this discrimination and to further reduce the rights of female asylum seekers. Although there have been some positive developments in jurisprudence that have recognised that gender-specific persecution may be the basis for granting asylum, these advances remain relatively sporadic and are undermined by the operation of random and discretionary exercises of power by bureaucrats and decision makers in many cases. Further, although new developments in asylum policy are in theory “gender neutral,” differences in the material circumstances of men and women who arrive to seek asylum may mean in effect that the implications of these policies are deeply gendered.

Utilizing Critical Race Theory (CRT) as a conceptual framework, this study examines student perception of faculty of color in academia from student professor preference. Using an experimental design to test the effect of race on selection of faculty with whom to take a course, we showed student participants two types of pairings of faculty: first, pairs of photos of faculty of different races, and same age and attractiveness, then names of faculty, paired by different race were shown. The study provided evidence of racial bias with a strong preference for courses taught by White faculty by various subgroups of students, providing a snapshot of what faculty of color potentially stand to face in classroom environments.  相似文献

After clearing away some misconceptions about the power of the religious right in Colorado Springs, this article will examine three areas, education, medical marijuana, and gay rights, where the city’s religious conservatives have tried to influence public policy. With each area their efforts have only been partially successful. While the reasons for this uneven success are often particular to each policy dispute, taken together these issues point to discernible changes in the political behavior and ambitions of the city’s religious conservatives. Most importantly, religious conservatives have become far less confrontational and have turned away, to a significant degree, from direct political action and are focusing much more on community outreach programs. The paper will conclude by discussing some of the reasons for those changes and how they might have national implications for religious and social conservatives.  相似文献
