Abstract

In the summer of 1977, two journalists, John Barron and Anthony Paul, published a book which in the United States was entitled Murder of a Gentle Land and in Britain Peace with Horror. In both cases the subtitle was The Untold Story of Communist Genocide in Cambodia. The authors are both working at the institution, The Reader's Digest, which publishes a monthly appearing in 32 countries in 13 languages. In February 1977 The Reader's Digest published a summary of their book which thus became available to more than 30 million readers all over the world.

John Treloar's involvement in the Australian War Memorial began in 1917, and he was Director from 1920 until his death in 1952. The idea of a national war memorial serving also as a museum, gallery and library was not his: the credit for that goes to Charles Bean. But there would have been no museum, gallery or library without Treloar's organisational ability and collecting genius. Treloar was responsible at first for collecting a documentary record, but later as the vision expanded, he began to acquire many other kinds of material, including art. It was an unusual challenge for a soldier, public servant, and man who scrupulously distanced his emotions from his work. This article examines aspects of Australia's official and commissioned war art and teases out the relationship between the bureaucrat and the artist. I suggest that the administrative effort involved in the war art schemes has to be recognised as part of the process of cultural production, and that in these circumstances the life of the bureaucrat is as worthy of exploration as that of the artist.

The First World War played a central role in the creation within the United States of an Atlanticist foreign policy elite or establishment, a group of influential Americans drawn primarily from upper class lawyers, bankers, academics, and politicians of the Eastern seaboard, committed to a strand of Anglophile internationalism which to date has received considerably less scholarly attention than that of Wilsonian universalism. The evolution of the Atlanticist Establishment can be traced in the career of Paul D. Cravath, one of New York's foremost corporation lawyers. For Cravath, in his mid-fifties when the war began, the conflict served as an epiphany, sparking an interest in international affairs that dominated his remaining career. Fiercely Anglophile, he strongly supported American intervention in the war, and hoped that close Anglo-American cooperation would be the guiding principle of post-war international organization. In the 1920s Cravath urged the reduction of both German reparations and inter-allied war debts; he also supported United States membership in the World Court. Before his death in July 1940 Cravath, though initially far from optimistic that his country would once more take arms against Germany in the Second World War, was as staunchly pro-Allied as during the previous conflict.

With the end of the Cold War and the further opening of archives, the role of Western communist parties and their relationship with the former Soviet Union has been the subject of fresh scrutiny. This article examines the conviction of the British Labour Government and its security services that the Communist Party of Great Britain represented, at least in the early Cold War period, a "very present menace". The article discusses the policies of the Soviet Union in Europe and the Communist Party in Britain and explores how these shaped the perspectives of the Attlee Government, especially during the London dock strike of 1949. When placed against this background, Attlee's anti-communism can no longer be accepted, as most commentators do, as simply a product of Cold War paranoia.
