ABSTRACT

Coordinating defence-industrial relations towards harmonising and facilitating procurement policies, production processes and the joint operability of their member-states’ national defence sectors, International Armaments Organisations (IAOs) play an important role in armaments cooperation. How can we explain their institutional development? Existing literature tackles this question using International Relations theories to mid-range theories of institutions and integration. However, they adopt overly state-centric viewpoints, assume actor interests as given, and disregard the changes in the global economic landscape that constitute the backdrop of armaments cooperation. In response, we shift the focus onto a key group of actors: the defence firms. Using a Neo-Gramscian Historical Materialist approach, we investigate how the globalisation of the defence market has created a transnational defence-industrial class in Europe, and demonstrate how its economic interests have fundamentally shaped the institutional frameworks of European IAOs. We focus on the Organisation for Joint Armaments Cooperation (OCCAR) and the European Defence Agency (EDA) to illustrate our argument. Our conclusions have implications for the study of armaments cooperation, particularly highlighting how the economic nature of this policy domain necessitates a closer look at the global and regional production relations, and the agency of the defence firms.  相似文献

The 2009 Lisbon Treaty institutionalised an intergovernmental constitution for managing policies traditionally a matter of national sovereignty, such as foreign and defence policies. However, important innovations were introduced in the foreign policymaking structure to limit its intergovernmental logic, in particular, with regard to the role of the High Representative (HR). It was generally assumed that those innovations would have made development of a coherent EU foreign policy possible. Yet, in one of the most significant tests for the EU’s foreign and defence policies in the post-Lisbon era, namely the Egyptian crisis (2011-14), those reforms did not work as expected. Notwithstanding the innovations, the HR’s role was diminished by the European Council’s strict control over foreign policy toward Egypt. The lack of clear policy guidelines towards the issue of democratisation in the Arab world in the 2003 European Security Strategy, although partially mitigated by the European Neighbourhood Policy and the Barcelona Process/Union for the Mediterranean, made it even more difficult for the HR to bring a European perspective into the largely intergovernmental setting.  相似文献

Because a significant portion of the American electorate identify themselves as evangelical Christians, the evangelical position on climate policy is important to determining the role the United States could play in global climate cooperation. Do evangelicals oppose all climate policies, or are they particularly opposed to certain types of policies? We argue that American evangelicals oppose climate policy due to their distrust of international cooperation and institutions, which has been a prominent feature of evangelical politics since the beginning of the Cold War. Using data from the 2011 Faith and Global Policy Challenges survey and the 2010 Chicago Council Global View survey, we find support for the theory. Evangelicals are equally likely to support domestic climate policy as other Americans, but they are significantly less likely to support international treaties on climate cooperation. The findings suggest that proponents of climate policy could win more evangelicals to their side by focusing on domestic action, instead of multilateral negotiations or international institutions.  相似文献

Development cooperation is a foreign policy tool marked by deep-seated conflicts of interest and dilemmas of particular relevance to second-tier and non-nuclear countries that aim to change their international status and role. Building on the concept of ‘graduation dilemma’, this article compares specific dilemmas that Brazil and South Africa face in their foreign policies concerning the development cooperation agenda at three levels: the domestic, the regional and the global level. The revival of China's interest in Africa is often highlighted as being an opportunity to provide African governments with a choice between development partners that may strengthen negotiation leverage and thereby carve out policy space to define and implement policies that affect social and economic development. This article critically reviews the most recent developments in Chinese and Organisation for Economic Cooperation and Development (OECD) approaches to development finance to Africa. It argues that although we can detect a number of incidents that point towards more policy space for African governments, the revival of China's development finance does not fundamentally alter the power relations between African countries and their financiers, as the tendency now is towards convergence and cooperation between China and Development Assistance Committee (DAC) donors—not divergence and competition, which could have created policy space as it did prior to the end of the Cold War. This follows the trend of other ‘emerging’ donors who increasingly play by DAC rules and thereby minimize the future possibility of playing out one partner against the other.  相似文献

This article elaborates the notion of ‘nuclear idiosyncrasy’ as a specific understanding of what nuclear weapons and energy are, what they stand for and what they can do. It then assesses the persistence of nuclear idiosyncrasy over time and its effects on French nuclear policies in the United Arab Emirates (UAE) and Iran. Based on interviews in France, Geneva and the UAE, this article contributes to three debates within foreign policy analysis and nuclear history. Is a regional approach necessary to understand the framing of foreign policies in the twenty-first century? Does a change in leadership fundamentally affect the orientations of nuclear policies? Are the risks of nuclear proliferation in the Middle East and the measures to prevent it similarly understood by all the players in the international community? First, it shows that French nuclear policies in the Middle East are not shaped by dynamics specific to the region as the often invoked notion of an ‘Arab policy of France’ would suggest. Secondly, in-depth analysis leads one to reject the idea of a major change between the nuclear policies of Presidents Chirac and Sarkozy. Thirdly, persistent French nuclear idiosyncrasy leads also to rejection of the idea of convergence towards a shared understanding of the proliferation threat in the Middle East.  相似文献

Although international crises are often believed to represent windows of opportunity to strengthen European defence cooperation, recent crises have not seemed to produce a clear convergence of European Union (EU) member states’ security interests. This article seeks to address this puzzle by arguing that European defence cooperation is a response to crises that place European states in a situation of military interdependence. Conversely, asymmetric crises, i.e. crises that affect European states unevenly, encourage those states to maintain their autonomy of action. This theoretical argument is supported by two case studies: the failure of the European Defence Community in the early 1950s and the current difficulties experienced by the EU’s military operations. These two cases illustrate a striking continuity in that, because of (neo)colonial ties in particular, European states are often unevenly affected by international crises, which tends to make defence cooperation less effective.  相似文献

The democratic foundations of European integration in the foreign and defence realm are increasingly being debated. This article looks at the question of democratic legitimacy from one particular angle, by examining public opinion as measured in Eurobarometer surveys between 1989 and 2009. Based on reflections about the relation between polling results and wider questions of democracy, it examines three aspects of public opinion: general support for a common foreign and a common defence policy; differences among support rates in EU member states; and what roles Europeans would prefer for European armed forces. It turns out that general support for a common foreign policy is high, whereas the desirability of a common defence policy is much more contested. Moreover, citizens across Europe would prefer European armed forces to take on traditional tasks, as territorial defence. An EU defence policy that goes beyond strict intergovernmentalism and is directed towards protecting international law and universal human rights would thus require a significant communicative effort to become accepted.  相似文献

Cooperation occurs more often than conflict in the international system. However, its practicalities have been little conceptualised in International Relations. Through an empirical study of the workings of contemporary Franco-British cooperation in defence, this article offers a multidimensional analysis of interstate cooperation taking into account organisational, political, material and cognitive factors. By studying their centripetal and centrifugal effects, this article shows why each factor is relevant for understanding what favours and impedes the emergence and continuation of intergovernmental cooperation. It notably demonstrates how domestic interorganisational dynamics have an impact on relations with foreign partners. This article also shows how bridging the traditional divide between approaches based on interests and approaches based on beliefs allows us to identify the evolutionary dynamic of cooperation.  相似文献

When are states willing to engage in behaviors of little material or strategic value in order to assert their status? This article demonstrates that states are more likely to engage in acts of status assertion if their international standing has been called into question. Such status-challenged states seek opportunities to demonstrate their capabilities as well as their intention to maintain their current status. Status assertions often challenge the status and security of other states, leading these states to engage in more frequent acts of aggression. Evidence for these claims comes from detailed analysis of the Scramble for Africa at the end of the nineteenth century. France and Germany adopted expansionary policies in Africa because their great power status had been called into question. These policy shifts directly led Italy and Britain to adopt expansionary policies, leading to the eventual conquest of 95 percent of the African continent.  相似文献

Recent democratic transitions in Southeast Asia raise the question as to how we should theorize the relationship between democratization and foreign policy. Many scholars assume that more ‘democratic’ Association of Southeast Asian Nations (ASEAN) members pursue more ‘liberal’ policies than their less-democratic counterparts, but surprisingly little theoretical work investigates the connection. This article argues that such investigations tend to crumble under close scrutiny. Instead, it offers an alternative framework based on an analysis of how different socio-economic interests contend to shape foreign policy in ASEAN states and how these interests are able to organize politically to impose their preferences. The case study of the ASEAN Inter-Parliamentary Myanmar Caucus, a regional network of legislators campaigning for liberal-interventionist policies on Myanmar, shows how it is these forces, and not the mere presence or absence of formally democratic institutions, that govern the political space available to those seeking to transform ASEAN states' policies.  相似文献

Why do states choose to join and form international governmental organizations (IGOs) that regulate energy policy? In this article we make three specific contributions to the literature on international cooperation and diffusion. First, we show that countries form and join energy IGOs in response to memberships previously gained by direct competitors among oil and gas producers and consumers. Moreover, we demonstrate that energy IGOs diffuse among countries that share oil and gas pipelines. Finally, we provide evidence that the institutional design of established energy IGOs impacts the development of their membership network. To test these hypotheses, we rely on original data on oil and gas pipelines and the design of energy IGOs as well as on a newly compiled dataset that includes 152 countries and covers 38 years (1970–2007). Why do some trade policies become electorally salient while others do not? While much of the literature argues that citizens act as a domestic constraint in the formation of trade policy, a general consensus has emerged that trade is most often a nonsalient issue among voters. This poses a paradox. On the one hand, trade models hinge upon voters’ rational self-interest and preferences for varying levels of protectionism to keep their governments accountable. On the other hand, the conditions by which trade becomes salient to these very voters in the first place are both undertheorized and untested. Using experimental evidence, I argue that two dimensions of a trade policy affect the likelihood of that issue becoming electorally salient. First, policies with large welfare effects should be more salient. Second, more complex issues should be less salient because such agreements are more likely to obfuscate an individual’s ability to discern its effects. I find support for my hypotheses that a trade policy’s salience tends to increase with the magnitude of its welfare effects and decrease with its complexity.  相似文献

Traditional accounts of the disastrous World Disarmament Conference of 1932-34 have placed the blame for its failure on France. Recent historians have revised this picture by describing the internal and external constraints on French policymakers and by delineating the equally obstructive policies adopted by the Anglo-Saxon countries. This article outlines each of these approaches, but takes the defence of France one step further. By assessing the evolution of French policy at the World Disarmament Conference, the article demonstrates that France was prepared to make greater concessions for the sake of agreement than any other country.  相似文献

With the US eventually embracing the European-devised ‘dual track’ approach comprising both sanctions and incentives, the transatlantic partners have currently reached a remarkable level of convergence on how to deal with the Iranian nuclear conundrum. Although EU--US unity might not be enough to solve the dispute, the experience of transatlantic cooperation on Iran offers some important lessons. It shows that strategic convergence between the transatlantic partners, or lack thereof, has a considerable impact on the way a crisis unfolds in an area in which both parties have a stake. It highlights the added value represented by European/EU political and economic assets in a situation in which US military options are both unlikely to have the desired effect and at grave risk of backlash. Finally, it sets an important precedent for a specific option for intra-EU and EU--US cooperation – the contact or lead group – that seems to suit the emerging multipolar world better than other, more institutionalised methods.  相似文献

This article addresses the post-Cold War security and defence discourse in Norway, focusing on the impact of the transformation of NATO, an increasingly ambitious EU within security matters and the transatlantic tensions in the War on Terror. The article argues that changes or continuity in policy result from the discursive battle between various power constellations, which are forcing conflicting understandings of reality on each other. In this battle, the dominant representation frames NATO's transformation as a precondition for national defence with reference to alliance solidarity, loyalty and interoperability. The alternative representation, on the other hand, has framed NATO's transformation as negative for national defence, claiming that forces trained for global, warlike missions are neither capable nor available for national defence tasks such as containment of Russia's strategic interests in the Barents Sea. The EU has been brought into the security and defence discourse only when new integration steps, such as the European security and defence policy and EU Battle Groups, put the question of how far Norway may participate, to a test. However, developments like the slow withering away of NATO and unilateralist US foreign policy on Iraq are contributing to pushing the Norwegian discourse, and hence policy, closer to Europe.  相似文献

Are there noticeable differences among political parties in a country over their trade policy positions? Do left parties advocate different trade policies than right parties? In the advanced industrial countries where labor tends to be scarce, are left parties more protectionist than right ones, which represent capital owners? Political institutions within these democratic countries may affect the role of partisanship. We also investigate whether increasing globalization has led to more or less partisan polarization over trade policy. We examine 25 developed countries from 1945 to 1998 to see how their parties have competed over trade policy. Controlling for various factors, partisanship matters. Right parties consistently take more free trade stances than do left ones. Globalization and other international forces have also shaped both the nature and the extent of the domestic debate over exposure to international trade.  相似文献

Abstract

Despite different traditions, interests and perceptions characterizing North American and European approaches to homeland security, since 9/11 policy-makers across the Atlantic have formulated increasingly similar policies to deal with terrorism and other international security threats. Challenging mainstream accounts elaborated in the policy convergence literature, and drawing from sociological works in performance studies, this essay argues that the recent evolution of homeland security policies in Europe and North America can be understood as an instance of ‘practical learning’. From this perspective, this outcome is the result of the acquisition on the part of European and North American policy-makers of the practical knowledge necessary to carry out the new policies, policies learned by mimicking the practices of their counterparts across the Atlantic. This argument is then applied to examine two cases of policy convergence in Europe and North America – the proposal for a ‘European Passenger Name Record’ system and the project of a regional ‘Security Perimeter’.  相似文献

The contention that ‘democracies do not ?ght one another’ has gained widespread acceptance in the discipline of international relations, as well as among policymakers and international institutions. In the post-Cold War era, this contention has formed part of the justi?cation for making development assistance conditional on democratic reforms in recipient countries. This article explores the democratic peace thesis in relation to Sub-Saharan Africa, and argues that the relationship between peace and democracy is much more complex than commonly allowed for in conventional liberal analyses. Contemporary development policies that are intended to promote peace, democracy and stability are frequently implicated in the production and continuation of con?ict. Accordingly, the article contends that many of Africa’s conflicts and so-called ‘failed states’ are best understood in light of policies inspired, in part, by the principles of the democratic peace thesis. The argument is illustrated with reference to four countries on the African continent: Côte d’Ivoire, Rwanda, Sierra Leone and Zambia.  相似文献
