Whitfield's essay seeks to identify and explain a tendency that emerged in the United States in the 1940s and extended through the 1950s. It was then that a notion became commonplace, especially among liberals, that the victims of prejudice were interchangeable and that bigotry was undifferentiated. Before the 1940s, the problem of prejudice was not widely believed to be urgent; but the war against the Third Reich heightened awareness of the price of an irrational hostility to minorities. American liberals in particular came to the understanding that bigotry was indivisible; and, for its objects, the cards of identity could easily be shuffled. Whether the victims were Jews or Negroes or homosexuals, the hatred that they elicited appeared to be formed without making any distinctions among them. Evidence can be found in the culture of those two decades, in novels, plays and films. The unitary view of the character of prejudice had some support in social science, including in the authoritative volume The Authoritarian Personality. The theory would also be reflected in a major shift in the agenda of Jewish civil rights organizations, which redefined their mission as promoting the democratic rights of all minorities rather than the particular interests of American Jews. This distinctive tendency vanished in the 1960s, however. One reason for the change was a fuller appreciation of the hostility that minorities could harbour towards other minorities. The realization also deepened of the singular vulnerability of black Americans under the pressure of racism, which demonstrated a tenacity as well as a proclivity for violence that had been largely absent from other forms of bigotry. Finally, a broader legitimation of difference itself emerged in the 1960s to bury the notion that minorities were fungible.  相似文献

Public sector reform has rarely dropped off the political agenda of Western governments, yet the old craft skills of traditional public administration remain of paramount importance. The pendulum has swung too far toward the new and the fashionable reforms associated with New Public Management and the New Public Governance. It needs to swing back toward bureaucracy and the traditional skills of bureaucrats as part of the repertoire of governing. This article discusses the skills of counseling, stewardship, practical wisdom, probity, judgment, diplomacy, and political nous. Although these skills are of wide relevance, the article focuses on their relevance in Australia, Britain, Canada, and New Zealand. It concludes that the next bout of reforms needs to recover the traditional craft skills. It is not a question of traditional skills versus the new skills of New Public Management or New Public Governance; it is a question of what works, of what skills fit in a particular context.  相似文献

ABSTRACT

Struggles for peace, self-determination and demilitarization are common near military installations around the world. Increasingly, these struggles have become linked in globe-spanning assemblages of activism. Based on interviews in South Korea, Okinawa, Puerto Rico, Hawai’i, and Guåhan (Guam) this paper analyzes how activists in these locales develop a sense of shared oppression that serves as a basis for connecting geographically distant activist communities. Through visiting each other’s places – and participating in activities such as direct action protests, eating together and dancing – activists develop a recognition of shared circumstance not only through intellectual discussion, but also through the production of shared visceral and emotional states. This shared feeling of mutual oppression then serves as a basis for solidarity and mutual aid among social movements that protest militarization and challenge traditional conceptualizations of security in international relations.  相似文献

Globalization is generating new forms of citizenship that often go beyond the institutional perception of social identity. These new forms of citizenship are developed in a scalable way to a greater extent than rights and obligations, and are entirely managed by the citizens themselves. To demonstrate empirical support for this issue, the case of minority communities in Turkey constitutes one of the most relevant examples, since citizenship in this country has long been associated with an idea of political loyalty and total allegiance to the nation-state. The main purpose of this article is to show how urban space and urban protest allow minorities to find alternative forms of expression for their collective identity, and to create a new understanding of citizenship beyond the classical definition, being based instead on institutional representation. The aim of this research is to examine the process of urban transformation in Istanbul, how this phenomenon shapes the structure of cities and how it gives rise to social resistance and protest, especially in neighborhoods housing minority communities. In this context, the article focuses on planning movements in Turkey through a comparative study of two urban planning projects and the citizens' protests against them.  相似文献

The struggle of the minority ethnic groups against the majority Hausa-Fulani ethnic-amalgam in the north of Nigeria has persisted. As a result of the twentieth-century jihad and politico-cultural and economic factors, Fulani (Muslims) are found in many parts of the minority areas of the geographical north. Many of the minority ethnic groups often claim to be ‘indigenous’ to the areas and regard the Fulani – and Hausa – as ‘settlers’. The struggle for political, economic and social values and rights in these communities often produce violent clashes between these indigenous groups and the settler Hausa-Fulani. This paper uses the territorial claims and counter-claims over indigeneity in the Yelwa area between the Tarok/other ethnic (Christian) groups and the Fulani/other ethnic (Muslim) groups which degenerated into serial blood-letting in 2004 to interrogate the citizen-deficit in Nigeria, and the contradictions of reconciling indigenous rights with citizenship rights in a typical multi-ethnic postcolonial state.  相似文献

South African churchmen created Black Theology during the late 1960s and early 1970s to add a theological dimension to the African struggle against apartheid. In doing this, they looked to western Christianity, African-American theology, and their own experience of suffering as sources of inspiration, while creating a new religious culture and political orientation to liberate their people from European domination. Hence, Black Theology is in fact an anti-ruling class ideology designed to subvert the existing sociopolitical order. This study examines that ideology treating it as a case study and using Gramscian theory as an interpretive grid. Moreover, it argues that Black Theology informs Gramsci and in so doing, identifies four specific contributions that Christianity is capable of making to a cultural revolution, which include a moral standard, a structured community, an emancipatory language, and a divinely inspired comment to the struggle.  相似文献
