The ‘girl effect’ – the idea that investment in the skills and labour of young women is the key to stimulating economic growth and reducing poverty in the global South – has recently become a key development strategy of the World Bank, the imf, usaid and dfid, in partnership with corporations such as Nike and Goldman Sachs. This paper examines the logic of this discourse and its stance towards kinship in the global South, situating it within the broader rise of ‘gender equality’ and ‘women’s empowerment’ as development objectives over the past two decades. Empowerment discourse, and the ‘capability’ approach on which it is based, has become popular because it taps into ideals of individual freedom that are central to the Western liberal tradition. But this project shifts attention away from more substantive drivers of poverty – structural adjustment, debt, tax evasion, labour exploitation, financial crisis, etc – as it casts blame for underdevelopment on local forms of personhood and kinship. As a result, women and girls are made to bear the responsibility for bootstrapping themselves out of poverty that is caused by external institutions – and often the very ones that purport to save them.  相似文献

This article looks at the European Communities’ efforts against terrorism in the 1970s. It argues that in spite of the high ambitions to improve European legal integration, the attempts to develop an antiterrorism agreement were quite obviously a failure. Although the Dublin Agreement was adopted in 1979 after cumbersome and lengthy negotiations, it fell short of showing the member states’ unity and resolve to fight terrorism, and it never entered into force. The tedious negotiations drained the member states’ energy and willingness to such an extent that no other steps toward judicial integration or antiterrorism treaties were taken.  相似文献

Climate change and population growth have prompted calls for African countries to embrace a ‘new Green Revolution’ in order to promote food security. What is ‘new’ about this new Green Revolution? What configurations of capital, the state, agribusiness, and the law define this period of agricultural transition? In this new Green Revolution, I argue, there is a proliferation of new forms of capital – biocapital and philanthrocapital – that integrate biotechnology with philanthropy to create market value. These shifts are engendered by philanthropic giving, in the form of donated genetic material for the development of ‘pro-poor’ biotechnology which normalises seed as commodity, and legislative reform that renders seed patentable material.  相似文献

Northern donor policies relating to building a common future and building peaceful states and societies go to the heart of national and international security agendas. This article critiques the concept of commonality between donors and recipients and within recipient countries. It argues that the policies are problematic from the perspective of security theorising, both in their mooted ‘commonality’ and in terms of the political intervention that they imply. Historically security has been competitive and founded on compromise rather than commonality, and the internal legitimacy of states has been contested domestically, rather than ‘built’ from outside. Using the example of the Democratic Republic of Congo, the article argues that the ahistorical assumptions of these policies and the activities they license have entrenched specific forms of insecurity. There have been some returns to the donors and implementing partners but also some costs, which had not been calculated, as lessons have not been drawn from past experiences.  相似文献

Abstract

This essay examines the representation of African refugees and asylum seekers in European literature in general, as well recent life writings and literature for young adults in particular. Examples will be drawn from writers as diverse as Benjamin Zephaniah and Senait G. Mehari. It is argued that the selected refugee stories invest in narrating an imagined community of ‘the new Europeans’ and thus invite readers to a plural reading of history. Following this train of thought, I am particularly interested in the interplay between images and motifs that evoke and shape various nation-states while illuminating an imagined European community. I therefore seek to excavate a transcultural imagery that characterizes refugee and asylum seekers as the ‘new Europeans’ by utilizing narrative strategies which reflect Paul Ricoeur's ideas about a new ethos for Europe.  相似文献

Abstract

This paper explores the diasporic ‘politics of home’ of Congolese migrants in Europe, in particular in the UK, and to a lesser extent in Belgium. We focus on the fragmentation and heterogeneity of the diasporic political sphere by examining the role of first generation activists, religious groups, as well as youth and women's organisations. Within the transnational political field, first generation leaders are in a dominant position and the involvement of other groups, such as women and young people is marginalised by their control of the diasporic ‘rules of the game’ in the Bourdieusan sense. However, the increasing involvement of Congolese women in the field of women's rights advocacy has opened up new paths of political action which can, in certain occasions, lead to transnational forms of engagement. Similarly, second generation Congolese activists are constructing a space of autonomous engagement, relying heavily on the Internet and especially on social media, some attempting to link up with wider social movements. The paper provides an understanding of the social and political construction of these different fields of diasporic engagement as well as their intersectional and dialogical relations.  相似文献

This article has two main purposes. The first is that of providing a longitudinal analysis of the global politics of untying aid, by looking at a number of debates that have occurred within the Development Assistance Committee and in the context of a number of high-level forums on aid effectiveness. The second is that of proposing some explanations for the lack of significant progress in these contexts. The focus is on the European Union (EU), which has been widely perceived as one of the most fervent supporters of promoting the aid untying agenda. In all these debates, the EU's leadership aspirations have remained largely unfulfilled. Thus, the EU has failed to adopt a EU-wide vision on aid untying; persuade non-EU donors to untie their aid, even when it has played the reciprocity card; and promote a pro-poor use of foreign aid, by supporting local ownership and facilitating greater access of developing country firms to aid contracts.  相似文献

Many of the arguments on the ‘green revolution’ in rice‐growing in South Asia are concerned with socio‐economic factors in the adoption of the new technology and with unequal distributive consequences. This essay, while not denying the importance of these arguments, shows that the varying natural environment in South Asia still exercises a critical and differential effect on the adoption of new varieties, with implications for equity and lessons for plant‐breeders and others.  相似文献

The rise of authoritarian great powers has raised questions about the dominance of the liberal democratic model and has led to a perception that the relative balance between democracy and authoritarianism is shifting. Consequently, there is increasing interest in and concerns about the diffusion of alternative ‘models’ of political and economic development. Given that China's impressive economic development has led to growing military strength and geopolitical prestige, evaluating perceptions of the legitimacy, effectiveness, and applicability of that country's model of ‘illiberal capitalism’ is a good place to start. This paper evaluates whether the ‘China Model’ or ‘Beijing Consensus' is gaining traction internationally through a content analysis of eight years of US and non-US media sources. It finds that concerns about the beginnings of an anti-democratic ‘reverse wave’ are exaggerated and that at the present time there does not appear to be a decisive shift in favour of a model of authoritarian-capitalism.  相似文献

Through a comparison of protracted domestic conflicts in Liberia and Mozambique this paper evaluates several standard explanations regarding the roles of leaders, third parties and domestic social forces in resolving or continuing civil wars in Africa. The paper finds that no single account of how peace is achieved is sufficient to explain the continuance of violence in Liberia and the successful attainment of peace in Mozambique. Rather, an explanation that can accommodate the divergent outcomes of conflict in the two countries must combine insights from elite, structuralist and agency‐based approaches. Furthermore, the paper addresses the ways in which the construction of social organisations, particularly women's groups, during wartime affects the direction of donor funding and the shape of reconstruction efforts after the peace is signed. We illustrate our argument by examining the efforts of leaders, third parties and local actors, particularly women, to perpetuate violence or to bring about peace in Liberia and Mozambique, and the gendered contexts in which donor aid is distributed in the postwar period.  相似文献

Although scholars and practitioners alike perceive ‘state fragility’ to be a key challenge for security and development, there are significant variations in the definition of this phenomenon. This article analyses the European Union’s notion of ‘state fragility’. Based on a document analysis covering the years 2001–12 and expert interviews conducted in November 2012, the article reveals that the EU has not (yet) decided on a clear-cut definition of ‘state fragility’. Three factors explain this lack of decisiveness: the EU’s complex institutional framework, which impedes policy coherence; developments at the international level that require the EU’s compliance; and the organisation’s diplomatic efforts to maintain cooperative relationships with aid-recipient countries that have been labelled ‘fragile’. The result is conceptual ambiguity that potentially reduces the EU’s capacity to respond to fragile situations.  相似文献

Politics and culture, once considered separate, are now fusing in new and interesting ways. Political activism is becoming popular, particularly through the expansion of a new kind of development advocacy made highly visible through celebrity involvement. Theorists of globalisation celebrate the democratisation of civil society made possible by new information and communications technology; critical theorists will note the various ways in which ict ambivalently makes the contradictions in global capitalism more obvious and has become the means by which globalisation is contested. Some metropolitan governments have sought to capitalise on this new knowledge economy by making knowledge for development part of their strategies to produce ‘global citizens’ necessary for the global economy. This paper examines the linkages between celebrity and government-funded development advocacy in Australia, which comprise the introduction of free market principles to form a marketing campaign for neoliberal globalisation.  相似文献

Despite China’s rapid economic growth in the past three decades, Chinese officials and experts are increasingly worried that the country is slowly heading towards the ‘middle-income trap’. The fear is that China might suffer the same stagnation and turbulence as Latin American economies did in the 1980s and 1990s. Will China be able to avoid this trap? Building on the insights of world-systems theory, this paper argues that China’s dependent development, although enabling it to escape the ‘poverty trap’, is likely to bog it down in the ‘middle-income trap’. China’s heavy reliance upon foreign technologies and investment has harmful effects on its economy. Dependent development not only increases China’s economic vulnerability but also truncates domestic industries. To escape the trap, the Chinese state should play a more active role in shifting its growth model away from low-end commodity manufacturing to knowledge-based, high value-added activities.  相似文献

As the contributions to this volume make clear, the intersection between the European Union's (EU) trade and development policies is populated by a diverse array of policies. The EU's selection of policies reflects, in part, the level of development of the developing country and competing understandings of how to best foster development. The contributions also hint at significant contributions to wider debates about the EU as a global actor, particularly the extent to which it is motivated by normative considerations and how affective it is in achieving its objectives. This article reviews the main findings of the contributions to this volume and advances some suggestions so as to enable a clearer picture to emerge that could more readily inform wider debates.  相似文献

Confusion between the idea of development as purposeful intervention and development as outcome has been addressed by efforts to distinguish ‘intentional’ from ‘immanent’ development, and the distinction between ‘big D’ development as Western post- World War Two modernisation in the Global South, and ‘little d’ as the creation of winners and losers within unfolding capitalist change. As a heuristic device this distinction has been put to a variety of uses within development studies, but it has rarely been subjected to further scrutiny. This paper asks (1) whether the distinction remains coherent or risks being stretched too far, and (2) whether it remains relevant within the changing landscape of twenty-first century development. It first traces the historical evolution of the distinction, and then presents an exploratory case study of Bangladesh’s garment sector in order to analyse the relationship between the two kinds of development empirically, identifying a number of contradictions and ambiguities. It finds that while the ‘D/d’ distinction remains useful at a general level, further conceptualisation is now needed, and its relevance may fade as the significance of Western aid declines.  相似文献

With the continuous political shift to the right in many European countries, exclusivist constructions of the nation and concepts related to national identity – issues which are immersed in and often conflated with biology and culture – the necessity for mobilization and political activism among women, migrants, and minorities in Europe has become all the more acute and timely. Organized within the framework of the ‘European Year for Equal Opportunities 2007’ and initiated by Béatrice Achaleke, AFRA (International Centre for Black Women's Perspectives in Vienna, Austria, and co-organized by Helen Felter, Director of Tiye International (The Netherlands); the Black European Women's Congress (26–29 September 2007) culminated in the formation of the Black European Woman's Council (hereafter BEWC). Employing a mix of discourse analysis, social movement and intersectional theory, I address the issues of Black female subjectivity, political agency, and strategies in relation to the socio-political empowerment of Black women across Europe. Based on qualitative data, I argue that the cross-border network of the BEWC exhibits the potential to serve as a structured political force not only on local and national levels, but also within the sphere of the European Union; and to possibly assist Black European women activists with the task of ‘thinking themselves into the New Europe’.  相似文献

This article focuses on rethinking the intersectional approach towards a greater framing within the new political economy and particularly concerns itself with the ways such an approach can contribute to theorising various manifestations of gendered violence. The article examines a range of different forms of violence and reflects on how an intersectional framing can inform our understanding better. Newly recognised as a threat to global peace and security, sexual violence in conflict is now a fixed item on international security agendas. This marks significant progress for women, gender equality and the integrity of peace programmes. Our aim here, however, is to reflect upon the risks that inhere in this accomplishment. Through the concept of ‘sexurity’, a tripartite amalgam of the securitisation of sexual violence, the sexualisation of security, and the language of crisis, we outline the adverse effects of tethering sexual violence to security. This article concerns itself with the material and symbolic effects of ‘sexurity’ for eastern Democratic Republic of Congo (DRC). It first outlines ‘sexurity’ and the context of its emergence before, drawing on fieldwork in eastern DRC, the second part underlines the effects of ‘sexurity’ for the country.  相似文献
