Negativity bias suggests that the attribution of blame to governments, for alleged or actual policy failures, is disproportionately pertinent for their popularity. However, when citizens attribute blame for adverse consequences of a policy, does it make a difference which policy was it, and who was the political agent that adopted the policy? We posit that the level of blame citizens attribute to political agents for policy failures depends on three policy-oriented considerations: (1) the distance between a citizen’s ideal policy and the agent’s established policy position; (2) the distance between a citizen’s ideal policy and the agent’s concrete policy choice; and (3) the distance between the agent’s established policy position and her concrete policy choice. The inherent relationship between these three policy-oriented considerations renders their integration in one model a theoretical and methodological imperative. The model provides novel observable predictions regarding the conditions under which each of the three policy-oriented factors will produce either pronounced or subtle observable effects on blame attribution. We test the model’s predictions in two survey experiments, in Israel and in Germany. The results of both experiments are highly consistent with the model’s predictions. These finding offer an important contribution by specifying the ways in which individual-level preferences interact with politicians’ policy reputations and policy choices to shape blame attribution. Our model entails unintuitive revisions to several strands of the literature, and in the “Discussion” section we provide tentative support for the applicability of this model to other political judgments beyond blame attribution.

Today it is often argued that welfare state retrenchment is more or less impossible. Even politicians who advocate radical cuts in principle do not manage to execute them in the face of the strong opposition such proposals meet. However, Swedish housing policy has experienced radical change, resulting in big savings for the state budget and dramatically increased housing costs for citizens. In comparison with changes in other parts of the welfare state, the reforms have been radical. This article argues that Swedish housing policy is very complex and technical. Reforms met little resistance because the general public did not understand their effects. Even today, when the effects are known, citizens' knowledge about the policy area is too meager to allow them to understand that the increased cost of their housing is an effect of political decisions.  相似文献

The nature of one’s work, not just who one works for, is central to political and economic life. Yet models of trade policy preferences mostly ignore occupation, focusing exclusively on industries (perhaps because industries are the usual organizing dimension of economic policymaking). This article proposes new measures of how much risk trade imposes on different workers based on how diversified their occupation is across industries, thus considering both industry and occupation. Having a job specific to any sector appears to encourage protectionism, regardless of that sector’s comparative advantage, supporting the idea that public opinion may treat trade policy as insurance.  相似文献

The ability of a political system to respond to the preferences of its citizens is central to democratic theory and practice; yet most empirical research on government responsiveness has concentrated on the United States. As a result, we know very little about the nature of government policy responsiveness in Europe and we have a poor understanding of the conditions that affect cross-national variations. This comparative study examines the relationship between public opinion and policy preferences in the United Kingdom and Denmark during the past three decades. We address two key questions: First, are the government's policy intentions driven by public opinion or vice versa? Second, do political institutions influence the level of government responsiveness? We suggest that public opinion tends to drive the government's policy intentions due to the threat of electoral sanction, and that this is more pronounced in proportional systems than in majoritarian democracies.  相似文献

Policy studies tend to be divided between domestic matters and foreign affairs. Scholars seldom employ one another's literature, and they largely draw on different traditions within political science. This article explores the potential for cross‐fertilization and calls for greater integration of these related subfields. The argument considers the case for unity, parallelism, and overlap between domestic public policy studies and foreign policy studies. It examines the reasons for the divide and surveys a variety of attempts to find solutions for the problem of intersection at the boundary between national life and the international environment. It places the dichotomy in a broader context of political science as a whole and offers suggestions about potentially fruitful exchanges. It treats globalization and suggests that a theory of the state could be helpful to both tendencies in policy studies.  相似文献

Using data from a new household survey on environmental attitudes, behaviors, and policy preferences, we find that current weather conditions affect preferences for environmental regulation. Individuals who have recently experienced extreme weather (heat waves or droughts) are more likely to support laws to protect the environment. We find evidence that the channel through which weather conditions affect policy preference is via perceptions of the importance of the issue of global warming. Furthermore, environmentalists and individuals who consult more sources of news are less likely to have their attitudes toward global warming changed by current weather conditions. These findings suggest that communication and education emphasizing consequences of climate change salient to the individual's circumstances may be the most effective in changing attitudes of those least likely to support proenvironment policy. In addition, the timing of policy introduction could influence its success.  相似文献

This article makes the case that feedback processes in democratic politics—between crime rates, public opinion, and public policy—can account for the growth of penal populism in Britain. It argues that the public recognize and respond to rising (and falling) levels of crime, and that in turn public support for being tough on crime is translated into patterns of imprisonment. This contributes to debates over the crime–opinion–policy connection, unpacking the dynamic processes by which these relationships unfold at the aggregate level. This uses the most extensive data set ever assembled on aggregate opinion on crime in Britain to construct a new over‐time measure of punitive attitudes. The analysis first tests the thermostatic responsiveness of punitive attitudes to changes in recorded crime rates as well as self‐reported victimization, and then examines the degree to which changes in mass opinion impact on criminal justice policy.  相似文献

The extent to which municipal policy is determined by the preferences of residents is a topic of growing importance. Recent work on the subject has challenged conventional wisdom and found that municipal policy is often, but not always, responsive to the ideology of residents. This paper takes up an important potential implication of these findings, exploring how resident ideology may interact with issue severity in the adoption of municipal policy. Hypotheses suggest that resident preferences will have the greatest effect in the presence of high issue severity and that issue severity will have the largest impact when residents have ideological preferences in line with policy solutions. I test hypotheses using municipal water rates, with models showing that the effects of resident ideology and water scarcity interact with each other to influence water conservation policy.  相似文献

The public is generally supportive of space policy, but less supportive of spending for the National Aeronautics and Space Administration (NASA) compared to other government programs. Previous research has helped identify who is more likely to be supportive of NASA spending, but not why. This study seeks to understand the causal mechanisms that influence support for NASA. Using natural between-survey and induced within-survey experiments, this study attempts to identify factors influencing changes in public support for NASA spending. Short-term programmatic and related media effects appear to have no influence on public support for NASA spending. However, correcting information asymmetries in regard to NASA's budget appears to have a significant positive effect on public support for NASA spending. The findings speak to the importance of the public being well informed on policy issues in order to make a correct policy choice, and demonstrate that individual programmatic aspects may not be as important as overall agency direction.  相似文献

This article examines the prevalence and consequences of authoritarian attitudes among elites in Argentina, Brazil, Chile, Colombia, Mexico, and Venezuela. We focus on the connection between antidemocratic elite attitudes and support for democracy; the causes and effects of authoritarian attitudes among elites and their implications for authoritarianism; and the impact of authoritarian attitudes beyond social policy preferences to other policy areas that have indirect implications for order. Contrary to some of the literature, we find that antidemocratic attitudes affect elites' support for democracy. Our analysis also speaks to the debate on the origins of authoritarianism. Much of the evidence supports Altemeyer's notion that perceived threat raises levels of authoritarianism, rather than Feldman's contention that threat strengthens the influence of authoritarian attitudes. Finally, we demonstrate that there is a broader influence of authoritarian attitudes on economic policy preferences, but only where those policies appear to have implications for social order.  相似文献

In orthodox moral thinking in the West, animals count for something but human interests take precedence. It is argued that this moral orthodoxy or animal welfare position is flawed. It fails to take into account that some animals, like humans, are persons and that some, so-called 'marginal' humans lack personhood. More importantly, although it is likely that animals do not have an interest in liberty for its own sake and have less of an interest in continued life than humans, there is little justification for the animal welfare claim that an animal's suffering should be regarded as less important morally than that of a human. It is concluded that the adoption of a 'sentiency position', whereby animals have a right not to suffer, has radical implications for the way animals are treated, ruling out intensive forms of animal agriculture and those scientific procedures that inflict suffering as morally illegitimate.  相似文献

In the public sector, participant attitudes are an important determinant of the success of inter-organizational collaboration initiatives. In this study, a model of employee willingness to collaborate is proposed in which the influence of transformational leadership is determined in part by the performance orientation of the organizational context in which it is enacted. The theoretical model is tested empirically using survey data collected from public employees in South Korea and regression-based Monte Carlo simulation. The analysis suggests that the effect of transformational leadership is amplified by an organization’s emphasis on internal efficiency and its use of performance-based incentives, factors that themselves have independent positive and negative effects, respectively, on attitudes about collaboration. This study links transformational leadership to an increasingly necessary process in the public sector and highlights its context-dependent influence. Implications of the findings are discussed, including the notion that the efficacy of tactics adopted to support inter-organizational collaboration may be a function of their consistency with the realities of established organizational policies and processes.  相似文献

A recurring problem in political analysis is to link public opinion to public policy. Public opinion has often come to mean the replies to structured questions in representative surveys. The task of connecting opinion and policy is complicated by the difficulty in interpreting replies to these surveys. The burgeoning literature on public opinion and the crisis of the welfare state has failed to provide a consistent account of what aspects of policy might be driven by public demand or vice versa. The interpretations of survey data are either misleading or highly selective. This applies to two crucial areas, attitudes towards poor minorities and opinions about state and private welfare. In order to provide a better understanding of the problems of linking policy and opinion and to offer some guiding principles for research in this area, this paper attempts to clarify some of these difficulties.  相似文献

The changing nature of governance in Australia over the last two decades has given rise to a broad range of new strategies to review the development and delivery of government policies and programs. Key factors affecting the relationship between citizens and the state have been the deregulation and liberalisation of the Australian economy, with its focus on the market for the delivery of services, once the exclusive domain of public sector organisations. The increased use of consultants over this period is an example of governments going to the market for professional services. Effective policy development and review by consultants requires that they be well versed both in the substantive issues surrounding the policy field as well as in the process required to properly frame and evaluate these issues.  相似文献
