ABSTRACT

Recent scholarship and policy doctrine alike have identified local legitimacy as an important ‘success factor’ in peacekeeping – but like many such calls for greater attention to local dynamics, it is often unclear what local legitimacy actually means, how to analyse it, what causal processes are at work, and what might obstruct the operationalization of well-intentioned policy recommendations for peacekeepers to seek local legitimacy. This article aims to bring clarity to the complex concept of local legitimacy, including the ways in which insights drawn from legitimacy theory developed in very different social contexts can be adapted to the realities of the conflict societies into which peacekeepers deploy. First, it examines what it means to locate the legitimacy of peace operations at the local level, rather than the international. Second, it clarifies the causal links between peacekeepers’ legitimacy and their effectiveness, reviewing scholarship on local legitimacy and its adaptation of broader legitimacy theory. Third, it identifies three important reasons that locally legitimizing peacekeepers is so difficult in practice, distinguishing between the difficulties derived from the particular features of conflict societies and those derived from the institutional characteristics of peace operations.  相似文献

ABSTRACT

The discourse of liberal peacebuilding has often been characterized by critics as a hegemonic discourse, in which power and knowledge are co-constitutive. Influenced by the work of Michel Foucault, an important strand of the literature has demonstrated how epistemic communities have produced knowledge that supports this discourse, while marginalizing other, contrary voices. A ‘local turn’ has sought to uncover what Foucault termed ‘subjugated knowledges’, peripheral voices that were seen as potentially contributing to a more emancipatory peace. This article, in contrast, argues that the explicit and implicit Foucauldian framing of discourse and knowledge is no longer adequate to conceptualize the contested nature of peace and conflict in a rapidly changing international system. In a period of significant geopolitical shifts away from a Western-centric international order, post-Foucauldian discourse theories offer a more productive analytical perspective that makes visible the multiple, competing discourses that attempt to achieve closure in defining meanings of peace and conflict. A theoretical framework that emphasizes discursive contestation rather than unitary domination allows serious consideration of alternative conceptualizations of peacemaking. In particular, theoretical frameworks that highlight contestation make visible an authoritarian, illiberal approach to managing conflict that challenges both liberal and emancipatory conceptualizations of peace and conflict, but is occluded in the current debate over post-liberal peace.  相似文献

ABSTRACT

Interventions aimed at citizenship formation and nation-building in divided and post-conflict societies place great emphasis on promoting and entrenching peace as a cornerstone of economic development and statehood. Such efforts are multi-scalar, encompassing interventions to build democratic institutions and responsible citizens with the pursuit and maintenance of peace at the heart of these ideals. Dominant international pedagogies and policies for liberal-peace-building in divided societies can be used to maintain existing power relations and hierarchies, and may prevent the realization of social (and other forms of) justice while stifling dissent and criticism through exhortations to patriotism, unity, civility, and nation-building. Thus, the ‘goodness’ of peace makes this concept particularly useful as a technique of governance. However, ‘peace’ can also be reworked to suit counter-hegemonic political purposes that open up rather than shut down the question of what peace means. Through an exploration of contestations around the notion of ‘peace’ and its deployment in efforts to promote particular foreign policy agendas we highlight the incongruities in civil society actors’ approaches to peace, and their efforts to achieve sometimes conflicting aims, within divided societies.  相似文献

ABSTRACT

The debate about the funding and support of civil society by government bodies has become a central and politicized issue in many countries. European states in particular have sought to make use of civil society to deliver key supra-national policy aims of addressing economic and social disadvantage, as well as delivering national and territorial outcomes. To this end European structural funding has been used at a regional level to develop and engage organizations and their beneficiaries. One of the key considerations in such activity is the ability of civil society organizations to engage with the funding available, and whether structural barriers exist that potentially prevent organizations with relevant expertise participating. In order to illustrate this, this article investigates how civil society organizations fared in gaining funds from the 2007–2013 European Social Fund (ESF) programmes in Wales, what, if any, barriers were found to exist in acquiring those funds and what this means for the sector in Wales in the context of future funding. The wider significance of this work is in revealing how the structural embeddedness of organizations plays a significant role in determining organizational success in gaining ESF funds, and how this contributes to a cleavage in the sector as a whole. Thus, this article concludes that it is organizations that are structurally embedded that will be most successful in gaining ESF funds, due to their organizational characteristics and their institutionalized relationships with, and receipts from, the state. Other organizations, conversely, are shown to become structurally excluded.  相似文献

ABSTRACT

The study of post-conflict justice and peace incorporates ideas from many disciplines and on a range of topics including justice, reconciliation, democratization, and peace. While diversity is valuable, it can also lead to confusion in theory and practice and so requires close evaluation of how diverse ideas interact, and to what end. This paper begins the systematic examination of such interactions by using new bibliometric software to track citations between two particularly influential literatures contributing to post-conflict theory: the legal and the psychosocial. The paper describes how these traditions interact and the impact on the post-conflict literature as a whole.  相似文献

ABSTRACT

After its hard-won independence in 2011, South Sudan slid quickly into violent conflict and became a theatre of enormous human suffering. This article attempts to answer the question of what went wrong, and what prospects exist for South Sudanese to forge a resilient social contract to build and sustain peace. It employs an analytical framework postulating three drivers of such a contract, at the heart of which is how core issues of conflict that underpin violent conflict and fragility have been addressed. The research findings underscore that the way the ruling elites managed the transition to statehood, the development of exclusive weak institutions, and frail social cohesion have all served to undermine peace and the development of a resilient social contract. Core issues of conflict have not been addressed, witnessed by the eruption of civil war in 2013. While the 2015 Peace Agreement provides, at least on paper, the basis for forging a new social contract that holds promise for sustaining peace, building inclusive institutions and nurturing social cohesion, its realization requires political will, strategic leadership, and a national vision, which are currently in short supply.  相似文献

Abstract

The security situation in Liberia is currently quite good, and at a glance the peacebuilding process seems to be moving ahead. However, the root causes of the conflict have not been adequately addressed, but have in fact become more interlinked in the aftermath of the civil war. Instead of addressing local perceptions of insecurity the international community made plans for Liberia without considering the context in which reforms were to be implemented. The peace in post-conflict Liberia is therefore still fragile and the international presence is regarded as what secures the peace. Still, the UN is supposed to start its full withdrawal in 2010—indicating that the international community will leave the country without addressing the root causes of conflict.  相似文献

This introduction provides a conceptual and theoretical background to the more detailed analyses contained in the articles of the Special Section. The introduction firstly presents a critical overview of the rise of resilience and its increasing role in shaping the terms of international interventions. It identifies a set of interrelated conceptual themes relevant to theorising the relationship between resilience and peacebuilding and evaluates how appropriate a resilience approach might be in promoting sustainable peace and what might be its main dangers and pitfalls.  相似文献

Ecofeminist theory and politics, which originally grew out of the radical feminist movement and peace and environmental movements of the early 1970s, is composed of many voices. Since the 1970s, ecofeminists have emerged in such places as India, with the work of Vandana Shiva, and Australia, with the work of Ariel Salleh, among others, expanding beyond their Western origins. Like feminists, ecofeminists do not claim a single theoretical position and practice. And like feminism, ecofeminism is constantly changing, motivated, in part, by the lively theoretical debates within it. The purpose of this interview is to introduce the reader to ecofeminist philosophy, to explore what ecofeminism is, what ecofeminists' central debates are about, where they are going, and what ecofeminism's possibilities are as a theoretical tool for understanding the underlying structures of social and ecological problems.

Barbara Holland‐Cunz has contributed to ecofeminist theory and politics since the 1970s. She has been an active member in the feminist movement, the anti‐militarist movement, and the anti‐nuclear movement in Germany since 1978. She holds a Doctorate of Philosophy in Political Science from Frankfurt University, where she currently teaches in the Women's Studies center in the Social Sciences Department. Holland‐Cunz' research areas include political theory, philosophy of nature, feminist politics and utopias, and the history of ecofeminism. The courses she teaches include: feminist theory and epistemology, gender in political theory, political strategies and Utopian thought, and ecology and the philosophy of nature. ABSTRACT

In view of a crisis of liberal universalism peace research must reflect on how it is perceived, how peace is constructed in other places and how it can cope with diversity in ordering and peacebuilding. This Special Issue is an attempt to search starting points for peace research in and with Central Eurasia. The introductory concept clears a path through current research questions, normative problems and barriers of knowledge production. Considering ethnographic methodologies, it starts from the local everyday and takes an interest in how actors and institutions in concrete places and multiple socio-spatial configurations navigate conflict and peace.  相似文献

ABSTRACT

Transitional justice and peacebuilding mechanisms have a tendency to reflect the extraordinary nature of conflict. These recognizable mechanisms—official bodies and institutions with preconceived goals and processes—are often inaccessible and undesired. In fact, what is often desired in post-conflict societies is the ordinary: a transition to a ‘new normal’. This article explores the various ways in which Sierra Leoneans practice normality in the post-conflict era. This is done through economic restoration, agricultural activities and religious engagement. Ultimately, these mechanisms are often seen as a more legitimate and meaningful way for many ordinary Sierra Leoneans to move past their war-related experiences and find some sense of peace and justice.  相似文献

Abstract

Security, economic recovery, democracy and statebuilding are seen as tenets of post-conflict peacebuilding in the academic literature. In Rwanda, 15 years of post-genocide peace were built through security, economic recovery and statebuilding, but without democratisation. The result was a repressive peace. The Rwandan case suggests that post-conflict peacebuilding does not require democracy; that elections can reinforce authoritarian tendencies; and that statebuilding can lead to a repressive peace. It also suggests that the repressive peace can be durable, at least in the short to medium term.  相似文献

ABSTRACT

This article argues that inclusion is a key driver of resilient social contracts and a foundation for sustaining peace. Drawing on case studies conducted under the Forging Resilient Social Contracts project and building on the literature on transitions from war to peace and authoritarianism to democracy, the theoretical framework links inclusion to peace sustainability. Interrogating how and why processes of inclusion matter, we argue that resilient social contracting is driven by elite inclusion, societal inclusion and their interactions. Four case-studies illustrate the arguments. Resilient social contracting, findings suggest, allows countries to weather crises and survive to ‘transition another day’.  相似文献

ABSTRACT

Media framing and coverage of contemporary armed conflicts largely focus on the defence of national security and war propaganda. The concept of peace journalism draws on the Galtung tradition and provides a toolkit for opposing war journalism and contributing to reconciliation. By examining the case of media framing of the Nagorno-Karabakh conflict, this article asks whether and why peace journalism is possible in the given political context. Our study of limited peace journalism shows that traditions of war journalism are predominant and points to limitations of liberal instruments in (semi-)authoritarian post-Soviet conflict contexts.  相似文献

Abstract

This paper examines the potential importance of externally-facilitated peace dividends and donor coordination in sustaining peace after the signing of an accord. We extend our previous research on US performance after civil wars to learn if adversary assumptions on peace dividends have additional positive impact when a wider sample of major Western European donors is included. Was the lack of US follow-through compensated for in whole or in part by the extension of development assistance allocations from European allies? We find that cases in which donors provide significant and sustained post-conflict aid are somewhat less likely to return to civil war than those who do not receive comparable assistance. Moreover, we find in such cases that donor coordination reinforced behaviour that encouraged the implementation process, providing an extra incentive for maintaining the peace agreement over the five-year threshold and beyond.  相似文献

Abstract

Community development partnerships (CDPs)—local intermediaries that gather support from foundations, corporations, and the public sector—are giving increased attention to building the capacity of community development corporations (CDCs). This article evaluates CDPs’ efforts to help nonprofit CDCs increase their capacity to revitalize low‐income communities. We identified five types of capacity and conducted interviews and focus groups with CDPs and CDCs across the nation. The nature of capacity and capacity building among CDCs, the ways partnerships help increase CDC capacity, what the partnerships and CDCs learn from each other, and how they could better gauge the effectiveness of capacity‐building support were discussed.

We learned that CDCs and CDPs have forged an effective alliance and continue to work together: Community organizations require help in building capacity, and local partnerships provide the requisite funding, technical assistance, and other elements to help them grow and serve their neighborhoods.  相似文献

Abstract

The NATO bombing of Yugoslavia in 1999 led to the doctrine of R2P, which envisages the use of force in defence of human rights. But as the Kosovo conflict demonstrates, nothing is more destructive of human rights than war. The protection and promotion of human rights should be done through lawful and non-lethal means. This essay argues that citizens and states have a responsibility to peace as much as to human rights because human rights can only flourish in a condition of peace. This essay seeks to restore peace to its proper place in the discussion of international politics and human rights.  相似文献

Abstract

International attempts to build a sustainable peace in Bosnia and Herzegovina have come close to the recommendations of Roland Paris’ conceptual framework of ‘Institutionalisation before Liberalisation’. The international peace mission in Bosnia has, through this approach, largely succeeded in dampening the dangers posed by the democratization process. This is clearly indicated by progress in stabilizing the civil peace and in democratization. However, this study of international policy highlights that, while the general policy approach of the ‘Institutionalisation before Liberalisation’ framework is a sound one, it is important to caution that care must be taken to avoid negative and unintended consequences.  相似文献

The interpretation of the Northern Ireland peace process is highly controversial because it not only has implications for the future of Northern Ireland but ‘lessons’ are also drawn for dealing with terrorism and insurgency globally. This article reviews and critiques key interpretations of the peace process. ‘The Militarists’, Republican Dissidents and Neoconservatives, offer a ‘fundamentalist idealist’ interpretation which leads them to reject political compromise and continue to pursue victory by military means. ‘The Enthusiasts’ are leading figures in the Labour government who champion the outcome of the peace process and recommend ‘talking to terrorists’. ‘The Sceptics’ argue in defence of politics and support the pragmatic realism used to negotiate accommodation. They are critical of ‘The Militarists’ for misinterpreting the peace process and threatening to go back to ‘war’. ‘Sceptics’ welcome powersharing but criticise the ‘Enthusiasts’ for mishandling the peace process and undermining the moderate parties. This has left Northern Ireland with high levels of segregation and economic inequality that prevent the consolidation of peace.  相似文献

Abstract

Set within the complex contemporary context of international interventions, UN peacekeeping operations have now evolved into peace operations. The emergence of the concepts of human security and the responsibility to protect have raised expectations that UN peace operations should deal with both macro and micro level insecurity in conflict and post-conflict situations, especially in the case of failed or collapsed states. Reflecting this development, the question of an appropriate framework in which to conceptualize peace operations has also been debated. This essay considers a conceptualization of UN peace operations from a conflict resolution perspective and analyses the case of the UN Assistance Mission in Afghanistan (UNAMA), using a framework of conflict transformation. It argues that the impartiality of UN operations has been reconceived in terms of the values of ‘human security’ and the ‘responsibility to protect’, making it vital to explicitly articulate the meaning and implications of ‘value-based’ impartiality.  相似文献
