Over the past two decades there has been a rapid increase in funds for local civil society actors in fragile states. Current peace-building and development efforts strive for the recreation of a vibrant, active and ‘liberal’ civil society. In the case of Sierra Leone, paradoxically, this growing support has not strengthened civil society actors based on that liberal idea(l). Instead of experiencing enhanced proactive participation stemming from the civil sphere, Sierra Leone’s civil society appears to be largely depoliticised. Drawing on empirical data gathered over the past four years, this article offers three interrelated causal explanations of why this phenomenon occurred during the country’s peace-building phase from 2002 to 2013. First, Sierra Leone’s civil society landscape has become instrumentalised to serve a broader liberal peace-building and development agenda in several ways. Second, Western idea(l)s of participatory approaches and democracy are repeatedly challenged by the legacies of colonial rule and socially entrenched forms of neo-patrimonialism. Third, abject poverty and the lack of education affect activism and agency from below.  相似文献

This article looks at the dynamics of Diaspora groups as a possible catalyst for peace-building within violent segmented societies. With the help of two case studies, Irish-America's role in Northern Ireland and Sri Lankan Tamil Diaspora's role in Sri Lanka, it locates the variable impacts of Diaspora involvement in violent conflicts within their homelands. Despite their unique histories and individual complexity, both of these cases illustrate that Diasporas have a significant role to play in peace-building, are diverse rather than homogenous communities, and that they represent an important and often underutilized resource to bring negotiated settlement to violent conflicts.  相似文献

This article deals with peace-building activities in the context of the intractable conflict between Israelis and Palestinians. Scores of people-to-people projects were conducted after the September 1993 signing of the Oslo peace accords, but these projects did not seem to prevent the collapse of the peace process and the re-emergence of severe violence between the sides in late September 2000. However, evidence from the field indicates that peace-building activities are still continuing. This article will describe peace-building activities both before and after September 2000, discuss their effectiveness, and define their relevance in the ongoing violent conflict between the sides.  相似文献

Experience shows that there is a close interrelationship between the successful disarmament, demobilisation and reintegration (DDR) of former combatants and the sustainability of peace-building processes. While drawing on lessons learned from recent DDR experiences elsewhere, this paper takes into account the contextual differences of Afghanistan. It explores the context of a future Afghan DDR process under three main subheadings: the need for reviewing the sequencing of the DDR process, the dilemma of whether former combatants should be given preferential treatment, and planning and co-ordination challenges for linking DDR with the overall peace-building process.  相似文献

In peace-building and transitional justice literature economic restoration is considered central to sustainable peace in post-conflict societies. However, it is also widely recognised that many post-conflict states cannot afford mechanisms to provide restoration. Not only are many such states poor to begin with, but violent conflict further degrades their economic capacity. As a result, in their need to provide jobs, generate tax revenues, spur development and promote sustainable peace, many post-conflict states turn to alternative processes of economic restoration. This paper examines the potential for foreign direct investment (FDI) to serve as one alternative means by which to provide economic restoration in post-conflict states. Presenting findings from six months of fieldwork evaluating one such project in rural Sierra Leone, the paper describes how local people experience such projects and explores whether employment and land-lease payments can provide experiences of economic restoration so far unforthcoming from the state.  相似文献

Conceptualising state fragility and failure as a wicked problem set reveals the complex, ill-defined and interdependent nature of the reality behind these labels. This essay builds on the contributions to this special issue by examining why the fragile/failed state concept remains in good currency despite its analytic weaknesses. The discussion reveals that the parsing of state fragility into its component parts and the development of related indicators reflect efforts to tame the wickedness of the problem set; this has led to peace-building and state-building interventions whose plans and actions do not effectively take account of what is necessary to achieve their intended aims. A better problem-solving match would look beyond naming and taming, incorporating lessons from the implementation literature and international development practice. However, achieving this would depend upon the political will of both labellers and the labelled.  相似文献

This paper examines the relationship between political power and war remembrance by considering the way war remembrance occurs in a divided society. The purpose of this paper is to explore memory of the violent past and its uses as an ongoing arena of disputes between former adversaries and within ethnopolitical groups pushing their distinct versions of memory. Moreover, this paper examines three key aspects of the politics of remembrance: prevalent narratives, arenas of commemoration, and agencies of war remembrance, based on the case study of Kosovo. The postwar narrative and commemoration in Kosovo have evolved along ethnic lines, perpetuating antagonism and conflicting identities. Memorialization in Kosovo raises serious challenges for comprehensive transitional justice and reconciliation between these ethnic groups. The paper concludes that through appropriate civic education, critical inquiry of commemoration practices, and especially through evidence-based adaptation of the history curriculum, there is a chance to promote a culture of shared memory and to establish inclusive politics of remembrance in Kosovo, as crucial components of reconciliation and peace-building.  相似文献

With the advent of the local turn in the mid-2000s, critical approaches have attempted to rethink peace building from the bottom up, placing local agents at the centre of the debate, declaring the end of top-down governance and affirming the fragmented, complex and plural nature of the social milieu. While local turn approaches have become popular in peace-building theory, this article invites the reader to question and problematise the local turn’s use of the concept of ‘everyday’, in order to explore paradoxes and contradictions that indicate the need to think more deeply about the impact of the local turn’s project of critique.  相似文献

Abstract

In light of the recent turn to ‘inclusivity’ in peacebuilding practice, this article problematises established ways of ‘doing critique’ in peacebuilding scholarship. Inclusivity refers to the building of peace as a situated and co-constituted process. This entails what can be termed a new epistemic commitment: the acknowledgement that peacebuilding as a dynamic and emergent phenomenon is also an epistemically co-constituted process. In the article, I make two arguments. First, the move towards inclusivity places currently dominant modes of scholarly critique at an impasse. Persistent ontological and epistemological binaries preclude a productive investigation and challenging of inclusivity projects and their epistemic commitment. Second, I argue that, by returning to historical conditions that were formative in the very emergence of the category of ‘the local’, the conceptual basis of an alternative mode of critique (re)appears. This alternative critical project allows for an analytical sensibility to peacebuilding as emergent and adaptive. It makes it possible to disentangle power relations as these emerge between different and possibly unexpected configurations of actors and knowledge claims in inclusivity projects.  相似文献

International peace building in post-conflict societies has helped to bring armed conflicts to an end and reduced the recurrence of war. According to some scholars, peace building has therefore contributed to the apparent downward trend of major intra-state conflict in recent years. However, the liberal institutionalist values which underpin international peace building—emphasising democracy, free market economics and the liberal state—have raised a range of criticisms and challenges from scholars as well as local stakeholders in the societies in which peace-building programmes are deployed. In particular, the prevailing approaches to peace-building give insufficient attention to basic and everyday human needs, and promote externally conceived models of state institutions which are not always appropriate. This article explores the problems of contemporary peace building and argues that an alternative vision which draws upon the concept of human security and gives greater emphasis to welfare, livelihoods and local engagement can make peace building more legitimate and sustainable.  相似文献

The processes of peace-building and democratization in Bosnia and Herzegovina (BiH) were instituted on 14 December 1995 by the Dayton Accords, which brought an end to the Bosnian War. While claiming their objectives to be reconciliation, democracy, and ethnic pluralism, the accords inscribed in law the ethnic partition between Bosnian Serbs, Croats, and Muslims by granting rights to “people” based on their identification as “ethnic collectivities.” This powerful tension at the heart of “democratization” efforts has been central to what has transpired over the past 16 years. My account uses ethnographic methods and anthropological analysis to document how the ethnic emphasis of the local nationalist projects and international integration policies is working in practice to flatten the multilayered discourses of nationhood in BiH. As a result of these processes, long-standing notions of trans-ethnic nationhood in BiH lost their political visibility and potency. In this article I explore how trans-ethnic narod or nation(hood) – as a space of popular politics, cultural interconnectedness, morality, political critique, and economic victimhood – still lingers in the memories and practices of ordinary Bosnians and Herzegovinians, thus powerfully informing their political subjectivities.  相似文献

It has been claimed that transport policy in the UK, once a quiescent area, has been opened to battle between competing advocacy coalitions and that the late 1980s and early 1990s saw a policy paradigm shift. This article examines one detailed historical case study, the plans to complete an inner road in Norwich and the subsequent collapse of the scheme. The aim is firstly to examine the complex decision making processes and subsequent politics of this scheme and secondly to relate the local issue to the idea of a paradigm shift in national roads policy. The complexity of decision making in a multi-actored arena, where sovereignty is located locally but is circumscribed by central government 'guidelines', suggests that the assertions of those who argue in terms of a paradigm shift in policy may be exaggerated.  相似文献

The article explores the question of whether and how religion is being used in Bosnia & Herzegovina (BiH) to promote and foster reconciliation. Based primarily on 20 semi-structured interviews with representatives of the three main faiths in BiH—Islam, Orthodoxy and Catholicism—the article's central contention is that religion is a potentially valuable, yet fundamentally under-utilised peace-building tool in BiH.  相似文献

‘Results’, ‘value for money’, ‘effectiveness’ and similar buzzwords have become commonplace in development cooperation and peace building. The use of technical instruments such as project cycle management and evaluations is hardly questioned anymore: these are presented as a minor shift of focus to make current practice more effective. This paper argues that there is far more to this shift: a machinery of practices and institutions has been installed that removes political questions on development or peace from the political realm and places them under the rule of technical experts. Drawing on a Foucauldian understanding of discourse analysis, the paper analyses how this machinery prioritises gradual reform, subjugates other approaches to societal change and reproduces power/knowledge networks in both the global South and North. Based on ethnographic field research in Myanmar, it also explores discursive strategies of local actors and assesses how they are aiming to create spaces to challenge this machinery.  相似文献

Flowing out of wider debates regarding representative democracy, the diversity of political institutions has gained salience. Normatively, it is suggested that it is simply unfair for white, middle‐aged males to dominate decision‐making structures. Instead it has been argued that representative diversity can enhance the legitimacy of political institutions and processes, whilst improving the quality and inclusivity of policy‐making. Although most of these arguments have been applied to elected institutions and their bureaucracies, they are also germane in the context of appointments to the boards of public bodies, as the work of these bodies and the decisions made by their board members impacts upon the everyday lives of citizens. Drawing upon original research conducted in the UK, this article argues that the capacity of political actors to make appointments to public boards offers an as yet unrealized democratic potential by offering more opportunities for social engagement and participation in public governance.  相似文献

Post-war education is usually considered a positive contributor to peacebuilding; however, it can also reinforce divisive perspectives. Textbooks and learning materials can be instrumental in maintaining or exacerbating existing inequalities. This paper uses case study literature reviews of Afghanistan, South Sudan and Sri Lanka to explore the ways in which primary learning materials extend existing challenges of post-war education and potentially create new ones. An analysis of the literature on learning materials from these countries reveals that textbook development and uses are intertwined with larger national and international political and social power structures. We draw from Bourdieu and Giroux to consider how learning materials contribute to the reproduction of cultures of hostility, violence, divisiveness and silence or to transformatory cultures of peacebuilding, inclusivity and critical thought. Our resulting conceptual lens highlights how education can take on the role of being a victim, accomplice or transformer of conflict – roles that are often overlapping. Each case study country is taking steps towards peacebuilding through their primary learning materials; however, there are many elements of the textbook design, development, production and distribution process in each country that also reinforce contributing factors for conflict.  相似文献

This paper focuses on what can be done during emergency and transition periods to promote sustainable peace, in the aftermath of complex political emergencies in Africa, with particular reference to issues of reconciliation and justice. There is no common understanding of the political conditions under which efforts at reconciliation should be minimal in relation to a focus on justice in order to achieve the 'best' peace, or of those where the pursuit of justice should become paramount. There is also not even a common language of what justice and reconciliation mean in the context of post-conflict peace-building. The paper concludes that there is a much greater potential role for outsiders with regard to justice, while reconciliation is considered to be more of an internal affair in which international actors can only be present as supporters of domestic initiatives, and even then with great caution.  相似文献

State formation in the developing world can be explained as growing centralisation and institutionalisation. To understand why some states struggle with state formation, or the processes of centralisation, the model provided by Charles Tilly, in his analysis of state formation in Western Europe, is applied to Lebanon, starting at the onset of the 1975 civil war and concluding with an analysis of the post-Syrian occupation environment. With the appropriate conditions it is possible to use Tilly’s model of war making and the state to measure state formation, or the lack thereof, in the developing world. Conclusively, in the case of Lebanon, it is evident that progress towards strong state formation has been made because of processes of war that are similar to those Tilly outlines in his historical analysis of Western Europe.  相似文献

This article explores agonistic processes of peace, which are situated within and constitutive of different spaces and places. Three contested cities, Sarajevo, Mostar and Vi?egrad in Bosnia-Herzegovina, provide us with local sites where peace and peace building in various forms ‘take place’ as people come together in collective action. Through a close reading of three symbolically and materially important bridges in the towns, we reveal meaning-making processes, as agentive subjects struggle around competing claims in the post-conflict everyday world. The collective, situated and fleeting agency that we explore through the Arendtian notion of ‘space of appearance’ invests space with meaning, belonging and identity. Thus, this article grapples with agonistic peace as it manifests itself in materiality and spatial practices. We use the social and material spaces of the city to locate agency and agonism in peace building as they relate to the conflict legacy in Mostar, Vi?egrad and Sarajevo in order to advance the critical peace research agenda.  相似文献

The aim of this article is to identify causes and effects of public institutional change. Analysis is centred on those endogenous, not exogenous, sources of political change that account for the institutional metamorphosis of the Welsh Assembly in its engagement with UK‐EU processes since 1999. The central research question addressed is to explain a qualitative shift in the logic of action of Assembly engagement, resulting in the conduct of a territorially sensitive ‘parliamentary’ EU scrutiny, but within a model of executive devolution. To capture agency and change, and to engage with sociological institutionalist debates, the article develops analytical tools of ‘framing’ and ‘operationalizing’ institutions to study the interplay between informal and formal processes of institution building since devolution. In so doing, we place refined sociological conceptions of institutions at the heart of analyses of political discontinuity and theorization of public institutional change.  相似文献
