Although recent years have witnessed substantial changes in the global aid architecture, less effort has been devoted to investigating the process of implementing those changes. By using the Swedish International Development Cooperation Agency (Sida) as an illustrative and critical case, this article shows how a donor development priority—gender—travels from Stockholm and headquarters to a Paris Declaration‐infused aid practice in three cases with different aid modalities: Tanzania, Zanzibar, and Cambodia. More specifically, the qualitative empirical investigation conducted here shows that the implementation of the new aid architecture puts severe and competing demands on development practitioners. At the core of this tension is the fact that although all donors are supposed to promote partner country ownership, harmonize their efforts with other donors, and align themselves with partner country priorities, results‐based management simultaneously implies not only a focus on continuously measuring and reporting results but also stricter prioritizations on behalf of donor governments. In this article, we explore and discuss the implications and relevance of the concept of co‐production to the design of performance measures. Such a co‐production approach to performance management is grounded upon a conception of public management that emphasizes collective problem‐solving involving not only government officials but also citizens. We argue successful application of such an approach requires that both officials and citizens be cognizant of their role as co‐producers in the process of public service delivery. Whether such a cognitive basis exists in a particular context will affect the utility and viability of the co‐production approach and is an important question that needs to be addressed empirically. To illustrate the importance of the cognitive basis for co‐production, we have conducted an empirical analysis of data collected in a survey in three cities in China. Our analysis suggests that the officials and citizens in the sample generally do not recognize that public administration is a co‐production process involving the efforts of both officials and citizens. Budget transparency has come to be considered a key aspect of governance. Over the past decade, donors have invested increasing resources in strengthening processes through which budget transparency in developing countries can be enhanced. According to the 2008 Open Budget Index (OBI) Report, however, aid dependency and budget transparency appear to be inversely correlated. This article looks at the role of donor agencies in promoting or preventing budget transparency in aid‐dependent countries. It looks at significant correlations across the whole sample of 84 countries covered in the 2008 OBI, and analyzes more specific data for a sub‐sample of 16 aid‐dependent countries, before selecting six countries for which more detailed findings are then presented. All of these countries have implemented reforms aimed at enhancing budget transparency, with substantial donor support. These, however, often had only limited success, partly because they were not well adapted to the local context, and partly because donors put limited emphasis on improving public access to budget information. Donor efforts were also often offset by other characteristics of donor interventions, namely their fragmentation, lack of transparency, and limited use of programme aid modalities such as budget support and pooled sector funding. Statebuilding after conflict often entails liberal peacebuilding measures. The end of the UN mission in post‐conflict Timor‐Leste in December 2012 provides a unique opportunity to investigate statebuilding in practice. The liberal peacebuilding agenda has met with stiff academic resistance—mainly from the critical theorist camp—and is questioned as an appropriate measure of …statebuilding success. We deploy instead the good governance (GG) agenda as a hybrid local‐liberal guide. Drawing on field work, interviews, and secondary documents, we investigate what we see as four key, intertwined and overlapping aspects of GG: state capacity including the establishment of a state bureaucracy, participation and the engagement of civil society, institution building and rule of law, and corruption control and transparency. We note GG provides a useful policy heuristic, while abstract “one‐size‐fits‐all” liberal peacebuilding models, which avoid the complexities of machinery of government issues, the time taken to develop institutions, and historical and contextual environments of countries, are likely to face severe problems. New states may be dependent on external forces to maintain monopoly of violence. This paper assesses the impact of welfare reform's parental work requirements on low‐income children's cognitive and social‐emotional development. The identification strategy exploits an important feature of the work requirement rules—namely, age‐of‐youngest‐child exemptions—as a source of quasi‐experimental variation in first‐year maternal employment. The 1996 welfare reform law empowered states to exempt adult recipients from the work requirements until the youngest child reaches a certain age. This led to substantial variation in the amount of time that mothers can remain home with a newborn child. I use this variation to estimate the impact of work‐requirement‐induced increases in maternal employment. Using a sample of infants from the Birth cohort of the Early Childhood Longitudinal Study, the reduced form and instrumental variables estimates reveal sizable negative effects of maternal employment. An auxiliary analysis of mechanisms finds that working mothers experience an increase in depressive symptoms, and are less likely to breastfeed and read to their children. In addition, such children are exposed to nonparental child care arrangements at a younger age, and they spend more time in these settings throughout the first year of life.  相似文献

Modern Britishness is widely seen to be based on shared values like ‘fair play’, ‘tolerance’, and respect for ‘diversity’. Can such a ‘values‐based Britishness’ be effective as a national binding agent in an era of devolution and globalisation? The idea that a uniquely ‘British’ character is based on shared values of some kind is not new. The contemporary debate is framed by decisions made over a century ago in the Victorian era—when the decisive shift occurred from a British identity based on religious difference to one based on shared moral values. Through political rhetoric, legislation, and the courts, Victorian governments shaped and changed the character of Britishness. The same tools remain available to contemporary lawmakers in shaping a twenty‐first century Britishness that embraces modern universal values, but also defines some more uniquely British emotional connection points around which national identity can be built.  相似文献

Do performance or personal ties (guanxi) matter more in the promotion of local public employees in China? In this paper, we examine public employees’ perceptions of the roles played by merit and guanxi in promotion. We adopt a configurational approach to classify public employees’ perceptions of the reasons for their promotion into four groups: merit‐based, guanxi‐orientated, ambidextrous (both), and fatalistic (neither). A recent survey of 886 public employees shows that around 40% see promotion as merit‐based and 20% as guanxi‐orientated, with 10% perceiving promotion to be ambidextrous and 30% fatalistic. Younger employees with higher rank are more likely to perceive promotion to be merit‐based, whilst highly educated and highly ranked employees with strong public service motivation are more prone to see promotion as ambidextrous. Those who perceive promotion to be ambidextrous are more satisfied with promotion fairness, suggesting that a subtle balance needs to be maintained between merit‐based and guanxi‐orientated promotion channels, rather than rejection of any guanxi element.  相似文献

Since the election of the Rudd Government in 2007 intergovernmental relations have been a major feature of the political agenda. A ‘new federalism’ approach introduced a re‐invigorated Council of Australian Governments (COAG) focused on developing national policies that reflect coordinated and cooperative policy‐making processes. The establishment of COAG working groups provided the means for developing policies that reflect new levels of agreement between jurisdictions and a common approach to reform. The development of the 20% Renewable Energy Target has been one of the first initiatives of this new approach to policy‐making. This research analyses the process behind the development of the target and places it within the context of the post‐Machiavellian approach, and looks at the implications for future intergovernmental relations.  相似文献

The quality of public decision making depends significantly on the quality of analysis and advice provided through public organizations. Champions of “evidence‐informed” policy making claim that rigorous evaluation practices can significantly improve attainment of cost‐effective outcomes. After decades of experience, performance information is more sophisticated, but evaluation practices and capabilities vary enormously. Public agencies gather and process vast amounts of information, but there has been little analysis of how this information is actually utilized for policy and program improvement. This article examines how government agencies use evidence about policy and program effectiveness, with attention to four themes: (1) the prospects for improving “evidence‐informed” policy making, (2) the diversity of practices concerning evidence utilization and evaluation across types of public agencies and policy arenas, (3) recent attempts to “institutionalize” evaluation as a core feature of policy development and budget approval, and (4) the relationships between public agencies and nongovernmental sources of expertise.  相似文献

Organizational theorists have long examined the implications of market‐oriented policies for public agencies. Current research often aims to understand the effects of policies imposed on organizations by external stakeholder groups, but few studies have attempted to gain a better understanding of what mechanisms cause agencies to select into these strategies. The purpose of this article is to understand, first, which factors make an organization more likely to adopt a decentralized, market‐based budgeting system—termed “responsibility‐centered management (RCM)—and, second, whether this type of system has implications for organizational performance. Using data on doctorate‐granting public and private nonprofit four‐year universities in the United States, the authors find that mission, resource dependence, and state party control influence the take‐up of RCM. In terms of effects, RCM creates winners for graduation rates (white students) and degree production (science, technology, engineering, and math departments), which raises questions of equity across groups.  相似文献

This article examines whether the Citizens' Initiative (CI) in Finland has enhanced inclusion in processes of political agenda‐setting. Democratic innovations such as CIs have been proposed as a solution to the challenges facing Western democracies. CIs are expected to increase political inclusion by allowing citizens to set the political agenda and by mobilising otherwise marginalised or passive citizens. However, the empirical evidence on this proposition remains scarce. This study examines the impact of the CI in Finland on political inclusion. It relies on the Civic Voluntarism Model (CVM) to determine whether the CI mobilises citizens who otherwise tend to be less involved in political matters and thereby enhances inclusiveness. The data come from the Finnish National Election Study 2015 (FNES2015), which is a cross‐sectional representative survey conducted in the wake of the national parliamentary elections in April 2015. Logistic regression models are used in the article to examine the relative importance of socioeconomic resources and civic skills, psychological political engagement and recruitment networks. The results show that while users have many of the familiar traits of political activists, the CI also activates marginalised groups. Most importantly, young citizens are likely to support CIs and the Internet constitutes a central recruitment network. In this sense, the CI has helped increase democratic inclusiveness.  相似文献

Location efficient mortgage (LEM) programs are an increasingly popular approach to combating urban sprawl. LEMs allow families who want to live in densely populated, transit‐rich communities to obtain a larger mortgage with a smaller down payment than traditional underwriting guidelines allow. LEMs are premised on the proposition that homeowners in such “location‐efficient” areas can safely be allowed to breach underwriting guidelines designed to prevent mortgage default because they have lower than average automobile‐related transportation expenses and more income available for mortgage payments. This paper employs records of more than 8000 FHA‐insured mortgages matched with data on various measures of location efficiency to test this proposition. The results suggest that it does not hold and that LEMs—like other low‐down‐payment mortgage programs—will raise mortgage default rates. This cost must be weighed against any potential anti‐sprawl benefits LEMs may have. © 2001 by the Association for Public Policy Analysis and Management.  相似文献

The role of Auditors‐General has expanded in recent decades, particularly with the development of performance auditing. Performance auditing originated in the managerialist concern for monitoring results, but in some respects Auditors‐General have found themselves at odds with managerialism, particularly where outsourcing and privatisation have reduced the level of public accountability. Performance auditing has also increased the potential for Auditors‐General to clash openly with elected governments, though for the most part they confine their scrutiny to the activities of public servants. Auditors‐General have more authority to confront governments over matters of propriety than over efficiency and effectiveness issues.  相似文献

The BRICS economies could be considered a world number one trading group in one respect and emerging economies in another. The study applied both Johansen cointegration methodology for the long‐run relationship and Granger causality test for the direction of causality for the period of 1979–2018. The study findings confirmed that the growth‐led exports (GLE) hypothesis model is relevant for India, South Africa, and China, while exports‐led growth (ELG) hypothesis model is relevant for both Brazil and Russia. The growth‐led imports (GLI) hypothesis model is relevant for Brazil, India, China, and South Africa, while import‐led growth (ILG) hypothesis model is relevant for Russia. Hence, based on the findings, we confirmed that trade‐led growth hypothesis is valid. Finally, the results show that domestic and global demand contributes to a larger trade; countries that are labor‐abundant generate employment and foster economic growth.  相似文献

While the majority of research carried out on diamonds and development in Sierra Leone has focused on debates concerning the role that diamonds played in the country's civil war of the 1990s, little attention has been directed towards understanding how the emergence and consequences of ‘new spaces’ for citizen engagement in diamond governance are shaping relationships between mining and political economic change in the post‐war period. Recent fieldwork carried out in two communities in Kono District illustrates how the emergence of such spaces—although much celebrated by government, donors and development practitioners—may not necessarily be creating the ‘room for manoeuvre’ necessary to open up meaningful public engagement in resource governance. The analysis focuses on one recent governance initiative in the diamond sector—the Diamond Area Community Development Fund (DACDF)—which aims to strengthen citizen participation in decision‐making within the industry, but has frequently been at the centre of controversy. In framing and articulating socio‐environmental struggles over resource access and control in Sierra Leone's post‐war period of transition, the article highlights how the emerging geographies of participation continue to be shaped by unequal power relationships, in turn having an impact on livelihood options, decision‐making abilities and development outcomes in the country's diamondiferous communities.
