This article explores definitions of terrorism according to various women in the Basque regions of Spain and France. We ask how women in social movements and government institutions define terrorism, how terrorism influences them, and whether they are viewed as victims of violence and/or as political agents who challenge terrorism. We discuss three definitions of terrorism: ethnonationalist terrorism of ETA (Euskadi Ta Askatasuna), state terrorism against ETA operatives and supporters, and terrorismo machista (or intimate terrorism seen as gender violence). The article uncovers multiple women’s lived experiences related to terrorism, and by problematising agency and definitions of terrorism, it challenges the binary in international relations of women as either victims or violent perpetrators of terrorism and it establishes terrorismo machista as political violence closely related to other forms of political violence. We conclude that women are important political agents regarding multiple types of terrorism. 相似文献

On the basis of cases such as the recent ban on the building of minarets in Switzerland or the prohibition on wearing a burka in France and the Netherlands, and the passage of terrorism legislation in various European countries in which there has never been a terrorism problem, as well as the recent history of counterterrorism in the United States, this paper examines how non-terror can become a terrorism problem and non-risk ideologically risky, while at the same time the real threats go undetected. The international prominence gained by Spanish Prime Minister Jose María Aznar when the George W. Bush administration declared a worldwide ‘War on Terror’ shows the political capital attached to terrorist risk. Countries may act as if afflicted by a case of ‘terrorism envy’ when non-risk may be perceived as political irrelevance. This paper argues that the dynamics of terrorism/counterterrorism should be seen in the cultural context of taboo while displaying the qualities of the Lacanian edge: a self-generating process that simultaneously links and separates them in a ‘non-relationship’ that is constitutive of the entire phenomenon. 相似文献

This article analyses state counterterrorism (CT) policy on two dimensions: its effectiveness and its efficiency. It points out that CT is likely to be effective but inefficient. The material weakness of terrorist groups in relation to their state opponents, and different organisational dilemmas, increases the probability of an effective CT policy. However, states frequently overreact to terrorist attacks, which are valued in normative instead of strategic terms. Hence, they spend more resources on CT than justified by the threat posed by the terrorist groups. The article concludes that CT should be framed as an allocation of scarce resources that could be used in other important contexts. 相似文献

This paper examines John Locke's political theory in order to see if it can offer any important insights into how to deal with international terrorism. The paper begins by outlining the central aspects of Locke's social contract theory and the way that Locke thinks that it is mirrored in international relations. A general definition of ‘state of nature’ and ‘legitimate common authority’ is offered that is then applied to both civil conflict and international terrorism. The situation that nation-states find themselves in with respect to international terrorist organisations is then analysed in terms of these concepts. The United Nations and the European Union are then examined in order to see if they fulfil the criteria of legitimate common authority necessary to deal with international terrorism in a just and unbiased manner. 相似文献

An exploratory framing effects experiment was conducted to test whether three controversial news portrayals (or frames) of the terrorist threat increase subjects' perceptions of the danger. A total of 176 subjects were exposed to one of eight different article treatments. The subjects reported higher levels of perceived threat when the danger was associated with ‘radical Islamic groups’ (as compared to homegrown terrorists) and ‘nuclear’ technology (as compared to conventional weapons). Contrary to conventional wisdom, however, this study also showed that the term ‘terrorism’ itself did not affect the perceived threat. These results provide support for a theory of framing that explains the precise ways in which a particular set of communicating texts (terrorism news frames) influence human consciousness. Further theoretical details, as well as the social and political implications of this study, are discussed. 相似文献

This article examines the effect of blasphemy laws on Islamist terrorism in Muslim-majority countries. Although passed with the ostensibly noble purpose of defending religion, I argue that blasphemy laws encourage terrorism by creating a culture of vigilantism in which terrorists, claiming to be the defenders of Islam, attack those they believe are guilty of heresy. This study empirically tests this proposition, along with alternative hypotheses, using a time-series, cross-national negative binomial analysis of 51 Muslim-majority states from 1991–2013. It finds that states that enforce blasphemy laws are indeed statistically more likely to experience Islamist terrorist attacks than countries where such laws do not exist. The statistical analysis is supplemented with a brief case study of blasphemy laws and terrorism in Pakistan. The conclusion situates the findings in the context of policy. 相似文献

Employing a discourse analytic approach, this paper examines the silence on state terrorism within the broader terrorism studies literature. An analysis of this literature reveals that state terrorism is noticeable mainly for its absence as a subject of systematic academic study. Following the textual analysis, the main finding – the silence on state terrorism within terrorism studies – is subjected to both a first- and second-order critique. A first-order or immanent critique uses a discourse's internal contradictions, mistakes and misconceptions to criticise it on its own terms. In this case, the absence of state terrorism is criticised for its illogical actor-based definition of terrorism, its politically biased research focus, and its failure to acknowledge the empirical evidence of the extent and nature of state terrorism. A second-order critique entails reflecting on the broader political and ethical consequences of the representations enabled by the discourse. It is argued that the absence of state terrorism from academic discourse functions to promote particular kinds of state hegemonic projects, construct a legitimising public discourse for foreign and domestic policy, and deflect attention from the terroristic practices of states. The exposure and destabilisation of this dominant narrative also opens up critical space for the articulation of alternative and potentially emancipatory forms of knowledge and practice. 相似文献

This paper examines terrorism and counterterrorism as they are manifest in the popular culture of the USA and UK, focusing on two contemporary televisual works, namely, 24 and the series named MI-5 when aired in the US or Spooks when broadcast in the UK. I compare similarities and differences in the representation of agents (individuals) and agencies (organisations) involved in counterterrorism, and how such representations impact upon the two democratic polities. State terrorism is a form of terrorism which sometimes occurs when governments implement neoliberal policies lacking widespread support. From 2001 to 2010, the Philippines experienced a wave of assassinations implemented to destroy the infrastructure of the New People's Army, a Maoist group engaged in warfare against the state. These killings, reminiscent of the Phoenix Program in Vietnam, were initiated to eliminate the articulation of a counter-hegemonic project. In studying terrorism, it is essential to examine terrorism carried out by the states. Terrorism must not be confined to acts committed by non-state groups acting against the neoliberal order. 相似文献

Labelling the ‘other’ is one of the most relevant aspects in an armed conflict context. Summarising what the opponent is in one single expression is a strong rhetorical tool in any belligerent discourse. The use of the ‘terrorist’ label assumes a particularly powerful role in such a construction. Employing Ole Wæver's layered discursive structure, this article aims to study the discursive practices and political consequences associated with the use of such labels. The political implications of using the ‘terrorist’ label in regards to the Kurdistan Workers' Party (PKK) in Turkish politics will be analysed as an illustrative case study. The period under analysis extends from April 2007 to January 2008, corresponding to the escalation of a security discourse that led to the (brief) Turkish military incursion in northern Iraq in the winter of 2007–2008. The political exposure and intense usage of the ‘terrorist’ label in this period makes it particularly ripe for understanding the political discursive context that shapes Turkey's policies towards this protracted conflict. The focus on this period also sheds light on the political reasons underlying the intractability of this conflict. 相似文献

India has been a major victim of Islamist terrorism and has long fought against an array of Islamist terrorist groups. Since the 9/11 terrorist attacks, India's previously lonely struggle against terrorism has taken place against the background of the US-led Global War on Terror (GWOT). After outlining India's Islamist terrorist challenge, this article examines India's evolving approach to counterterrorism and how the GWOT has influenced it. It concludes that India has adopted a localized, defensive, law-and-order approach to counterterrorism which has evolved in response to various attacks over the years but still remains seriously underdeveloped. The GWOT has influenced Indian counterterrorism in important ways, although its influence has been subtle and indirect rather than transformative. The GWOT has enhanced Indo-American counterterror cooperation, shaped India's terror environment by launching the war in Afghanistan and enriched Indian counterterrorism with American experience. Just as important, it has also had an impact on India's debate on counterterrorism, civil liberties and human rights. 相似文献

This article presents some of the findings of research on issues surrounding teaching terrorism and political violence at UK higher education institutions. It reports the results of a survey of UK institutions of higher education on their responses to government and other pressures in relation to terrorism. The data show a minority of universities have developed systems, policies or procedures for ‘preventing violent extremism’, while a significant number have developed close cooperation and collaboration with state counterterrorism policies raising potential issues of academic freedom. This article then examines three high-profile cases – incidents where universities, lecturers and students have come under political and legal pressures over the content of terrorism courses or accusations of ‘radicalisation’ on campus. It suggests that these pressures can be and sometimes are resisted, but that they have on occasion effectively narrowed the scope of academic freedom in practise with the danger that a further chilling effect follows in their wake. 相似文献

ABSTRACTDoes the introduction of UN forces impact terrorism? We argue that at least initially, UN peacekeeping missions may significantly shift the local conflict bargaining process, creating incentives for terrorist and insurgent groups to increase their attacks against civilians. UN missions create a symbolic endpoint to initial negotiations, alter the balance of power between combatants, and may change the relationship between local combatants and the civilian population they rely on for support. We test this argument using monthly data from 12 African countries, analyzing the risk of terrorism at the local level. We find that the introduction of UN forces in an area significantly increases the short-term risk of terrorism, but longer missions in the country reduce this risk. 相似文献

In their dispute with their tenants, in what is known as the Okara Military Farms dispute, army landlords in the Punjab province of Pakistan resorted to state terrorism conducted by paramilitary troops, in alliance with other state agencies, in an unsuccessful attempt to break farmer resistance to attempts to remove their security of tenure. Analysis of the dispute provides strong support for the argument that state violence can, in some instances, be categorised as a specific form of terrorism. The article, therefore, aims to contribute to the growing literature on state terrorism which has been neglected as a legitimate and important topic for scholarly inquiry. 相似文献

Conservative terrorism scholars have made the claim that the media have become a propaganda tool for terrorists and sympathetically portray terrorist activities. This article provides quantitative and qualitative data from Time magazine in 1986 suggesting that this view is mistaken. News production is treated as a social process that both informs and obscures, rather than as a neutral process that simply provides ‘objective’ facts. The results of the investigation reveal seven ways in which ideology is manifested in the terrorism news: semantics, language, headlines, social and historical context, treatment of objectives, trivialization, and amplification of violence. The ideological uniformity and lack of diversity apparent in terrorism news suggests that this kind of treatment results in a lack of understanding of the media/terrorism relationship and serves to support conservative views about the nature of terrorism and appropriate responses to it. 相似文献

ABSTRACTHow does violence become understood as terrorism? In this article, we show how a narrative approach to the study of violent events offers a conceptually productive way to understand the process of “seeing” an event as a terrorist act, one that explicitly integrates the phenomenology of violence. While the collective practice of defining terrorism in academia and the policy arena has struggled to produce a universal definition, we identify a set of “common sense” characteristics. We argue that if the framing of violent events prominently features these characteristics as discursive anchors, this primes processes of sensemaking toward interpreting violence as terrorism. While terrorism markers are often articulated as being pragmatic and apolitical indicators of terrorist acts, we show that they are indeed at the core of political contests over historical and physical facts about violent events. The narrative approach we develop in this article underscores that intuitive leanings toward interpreting violence as terrorism are a sign of political agency precisely because they are produced through the stories political agents tell. 相似文献

Does religion lead to greater destructiveness from suicide terrorism? And if so, how does it influence this form of political violence? Recent analyses of terrorism point to the significance of religion, but are divided as to whether religion itself matters, or certain types of religious terrorist groups are actually driving suicide terrorist violence. This article draws on social movement theory and recent work in the study of suicide terrorism to argue that religion influences the severity of suicide terrorist attacks as an ideology groups use to justify their struggle and gain public support. This effect occurs regardless of a group's goals or organizational nature. The theory is tested using a generalized estimating equation to account for multiple attacks by several groups. The study finds that the religious ideology of a group greatly increases the number of deaths from a suicide attack, even if varying group motivations and structural factors are taken into account. The article helps to clarify the effect of religion on contemporary terrorism, contributing to the study of both terrorism and religion and politics. 相似文献

In this article we offer a first attempt at providing a set of universal grading criteria for determining on what basis, and how far, an item of discursive content can be considered “terroristic.” In doing so, we draw loosely on the existing COPINE scale for child abuse images. The scale described in the article is not intended to reflect actual risk of engagement in terrorist violence, nor is it intended to have evidential validity in relation to offenses in certain jurisdictions relating to “terrorist publications.” Rather, by formalising assumptions which seem already to be latent in the literature on terrorist use of the Internet, it aspires to serve as a starting point for a more methodologically coherent approach to relationships between content—particularly online content—and terrorism. 相似文献
