The European Union and Latin America: ‘Transformative power Europe’ versus the realities of economic interests

Relations between the European Union (EU) and regional subgroups in Latin America (Mercosur, the Andean Community and Central America) are clear examples of ‘pure interregionalism’ and provide evidence of the EU's active promotion of regional integration. Within the context of these cases, this article explores what type of international power the EU wields, how interregionalism is embedded in that power, and how it is deployed. Combining strands of literature on EU–Latin American relations, interregionalism, EU external policy and power provides a framework within which interregionalism can be understood as an important normative and practical tool for the EU's external power projection. Drawing on official documentation and interviews with key individuals, the paper highlights the EU's articulation of power in interregional relations and reflects upon its mixed success. It concludes that, while imperial qualities and aspirations can be observed in the EU's penchant for interregionalism, the transformative power of the EU remains limited.

Machiavelli’s Science of Statecraft: The Diplomacy and Politics of Disorder

This paper calls into question the extent to which ethical dualism, broadly conceived as raison d’ état, does justice to Machiavelli’s understanding and practice of the diplomatic arts. Arguments are advanced herein that Machiavelli did not so much abandon morality as he sought, through the examples of Rome and antiquity, to find a different remedy for the disorder and violence rampant in the Italy of his day. Machiavelli’s reports in the diplomatic service of Florence illustrate qualities and skills of the diplomat often at odds with the caricature of the immoral statesman.     

The paradox of integration? European democracy and the debt crisis

Europe is facing both a political crisis of democracy and legitimacy and an economic crisis of debt and competitiveness. These crises seem to point in two distinct directions, growing social unrest over the Europeanized mechanisms of economic adjustment, and increasing efforts at strengthening those same institutions that regulate the adjustment process. Recent analyses have suggested that this failure of democracy will prove decisive; legitimacy for crisis management efforts requires a redemocratization of the European polity. Instead, drawing on an analysis of ordo- and neo-liberal traditions, the article explains how European integration was itself a response to the perceived threat of democratic demands at the domestic level. The body of the article then traces the crisis through three phases, arguing that efforts by state managers reflect a deliberate attempt to depoliticize policy-making processes. Yet the selective intervention—to restore accumulation whilst withdrawing social spending—has only fuelled the politicization of segments of European society. This threatens to test the limits of depoliticization as a governing strategy.
