The 2010 general election threw traditional arguments about electoral reform into chaos: defenders of the status quo suddenly found themselves defending outcomes the existing system is supposed to prevent, while advocates of reform were obliged to praise outcomes arising from current arrangements. This article examines the strengths and weaknesses of first‐past‐the‐post in the light of the 2010 result and asserts that—contrary to many claims—FPTP remains a defensible electoral system. In doing so, the article highlights the peculiar political circumstances attending the last general election, while reminding readers that other recent UK elections, conducted under other electoral systems, have not been free of serious anomalies.  相似文献

In this article, the authors address the recent trajectory of local e‐government in the United States and compare it with the predictions of early e‐government writings, using empirical data from two nationwide surveys of e‐government among American local governments. The authors find that local e‐government has not produced the results that those writings predicted. Instead, its development has largely been incremental, and local e‐government is mainly about delivering information and services online, followed by a few transactions and limited interactivity. Local e‐government is also mainly one way, from government to citizens, and there is little or no evidence that it is transformative in any way. This disparity between early predictions and actual results is partly attributable to the incremental nature of American public administration. Other reasons include a lack of attention by early writers to the history of information technology in government and the influence of technological determinism on those writings.  相似文献

Early interventions are a preferred method for addressing behavioral problems in high‐risk children, but often have only modest effects. Identifying sources of variation in intervention effects can suggest means to improve efficiency. One potential source of such variation is the genome. We conducted a genetic analysis of the Fast Track randomized control trial, a 10‐year‐long intervention to prevent high‐risk kindergarteners from developing adult externalizing problems including substance abuse and antisocial behavior. We tested whether variants of the glucocorticoid receptor gene NR3C1 were associated with differences in response to the Fast Track intervention. We found that in European‐American children, a variant of NR3C1 identified by the single‐nucleotide polymorphism rs10482672 was associated with increased risk for externalizing psychopathology in control group children and decreased risk for externalizing psychopathology in intervention group children. Variation in NR3C1 measured in this study was not associated with differential intervention response in African‐American children. We discuss implications for efforts to prevent externalizing problems in high‐risk children and for public policy in the genomic era.  相似文献

The use of performance management systems has increased since the Government Performance and Results Act of 1993. While these systems share the goal of trying to improve service delivery and participant outcomes, they do not necessarily provide information on the causal (value‐added) effects of a program, which requires a rigorous impact evaluation. One approach for potentially improving the association between program performance measures and impacts is to adjust performance measures for differences across performance units in participant characteristics and local economic conditions. This article develops a statistical model that describes the conditions under which regression adjustment improves the performance–impact correlation. We then use the model to examine the performance–impact association using extensive data from a large‐scale random assignment evaluation of Job Corps, the nation's largest training program for disadvantaged youths. We find that while regression adjustment changes the Job Corps center performance measures, the adjusted performance measures are not correlated with the impact estimates. The main reasons are the weak associations between the unadjusted Job Corps performance measures and participants’ longer‐term outcomes as measured by the evaluation, as well as the likely presence of unobserved factors across centers that are correlated with outcomes.  相似文献

Co‐production is an idea being discussed in the international public management literature but less so in New Zealand and Australia. Co‐production rejects the idea of service delivery to passive users, proposing instead they be treated as active participants in the production of outcomes. As partners in delivery, users bring resources, skills and capabilities to their interactions with providers. Co‐production requires providers to share power and negotiate the interaction. There are strong managerial reasons for adopting co‐production to improve effectiveness and efficiency. But the political reasons for adopting co‐production are even stronger because of trends of many decades towards greater citizen participation. These reasons oblige public managers in Australasia to adopt co‐production in many fields of policy as part of the future.  相似文献

Social impact bonds, known as pay‐for‐success (PFS) initiatives in the United States, have attracted attention as a novel strategy for financing and providing preventive services to the most vulnerable populations. This article provides an exploratory qualitative analysis of the Preschool PFS Feasibility Pilot grant applications and projects initiated by the U.S. Department of Education to encourage state and local exploration of PFS for implementing high‐quality preschool programs. Drawing on the public administration evidence base that informs PFS design, the authors examine the feasibility pilots’ features and investigate why grant applicants saw PFS as a promising strategy for achieving their preschool program goals. The challenges encountered, lessons learned, and perceived viability of fully executed PFS preschool programs are also discussed. Findings show that few projects are advancing toward formal PFS arrangements, with many struggling to overcome constrained capacities, structural and political barriers, and inherent incentives to minimize risk and loss.  相似文献

This article addresses the issue of accountability and transparency in relation to the use of commercial-in-confidence clauses to withhold information. The issue is contentious. On the one hand some like the Senate Finance and Public Administration Reference Committee (SFPARC) argue that: 'Put simply there can be no accountability if there is no information' (SFPARC 2000).
On the other hand, an alternative view is: 'I think that the sanctity of contract ... [is] a fundamental pillar of our legal system, and if private businesses enter into contracts with governments that specify confidentiality, then that ought to be respected' (Paterson 1999).

Despite major interest in issue ownership, what shapes it remains a puzzle. In his pioneering work on issue ownership, John Petrocik emphasises the importance of a party's performance. Recent research acknowledges this by pointing to the role of real‐world problems and incumbency for issue ownership. However, if performance truly matters, it should be difficult to understand the impact of such problems without taking into account the government's response to it. Based on novel data on issue ownership, policy development and government attention across five issues in nine countries over time, the analysis shows that the government's issue‐handling reputation is associated with the policy development, and the government's attention to the problem is important for this association. This is especially true for parties with no history of issue ownership on the issue and if the government is a coalition or in minority.  相似文献

This article uses the 2008 State of the Service survey data to compare the job satisfaction and attitudes toward work of men and women in the Australian Public Service (APS). It shows that up to and including Executive Level (EL) women are significantly more positive than men about their work and the organisation. At Senior Executive Service (SES) level men are more satisfied. The article also looks at the predictors of job satisfaction separately for men and women at each level, and finds that career progression, support for work‐life balance, agency leadership, role clarity and authority and good immediate management are significant contributors for most employees. It suggests that the APS use these findings to identify those areas which need to be developed in order to attract men, and increase the job satisfaction of existing male staff at Executive Level and below.  相似文献

Some commentators have observed that today's Cabinet ministers are younger and less experienced than their predecessors. To test this claim, we analyse the data for Labour and Conservative appointments to Cabinet since 1945. Although we find some evidence of a decline in average age and prior experience, it is less pronounced than for the party leaders. We then examine the data for junior ministerial appointments, which reveals that there is no trend towards youth and inexperience present lower down the hierarchy. Taking these findings together, we propose that public profile is correlated with ‘noviceness’; that is, the more prominent the role, the younger and less experienced its incumbent is likely to be. If this is correct, then the claim that we are witnessing the rise of the novice Cabinet minister is more a consequence of the personalisation of politics than evidence of an emerging ‘cult of youth’.  相似文献

Research into e-government is relatively new. Nevertheless, much contemporary thinking and writing about e-government is driven by normative models that appeared less than a decade ago. The authors present empirical evidence from three surveys of local e-government in the United States to test whether these models are accurate or useful for understanding the actual development of e-government. They find that local e-government is mainly informational, with a few transactions but virtually no indication of the high-level functions predicted in the models. Thus, the models do not accurately describe or predict the development of e-government, at least among American local governments. These models, though intellectually interesting, are purely speculative, having been developed without linkage to the literature about information technology and government. The authors offer grounded observations about e-government that will useful to scholars and practitioners alike.  相似文献

Management tools are often argued to ameliorate public service performance. Indeed, evidence has emerged to support positive outcomes related to the use of management tools in a variety of public sector settings. Despite these positive outcomes, there is wide variation in the extent to which public organizations use management tools. Drawing on normative isomorphism and contingency theory, this article investigates the determinants of both organization‐oriented and client‐oriented management tool use by top public sector executives. The hypotheses are tested using data from a large‐N survey of 4,533 central government executives in 18 European countries. Country and sector fixed‐effects ordinary least squares regression models indicate that contingency theory matters more than normative isomorphism. Public executives working in organizations that are bigger and have goal clarity and executive status are more likely to use management tools. The only normative pressure that has a positive impact on management tool use is whether public sector executives have a top hierarchical position.  相似文献

Voting has been described as a contribution to a public good. Are people who vote frequently therefore more likely to contribute to other public goods? Does partisanship affect how likely a person is to engage in these cooperative behaviors? Although surveys suggest that the answer to these questions is “Yes,” few empirical studies examine these questions using observed behaviors. We examine them in the context of a large‐scale, randomized controlled trial to induce voluntary action in a common‐pool resource dilemma. During a drought in the southeastern United States, pro‐social messages that encouraged water conservation were randomly assigned to 35,000 out of 106,000 households. Frequent voters in primary and general elections (1990–2008) were substantially more responsive to the messages, but there was no detectable difference in the responses of Republican and Democrat households. Our results suggest that internalized pro‐social preferences promote action for the public good across behavioral contexts.  相似文献

Even if competitive markets have shown themselves to be the most efficient organizational form for creating economic efficiency, the question of how they can avoid destructive influence from agents with opportunistic motives remains unresolved. Different institutional approaches have argued that to be efficient, markets need to be embedded in a set of formal and informal institutions. Because such institutions will in the long run make all market agents better off, they are labeled efficient institutions. Contrary to what is argued in neoclassical economics, it is unlikely that such institutions will be created endogenously by market agents because the institutions are to be understood as genuine public goods. Moreover, if such institutions have been established, we should expect market agents to face a collective action problem when sustaining them, leading to the destruction of the institutions. The conclusion is that if left to themselves, markets should be understood as inherently self‐destructive.  相似文献

In recent years, the European continent has witnessed a substantial number of “transboundary crises” – crises that cross geographical borders and affect multiple policy domains. Nation states find it hard to deal with such crises by themselves. International cooperation, thus, becomes increasingly important, but it is not clear what shape or form that cooperation should take. This article explores the growing role of the European Union (EU) in managing transboundary crises. More specifically, it reflects on the different ways in which the expanding contours of the EU's emerging crisis capacity can be organized. Using three “performative dimensions” – sense‐making, coordination, and legitimacy – the article discusses the possible advantages and disadvantages of a decentralized, network model and compares it with a more centralized, lead‐agency model. It concludes that the current network model is a logical outcome of the punctuated and fragmentary process through which EU crisis management capacities have been created. It also notes that the shortcomings of this model may necessitate elements of a lead‐agency model. Such “agencification” of networks for transboundary crisis management may well lead to a hybrid model that is uniquely suited for the peculiar organizational and political creature that the EU is.  相似文献

Using the case study of Oklahoma and a recently developed econometric technique, we examine the impact of right‐to‐work (RTW) laws on state‐level labor market outcomes. Our results show that the passage of RTW laws in Oklahoma decreased private sector unionization rates. Several other state outcomes including total employment rate and private sector average wages, on the other hand, were not affected by RTW laws. The findings for the private sector generally carry over to the manufacturing sector.  相似文献
