The article examines the interrelationship among propaganda, effect, and the Cold War during congressional debates over America's first peacetime propaganda program. Although the rise of the communication research paradigm affected the production of statistical evidence to measure the effectiveness of America's Cold War propaganda, this case study argues that the “war of words” metaphor further heightened the need for empirical proof of America's status in that conflict, Just as with any physical battle that relies on body counts and land measurements to determine the success of America's war efforts, the criteria for measuring the status of America's “war of words” were driven by a similar demand for “objective” proof. The longevity of the Cold War helped ensure the institutionalization of the communication research paradigm, which rejected the use of anecdotal evidence as support for the program's impact.  相似文献

Drawing from material in American and British national archives, the Johnson and Nixon presidential libraries, the archives of the International Monetary Fund, and the United Nations record, this article examines the international politics surrounding the June 1972 nationalisation of the Iraq Petroleum Company. The response to the nationalisation reveals a complex relationship between traditional Cold War concerns and the emergence of a Third World challenge to the structure of the post-war international economy: the practice of raw material sovereignty. Although Soviet aid to the Ba'ath government was central to nationalisation, it was far from exclusive. Accordingly, the nationalisation illustrates the dynamism of the Cold War era and places on display important forces that operated independently of Cold War constraints.  相似文献

This article begins via an exploration of Jean Baudrillard's provocative claim that we dreamed of the ‘events of 9/11’ prior to their occurrence. Baudrillard's particular quote is introduced to raise questions about the politics of knowing and un-knowing in International Relations, with specific reference to risk and the “war on terror”. Building on postcolonial scholarship, this article points to the limits of contemporary approaches to risk and offers an alternative methodological approach – one it argues better identifies the power relations that structure the daily forms of knowing and un-knowing that give meaning to and invigorate articulations of risk.  相似文献

This article examines the values and attitudes present within the 2002 video game Tom Clancy’s Splinter Cell, and the methods employed to convey them. It compares the game’s message with the rhetoric contained in the Bush administration’s post-9/11 “war on terror” narrative. A qualitative content analysis of a Splinter Cell “game movie” and gameplay sessions is undertaken to examine the messages communicated through elements of simulation and representation. This article finds that Splinter Cell and the “war on terror” narrative express similar perspectives of terrorism and counterterrorism. First, both exaggerate the physical and normative threat of terrorism, and portray it as overwhelmingly powerful. Second, both sources justify violent counterterrorism action through claims of necessity, urgency and self-defence. Third, violence is consistently portrayed as effective for achieving the desired objective. Finally, violence and military action are represented as simple solutions that ultimately lead to victory over terrorism. The parallels between the messages within Splinter Cell and the “war on terror” rhetoric indicate that the game was shaped by the post-9/11 culture in which it was developed. More significantly, however, Splinter Cell perpetuates and legitimises the “war on terror” narrative by conveying its message through an immersive interactive environment.  相似文献

This article responds to the following research questions: How and why have victims of ETA’s terrorism in Spain become an interest group with significant influence on the political and legislative agenda of the country. The evolution of the associative movement of victims of terrorism is assessed in order to explain the process by which their influence and impact on the political agenda has gradually grown throughout the years. It analyzes the transition from the isolation suffered by victims of terrorism in the early days of ETA’s campaign to the prominent social and political role played at later stages. The factors that motivate and explain their active role as interest groups are looked into, demonstrating different claims and interests with varying degrees of coherence and leverage. The relevancy of victims of terrorism within the anti-terrorist policies of various Spanish governments will be established, as well as the achievements and limitations of such a significant interest group.  相似文献

This article applies functional time use (FTU) analysis towards understanding inequalities in developing countries and the relevant relationships among the use of time, gendered divisions of labour, and the household economy. In so doing, it proposes one way of approaching the development concept of “time poverty”. The findings from an empirical study of an indigenous village in the Bolivian Amazon illustrate a heavier overall labour burden of the female population across all age groups. The paper also argues for FTU analysis as an analytic tool for gender-sensitive analysis with a potential to inform the work of development practitioners.  相似文献

When Britain imposed the “Prevent duty”, a legal duty on education, health and social welfare organisations to report concerns about individuals identified as at-risk of radicalisation, critics argued it would accentuate the stigmatisation of Muslim communities, “chill” free speech, and exacerbate societal securitisation. Based on 70 interviews with educational professionals and a national online survey (n = 225), this article examines their perceptions of how the duty has played out in practice. It then provides an explanation for why, contrary to expectations, not only has overt professional opposition been limited, but there has been some evidence of positive acceptance. It is argued that these findings neither simply reflect reluctant policy accommodation nor do they simply reflect straightforward policy acceptance, but rather they comprise the outcome of multi-level processes of policy narration, enactment and adaptation. Three processes are identified as being of particular importance in shaping education professionals’ engagement with the duty: the construction of radicalisation as a significant societal, institutional and personal risk; the construction of continuity between the Prevent duty and existing professional practices; and the responsibilisation of first-line professionals. The conclusion reflects on the wider public and policy implications of these findings.  相似文献

Academic interest in Muslim youth, Islam, radicalisation and Islamic-inspired terrorism exploded in the aftermath of 9/11, aimed at discovering the connection between Islam and terrorism, radicalisation and terrorism and how to detect and understand those who might become involved in them. Radicalisation as a process has increasingly become associated with Muslim youth, particularly male Muslim youth, as the precursor to Islamic-inspired violence against Western states. In an effort to understand these youths, the radicalisation of, or potential radicalisation of, Muslim youth is linked in the literature to alienation due to living in separate or parallel communities, identity crisis and intergenerational conflict. Because of this, terrorism, radicalism and extremism have become entangled with notions of identity, integration, segregation and multiculturalism, and this entanglement has made being a “Muslim youth” a precarious designation in the United Kingdom. This article examines some of the concepts that are central to the process of radicalisation as it is described in the literature. Using empirical data from a study with Muslim youth, the article examines the realities of the emergence of new transcultural identities and generational change amongst Muslim youth in the United Kingdom as a feature of their lived experience, rather than as evidence of a process of radicalisation.  相似文献

The Jammu and Kashmir dispute of 1947–1949 between India and Pakistan became the first inter-state conflict to be discussed at the United Nations Security Council. This analysis looks at the views of the government and the delegation of Great Britain, one of the five permanent members of the Security Council, on Kashmir through the year of 1948. It argues that the British attitude was determined more by Imperial and Commonwealth strategic and ideological imperatives in South and Central Asia and the Middle East and less by the merits of the cases of the disputants. Operating within the twin backdrop of decolonisation and the Cold War, the British official mind juggled Kashmir's accession to India, India's complaint of aggression against Pakistan, and Pakistan's demand for a plebiscite in Kashmir with an eye to their own hopes and fears in a region that it understood as the key vantage on Communism and Islam.  相似文献

ABSTRACT

In examining the Global War on Terror, the effects of presidential rhetoric on the framing of terrorism has been well documented. However, little previous work links terrorism and its status as an “othered” phenomenon to differential legal prosecution in a post-9/11 era. Using the Prosecution Project data set, we compared “othered” individuals, as defined by a Muslim, Arab/Middle Eastern, and/or foreign-born status, to “non-othered” individuals charged with terroristic felonies. Furthermore, we subdivided the dataset into three analytical time blocks: the George W. Bush administration immediately post-9/11, the latter half of the Bush administration, and the Obama administration. For the first and third time blocks, we found that “othered” individuals were prosecuted significantly more frequently than “non-othered” individuals. These findings call into question the effect of presidential rhetoric and the national framing of terrorism on the legal prosecution of “othered” individuals.  相似文献

Upon entering office, Carter Administration officials placed a heavy emphasis on integrating human rights into United States foreign policy. They also sought to contain festering Arab–Israeli tensions in the Middle East. The intersection of these two issues was the Israeli–Palestinian conflict. This article examines the Administration's attempts to solve that conflict and to bring peace to the region. It argues that policymakers developed a sincere dedication to safeguarding Palestinian rights, but that their understanding of those rights was limited in scope and defined through the lens of United States security and strategic interests. In spite of a good-faith effort to satisfy Palestinian desires while maintaining a constructive relationship with Israel, the Administration ultimately failed to alter the status quo because of regional developments. As Washington's strategic thinking changed, so did the urgency of Palestinian rights.  相似文献
