Concerns about electoral malpractice have been raised in many democracies in recent years because of errors made in the administration of elections by local election officials (LEOs). This article argues that adopting appropriate policy instruments to manage LEOs is an under-explored method for improving election administration and reducing electoral malpractice. The article provides a case study of the use of performance benchmarking schemes in the UK 2008–2010. Semi-structured interviews were undertaken with 74 LEOs from 41 organisations subject to newly devised performance indicators. The research demonstrates that performance benchmarking can encourage learning amongst local electoral officials and strengthen central control over them.  相似文献

Using private contractors through procurement is common in most public sector areas. Despite the benefits of procurement, officials are sometimes tempted to circumvent procurement regulations. The aim of this article is to examine the strategies used by local governmental decisionmakers to bypass procurement regulations and to analyze the rationality underlying these officials' actions. Interviews, court documents, municipal documents, and newspaper articles describing the actions of Swedish municipal officials concerning special transport service (STS) procurements were collected and analyzed. In a case in which rural municipalities lost regular taxi services after STS procurement, we demonstrate how decisions were driven by pressure from the public and local interest groups, making municipal officials deviate from procurement regulations in striving to secure the existence of regular taxi services. One outcome was that local businesses were given preferential treatment, violating regulations and reducing economic efficiency.  相似文献

Local government restructuring should no longer be viewed as a simple dichotomy between private and public provision. A 1997 survey of chief elected township and county officials in New York shows that local governments use both private and public sector mechanisms to structure the market, create competition, and attain economies of scale. In addition to privatization and inter‐municipal cooperation, two alternative forms of service delivery not previously researched—reverse privatization and governmental entrepreneurship—are analyzed here. Logistic regression on the 201 responding governments differentiates the decision to restructure from the level and complexity of restructuring. Results confirm that local governments are guided primarily by pragmatic concerns with information, monitoring, and service quality. Political factors are not significant in the restructuring process and unionization is only significant in cases of simple restructuring (privatization or cooperation used alone). Fiscal stress is not a primary motivator, but debt limits are associated with more complex forms of restructuring. Restructuring service delivery requires capacity to take risks and is more common among experienced local officials in larger, higher‐income communities. Restructuring should be viewed as a complex, pragmatic process where governments combine public and private provision with an active role as service provider and market player. © 2001 by the Association for Public Policy Analysis and Management.  相似文献

This study explores how local governments and their development partners—that is, donors, non‐governmental organisations and private companies—structure their partnerships as they work together to provide services to communities. Cases of collaboration between four organisations working in the rural water supply sector and six local governments in Malawi are studied. Using a cross‐case qualitative methodology, we illustrate how power and control translate into practices, leading to different levels of local government involvement in service delivery. This study contributes to the literature on cross‐sector partnerships in particular by developing empirically‐based propositions that help explain the dynamic trajectories that partnerships between local governments and their development partners can take. Why do local officials in an authoritarian bureaucracy experiment with policy, even when directed not to do so by central‐level officials? This study suggests that policy experimentation in this institutional environment can best be understood as an interaction between the structure in which local officials are embedded and individual‐level personality attributes. Leveraging a new data set from a series of original surveys with local policy makers in mainland China, conducted between 2016 and 2018, we discern three baseline personality types: authoritarian, consultative, and entrepreneurial. We thereafter examine the individual‐level characteristics of local officials who will innovate irrespective of a centralization of bureaucratic power and interests, as currently experienced under Chinese President Xi Jinping. We find that local policy makers engage in policy innovation when they are more focused on resolving governance problems and that increased risk reduces but does not eliminate their willingness to innovate. Based on these findings, we contend that future studies of policy innovation should use an evolutionary framework to examine the interaction between preferences and selection pressures.  相似文献

Many Indian states have enacted Right to Public Services Guarantee Act that promises the delivery of public services to citizens in time‐bound fashion, failing to which, responsible government officials face financial penalty. Therefore, effective service delivery, an indicator of good and responsive governance, is being attempted to be achieved through a “system of disincentive.” The paper tries to analyze if the system of disincentive is effective in ensuring administrative accountability. The paper is based on primary and secondary data. The primary data were collected as part of an action research carried out in 2012, which was supplemented with secondary data collected for different studies during 2015 and 2016. The paper uses a governance accountability framework to analyze implementation of the Act. The study finds that although success rate of implementation of the Act is quite high, the Act presents a narrow idea of accountability. There are no accountability norms for higher officials and elected leaders who head the public service departments. The study also finds that necessary accountability structures have not been developed and there is a dearth of enabling environment that makes accountability structures effective. The study also finds that, despite the provisions for financial penalty, responsible officials find ways to escape. The study exposes weak points in the implementation of the Act, which can be strengthened to achieve desired outcomes. The study can be an important source for course corrections in the states/countries where right to public service delivery is in effect.  相似文献

Heightened concerns regarding the financial sustainability of local councils have resulted in an increasing reliance by municipal regulators on financial ratio performance benchmarking. However, these benchmarks are often assigned without explicit justification and despite a paucity of empirical evidence. Furthermore, regulators typically allocate a single performance benchmark across an entire local government system despite the fact that individual councils may face entirely different operating environments. Failure to take account of the environmental challenges facing councils can result in inappropriate or unattainable performance benchmarks that may give rise to unintended consequences, such as the well‐documented threshold effects. To address this problem, we develop an empirical method for allocating performance benchmarks with respect to the current level of performance and environmental constraints facing individual local authorities. We demonstrate this technique in a case study using data drawn from New South Wales local authority operating ratios.  相似文献

In many OECD member countries, quality awards have become an important benchmarking instrument for public and especially private sector organizations. Quality awards pursue two main goals: one is to introduce elements of competition in areas of the public and the private sectors that lack of market competition; the other is to encourage organizational learning. The problem is that in a public sector context these aims seem to be mutually exclusive. The aim of the article is to show quality award organizers how to realize the full potential of quality awards by making the appropriate choices in the design of a public sector quality award. The conclusion is that the stage of public sector quality management and the degree of ‘publicness’ of the public sector in a given country will influence the competition‐inducing and learning effect of a national quality award in an adverse way. Nevertheless, the negative effects on one or the other element of quality awards can be counterbalanced by the appropriate choice of the scope of the quality award, the area to be evaluated, the evaluation criteria as well as the benchmarking concept. Last but not least, quality award organizers should keep in mind that quality awards are not a benchmarking instrument for all seasons. Copyright © John Wiley & Sons, Ltd.  相似文献

Horizontal coordination is a focal topic in contemporary public management. However, greater attention has been given to developed states while developing countries struggle to improve the quality of public service delivery amidst skills shortages and siloed organisations. This article presents a foreign‐funded training programme designed to promote horizontal coordination at the most local level of government in a developing country, Sri Lanka, and analyses the factors that contributed to its success. Using data collected through participant surveys, focus groups, and programme‐related projects, the article shows how the formation of a “locally directed, donor‐supported” programme aligned with national development priorities that enabled the country‐level partner institution to deliver a programme that improved horizontal coordination and enhanced delivery of public services. Although findings confirm the importance of contextualising programme design, content, and delivery for achieving aid effectiveness, a novel conclusion was that the participation of elected officials alongside career public servants greatly contributed to the programme's success by creating new levels of trust and facilitating more productive working relationships between key stakeholders, culminating in improved outcomes for local communities. This suggests that elected officials can play a key role in building horizontal coordination in developing nations.  相似文献

Reversing European trends toward the consolidation of local government and the imposition of stronger central controls, the French Socialist government undertook a major legislative programme to restructure French local government. This experience is examined in the light of early Socialist commitment to municipal Socialism and their return to power in the Fifth Republic using their local power base. Local reform posed three dilemmas for the Socialists: how to avoid turning local government over to the extreme left or autogestion forces in the party; how to meet the economic demands of locally elected officials without losing fiscal and financial control; and how to enhance decision‐making powers of elected officials at all three levels (municipal, département and region) while also achieving managerial reforms. Their pluralist response was a pragmatic blend of political, economic and budgetary concessions. Participation was enhanced by vigorous efforts to revive voluntary associations; contractual arrangements were devised to put economic programmes for unemployed youth, the elderly and industrial assistance more squarely in local hands; and new managerial methods were coupled to limits on prefectoral powers and budgetary initiatives. The reforms offer important new opportunities for the growth of local government while confirming Socialist dedication to republican ideals.  相似文献

In this article, we study which institutional factors shape citizens' views of the local accountability of their public officials. Our departing assumption is that evaluations of local accountability reflect not only citizens' poltical attitudes and beliefs but also whether local institutions contribute to an environment of mutual trust, accountability and ultimately democratic legitimacy. Combining public opinion data from a large‐N citizen survey (N = 10 651) with contextual information for 63 local governments in Ethiopia, we look at access to information, participatory planning and the publicness of basic services as potential predictors of citizens' evaluations of local public officials. Our findings suggest that local context matters. Jurisdictions that provide access to information on political decision making are perceived to have more accountable officials. Moreover, when local governments provide public fora that facilitate citizens' stakes in local planning processes, it positively affects citizens' evaluations of the accountability of their officials. Our study adds to the empirical literatrure by showing that establishing local institutions that can foster citizen–government relations at the local level through inclusive processes is crucial for improving public perceptions of accountability. This conceptual study proposed that university service quality is of significant influence in guaranteeing education tourist's (edu‐tourist) satisfaction, recommendation intention, and repurchase intention. The study considers the universities as tourism markets that attract edu‐tourists and put forward that the level of service quality provided by institutions can influence on the satisfaction of edu‐tourist and their post‐behavioral intention in an educational tourism context. This paper analyzed several previous studies and discussed service quality factors affecting edu‐tourist's satisfaction and behavioral intentions using various databases such as social sciences and psychology. The theoretical framework of the means‐end approach was used to evaluate service quality dimensions. The findings revealed the most significant factors affecting edu‐tourist's perception of service quality, satisfaction, and behavioral intentions. Overall, the campus facilities perceived to be the most prominent factor in satisfying edu‐tourists. Recommendations for future research relating the crucial determinants of service quality in influencing consumers' behavior are discussed.  相似文献

The fiscal decision of one local government may spill over to other localities, and such externality could justify and inform policy making by a higher‐level government. Theories of municipal bond market contagion postulate that once a local government files for bankruptcy, localities sharing similar characteristics will be perceived negatively by creditors and charged a higher interest rate. In this article, empirical examination of the second‐largest municipal bankruptcy in American history shows no support for general contagion based on geographic proximity. That is, nearby localities did not pay a higher interest rate after the bankruptcy. However, case‐specific contagion formed around borrower‐ and bond‐specific characteristics contributing to the bankruptcy: general‐purpose borrowers and general‐obligation bonds experienced increased borrowing costs after the bankruptcy. These findings have implications for states considering granting authorizations for municipal bankruptcy or providing financial assistance to struggling localities, as well as for local governments planning to access the municipal bond market.  相似文献

Critics of donor‐funded democracy promotion claim that these programs are frequently designed to reproduce social and governmental models drawn from developed countries and imposed on the recipient country without regard to local conditions, with experts parachuted in to provide guidance based on international “best practices.” The critique focuses on first‐generation development with a neutral, technical focus, whereas democracy promotion has evolved toward a more politically engaged approach to programming—what we label as second‐generation and, more recently, third‐generation development practices. We apply this distinction to the area of legislative strengthening (LS) by describing its history from the post–World War II period to the present and provide examples of LS projects to support the argument. The challenge is to combine valuable insights from best practices from decades of experience while adapting them through political engagement with local partners and with bilateral donors.  相似文献

This article examines the issues involved in federal investment budgeting and planning for the acquisition of federally-owned assets. It describes the unique role of the federal government and examines the different issues and reforms prompted by differing types of capital and investment sponsored at the federal level. It suggests that meaningful changes can be instituted in our budgeting practices that can make a difference for our budgetary choices without adopting a full-scale capital budget. It also presents a framework for improving federal agency capital decision making based on a study of practices used by leading state and local and private sector organizations. In this article, we examine the impact of isomorphic pressures on institutional practices, a field that has not been adequately explored and explained. A critical issue, on which this article focuses, is the process by which isomorphic pressures translate into homogenous institutional practices across organizations. Drawing on the case of extravagant position‐related consumption in local governments in China, we identify the sources of isomorphic pressures, how they come to have an impact, in what ways they are manifested and how they are sustained. We find that institutionalized isomorphic pressures may create informal institutional practices in contradiction to formal legal norms. We further analyze the endogenous dynamics behind the formation of isomorphic pressures, which are deeply embedded in the complex web of Chinese bureaucratic relationships. This article is based on 65 in‐depth interviews with government officials as well as relevant government documents and media accounts.  相似文献

The author surveyed newspaper managing editors and municipal finance directors about the effect of newspaper coverage on the accountability of local government budget activities and policies. Using the survey findings, he argues that newspapers are selective about what constitutes news, and that while newspapers receive adequate information from public officials, many reporters and editors lack the training to understand and interpret complex budget activities and policies. A content analysis of newspapers supports the survey findings and presents additional evidence. The result is a weakening of any assessment by the press. Overall, the results challenge the commonly accepted argument that press publicity provides an effective external control over the competence, responsiveness, and accountability of public officials. The article suggests that budget officials can take steps to improve accuracy in reporting and accountability by taking a more active approach with the press.  相似文献

The study has two main purposes. First, the study explores core ethical values and behaviors from the perspective of Thai public service organizational leaders. Second, the study investigates the extent to which public sector leaders in Thailand consider Buddhist-based mindfulness practice to be a potentially effective mechanism for reinforcing core ethical values and behaviors in the public sector in Thailand. Using interview data derived from in-depth semi-structured interviews with 12 senior public sector officials in Thailand, the analysis elicits four dimensions of core ethical values and behaviors that are perceived by Thai public service organizational leaders as central to ethical behavior in the public sector. The study also sheds light on the interviewees' positive perceptions towards mindfulness and the role its associated practices can play in promoting ethical decision making and behavior in the public sector in Thailand.  相似文献

Ethical issues in an influenza pandemic often require local government officials to make unprecedented, complex decisions. Effective planning with significant input from key community stakeholders is required well ahead of time in order to anticipate and mitigate a serious health crisis. The author evaluates the pandemic plans of 28 large cities across the United States using criteria derived from guidelines issued by the U.S. Department of Health and Human Services. The analysis reveals that planning legitimacy can be enhanced by wider transparency and civic engagement, greater opportunities for the inclusion of all stakeholders in decision making, mock community‐wide exercises and drills, as well as more public access to comprehensive emergency planning information.  相似文献

What type of state has emerged in post‐Soviet Eurasia, and what kind of theoretical framework can help us understand its behavior and performance? This article argues that we can usefully understand the logic of political and administrative organization in terms of a kind of “investment market.” Access to the state is frequently determined by actual financial payment. Would‐be officials invest in offices to obtain access to a stream of income associated with an office. This framework represents a novel perspective on the post‐Soviet state, which has hitherto either been premised on modernization theory or emphasized a robustly personalistic logic of political organization.  相似文献
