The Changing Nature … and Costs … of Election Administration

Changes during the last decade have significantly altered the nature of election administration and driven up its costs. Interviews with practitioner representatives from the elections community reveal a number of issues that continue to influence this field. Expense data from two counties illustrate how policy changes affect election costs. Scheduled ending of federal funding threatens a “perfect storm” in election finance that may undermine hard‐won advances from 2000 to 2010. Possible cost reduction measures as well as critical challenges facing election administration are forecast for 2010 and the years ahead.     

Best Laid Plans … The Institutionalisation of Public Deliberation in Scotland

Despite increasing support for participatory and deliberative principles amongst academics, practitioners and parliamentarians alike, efforts to infuse political systems with more inclusive and consensual forms of debate often founder. This article explores this conundrum by examining institutional reforms through the lens of deliberative democracy. More specifically, we scrutinise attempts to institutionalise forms of civic deliberation within the Scottish political system via the Scottish Civic Forum and the Scottish Parliament's committee system. Our analysis tells the story of how these two types of institutional reform, both designed to facilitate the move towards a more participatory and deliberative model of democracy in Scotland, have fared over a ten‐year period. In turn, this analysis allows us to comment on the ways in which deliberative and parliamentary democracy may be integrated.

Letter from North Haven is an essay on American national identity that shows the depth of small town mentalities in American life—no matter that that life is mainly urban and industrial. We move from Chicago School sociology to the Catcher in the Rye; from Bob Dylan to Steven Spielberg; from Jacksonian Democracy to the Tea Party movement. The essay ends by using the example of politics in North Haven, Maine, to call upon the President to revive his campaign by explaining America's problems in the plain style and tangible context of small town USA.     

‘When I find myself in times of trouble …’ : The conditional effect of international organisations on policy convergence

Most quantitative analyses of policy convergence treat transnational communication in international organisations and domestic economic problems as additive factors. By contrast, this article argues that domestic economic problems motivate governments to search for successful policies, while international organisations offer channels for policy learning. Thus, both factors interact, magnifying each other's effects. The argument is corroborated by a quantitative analysis of the privatisation of telecommunications providers in the Western OECD world. A dyadic logit model shows that joint membership in international organisations increases the likelihood of policy convergence if governments face budget deficits. The argument of the article builds a bridge between theories of international organisations and domestic theories of policy making. Theories of the former gain an important scope condition specifying the conditions under which transnational communication works, while exploring the latter gains a theory specifying where new policy ideas come from.
