Abstract

The forming of alliances on the international scene has reflected a provisional arrangement in the world economy. Amongst such alliances was the formation of BRICS by the five world economies—Brazil, Russia, India, China, and South Africa into what is commonly known as BRICS. BRICS is considered a joint initiative, aimed at shifting conventional norms in international economic and political cooperation to create a new trans-continental platform for these actors. Each member country in BRICS has, in one way or another, reflected growth either through its economy foreign policy, and developmental pursuit. However, South Africa is portrayed by some researchers as lagging behind, when compared to the other member countries. Hence, this study sought to analyse the potential mediumand long-term implications of South Africa's inclusion in BRICS. The study also aimed to underscore the benefits and risks associated with South Africa's membership in the alliance in the area of development; specifically poverty reduction, foreign policy, trade, and global partnership. The researchers collected secondary data to analytically critique the inclusion of South Africa in the BRICS alliance, its benefits, and shortcomings for development in South Africa, and in Africa as a whole. We argue that as a global player under BRICS, South Africa has opened a new vista of opportunities, including transnational gateways to Brazil, Russia, India, and China, with the attendant inflow of infrastructural and developmental investments, enriching educational exchanges and technology transfers. The article concludes by stressing the need for South Africa and other African countries to formulate policies that will drive meaningful development in their respective countries. The authors recommend that African leaders should come up with innate policies that are Africa-centred, that would incite development internally.  相似文献

The task of transforming countries affected by conflict towards sustainable peace has been a persistent problem. In response to growing intra-state conflict in the post-Cold War era, it has become the norm to prescribe a cocktail of liberal democracy and free-market economics as a universal formula for building peaceful societies. South Africa, since its post-democratic emergence into global affairs, has also been active in promoting peace in Africa along similar lines. This article embarks on an exploratory qualitative analysis of South Africa’s peacebuilding engagements in the Democratic Republic of the Congo (DRC). It aims to contribute a better understanding of South Africa’s peacebuilding engagements by utilising the DRC case study to point out areas of convergence and dissonance with the dominant liberal model of peacebuilding. The article finds that, although peppered with successes and failures, South Africa does approach peacebuilding in a unique manner. It also calls for a revision of South Africa’s approach, given the varying levels of success in the DRC.  相似文献

Exploring the complexity of South Africa's and Brazil's ‘like-mindedness’ at the regional, multilateral, and bilateral levels, this article argues that shared middle power roles traceable to the pre-Cold War era and beyond set the scene for a great deal of political complementarity and cooperation at the multilateral level where Brazil and South Africa's shared identities drive an interest in reforming global governance processes. This complementarity does not, however, always spill over to the bilateral level, where trans-societal linkages are still relatively limited compared with state-to-state interactions.  相似文献

By examining the cultural representations of the South Korean notion of the Self/Other in relation to its major traditional enemy — North Korea — this article aims to capture a picture of South Korea’s discursive economy of the North, and to problematise the South Korean identities implicated in that economy in the early 2000s. To achieve these aims, this article focuses on representations of a successful popular South Korean film which was released in 2000, just a few months after the first inter-Korean summit: Joint Security Area JSA. By analytically reading JSA, it is revealed that, in South Korea, the traditional discursive practices based on the Cold War thinking have been eroded. For the South, the North is part of the Self (Korean-ness; love for the North as the same nation) and, at the same time, is an Other (South Korean-ness; contempt for the North as an inferior state). Related to this, South Korea appears to be the uneasy Self without a firm Other in between Korean-ness and South Korean-ness.  相似文献

During the last years of the apartheid state, white South Africa was gripped by a so-called epidemic of family murder. This article examines the body of contemporary press responses to these killings to analyze the persistent assumption made by newspaper and magazine writers that the family murderer was necessarily white, male, Afrikaans, and conservative, and to think about what white family murder meant within the late apartheid imaginary. The explicit performativity of whiteness in South Africa, the injunctions attendant upon white privilege, and the difference between reactions to these deaths and the way in which “black-on-black violence” was conceptualized are combined to illustrate how the understanding of family murder as a primarily white phenomenon reflected South African modalities of race, most particularly of how the idea of whiteness operated in the late apartheid context and how it related to national understandings of violence.  相似文献

Abstract

Genuine, periodic, free and fair elections are one of the key defining features of a vibrant multi-party democracy. They provide a public mechanism for regular peaceful institutional competition for power and the opportunity for people to change, review or legitimise government through their freely expressed will. This article interrogates the behaviour of South African voters using a qualitative analysis of available studies covering the national and provincial elections held in 1994, 1999, 2004 and 2009, and the municipal election of 2011. One of the notable trends is that while the number of registered voters keeps increasing, voter turnout is on the decrease. There are other salient observable tends but they are not the focus of the article. For the purposes of the article the first conclusion is that among the various competing variables influencing voters’ choice of a particular political party in South African public elections, the race issue, however weak some might suggest it is, still looms large and is a dominant factor despite denials by some researchers. Second, in contrast to what obtains in many other African countries, ethnic identity happily has only a marginal influence on South African voters. This second conclusion should however not be regarded as cast in stone, given the ever-changing dynamic nature of people's identity and behaviour as well as the election campaign strategies of participating political parties and the role of the media. Given that there is a complex interrelatedness of ethnic and racial identity and interests, the electorate might well be more sophisticated than many realise.  相似文献

Climate clubs emerged as a concept to revitalise the international climate change negotiations under the United Nations Framework Convention on Climate Change and mitigate the free-riding problem. The underlying idea suggests that countries committed to reducing emissions can advance a stable coalition in the form of a club with other countries. As a result, more countries would put forth targets for more ambitious emissions reductions. This article analyses South Africa’s memberships in current climate related clubs. We contextualise South African climate club governance in its wider geopolitical and national context of low-carbon development. The purpose of the analysis is to identify if and how South Africa can possibly contribute to advancing ambition for change within climate clubs. Furthermore, it advances ideas about possible design options for climate clubs that may appeal to developing countries.  相似文献

Although Nigeria has always promoted multilateral diplomacy in the African context, the civilian administration of President Olusegun Obasanjo made it a cardinal objective of its Africa policy. Through his foreign policy speeches, President Obasanjo emphasised the readiness of his administration to play a leading role in African continental organisation – the African Union (AU). Using data collected through the secondary and interview methods, and thematic analysis, this study analyses Obasanjo’s diplomatic outing in the AU. While there were some encumbrances (such as the failure on occasion to make wider consultations within the AU framework and the absence of a well coordinated inter-ministerial approach to project Nigeria’s leadership in the AU), the paper contends that the administration’s diplomacy in the AU was successful. This showed in the role the administration played in shaping the structures that currently define the existence of the organisation. The transmutation of the Organisation of African Unity (OAU) to AU, the recalibration of its peace and security architecture, and the funding of the organisation benefited immensely from Nigeria’s diplomacy under President Obasanjo.  相似文献

Over the last decade, protest has become an enduring feature of the post-apartheid political landscape. Despite this wave of protest, the African National Congress (ANC) has largely retained its dominant status. The endurance of the ANC’s electoral support in spite of the high levels of protest has led Susan Booysen to conclude that protests in South Africa form part of a ‘dual repertoire’ of political contestation. She argues that protests are used to signal grievances to the ANC between elections but that, ultimately, people remain loyal to the party of liberation. This article interrogates Booysen’s claim through advancing an analysis of voting district and ward-level data in protest hotspots. The article highlights weaknesses in the methodological base of Booysen’s thesis. By analysing the support for the ANC amongst the estimated eligible voting-age population, this article suggests a different relationship between voting and protesting in post-apartheid South Africa.  相似文献

ABSTRACT

Zakes Mda’s novel, Ways of Dying, centers on physical violence and death in black communities during the transition from apartheid to democracy. Rather than look toward a post-apartheid future that is anticipated by so many, Mda depicts the reality of death as the product of the volatile politics of late apartheid, demonstrating through the lives of his characters the ways in which systemic violence persists. Set in the early 1990s, the pervasive experience of death and inescapable poverty is relentlessly depicted, unmasking any illusion of positive transformation. The novel debunks the widely celebrated idea or impression of the country’s transition as remarkable or peaceful; its focus on the tens of thousands killed at the tail-end of apartheid refuses this untruth. Mda invites a critical understanding of black literal death, its horror in the questions about mourning raised, and the structural conditions that confine black lives even as a grand narrative is being told outside this novel’s pages.  相似文献

Chapter 7 of the NDP 2030 articulates a foreign policy vision for South Africa over two decades. While the NDP acknowledges the place of ‘soft power’ in realising this vision, it remains doubtful whether South Africa will indeed take advantage of the enormous gains offered by soft power as a foreign policy lever. This paper examines the role of soft power in achieving the foreign policy mandates prescribed in the Plan. It argues that, like other regional powers such as China, South Africa needs to pay more attention to its soft power attributes if it is to fast-track the successful implementation of its foreign policy ambitions for 2030. We conclude that sustaining South Africa’s rising position and influence in the international system and in Africa, will largely depend on its ability to consciously adjust its foreign policy trajectories – in the long term – in tandem with its soft power resources and competences.  相似文献

In post-apartheid classrooms students sometimes regard systemic racial oppression as distant history. They often note that they “did” apartheid at school. This paper considers how teaching Toni Morrison’s Beloved can prompt a profound self-examination in both black and white South African students. Beloved demands the active participation of the “born free” generation in a deliberate, serious engagement with the traumatic historical past. Furthermore, Morrison’s interrogation of white behavior, white constructions of black people, and the threat of racialized violence that whiteness contains within it, can productively challenge white racial identity. Teaching this novel has provided some insight into the continued articulation of white privilege and aversive racism among white South African students. Some are unnerved, express resistance, or refuse the novel’s inquiry into race. I discuss how I encourage my students to heed Morrison’s call to engage with historical memory so as to move towards a more viable future.  相似文献

World politics tend to go through cycles of long periods of stable borders followed by bursts of secessionist movements. For this reason, it is important to examine whether the two recent cases of secessionism in the Northern Hemisphere symbolise such a turn in world politics. After reviewing the Catalan and Kurdish secessionist movements, the article turns to the history of secessionism in order to distil comparative insights and lessons. The main part of the article examines six categories of secessionism in Africa. In particular, the emphasis is on highlighting the various historical patterns of self-determination and border change in Africa. The final part is a comparative reflection on the future of secessionism in Africa.  相似文献

ABSTRACT

Despite their recognised democratic successes, Botswana and South Africa have had ambivalent experiences with liberal democracy. It is contended that they fall somewhere in-between what scholars refer to as electoral and liberal democracies; dominant party systems within Carothers’ ‘gray zone’. Two explanations are offered. The first relates to the underlying political culture of the ruling elite: the liberal democratic values of the founders and early elites of both the African National Congress (ANC) and the Botswana Democratic Party (BDP) were never fully embedded; instead, their political cultures were influenced by traditions and ideologies with illiberal values. The second explanation focuses on a key feature of a liberal democracy – restraining of power, namely through encouraging an autonomous civil society and limiting executive access to the state. It is argued that for fear of losing their dominant positions, the ANC and the BDP resist restraints on their access to state power.  相似文献
