‘Enoch Powell Speaks for Britain’: The Press,the Public and the Speech

This article explores popular reactions to Enoch Powell's speech in Birmingham on 20 April 1968. It describes the protests by sympathetic workers, such as the Smithfield meat porters, and the responses of the press, both nationally and in the West Midlands. It considers the speech's impact on immigrants themselves and it makes the case that Powell's real significance was as an early champion of a particular kind of anti‐Establishment populism, which has now become a very familiar feature of our political landscape.     

The Limits of Control: The Market State,Divided Power,and the Response to 9/11

ABSTRACT

The 9/11 attacks demanded a response from the U.S. government, but designing and executing that response was not easily done. The United States is an advanced market society in which power is highly dispersed. Federal policymakers were confronted with challenges that we now regard as typical of the network form of governance. Their ability to act decisively was constrained by public law, by the political influence and superior knowledge of private industry, and by widespread skepticism about the legitimacy of federal authority. While many commentators worried about the excessive concentration of power in the federal executive branch after 9/11, it might be more accurate to say that the post-9/11 period was typified by a prolonged, and often unsuccessful, effort to induce cooperation and coordination by a range of public and private actors.     

Enoch Powell and the Conservative Party: Reflections on an Ambiguous Legacy

This article examines Enoch Powell's ‘Rivers of Blood’ speech in relation to the Conservative party. Powell's speech created an additional challenge to a Conservative party already weakened by the loss of the 1964 and 1966 elections and by the failure of the newly elected leader, Edward Heath, to impress his authority decisively on the party. Powell had some parliamentary support but his real following was concentrated in the Conservative grass roots. Powell lost the support of the liberal‐minded Shadow Cabinet; but after 1968 the Conservatives nevertheless moved to the right on the issue, especially after Mrs. Thatcher became leader in 1975. His speech has cast a long shadow as the party has sought to modernise in more recent times and to appeal to a more racially diverse electorate.

The Federal Government's Response to the Banks Report: An Assessment of its Recommendations and the Government Response

The aim of this article is to assess the Report of the Commonwealth Government's Taskforce on Reducing the Regulatory Burden on Business (the Banks Report), released in April 2006, and the government's response to the Report ( AG 2006a,b ). It focuses on the report's recommendations in regard to the system for making regulation in regard to business, particularly the regulation impact statement process (RIS), contained in chapter seven. This focus is chosen since it is the chapter in the report that addresses the underlying causes of over‐regulation.     

Voting when the economy goes bad,everyone is in charge,and no one is to blame: The case of the 2009 German election

The economy was a major issue in Germany’s 2009 election. The global economic crisis did not spare Germany, whose economy is tightly integrated into the global economy. So when the German economy experienced a historical shock, did voters connect their views of the economy with their vote choice? Or did they, as some research has suggested, recognize Germany’s dependence on global markets and cut the government slack, especially when the government consists of the country’s two major parties? Using pre- and post-election panel surveys from the German Longitudinal Election Study (GLES), we investigate the weight that voters gave to the economy, relative to other considerations, when casting their ballot and whether governing parties were disproportionately judged based on the state of the economy.     

The State of American Federalism, 2001-2002: Resilience in Response to Crisis

The past year has been one of repeated shocks to governmentand the larger society. Terrorist attacks in New York City andWashington, D. C., the burst of the dot.com bubble in the stockmarket, a wave of corporate scandals, and a slowdown in theeconomy posed severe problems for officials of all governmentsin the federal system. The combined effects of the war on terrorismand the economic turmoil forced federal policymakers to createnew agencies and to enact new policies. State and local governmentsalso responded to the multiple shocks with a variety of initiatives,often independent of Washington. Instead of a move toward centralizationthat might have been predicted as a consequence of the seriousshocks, all elements of the American federal system demonstrateda capacity and energy to marshal resources in a time of urgency.

We now both agree thatW-NOMINATE scores—employed in Binder (1999, The dynamicsof legislative gridlock. American Political Science Review 9:519–33)to measure key independent variables, including bicameral differences—shouldnot be used when examining multichamber legislatures over time.We continue to disagree over whether Common Space scores orBinder's conference vote measure is superior. In this response,we show that, although several of the theoretical and statisticalobjections that Binder (n.d.) raises to our Common Space measuredo not apply, they are all relevant for her conference voteanalog. Additionally, we detail how, despite protests to thecontrary, the conference vote measure is plagued by insufficientdata. Finally, we demonstrate how new efforts to show that Binder's (1999)results continue to hold are not robust.     

Structure, Agency and Ontological Confusion: A Response to Hay

Colin Hay's article 'King Canute and the "Problem" of Structure and Agency' aims to: (1) 'gain an interesting political analytical purchase on a seemingly familiar tale', and (2) 'generate a series of valuable and more general insights into our understanding of the structure–agency relationship'. I argue that he fails on both counts.
