This paper analyzes attitudes of women enrolled in secular and religious universities in the capital cities of Kyrgyzstan and Tajikistan toward family life and the role of Islam in the private and public sphere. Survey data indicate that women from both types of universities in both countries sympathize with retraditionalization, or “a return to traditional values, family life, and religion, which entails, in part, women being moved out of the work force.” Thus far, there is no statistical evidence of this phenomenon in the literature. Sympathy for retraditionalization is unfolding in the context of ongoing economic uncertainty that has plagued Kyrgyzstan and Tajikistan since the Soviet Union's collapse, and its manifestations produce political responses. I argue that Kyrgyz and Tajik elites push a particular gender norm implying female secularization to counter expressions of retraditionalization among young women. In conclusion, I highlight counterintuitive findings of the survey regarding Islam's role in Central Asian society and discuss collective versus individual acts of resistance to female secularization policies in Kyrgyzstan and Tajikistan.  相似文献

Nigeria, a very fragile country, is constantly teetering towards dissolution. For several decades post-independence, the country has been plagued by protracted disputations among the diverse ethnic nationalities, which have been attributed to the inadvertent merger of the Northern and Southern protectorates in 1914 by the British colonialists. Since the merger, there has been intense unrest among the various ethnic groups with tensions for greater resource control and self-determination. The country has also witnessed the intense politicisation of religion in ways that have continued to aggravate the deepening antagonism between Christians and Muslims, further broadening already existing fault lines. The longdrawn-out bickering has led to calls for a renegotiation of the terms of cohabitation among the various ethnic nationalities; and this has given rise to the “national question”, a term used to describe the quest to review the dilemmas associated with accommodating multipleidentity communities within the framework of a single, integrated, national political system. This article argues that traditional media reportage of the “national question” in Nigeria has been more divisive than uniting. The article proposes the adoption of a peace journalism approach to reporting the “national question” to ensure that members of the various ethnic nationalities consider and value non-violent responses to conflict.  相似文献

In this article, I explore the ways in which District 9 reflects South Africa’s current socio-political transition through the problematical representation of the film’s eponymous slum and its impoverished inhabitants as well as its protagonist, Wikus van der Merwe. Drawing on Giorgio Agamben’s influential ideas of biopolitics, I demonstrate the ways in which the film provides a compelling critique of the effects of neoliberal capitalism on post-apartheid transition and South Africa’s complex geopolitical landscape. In this regard, I analyze how the slum figures as a “zone of indistinction” where political and economic forces combine to produce the paradoxical conditions in which impoverished South Africans are included in a democratic social contract, but are simultaneously excluded from the socioeconomic benefits that it promises.  相似文献

Abstract

We provide a schematic history of contemporary Estonian political parties, 1987–99, in which we specify dates of party origin and subsequent fissions and fusions of some fifty movements and parties, and we briefly discuss some important factors and features in party formation. Our analysis begins with the seminal 1987–94 period that marked the rebirth of Estonian democracy, with an extension to two subsequent parliamentary elections (1995 and 1999). We argue that the early phase of Estonian party competition generally exemplifies what we call “kaleidoscopic parties”: parties that form around leaders rather than durable issues and lack any organizational permanency or any real voter attachment. However, the rate of formation of new groups has decreased, and the major parties may be becoming more stable than in the past. While there is some evidence of a left-right patterning now emerging in the political debate in Estonia, the parties have not aligned themselves along such a left-right continuum.  相似文献

Although economic, political, ethnic and religious factors have led to regionalisms and other divides, causing civil strife and civil wars in many countries, in Botswana the north–south divide existed for a long time merely as a political undercurrent. However, the turn of the twenty-first century saw the explosion of issues motivated by perceptions that it was the north–south divide that caused imbalance in the provision of infrastructural development and ethnic inequality. This article traces the north–south divide in Botswana back to the early British colonial enterprise, when it was used for administrative convenience. Although in the post-colony the first president handled the situation pro-actively, his successors abandoned this approach. Regionalism ensued as personal ambitions for power and wealth took political and sometimes tribal dimensions. Ethnic identities were used to bolster campaigns despite the fact that identities in Botswana are multiple and multilayered rather than mutually exclusive.  相似文献

This article looks at the impact of national and European elections on turnout in German local council elections. The focus is first on effects from the timing of local council elections in between two federal elections and second on turnout effects from the combination of local council elections and European parliamentary elections. Starting from considerations about the relationships between high- and low-stimulus elections the article analyses data from 111 German local council elections held between 1951 and 2008. The analyses show first that upcoming national elections do mobilise voters to cast their ballots in regions where local council turnout traditionally is low. Second, combining European and local elections tends to reinforce turnout as well.  相似文献

The fate of the last community of Arabized Jews in Palestine, in the Galilee village of Peqi’in is surveyed. Peqi’in (al-Baqi’a in Arabic) is still known as the “Village of the Four Religions,” because of its unique mix of Jews, Christians, Muslims, and Druze, who lived together for centuries in good neighborly relations. Although the Arab-Jewish conflict might not have seemed relevant to the Peqi’in Jews, who had lived there for centuries, they were ultimately pushed out of the village. This pioneering study describes how the Peqi’in Jews, who had became a symbol for the Zionist enterprise, were forced from their home, although senior Zionist leaders strove to protect them and even made them a test of the alliance between the Zionists and the Druze. The sequence of events is recounted, from the start of the Mandate through the stillborn attempt to return the Peqi’in Jews to the village after the establishment of Israel.  相似文献

For social groups, as for individuals, memory is an important part of their identity. Therefore political parties usually have an instrumental relation to their own party's history whose function is to enhance party identity. The ‘official’ party history normally is inclusive, designed as a composition of party heroes and villains as well as of party achievements which all members and ideological wings can agree upon or, at least, where they can find themselves represented. But sometimes it is hard to agree on history. All wings and currents of Die Linke can agree on Rosa Luxemburg and Karl Liebknecht as symbols; their assassination in January 1919 is commemorated by a demonstration every year. Unexpected intra-party conflicts arose when in December 2006 a stone was placed at the cemetery Friedrichsfelde in Berlin near the graves of Luxemburg and Liebknecht commemorating the ‘victims of Stalinism’.  相似文献

This special section provides a timely reflection on current debates that are of extreme relevance in order to gain a better understanding of the concepts of citizenship and active citizenship in Turkey, by looking at the determinants of civic and political participation, at the patterns of political and civic mobilization and at the orientations of political behaviour. Its originality stands on the specific focus on young people in comparison to other age groups. The different papers remark upon the importance that the reframing of the notions of citizenship and active citizenship have in the Turkish context along with the determinants that make this remark more relevant than ever.  相似文献

Economic grievances that marginalized rural citizens and eroded the Syrian government’s political base are widely considered to have sparked the 2011 uprising. Although the country’s 1980–1982 protests were also blamed on economic factors, commentators to date have largely resisted comparing the events. This article draws parallels between Hama in the lead-up to 1980–1982 and Homs pre-2011, arguing that while there are differences between the uprisings—including the socioeconomic group involved—the root causes of grievance were remarkably similar. Both uprisings followed a redrawing of Syria’s social contract that marginalized a group that had previously had a stake in the Syrian state. In both cases, a new underclass was formed that became the backbone of the political unrest. Although economic factors cannot explain the 2011 uprising in its entirety, this article argues that some of the seed dynamics in 2011 were remarkably similar to 1980–1982.  相似文献

This paper addresses the long debate over the superiority of the performance of family- vs non-family-controlled companies from the contesting perspectives of entrepreneurial familism and managerial capitalism. Publicly listed family- and non-family-controlled companies in Hong Kong have been selected for a comparison of their overall performance. The focus is on Hang Seng Index constituent companies in general, and on two cases in particular: one non-family-controlled bank (HSBC), and one family-controlled bank (BEA). We found that family-controlled companies were not necessarily less competitive than non-family-controlled companies. Specifically, when HSBC and BEA were compared, the latter showed no clear inferiority in operating profit margin and return on assets, even though the former enjoys unparalleled advantages, such as an overwhelming superiority in size, the privilege of issuing notes, and status as Hong Kong’s quasi-central bank. Therefore, we argue that entrepreneurial familism seems to be a resilient source of business dynamism, particularly when family-controlled companies have been repeatedly tested by adverse socioeconomic crises. Based on the finding, it is suggested that governments across the world should provide a favorable institutional set-up to facilitate the development of family businesses.  相似文献

This article considers the problem posed by the need to build policy coherence across the levels of government but with a focus on the strategic role of the centre in the hollow state. It considers the Social Exclusion Unit (SEU) as an example of a structure, the taskforce, designed to meet the demands of coherence-building. It concludes that, far from the centre being hollowed out, resulting in a permanent loss of capacity, there is a growing emphasis in the core executive on strategic co-ordination and the emergence of institutions such as the SEU indicate a counter-tendency to hollowing out: filling in.  相似文献

Previously considered a reforming and promising African country, economically and politically, Uganda has in recent years suffered substantial shrinkage of democratic space. This article argues that two factors have been crucial: the gradual breakdown of minimum political consensus forged under a ‘broad-based’ government which climaxed in a relatively progressive constitution in 1995 and, second, the security imperative accentuated by the war on terror. These two are compounded by the exigencies of incumbent president Museveni’s determination to rule for life, the result being erosion of basic democratic institutions, securitisation of politics, criminalisation of political competition and upsurge in contentious politics.  相似文献

In contemporary Okinawa shamanism and psychiatry are both employed by Okinawans to bring relief from what are understood to be godly or psychiatric interventions in their lives. This paper examines some of the reasons that shamanism is still popular and well-patronized in a society that is part of one of the world's most developed nations. By situating the role of shamans within a historical context, it becomes clear that repression of these women has taken place at a number of junctures in Okinawan history, mainly because they were seen as “backward,” “primitive,” or “too” Okinawan. In other words, their primary identity as Okinawans led those in political power to attempt to remove them from being socially acceptable, forcing them underground as the state reinvented itself to suit broader political strategies. Notwithstanding almost four centuries of discrimination and attempted repression, shamans continue to prosper in contemporary society, using markers of Okinawan identity (in particular ancestor worship) to legitimate their roles as therapists and healers. Patients, too, hybridize both systems today in informed and idiosyncratic ways, moving comfortably between treatment regimes. Both shamans and psychiatrists are perceived as therapists in this article.  相似文献

The private car comes with promises of modernity and comfortable mobility for the growing middle class in Vietnam. Vietnam’s government has also targeted the domestic automobile industry as a “spearhead industry” in an attempt to achieve industrial upgrading. Paradoxically, the government is simultaneously restraining the market for this industry through imposing high taxes and fees on cars, making them available only to a limited number of people. This article discusses the promises and problems of the automobile in Vietnam. It analyses policies related to the development of the automobile industry, and discusses the reasons for the relative failure of the project. The article argues that the failure is linked to weaknesses in Vietnamese development strategies, but also to the potential problems an expansion in car ownership in Vietnam would lead to. The article contends that the car represents a development dilemma between industrialisation and urban mobility, and that environmental, energy and social concerns add to the rationale for limiting car ownership. Furthermore, although forces promoting car-driven industrialisation appear to be gaining ground, the requirements for regional economic integration may challenge the future of the infant automobile industry.  相似文献

Since the beginning of the Great Recession, the issue of European integration has become increasingly salient in many European polities. The European left has adopted a different stance toward European integration, both in terms of economic and welfare‐state integration. On the one hand, radical left parties (RLPs) have always opposed a process of integration dominated by neoliberal logic; on the other hand, the social democratic parties (SDPs) have appeared as one of the main pro‐EU party families, identifying the EU as a privileged space in which to promote the building of a European social model. In this paper, we propose a binary comparison between RLPs and SDPs in Italy and Spain with a qualitative content analysis methodology. Our results show that albeit the crisis brought SDPs closer to a Eurocritical stance vis‐à‐vis the social‐Europe, this dimension along with the political integration are still dividing issues for the RLPs and SDPs families.  相似文献
