While the validity of categories like ‘First’ and ‘Third’ World or ‘North’ and ‘South’ has been increasingly questioned, there have been few attempts to consider how learning between North and South might be conceived. Drawing on a range of perspectives from development and postcolonial scholarship, this paper argues for the creative possibility of learning between different contexts. This involves a conceptualisation of learning that is at once ethical and indirect: ethical because it transcends a liberal integration of subaltern knowledge, and indirect because it transcends a rationalist tendency to limit learning to direct knowledge transfer between places perceived as ‘similar’. This challenge requires a consistent interrogation of the epistemic and institutional basis and implications of the North – South divide, and an insistence on developing progressive conceptions of learning.  相似文献

This article draws on ethnographic research in Tanzania to interrogate the discourse of ‘public’ and ‘private’ in sub-Saharan irrigation development. It contrasts the complexity of social and political relations with narratives suggesting that ‘private’ is necessarily opposed and superior to ‘public’. We argue that support for models of private-sector development obscures access to and control over resources and can result in the dispossession of those least able to resist this. Different interests of ‘entrepreneurial’ individuals and corporate investors and the ways in which these relate to the state are also glossed over. Conversely, the failure of the ‘public’ cannot simply be read from the chequered histories of irrigation schemes within which public and private interests intersect in complex ways.  相似文献

Abstract

This article analyses the ways in which the state ‘treats’ addiction among precarious drug (ab)users in Iran. While most Muslim-majority as well as some Western states have been reluctant to adopt harm reduction measures, the Islamic Republic of Iran has done so on a nationwide scale and through a sophisticated system of welfare intervention. Additionally, it has introduced devices of management of ‘addiction’ (the ‘camps’) that defy statist modes of punishment and private violence. What legal and ethical framework has this new situation engendered? And what does this new situation tell us about the governmentality of the state? Through a combination of historical analysis and ethnographic fieldwork, the article analyses the paradigm of government of the Iranian state with regard to disorder as embodied by the lives of poor drug (ab)users.  相似文献

Rules help ensure consistent employee behaviour, yet rule bending occurs in public organizations every day. Previous research indicates that rule bending is influenced by organizational structure and personal characteristics (DeHart‐Davis 2007). This present study considers the influence of organizational norms on rule bending by exploring the impact of ethical climate, which signals to employees the best course of action when faced with situations that are ethical in nature (Victor and Cullen 1987, 1988). To investigate this relationship, survey data from employees of a large American local government are analysed. Results from a structural equation model show that three ethical climates – ‘organization interest’, ‘team interest’, and ‘rules/SOP’ – significantly influence rule bending. Findings suggest that organizational norms play a critical role for employee behaviour and public managers can consider rule bending and ethical climate as impetuses for organizational change.  相似文献

This paper looks at the ways in which culturalist discourses have influenced our understanding and representation of the rise of the so-called Islamic State. It argues that, in keeping with older narratives on the motives of ‘bad’ Muslims, its political and economic objectives have been overlooked and/or downplayed. Instead, I propose, there has been a strategically efficacious focus on its appeal to Islam, on its sectarian rhetoric and on its use of violence. By continuing to emphasise the ethical over the political in these ways, the culturalism that underpins the dominant representation of the Islamic State’s emergence has, I conclude, served three key purposes – the mobilisation of the ‘good’ Muslim, the exculpation of Western foreign policy and the legitimisation of force.  相似文献

Public administration scholarship has to a significant degree neglected technological change. The age of the algorithm and ‘big data’ is throwing up new challenges for public leadership, which are already being confronted by public leaders in different jurisdictions. Algorithms may be perceived as presenting new kinds of ‘wicked problems’ for public authorities. The article offers a tentative overview of the kind of algorithmic challenges facing public leaders in an environment where the discursive context is shaped by corporate technology companies. Public value theory is assessed as an analytical framework to examine how public leaders are seeking to address the ethical and public value issues affecting governance and regulation, drawing on recent UK experience in particular. The article suggests that this is a fruitful area for future research.  相似文献

This article focuses on the performance of the calypso song ‘VAT on You’, as a response to the introduction into Dominica of the value added tax (VAT). The article applies a set of concepts to frame and so enhance our understanding of the event in terms of global history. Both calypso and VAT have extended histories and this performance represents an unusual meeting of earlier and current forces of globalisation. The conclusion assesses the helpfulness of the framing concepts ‘longue durée,’ continuities, centring, class divisions and micro-resistance, and assesses the song’s contribution to such resistance  相似文献

It is my aim in this article to engage with development and its promises at a time when many people are distancing themselves from the appalling reality of the development industry and the disastrous effects of its interventions. Rather than rejecting the notion of development, I contend that ‘engaging with development’ remains important in relating to Third World people's dreams and desires. In other words, people's desires for development must be taken seriously and its promises should not be forsaken. I elaborate on the political and ethical implications of the rejection of this notion of development and argue that, through the abandonment of the notion, the very ‘object’ of development is lost. In other words, the disavowal of development signifies the betrayal of its promise. To elaborate this position, I propose a Lacanian/Deleuzian perspective on development as a ‘desiring machine’—which produces endless desires—so as to explore the radical, constitutive disjunction between the ‘virtual’ world of the development machine and the ‘actual’ workings of development interventions.  相似文献

This paper develops the theme that the ongoing political polarization and political crisis in Bangladesh since its independence from Pakistan in 1971 reflect the fundamental weaknesses of the pillars of Bangladeshi society and national identity. The paper adopts an historical approach to explain why and how Muslim nationalism, which was the basis for the establishment of Pakistan, has re-emerged in contemporary Bangladeshi society and politics and is competing against Bengali ethnicity, language, culture and secularism (‘Bengali nationalism’) within an emerging ‘two-party’ political system. However, instead of establishing a stable political system following the Hotelling–Downs principle of democracy, the Bangladeshi society/polity has been polarized and divided almost vertically on the question of national identity and political philosophy and created sustained political instability and uncertainty. This has stifled the formation and consolidation of a national identity based on ethnicity/language/culture or religion/territory/political history or that have elements of both. Neither ethnicity/language/culture/secularism-based nationalism (Bengali nationalism) nor predominantly Muslim-territorial nationalism (‘Bangladeshi nationalism’) alone can dominate and flourish in Bangladeshi society and polity; instead, the objective conditions in the country dictate that a competitive democratic system of politics which accommodates aspects of secularism, language, Muslim identity and Islamic ethical–moral codes remains the feasible political discourse for forming and consolidating the country's multi-racial, multi-religious national identity over the long run and its survival as a sovereign state.  相似文献

The current localism agenda, and other legislative and organisational changes, will impact on English local government’s capacity and commitment to address fraud, corruption and conflict of interest from both investigative and preventative perspectives. These have been issues for local government since the nineteenth century onwards, often brought to prominence during specific scandals or periods of extensive change. This article summarises the reforms in terms of a ‘low road’ of a control environment and of a ‘high road’ of an ethical governance framework, and their perceived interrelationship, up to the introduction of the Localism agenda. It discusses how far the current changes may change the emphasis between roads in returning to an amended control environment, particularly in terms of the publication of the Fighting Fraud Locally strategy. It concludes with concerns less about the various initiatives promoted by the strategy than the implications of whether councils have the capacity or commitment to continue along the high road of ethical governance.  相似文献

Fair trade coffee sales have boomed since the late 1980s, making it one of the most recognised forms of ‘ethical consumerism’ in the world. Around the same time exports of lower quality coffee beans from Vietnam also boomed, launching Vietnam from an insignificant coffee exporter to the world’s second largest with historically unprecedented speed. These disparate projects have had significant impacts on thousands of farmers – with Vietnam’s new class of coffee producers representing three and a half times the number of coffee families certified by fair trade. Northern actors, however, have given far more public and positive attention to fair trade. This article will argue that this difference does not stem from a strictly objective appraisal of the relative merits and shortcomings of each project, but from the compatibility of fair trade with ‘free trade’ and its emotionally charged ideological fantasies. This includes unconscious beliefs and desires around individualism, voluntarism, democracy and the affirmation of the exaggerated power of Northern consumers – as opposed to the Southern agency and complicated collective action implied by Vietnamese coffee statecraft.  相似文献

The three-sector model—encompassing the private, public and non-governmental or ‘third’ sectors—is important to much of the research that is undertaken on development policy. While it may be analytically convenient to separate the three sectors, the realities are more complex. Non-governmental actors and government/public sector agencies are linked in potentially important (though often far from visible) ways via personal relationships, resource flows and informal transactions. This paper seeks to understand these links by studying the ‘life-work histories’ of individuals who have operated in both the government and third sector. Two main types of such boundary crossing are identified: ‘consecutive’, in which a person moves from one sector to the other in order to take up a new position, and ‘extensive’, in which a person is simultaneously active in both sectors. Drawing on a set of recently collected life-work history data, the paper explores the diversity of this phenomenon in three countries. It examines the reasons for cross-over, analyses the experiences of some of those involved, and explores the implications for better understanding the boundaries, both conceptual and tangible, that both separate and link government and third sector in these different institutional contexts.  相似文献

One commonly observed phenomena about taxation in Africa are regional differences and the fact that southern African countries have higher levels of shares of taxation in GDP. This article argues that the major source of differences in ‘tax effort’ is the colonial histories of various countries. Using standard measures of ‘tax effort in a panel data framework and dividing colonial Africa along forms of incorporation into the colonial system, it shows that African countries and others with similar colonial histories have higher levels of ‘tax effort’. However, the difference disappears when we control for the colonial factor. These results hold under different model specifications.  相似文献

This paper argues that, contrary to some points of view, most public administrators have sufficient discretion to act ethically; they have ‘ethical space’ within field constraints. Since the 1980s, there has been renewed interest among political scientists in the role of institutions. An important strand of this ‘new institutionalism’ is historical institutionalism. Recent theoretical developments have sought to address the most obvious criticisms of the historical institutionalist approach, particularly the critique relating to its tendency to focus on explanations of stability. However, the institutional histories under consideration are generally incomplete as they do not include the entire life of the institution. Drawing on the history of collective wheat marketing in Australia, this article seeks to address this gap by considering a case in which strategies of institutional reproduction initially appeared to have managed change successfully but ultimately sowed the seeds of institutional demise. By considering the death as well as the life of an institution, we can gain a clearer picture of the effectiveness of institutional strategies of adaptation and change.  相似文献

This paper provides a historical overview of the emerging post-Islamist phenomenon in the Muslim world and discusses the scope for sustainable democratic politics in Bangladesh. In the process, a model is proposed that purports to exhibit a level of compatibility with the perceived political landscape in Bangladesh. The model adopts a version of the Hotelling–Downs principle of democracy and sets it within the ‘post-Islamist’ paradigm in such a way that, if it can be implemented, even if only partially, may lead to the sustained political stability of Bangladesh. The paper highlights illiberal and undemocratic practices of the two dominant Bangladeshi political parties as a major feature of the present status quo. These practices dominate Bangladeshi politics through the continuous attempts of their exponents to impose monopolistic views on the various symbols of national identity, despite the multi-racial, multi-religious nature of Bangladesh society. The paper concludes that a democratic system of politics, which accommodates aspects of secularism, language, Muslim identity and post-Islamist ‘Islamic ethical–moral–legal codes’, remains the feasible political discourse for forming and consolidating the country’s multi-racial, multi-religious national identity over the long run and its survival as a sovereign state.  相似文献

This article argues that the contemporary triple crises of finance, food and environment, which have shaken the global economy since 2008, have exposed what should be seen as the Achilles heel of the dominant development theory and practice of the past 30 years: vulnerability. We argue that the crises not only add momentum to the delegitimisation of the old model, but also offer legitimacy for paths that lessen vulnerability and increase what we call ‘rootedness’ (a term we prefer to ‘resilience’ or ‘sustainability’). After offering a brief history of ‘vulnerable’ development and reviewing the literature on vulnerability from the development, economic and environmental fields, we use this vulnerability versus rootedness frame to present analysis from our field work in two ‘vulnerable’ countries: the Philippines and Trinidad and Tobago. Integrating the article's sections, we then propose a new interdisciplinary framework for development that builds on and supplements the human rights, ecological, equity and democracy frames: the notion of ‘rootedness’ at the household, local and country levels.  相似文献

The distance between politicians and those they are supposed to represent is substantial. Almost invariably, it is politicians themselves who are made to shoulder the responsibility for this ‘gap’, their actions being demonised. This paper assesses some ‘ordinary’ ethical lapses that politicians are often accused of: lying, breaking promises and being self-serving. It is argued that the public tend to apply double standards when it comes to the moral expectations that they have of their representatives, inasmuch as they far more readily accept ethically dubious actions when they apply to other social and public roles. The moral singularity of the political sphere is called into question, with the effect of helping to narrow the gap between the two categories, and encourage more empathy on the part of the public.  相似文献

Despite the shortcomings of the Millennium Development Goals as a development tool, they have proven to be an important communication tool that is worth preserving after 2015. Inclusion of important themes of the Millennium Declaration and elements of the capability theory is essential in a post-2015 system, as well as putting human rights and gender principles at its core. Process orientation rather than end goals could lead to ‘Millennium Development Actions’ with ‘Progress Signs’, which, represented in a circular symbol, form a ‘wheel of development’, complemented by a Wheel of Governance.  相似文献
