Concern about terrorism in, and from, West Africa has prompted both military responses and criticisms of these. Criticism has focused on ‘hegemonic’ international attention to the region, the inappropriateness of a military and a misplaced focus on religion, and specifically Islam, where a range of ethnic, social, economic and historical problems are said to have been the real factors incubating radicalisation and violence—although empirical evidence to support this assertion was absent. We argue that a more nuanced and variegated approach is needed. On one side, contrary to the critics, we show: why international attention is warranted and inevitable, with a specific link to international terrorism (as well as local contexts) since 2001, and why a militarised approach is also relevant; why Islam and a religious focus cannot be completely ignored in assessing militancy and violence in West Africa. On the other, we use original qualitative empirical research to explore beliefs, values and attitudes in the region, which reveals that, across the region, a variety of social issues and perceptions of history are regarded as being salient factors in radicalisation—whether or not that radicalisation leads to violence. Notable among these are a ‘youth bulge’ and youth disaffection and perceptions (no matter their empirical accuracy) concerning the ‘deep history’ of colonialism in the region.  相似文献

This article offers insights into the aggregate patterns of the geographical distribution of professional staff in some of the major international organizations (IOs). Building on the principal-agent framework, I argue that powerful member states seek dominant positions in IOs’ secretariats, in an effort to increase their ability to control them. At the same time, it is often the weakest low-income countries that are the IOs’ primary clients. Over-representation of the most powerful states is likely to lead to functional and legitimation problems for the IOs, in particular with regard to the IOs’ lack of access to ‘soft’ information about the countries in which they operate. Using a newly created dataset covering 19 major bodies of the United Nations family, I identify two aggregate patterns in the geographical distribution of their professional staff. First, the most powerful states dominate IOs’ secretariats. Second, however, many IOs systematically deviate in their staffing practices from this overall pattern, as well as from the existing rules that formalize it, and relatively over-represent also low-income countries. What results is a curvilinear (U-shaped) pattern where both powerful and very poor states are over-represented in many IOs’ professional staff.  相似文献

What factors increase the likelihood of nomination violence? Nomination violence can be an expression of both horizontal conflict, between local political elites, and vertical conflict, between national and local elites. We theorize about factors that may increase the risks of vertical and horizontal conflict and leverage a unique dataset of constituency-level nomination violence obtained from surveys with 464 domestic election observers active in the 2016 Zambian general election. Our statistical analyses show constituencies with an incumbent standing for re-election were more likely to experience nomination violence. Also, contrary to previous research on general election violence, we theorize and find that more rural constituencies had a higher propensity for nomination violence than urban constituencies. Our findings highlight the importance of intra-party power relations and the bargaining relationship between the centre and periphery.  相似文献

This is a study of the increasingly common phenomenon of developing states refusing some or all international aid following serious natural disaster. Aid refusal by the Myanmar junta following a 2008 cyclone is only the most recent prominent example of this practice, and I present here an original dataset of all cases of disaster aid refusal occurring between 1982 and 2006. Through quantitative analysis, I show that although poorer states are indeed less likely to refuse aid than wealthier states, recipient need does not alone drive the decision-making process. Nor are autocratic regimes any more or less likely to refuse aid than democratic regimes. Rather, just as recently transitioned states have been shown by other scholars to be particularly likely to engage in military conflict, I find that they are also particularly likely to publicly and explicitly refuse aid and insist on their own ability to handle disaster relief and recovery. Aid refusal, much like aid provision, is at its core a political act.  相似文献

The gassing events in Ferguson, Hong Kong, Istanbul and Syria, among countless other places, have made it clear that policing can no longer be simply understood as a bodily disciplining of individuals, but that the target has shifted to the medium of the air. The air has for a long time been the neglected element of politics. Modern politics historically arises as a practice that is rooted in the soil on which borders are drawn and in which national identities are shaped. This article looks at the ways in which politics is swiftly becoming something that is inhaled, rather than something that occurs on the ground. I argue that we are witness to an arrival of a politics of the air one breathes. This move requires a thinking through the air or what I call an “air-thinking”. The article is set in the context of a growing occurrence of attacks on the breath in the aftermath of the strangulation of Eric Garner earlier last year. His now famous last words “I can’t breathe”, which he repeated 11 times, have unleashed a counter politics that reacts to the state’s tightening grip on what Sloterdijk calls the “negative air-conditioning” of breathing bodies.  相似文献

International funding of civil society organisations within the framework of support for democratisation processes has increased significantly in recent years. Yet this raises a set of questions quite apart from the effectiveness of the activities of the recipient organisations. Who are these groups? Whom do they represent? What effect does international funding have on their organisational workings and their rootedness in their local societies and political systems? This article presents the results of a survey that examined the sources of financing, level of organisation, domestic constituencies, and relationships to political parties of 16 civil society groups in Latin America that received support from the National Endowment for Democracy in 1999. It finds that while the groups demonstrate a remarkable diversity in their sources of funding, all of them receive the lion's share of financing from international donors. The author argues, however, that given the scant possibilities for domestically generated funding, this dependence is to be expected. The article concludes with a series of questions about the meaning of international support for local groups in developing democracies and the potential effects it may have on de-linking such groups from their broader political and party system.  相似文献

The paper offers a historical approach to the problem of future international violence. It begins by arguing that the past can be used to predict the future. The modern European state system (since the fifteenth century) is designated both as an appropriate model and as the background to the present global state system. The history of the European state system reveals periods of war which are designated as probing (low level violence), adjusting (middle level violence) and hegemonic (high level violence); these periods appear to recur in cycles. The paper offers a number of explanations for these cycles and suggests that violence may be functional in the state system as a means of accomodating changes in power. The duration of these cycles may be interpreted as the time required for such power changes to occur. War would appear necessary in a state system which combines moderate change with moderate stability; it might be avoided only if the system were to move to the extremes of non‐change or continual change, the first risking stagnation, the second chaos. A projection of these cycles into the future implies that the last quarter of the twentieth century will be characterized by adjusting wars, followed by a generation of probing wars, then a generation of hegemonic wars, etc. Although mixed and difficult to evaluate, some signs may confirm this prediction. Thus the historical record may indicate that international violence is likely to increase in the last quarter of the twentieth century.  相似文献

This article explores how different types of governance systems shape different forms of political violence. We identify four governance types by combining the “institutional” dimension of coalition size represented by a minimum winning coalition (MWC) and the “ethno-political” dimension represented by the size of ethnic groups participating in the governing coalition. This study hypothesizes that (a) an exclusive system (small MWC; narrow-based ethnic coalition) is likely to engender civil war, (b) an oversized system (small MWC; broad-based ethnic coalition) is likely to generate a coup, and (c) an undersized system (large MWC; narrow-based ethnic coalition) is likely to stimulate riots or protests. Statistical analyses confirm all three hypotheses, implying that opposition groups choose alternative forms of conflict that maximize their chances of accessing power under different governance configurations. The article concludes by identifying three possible paths toward inclusive governance and suggesting that institutional reform before ethnic inclusion makes a transition toward inclusive governance far less dangerous.  相似文献

The purpose of this paper is to advance our understanding of how negativity affects voters’ assessments of the positions candidates take on issues. We argue that the inferences people make about candidates’ positions on issues differ depending on whether the information they encounter comes from attack or self-promotional statements. Specifically, we posit that attacks offer two pieces of information to voters—insight into the positions of the target and the sponsor—whereas, positive information only affects perceptions of the sponsor. Further, we contend that attacks offer important correctives to candidates’ often misleading self-promotional claims. By drawing attention to the differences between the informational content of negative and positive appeals, we offer new insights into the inferences voters make about candidates’ positions on issues. We support these claims using data from an internet-based experiment employing a nationally representative sample of nearly 4,000 people. The paper concludes by teasing out a series of implications that arise from these insights.  相似文献
