Mr Cameron's New Language Initiative for Muslim Women: Lessons in Policy Implementation

As the government announces a programme to teach Muslim women to speak English, this article examines how such a policy can be implemented successfully, arguing that lessons can be drawn from both academic research, especially that carried out with Muslim women themselves, and previous successful policy application. It focuses on two projects carried out in the recent past for the Learning and Skills Council (LSC) and Jobcentre Plus, and outlines the key factors that led to their success. The LSC project involved one of the largest in‐depth surveys of Muslim women's attitudes towards work, and their views on life in Britain, that has ever been undertaken. The Jobcentre Plus project was a highly successful and innovative employment training initiative for ethnic minority women piloted in Sheffield, the very kind of ‘targeted’ approach that Mr Cameron has claimed his government's new language initiative will be.     

Race, Ethnicity, and Law Enforcement Profiling: Implications for Public Policy

The proposed Traffic Stops Statistics Study Act of 2001—Title II of Senate Bill 19 of the 107th Congress—was the third consecutive legislative proposal aimed at addressing the perceived problems of racial profiling and police abuse in the detention of minority motorists for allegedly unjustifiable reasons. The measure followed Senate Bill 821 from the 106th Congress and House Bill 118 from the 105th Congress. This study looks at the purpose of these bills, explores the reasons supporters believe that federal policy mandating law enforcement agencies to collect racial data on motorists stopped and detained is needed, and examines a number of public policy questions that a Traffic Stops Statistics Study Act might raise.     

Policy Sciences: The State of the Discipline

This overview surveys the conceptual and practical development of the policy sciences as an independent field of academic studies. It outlines the conditions that led to the emergence of this field and its expansion over the years. In addition, the article portrays the range of substantive topics and methodologies of the policy sciences. Finally, it presents the logic that guided the structure of this symposium.     

Environmental Commitment among the States: Integrating Alternative Approaches to State Environmental Policy

This article examines variation in state commitment to protectingthe natural environment. We contribute to theoretical and empiricalresearch in this area in two primary ways. First, our dependentvariable consists of a general measure of state commitment tothe environment. Second, we develop a causal model that integratessix major explanatory approaches to state environmental policy.Our results show that stales with liberal public opinion, strongenvironmental interest groups, liberal legislatures, and professionalizedlegislatures are the most committed to environmental protection.States' manufacturing interests and economic resources playa relatively minor role, and slates' environmental conditionsand the influence of the federal government play virtually norole in explaining variation in general state commitment toenvironmental protection.
