The issues of Kosovo independence and European Union membership have dominated Serbian domestic politics and foreign policy since the fall of Slobodan Milo?evi? in 2000. Despite the lack of formal EU conditionality on the Kosovo issue, Serbia’s insistence on its uncompromising ‘no recognition’ of Kosovo policy has been detrimental to its EU candidacy aspirations. This article examines Serbia’s Kosovo policies in the context of EU integration, in particular the divergence between Serbia’s stance towards Kosovo and its aspirations towards EU candidacy. Considering the negative effects that the Serbia–Kosovo relationship has had on regional cooperation and Serbia’s EU integration, this article considers why Serbia appears to have failed to ‘Europeanise’ its Kosovo policies, i.e. to normalise relations in a way that would be more favourable to accession. In doing so, it examines Serbia’s Kosovo policies since 2000, and the ways in which domestic actors have deliberately manipulated and complicated the question of Kosovo and Serbia’s EU membership.  相似文献

ABSTRACT

Using the concepts of spectres, liminality and aporia as conceptualised by Jacques Derrida, this article offers a critical read to Kosovo’s conundrums with its sovereignty. The main argument of this article is that in the system of sovereign states, Kosovo is permanently entangled in an aporetic situation in that it has to coexist between being a recognised and a contested state; between a legitimate and illegitimate polity; between unequivocally European and permanently detached from the EU. The article relies on longitudinal data gathered from digital and traditional ethnographic research in Kosovo conducted over the past seven years, including a dozen interviews with NGO actors, university professors, and journalists in Kosovo. In its conclusion, the article opens up the debate whether the only way to imagine Kosovo is in it being permanently unfinished, oscillating between meanings, concepts, and statuses.  相似文献

This article challenges the tendency to understand local ownership of statebuilding processes chiefly as a product of how international donors plan and implement reforms rather than of how such efforts are appropriated by local actors. Local ownership is typically described as a quality which is ‘supported’, ‘fostered’, ‘granted’ or ‘stifled’ by foreigners rather than something which is simply taken by the hosts of such interventions. Drawing on the case of British-led police reform in Sierra Leone, the article argues that local authorities exercised ownership by actively drawing their former colonizer into the security sector, thus deepening and prolonging the intervention. This contradicts two common assumptions about local ownership: (i) it is aimed at reducing international influence and (ii) it will be scarcer and more difficult to achieve the weaker the host state. Rather than to control how the police reform was designed and implemented, the principal function of local ownership was to secure a powerful ally in the ongoing civil war and to achieve an outward reorientation of national security.  相似文献

Abstract

Transitional justice and security sector reform are critical in post-conflict settings, particularly regarding the reform of judicial systems, intelligence services, police, correctional systems, the military, and addressing systemic massive human rights abuses committed by individuals representing these institutions. Accordingly, the relationship between security sector reform and transitional justice mechanisms, such as vetting, the representation of ethnic minorities in key institutions, the resettlement and reintegration of the former combatants deserve special attention from scholars. This article presents a comparative analysis of the reform of police and security forces in Kosovo, and explores the causes of different outcomes of these two processes.  相似文献

ABSTRACT

This introduction to the special section argues that Kosovo is important to the West because it is considered to symbolise Western power and efficacy. The intervention, and subsequent statebuilding project, were less about Kosovo, and more about a determination to project a particular image of the West as both benevolent and powerful. Over the past twenty years, the clash between the motivations of the external actors and the aspirations of Kosovo’s citizens have become more apparent catalysing a tension between the official Western narrative which presents Kosovo as a “success” and the reality on the ground.  相似文献

ABSTRACT

This article scrutinises everyday practices of French gendarmes who were sent as international police in UN and NATO missions in Bosnia and Kosovo. Drawing on qualitative material, it argues that their encounters on the ground largely shaped their practices. Rather than melting into the internationalised peacebuilding milieu, gendarmes endeavoured to serve and survey, that is, to establish relationships with civilian populations as a means to collect security-related intelligence for their national government. The sociology of peacebuilding encounters on the ground thus unveils Peaceland’s social divides and invites to take into account the historicity of the peacebuilders’ societies.  相似文献

Abstract

The NATO bombing of Yugoslavia in 1999 led to the doctrine of R2P, which envisages the use of force in defence of human rights. But as the Kosovo conflict demonstrates, nothing is more destructive of human rights than war. The protection and promotion of human rights should be done through lawful and non-lethal means. This essay argues that citizens and states have a responsibility to peace as much as to human rights because human rights can only flourish in a condition of peace. This essay seeks to restore peace to its proper place in the discussion of international politics and human rights.  相似文献

ABSTRACT

Local ownership is one of the popular paradigms of Western development aid. It involves giving more effective control of the design and implementation of development aid to local actors in aid-receiving countries, including governments, non-governmental organizations (NGOs) and local communities. This article contrasts the understanding of local ownership as a top-down process triggered by donors, with an alternative, bottom-up ownership, which emerges spontaneously on the ground. By looking at the case of a local NGO in post-Soviet Tajikistan, the article analyses practices which reveal how the NGO actively takes ownership of development aid through everyday work. This includes fundraising, structuring relations with other organizations competing for donor funding, selecting calls for proposals from NGOs and writing grant applications. Each of these activities involves negotiations of the goals and scope of development work, against parameters imposed by donors. By means of example, the article questions the application of the local ownership paradigm in development work.  相似文献

Abstract

This article evaluates the planning process and initial implementation of the Rule of Law Mission of the European Union in Kosovo (EULEX). It shows that the original intention was to have a smaller presence than the predecessor United Nations Mission in Kosovo (UNMIK). Yet as a result of a lack of settlement on the international status of Kosovo, the European Union ended up with a robust mandate and it was unable to make a fresh start in order to distinguish itself from the United Nations. EULEX has, nonetheless, successfully established itself, but it remains too early for a final judgment.  相似文献

The debate over possible bias in the use of deadly force has recently been exacerbated by highly publicized killings of African American males around the country. While much research has been conducted examining police behavior, little has been done to investigate the impact of race on police behavior. This article aims to answer this question: are white police officers more likely to use lethal force on minority suspects or people of a specific race? To answer this question, the authors construct a data set of all confirmed uses of lethal force by police officers in the United States in 2014 and 2015. They find that although minority suspects are disproportionately killed by police, white officers appear to be no more likely to use lethal force against minorities than nonwhite officers.  相似文献

ABSTRACT

Twenty years of international statebuilding have made little impact on the ‘stateness’ of Kosovo. This article puts this failure in the broader context of the shift from the liberal internationalist assumptions of the late 1990s to the pragmatic realism of today. It does this through the lenses of E H Carr’s classic work The Twenty Years’ Crisis, UN policy thinking on the problematic assumptions of international statebuilding and the diagnoses in David Lake’s 2016 book The Statebuilder’s Dilemma, which sets out three pragmatic alternatives. Conclusion That Kosovo exploded with genocidal violence in 1999 and ultimately prompted outside intervention surprised few—it was a long-festering hotspot but one that fell low on the world politics priority lists, despite the brutal “wars of Yugoslav” succession that engulfed Serbia, Bosnia, and Croatia. But for a relatively small scale conflict in a rather unknown corner of the world, Kosovo’s crisis of 1998–1999 brought with it a host of complex issues that challenge the international community to this day. As with any issue or case in the area of genocide studies, attention and understanding must first go to the dramatic human suffering inflicted upon one group by another. The macro-level political, legal, and ethical discussion and debates swirling about Kosovo should not and must not obscure the powerful and provocative human element at play. First and foremost, the Kosovo issue revolves around how best to save lives following an explosion of genocidal violence. Simultaneously, however, Kosovo in 1999 exploded with ramifications for the future of state sovereignty, the United Nations, and understanding the causes of genocide, nation building, and humanitarianism in the twenty-first century.  相似文献

Abstract

A legislature’s ability to engage in oversight of the executive is believed to derive largely from its committee system. For example, powerful parliamentary committees are considered a necessary condition for the legislature to help police policy compromises between parties in multiparty government. But can other parliamentary instruments perform this role? This article suggests parliamentary questions as an alternative parliamentary vehicle for coalition parties to monitor their partners. Questions force ministers to reveal information concerning their legislative and extra-legislative activities, providing coalition members unique insights into their partners’ behaviour. In order to test our argument, we build and analyse a new dataset of parliamentary questions in the British House of Commons covering the 2010?2015 coalition. As expected, government MPs ask more questions as the divisiveness of a policy area increases. Legislatures conventionally considered weak due to the lack of strong committees may nevertheless play an important oversight role through other parliamentary devices, including helping to police the implementation of coalition agreements.  相似文献

Perspectives are divided on whether decentralization can ease ethnic conflict. This article considers whether asymmetric decentralization reforms in Kosovo have reduced tensions between Kosovo Albanians (K‐Albanians) and Serbs (K‐Serbs). We argue that because decentralization has been linked to Kosovo's sovereignty in the years after the NATO bombings, during the final status talks, and after independence, it has not achieved intended outcomes throughout the territory of Kosovo. Instead of assuaging tensions and generating allegiance to the central government, decentralization has re‐inforced ethnic divisions and strengthened K‐Serb ties to Serbia, particularly in northern Kosovo. Concessions to majority Serb municipalities in Kosovo have been seen by K‐Serbs as a bribe to buy acceptance of independence, while K‐Albanians question their leaders' continued policy of asymmetric decentralization. Since independence, there have been some encouraging developments in southern municipalities, where K‐Serbs have participated in municipal elections organized by Pristina. Based on Kosovo's experience, we argue that policy‐makers must consider the impact of decentralization reforms at multiple levels of conflict. Further, although we find that decentralization may engage minorities in political processes if reforms are attempted after the establishment of a central government, we caution that it must be combined with policies to encourage interaction and dialogue between ethnic groups if it is to assuage conflict. Studies of local law enforcement actions toward immigrants show that while some cities engage in enforcement, many others do not. The extent and determinants of enforcement have been assessed, but these studies have not evaluated the full range of practices, including welcoming practices, toward immigrants. This article introduces the concept of “welcomeness,” develops a framework for measuring it, and, using a nationwide survey of local police departments, examines how widely departments are welcoming (or unwelcoming) to immigrants. The data show that many police departments have consciously and deliberately developed practices intended to foster positive relationships between the police and immigrants and to encourage immigrants to call the police for assistance.

Abstract

This article examines the interplay between security sector developments and national unity in East Timor since the Indonesian occupation ended in 1999. Particular attention is paid to the regional distinction between Loromonu and Lorosae – people from the west and east of East Timor, respectively. In 2006, East Timor experienced a crisis that saw the disintegration of the military and police forces, and widespread violence that led to massive internal displacement. It was during this crisis that the Loromonu–Lorosae distinction first emerged as a major societal cleavage. The article argues that the independence cause and the guerrilla force Falintil had been an important focus of East Timorese national unity in 1999. In the years that followed, however, the implementation of flawed security policies led to new military and police forces that were politicized, factionalized and lacking in cohesion. Prior to the 2006 crisis, the LoromonuLorosae distinction was primarily an issue within the army. As the crisis escalated, however, the violence was to a large extent framed by the east–west dimension, and popular perceptions of the military as ‘eastern’ and the police as ‘western’ hardened. A year after the crisis, little if any progress had been made towards reducing the increased salience of the LoromonuLorosae distinction in society. The main internal security challenges – gang activity, the unresolved issue of the so-called ‘petitioners’, and the destabilizing role played by fugitive former head of military police Alfredo Reinado – all had an east–west dimension. The article also finds that new initiatives aimed at reforming East Timor's military and police forces appeared to be lacking in both depth and relevance for addressing the country's new level of internal division, and its immediate, internal security challenges.  相似文献

ABSTRACT

What does it take to cultivate spies inside an adversary’s forces? I assess efforts by the United States and South Vietnam to penetrate the Viet Cong during the Vietnam War. I offer the first extended account of the United States’ most successful intelligence penetration of the conflict. After initial recruitment by South Vietnam, a mid-level Viet Cong cadre spied for the CIA from 1969 until the end of the war. U.S. experience in this episode and others in Vietnam points up a challenge. Local allies offer expertise in identifying potential informants. But prospective spies view U.S. intelligence as more trustworthy and legitimate than local agencies with dubious operational security.  相似文献

The language of ‘ownership’ is commonly used in statebuilding operations, but it is not clear that the term has either consistency or substance. It certainly does not have its literal meaning, in the sense of rights of possession either of property or a formal stake in an organization, such as shares in a corporation. Instead ownership tends to be used figuratively – much as ‘buy-in’ in this context usually does not suggest an actual financial transaction – to refer in a more vague way to the relationship between stakeholders, with meanings ranging from a sense of attachment to a programme or operation, to (rarely) actual controlling authority. This essay explores how ownership emerged as a shibboleth of the development community and how it has influenced UN statebuilding operations. The emphasis will be on rule of law institutions, but the critique of ownership applies to post-conflict operations more generally.  相似文献
