ABSTRACT

An important issue for police services across the world is the training and education of police personnel. Both training and education have often been linked to the professionalization of policing. An overview of current developments in police training and education in Poland is provided by a discussion and delineation of learning pathways for Polish police officers and the relevant pieces of legislation that have influenced these pathways. This contributes significant knowledge to international literature by being the first repository of information about Polish police training and education. The historical context of police and police training in Poland is introduced first, followed by an overview of the two-tier system of training. Finally, developments of police training in the Polish context are critically assessed to demonstrate the slow, yet undeniable, approach toward professionalisation of police officers in Poland.  相似文献

Stress and fear are inevitable aspects of the police job and may have a large impact on police officers’ decision-making process. Many studies have explored how stress and fear may influence assessments of police officers, especially with regard to the use of force. This article aims to contribute to this research domain by reporting the findings from two empirical studies among Belgian police officers: a quantitative study of police officers’ attitudes towards and experiences with the use of force and a qualitative study on the influence of stress and emotions on officers’ decision-making and assessment abilities and accuracy of shooting. Both studies confirmed that stress and fear are often present in Belgian police practice. One of the main findings is that Belgian police officers are anxious about the consequences of their actions because they know they will be held accountable for them. The pressure that results from this accountability can make it even more difficult for police officers to react to stressful situations. Therefore, we need to look for the right balance in this difficult position, by providing tools that support police officers in making daily decisions, and help them do their job as effectively as possible.  相似文献

Since the 1960s, a substantial body of research has focused on citizens' attitudes toward the police. These studies tap a rather wide variety of outlooks: some ask about specific assessments of the police (e.g., satisfaction with the police in particular incidents), while others ask about more global assessments (e.g., satisfaction with the police in general, police in the community, or police in the neighborhood). Using data obtained through a panel survey of 398 residents of a large midwestern city, we compare specific assessments of police performance with more global attitudes toward the police. We also examine the effects of global and specific attitudes on one another. The results show that the two measures produce similar levels of support for the police. The results reveal further that global attitudes have substantial effects on specific assessments of police performance, and that the effects of specific assessments of police performance on global attitudes are modest by comparison.  相似文献

The past two decades have seen major transformations in the way police departments conduct business. These transformations have impacted all aspects of policing from evidence collection to how officers perform their duties while on patrol. One aspect of policing that is still in the throes of transformation is the role of the police psychologist. Picice psychologists have moved from a beginning of counseling police officers involved in critical incidents (see Kurke & Scrivner, 1995) to a broad range of law enforcement related activities. The traditional aspects of their jobs such as providing assistance to crisis negotiation teams, conducting counseling sessions for officers, and developing and presenting in-service and cadet training are part of an ever-changing picture of the police psychologist. Today's police psychologists operate at all levels of police department. Some of the newer roles to emerge in recent years are organizational and management consulting, counseling crime victims, and coordinating community involvement. This paper provides a framework for looking at both new and old roles of police psychologist and to argue for an expanded and better defined role within the policing profession.  相似文献

While past research has considered the effects of police organizational characteristics on various outcomes, including arrest rates, relatively little research has explored the role of the racial composition of the police and its association with race‐specific arrest rates. Furthermore, no research has explored the association between arrest probabilities for Black and White offenders and police organizational factors. Using data from the 2000 National Incident‐Based Reporting System (NIBRS), the 2000 Law Enforcement Management and Administrative Statistics (LEMAS), and the 2000 decennial Census, the present exploratory study employs multilevel modeling to examine the association between police organizational factors including the percentage of the police force that is Black and arrest probabilities for offenders involved in 19,099 aggravated assaults and 100,859 simple assaults across 105 small cities. Results show that for simple assaults, the relative size of the Black police force is associated with the risk of arrest for both Black and White offenders. Furthermore, departments with relatively more Black police officers are found to have the largest gap in the arrest probabilities for White and Black offenders, although Whites are more likely to be arrested for assaults than Blacks, regardless of the racial composition of the police. Results also show those departments with more written policy directives, relatively larger administrative component, a higher educational‐level requirement, and centralized police departments have the highest arrest probabilities. Implications of these findings and recommendations for further research are discussed.  相似文献

The present inquiry is an attempt to determine the attitudes which adolescents in Canada and the United States have toward the police and the determinants of these attitudes. In addition to providing a diverse sample of youths from two countries, each with unique policing structures and policies, the study represents the first attempt to assess the attitudes twoard the police held by a sample of Canadian adolescents. The sample for the inquiry consists of 869 youths from a rural Rocky Mountain State and three West Coast cities in the United States and 1200 youths from a major metropolitan area on the West Coast of Canada.

To assess the attitudes which adolescents hold toward the police in their respective countries and areas, a 16–item Likert scale was employed along with a series of questions eliciting a variety of social-biographical, experiential (type and extent of contacts with police) information as well as the prestige rating of the police. Analysis of the data indicates that the majority of adolescents in both countries have positive attitudes toward the police, regardless of the type of police force (Canadian RCMP, Canadian Municipal, U.S. Sheriff, U.S. Municipal) they are policed by. In addition, none of the social-biographical variables in either sample contributed significantly to the attitudes which were held toward the police, nor were certain juveniles more likely to have more negative experiences with the police. Rather, the primary determinant of juvenile attitudes toward the police in both countries seems to be the type of contact which the adolescent had with the police. The findings have significant implications for the police literature and police operational policy which are discussed.  相似文献

The purpose of this study is to explore how lesbian, gay, bisexual, and transgender (LGBT) communities perceive the police. Historically, relationships between LGBT communities and the police have been strained due to a legacy of discriminatory actions, although some police agencies have more recently taken steps to build relationships with LGBT communities. A survey was administered to a sample of LGBT and heterosexual respondents (n = 787) to measure perceptions regarding police fairness, policing qualities, policing outcomes, and police interactions with LGBT communities. Across a number of measures and scales, the perceptions of LGBT participants were significantly more negative than those of other participants, including when the variables of race, income, location type (e.g., rural, small town, suburban, urban), prior service as a police officer, and quality of prior interactions with the police, are controlled in multivariate modeling. Implications for police training and policy are discussed, as well as theoretical contexts that frame the results.  相似文献

Theories of procedural justice have emphasized the importance of non-coercive police behavior during encounters in obtaining citizen compliance and promoting police legitimacy. In the empirical research on police behavior, however, non-coercive police behavior has not been examined extensively. With social observations of police–citizen encounters, this study explored the correlates of police initiated non-coercive behavior (such as care, assistance, and advice/requests) in situations involving domestic and non-domestic conflicts. The non-coercive behavior was also examined in comparison with coercive behavior (such as use of verbal force, use of physical force, and arrest). The analyses found that police officers behaved differently in two types of situations, and that citizens’ characteristics such as gender, class, and demeanor had significant impacts on non-coercive police behavior. Implications for understanding police behavior and handling domestic conflict situations are also discussed.  相似文献

This article analyses exchange relationships involving public police agencies and external institutions. It specifies three general forms of exchange (Coercion, Sale and Gift), then observes that, in practice, the three may not be mutually exclusive. It identifies ambiguities that may exist within exchange relationships, and discusses the implications of these for three important aspects of police performance: efficiency or value for money; equity in the distribution of police services; and the legitimacy of the police organisation. The article concludes that managing ambiguity in exchange relations has become a challenge of 21st century policing, and that police are well advised to have elaborate guidelines in place to govern their exchange relations.  相似文献

Public trust has become a critical issue in transitional societies, such as China and Taiwan, where the legitimacy and accountability of the government in general, and legal authorities in particular, have been frequently scrutinized. Based on nationwide random samples, this study tests the explanatory power of three theories, the social structural thesis, the institutional performance thesis, and the cultural thesis, in accounting for public trust in police in China and Taiwan. Results show that Chinese citizens have higher levels of trust in police than do Taiwanese. The higher level of Chinese trust, to a large extent, derives from greater confidence in macroeconomic conditions and satisfaction with government responsiveness. The performance thesis, thus, receives the strongest support. Results also show some support for the cultural perspective that traditional values, such as interpersonal trust, promote trust in police in both societies. Policy implications are provided for enhancing police legitimacy and facilitating police reform in China and Taiwan.  相似文献

A survey of the 100 largest police departments in the United States was conducted to document the experience of police undercover operations and the existence of agency guidelines. Eighty-nine agencies responded, revealing that all 89 conduct undercover activities but only 64 have guidelines for such operations. Types of crimes investigated by police undercover operations, reasons for having or not having guidelines, and regional analyses are offered. One finding is that police undercover guidelines emphasize either procedure or authorization in undercover police work. Of the departments that have guidelines, more emphasize procedure (“how to”) than authorization (“when to”). Questions about this dichotomy and the impact of national accreditation standards are raised for future research.  相似文献

Purpose: To examine whether videos of controversial police interventions shape individual opinion and, consequently, if attitudes towards use of force are malleable in the short-term. Methodology: A self-administered survey was conducted among 248 undergraduate students as part of a larger project on attitudes towards police use of force. Two groups of respondents were asked general questions about the police: one group was shown fictional videos of controversial police interventions just prior to completing the questionnaire; the other was not. Findings: Results strongly suggest that videos of police interventions have significant effects on reported opinions about use of force: the group that watched the videos was more likely to report that the police frequently use force. Implications: The wide distribution of images by police organizations might have unexpected adverse effects on public attitudes.  相似文献

Research on the minority group-threat hypothesis has often found that the percentages of black and Latino populations at the city level have predicted variations in municipal police resources, net of all measured control variables. To date, no study has linked changes in minority representation within a single city over time at the community level to changes in the allocation of police resources. This study tested the hypothesis in 74 New York City police precincts in 1975, 1982, and 1992. It found that increases in the percentages of Latino populations of precincts have predicted changes in police deployment, and the link between Latino populations and police deployment is nonlinear.  相似文献

Studies have repeatedly shown that members of minority groups are likely to hold less favorable perceptions of the police than their white counterparts. Relying on a unique sample of nearly 70 Hispanic immigrants, this study expands current knowledge on correlates of Hispanics’ perceptions of police. Overall, findings of this study indicate Hispanic immigrants of Mexican descent generally hold favorable views of the police. Results also suggest, however, that those who came to the US through illegal channels are significantly less likely to hold positive perceptions of police than those who relocated through legal channels. Furthermore, a preliminary analysis to assess the level of understanding that Hispanic immigrants have of police, including their role and function in American society, was conducted. Findings indicate there is a high level of misunderstanding concerning police services among this population. Based on our results, we discuss policy implications and future directions for research.  相似文献
