The literature on the origins of modern terrorism generally acknowledges that terrorism as a recognisable phenomenon had its roots during the latter decades of the nineteenth century and that the first exponents to embrace violence in a systematic way as a strategy to achieve their political ends were the extremist groups of the social revolutionary movement in Russia, particularly Narodnya Volya. Their campaign of terrorist attacks culminated in March 1881 with the assassination of Tsar Alexander the Second and thus both the conceptual and methodological seeds had been sown that led in the following century to the political violence in the characteristic form that we now refer to as terrorism. It is argued here that this unilinear model is flawed as it ignores the seminal contribution to the development of terrorism in the twentieth century made by the extreme Irish nationalist movement. During the years from January 1881 to January 1885 they mounted a series of bomb attacks in cities on the British mainland with the objective of forcing the government to relinquish its rule of the island of Ireland. Their strategy, operational methodology, tactics and targeting were innovative in both concept and execution and in turn they provided a blueprint for the conduct of terrorism that has not changed fundamentally for well over a hundred years. Terrorism, as it manifested itself in the 20th century, owes at least as much to the strategy, tactics and techniques developed and applied in the 19th century by the “physical force” proponents of the Irish republican movement as it does to the more readily acknowledged activities of the Russian revolutionaries.  相似文献

ABSTRACT

How does violence become understood as terrorism? In this article, we show how a narrative approach to the study of violent events offers a conceptually productive way to understand the process of “seeing” an event as a terrorist act, one that explicitly integrates the phenomenology of violence. While the collective practice of defining terrorism in academia and the policy arena has struggled to produce a universal definition, we identify a set of “common sense” characteristics. We argue that if the framing of violent events prominently features these characteristics as discursive anchors, this primes processes of sensemaking toward interpreting violence as terrorism. While terrorism markers are often articulated as being pragmatic and apolitical indicators of terrorist acts, we show that they are indeed at the core of political contests over historical and physical facts about violent events. The narrative approach we develop in this article underscores that intuitive leanings toward interpreting violence as terrorism are a sign of political agency precisely because they are produced through the stories political agents tell.  相似文献

This article explores definitions of terrorism according to various women in the Basque regions of Spain and France. We ask how women in social movements and government institutions define terrorism, how terrorism influences them, and whether they are viewed as victims of violence and/or as political agents who challenge terrorism. We discuss three definitions of terrorism: ethnonationalist terrorism of ETA (Euskadi Ta Askatasuna), state terrorism against ETA operatives and supporters, and terrorismo machista (or intimate terrorism seen as gender violence). The article uncovers multiple women’s lived experiences related to terrorism, and by problematising agency and definitions of terrorism, it challenges the binary in international relations of women as either victims or violent perpetrators of terrorism and it establishes terrorismo machista as political violence closely related to other forms of political violence. We conclude that women are important political agents regarding multiple types of terrorism.  相似文献

An emerging body of literature discusses how restorative justice can contribute to the response to terrorism. This paper expresses concerns about the uncritical acceptance of many orthodox assumptions about terrorism inherent in the search for a “restorative response” to terrorism. When restorative justice embraces the label “terrorism” in what appears to be a politically neutral sense, rather than opening up a critical discussion of realities of political violence and the factors that had propelled it, it may form part of the efforts designed to inculcate “truths” that help control political dissent. With its key aspiration being to restore a presumed healthy order disrupted by terrorist offences, restorative justice may be enlisted to help entrench social relations that led to the violence in the first place. The paper illustrates this danger by examining attempts to use restorative justice techniques by Spanish authorities in the aftermath of ETA or Euskadi Ta Askatasuna (“Basque Homeland and Freedom”) violence. It is argued that rather than searching for a “restorative response” to terrorism, a more adequate framework for restorative justice in the aftermath of politically motivated violence may be found within broader projects of reparation for historical injustices, remembering and political reconciliation.  相似文献

New theoretical approaches have been developed that apply deterrence and coercion to counterterrorism. Critics have suggested, however, that in the particular case of deterring terrorism by threats of punishment, a mismatch exists between deterrent goals and counterterrorism intentions: the twin aims of destroying and deterring a single opponent is logically and theoretically incompatible. These criticisms, however, neglect to take two important factors into consideration. First, threats of punishment in counterterrorism can be applied against a wide assortment of actors involved in and associated with terrorism and political violence. Second, the concept of “intra-war deterrence” suggests ways in which a state can deter certain behavior or a specific form of warfare while engaging in open conflict with that same adversary. In exploring both factors, this article posits that states can gain coercive leverage over different actors involved in terrorism, including organizations with which they are actively hoping to defeat.  相似文献

Does more representative government improve states' ability to fight domestic terrorism? In prior work, democracies are seen as more susceptible to terrorism because their respect for human rights prevents them from fully eliminating terrorist groups. However, such extrajudicial aggression could also alienate large portions of the population and create the ideal conditions for an insurgency. I argue that since terrorism is the lowest-capacity form of political violence, it is natural that states that do best at deterring political violence experience the most terrorism. While representative democracies should see terrorist groups initiate spells of attacks at a greater frequency, full political representation should also galvanize major political actors to unite and eliminate terrorist threats. I test this assertion through statistical models that treat the process of terrorist group initiation and its duration and intensity separately. Results not only show that less consolidated democracies and autocracies experience longer and more intense terrorist campaigns, but that, in support of the theory's mechanisms, groups are more likely to shift to terrorism from insurgency when their political base gains more political representation. The results call the division among research programs of various political violence types into question.  相似文献

ABSTRACT

Recent years have seen an increase in the study of the relationship between gender and terrorism. This article analyzes the relationship between hegemonic masculinity and terrorism through the case of the Kurdistan Workers’ Party (Partiya Karkerên Kurdistan or PKK) and its leader Abdullah Öcalan. Using the method of narrative analysis, the study first examines the concept of hegemonic masculinity. The study attempts to make sense of how the concept of hegemonic masculinity operates within the PKK. To achieve this goal, the study demonstrates the major functions of hegemonic masculinity within terrorist organisations. Accordingly, it is argued that the perspective of masculinity studies can be used to gain a better and highly instructive understanding of political violence and terrorism.  相似文献

The most striking aspect of the current scholarly debate over the political effectiveness of non-state violence is that, upon careful examination, there is not much of a debate to be found. Despite seemingly irreconcilable positions claiming that terrorism and insurgency “work” or “do not work,” varying case selection and thresholds for success lie at the root of these debates, not disagreements over the empirical record. Although this previously unrecognized empirical consensus helps to resolve existing disputes, it relies on single-level strategic frameworks that fail to capture the effectiveness of violence from the perspective of those who employ it. This article presents an alternative concept of political effectiveness based on a two-level framework that accounts for the fact that insurgencies are not unitary actors, but are instead marked by armed groups that pursue strategic objectives that benefit their larger social movements (such as the overthrow of a regime or the withdrawal of enemy troops), while they simultaneously pursue organizational objectives that benefit the groups themselves (such as increasing membership or funding). Empirical analysis of eight paradigmatic campaigns common to studies of insurgency and terrorism across time and space reveals that the two-level framework better captures the political effectiveness of non-state violence than existing single-level models and primes the subfield for powerful new theories that explain greater variation in the use and effectiveness of non-state violence.  相似文献

Strikingly, little systematic study of the relationship between democracy and terrorism has been undertaken. This article addresses this lacuna by laying some groundwork for further analytical study of the issues. It does so, first, by suggesting a family of independent variables related to the concept of political access that might be employed in this research; and second, by introducing a more expansive set of dependent variables, which will help capture the diverse effects of political access on militant group activity. The bulk of the paper examines the variety of causal logics that could potentially connect democracy and terrorist group activity, drawing from five analytical approaches to understanding terrorist motivation evident in the literature. Two major conclusions follow from the analysis. First, the democracy and terrorism debate constitutes not one research question, but many. Second, the prediction that follows from many approaches to terrorist motivation is not that democracy should promote an easy, inevitable lessening of terrorism. Rather, a more refined understanding of when democracy, or other forms of political access, may reduce violence or yield other desirable (and undesirable) outcomes is essential.  相似文献

In this article, we argue that a comparative study of state and non-state terrorism that uses the minimal foundationalist definition of terrorism as its central analytical framework offers a unique and instructive approach for answering the question: “what is terrorism?” To date, most recent comparative case study analyses of terrorism focus on ideologies, political/governance models, structural/contextual enablers, practices, organisational structures, and/or the basis of issues such as trust, belonging, and membership. We uniquely contribute to the growing literature on comparative terrorism studies by comparing and contrasting state and non-state terrorism on the basis of strategic communication vis-à-vis the preparation, execution, and outcomes of political violence (the “terrorism attack cycle”), the instrumentalisation of victims, and fear management. We argue that state and non-state terrorism are co-constituting and co-enabling phenomena, possibly best conceptualised as two bounded and coiled strands of the political violence DNA.  相似文献

Drawing from the work of political theorists, theologians, anthropologists, journalists, philosophers, and contemporary psychologists studying Terror Management Theory (TMT), it becomes possible to see that the concepts of existentialism and ideology may be useful for modern thinkers attempting to understand a problem such as terrorism. Integrating work from these fields makes it possible to see that terrorism may be driven by an existential-terroristic feedback loop: a cycle in which people support or engage in terrorism to alleviate existential anxiety but ultimately find this anxiety exacerbated in the wake of the violence they create or sanction. The loop is closed when this exacerbated anxiety compels them to reaffirm their support of, or participation in, terrorist violence. If this model is valid, then effectively addressing the problem of terrorism requires joining existing U.S. policies with policies that address ideologies. Specifically, policies must aspire to a) mitigate existential anxiety, b) provide a compelling counter-narrative, c) address environmental factors conducive to radicalization, d) prevent the formation of radicalized groups, and e) deradicalize existing ideologues.  相似文献

Alan Gibbons’ An Act of Love and Anna Perera’s Guantanamo Boy offer a poignant treatment of a personal and political desire for vengeance in response to terrorism, and of the consequent erosion of particular communities. This article provides a critical reading of Gibbons’ and Perera’s novels through the lens of postcolonial and terrorism studies. It argues that they can be read as instances of the refashioning of individual and communal identities in response to increased surveillance and disciplinary measures overseen by the British state and shows that the undermining of simplistic dichotomies in these novels is the primary route by which principles of familial and communal responsibility are re-established. From this perspective, the novels are seen to open post-9/11 British social and political relations to postcolonial critique. The article draws attention to the contemporary children’s novel as a socially and politically engaged form that offers powerful fictional interventions into the post-9/11 landscape, where some groups have been affected more than others by the repercussions of acts of terrorism and violence.  相似文献

Scholars maintain that, similar to insurgency, terrorist violence is precipitated by both relative deprivation and state weakness. Yet aggrieved minority groups within a country should turn to terrorism when they are weak relative to the state rather than strong. Empirical evidence shows minority group discrimination and fragile political institutions to independently increase domestic terror attacks. But it remains unclear whether grievances drive domestic terrorism in both strong and weak states. Using data from 172 countries between 1998 and 2007, we find that for strong states the presence of minority discrimination leads to increased domestic terrorism, while for weak states the presence of minority discrimination actually leads to less domestic terrorism. Consequently, increasing state capacity may not be a panacea for antistate violence, as nonstate actors may simply change their strategy from insurgency or guerrilla warfare to terrorism. Efforts to reduce terrorist violence must focus on reducing grievance by eliminating discriminatory policies at the same time that measures to improve state capacity are enacted.  相似文献

Does religion lead to greater destructiveness from suicide terrorism? And if so, how does it influence this form of political violence? Recent analyses of terrorism point to the significance of religion, but are divided as to whether religion itself matters, or certain types of religious terrorist groups are actually driving suicide terrorist violence. This article draws on social movement theory and recent work in the study of suicide terrorism to argue that religion influences the severity of suicide terrorist attacks as an ideology groups use to justify their struggle and gain public support. This effect occurs regardless of a group's goals or organizational nature. The theory is tested using a generalized estimating equation to account for multiple attacks by several groups. The study finds that the religious ideology of a group greatly increases the number of deaths from a suicide attack, even if varying group motivations and structural factors are taken into account. The article helps to clarify the effect of religion on contemporary terrorism, contributing to the study of both terrorism and religion and politics.  相似文献

This analysis begins by exploring various reasons that the concept of terrorism has evaded a widely agreed upon definition for so long despite the efforts of so many writers. Emphasis is placed on the difficulties associated with all “essentially contested concepts.” In addition, the investigation calls attention to such problems as conceptual “stretching” and “traveling.” In an effort to solve the difficulties, the inquiry attempts to determine a consensus definition of terrorism by turning to an empirical analysis of how the term has been employed by academics over the years. Specifically, the well-known definition developed by Alex Schmid, based upon responses to a questionnaire he circulated in 1985, is compared with the way the concept has been employed by contributors to the major journals in the field: Terrorism, Studies in Conflict and Terrorism, and Terrorism and Political Violence. The 22 “definitional elements” of which Schmid's definition is composed are compared to the frequency with which they appear in the professional journals. If these elements appear frequently in both the Schmid definition and those employed by the journal contributors, they are then used to form a consensus definition of the concept. The most striking feature of this academic consensus over the meaning of terrorism is the virtual absence of references to the psychological element, heretofore widely thought to be at the heart of the concept.  相似文献

Terrorism and political violence exist fundamentally as communicative acts; inherently the acts themselves serve to inspire anxiety and fear. As the recipients of such a communicative act, victims of terrorism and political violence serve as the vehicle for the dissemination of these communications to both the intended and broader audiences. Their victimising experience is thus a complex interplay between a profound personal trauma and the political/communicative dimension of the attack. Given this complexity, this article addresses how victims’ needs are understood by victims of terrorism and political violence in both Northern Ireland (NI) and Great Britain (GB). Through engagement with practitioners, victims, survivors, and community activists, this article conceptualises the existing perceptions amongst these different groups regarding needs, the delivery of services to victims in NI and GB, and examines the origins of the different approaches. Results demonstrate that victims’ needs are highly context-dependent at a public level, but relate heavily to the experiences of other victims of terrorism and political violence at a private level.  相似文献

Typologies are ubiquitous in terrorism studies, illustrating their continued appeal as a tool to further our understanding of this form of political violence. Despite this, to date, the promise of an empirically derived typology has largely been neglected. In addressing this gap, this article sets out a typology developed from Social Movement Theory. Using a novel statistical technique to derive a three-dimensional framework for categorising militant groups, the typology incorporates both organisational characteristics and the wider political context. The result is a typology defined by three conceptual constructs: political capacity, war-making capacity, and network capacity. Alongside these organisational features, imposing measures of the wider political opportunity structure reveals eight types of militant organisation. To explore the utility of the framework, a preliminary analysis interprets the typology in light of the presence of wider conflict. That a robust relationship is found between the various types and whether groups were operating in peacetime, civil war, or low-intensity conflict, goes some way to demonstrating its utility as an analytical tool. Conclusions draw attention to the importance of contextualising militant groups in their socio-political setting, and the benefits of combining theory alongside empirical analysis to develop robust characterisations of violent organisations.  相似文献
