This paper presents a theory that predicts under what circumstances self-interested politicians ‘bureaucratise’ their administrations, in the sense that they delegate the powers to hire, fire and promote public employees to autonomous bodies (like civil service commissions). The main testable proposition is that, in polities with a higher concentration of powers, politicians will bureaucratise their administrations to overcome time inconsistency problems in their relationships with public employees. This prediction is tested with data drawn from US municipalities, where two main types of local governments co-exist: mayor-council and council-manager. Results show that municipal governments with a higher concentration of powers (i.e. mayor-council) tend to have more bureaucratised administrations.  相似文献

The article explores the concept of political postcolonialism and how political groups appropriate and contest this discourse. Elites and contesting political groups utilise postcolonial rhetoric to legitimate their political goals by projecting that their country, in this case Kazakhstan, was colonised by the Tsarist Russia and then by the Soviet Union. For President Nursultan A. Nazarbayev’s nationalising regime the status of Kazakhstan as a colony represented a vital item in post-1991 nation-building projects. Political opposition and Kazakh national-patriots contested this official discourse, blaming the regime for scarce efforts towards ‘full decolonisation’. The absence of major intellectual discussion allowed these elites and political players to reappropriate these discourses in the political rather than critical intellectual domain.  相似文献

One commonly observed phenomena about taxation in Africa are regional differences and the fact that southern African countries have higher levels of shares of taxation in GDP. This article argues that the major source of differences in ‘tax effort’ is the colonial histories of various countries. Using standard measures of ‘tax effort in a panel data framework and dividing colonial Africa along forms of incorporation into the colonial system, it shows that African countries and others with similar colonial histories have higher levels of ‘tax effort’. However, the difference disappears when we control for the colonial factor. These results hold under different model specifications.  相似文献

Development sociologists generally agree that states play a critical role in promoting, as well as in impeding, development. However, far less scholarly consensus exists on the precise historical processes that lead either to strong or to weak states. This paper investigates the factors that shape varied state capacities through a comparative-historical analysis of two similar countries with divergent development outcomes—Trinidad and Tobago and Gabon. In the 1960s, both countries had comparably large amounts of oil wealth, minimal state involvement in the economy, and low levels of development. In the 1970s, state capacity in Trinidad and Tobago dramatically increased and the country went on to achieve high levels of development. The Gabonese state, on the other hand, remained weak resulting in persistent low levels of development. This paper traces the divergence in state capacity to variations in working class mobilization, specifically the particular type of working class movements in each country and the political opportunity contexts. In doing so, this paper reveals new agents and contingencies producing state capacity that are not predominantly discussed in the contemporary development literature, and the meso-level mechanics by which these agents are successful or constrained in doing so.  相似文献

Urbanization increased substantially in developing nations during the middle of the twentieth century. Generalized least squares panel regressions are employed to examine urban primacy in approximately 100 nations from 1930–1980. While the level of urban primacy was not found to be related to colonial status, colonial nations became more primate throughout the 1950–1970 period. Nations that became independent in the 1950s were especially likely to become more primate. When the colonizer utilized “indirect rule” (British) former colonial nations were less likely to become primate, while those employing “direct rule” and assimilationist policies (French, Spanish, Portuguese, Belgian) tended to produce more primate urban hierarchies.  相似文献

ABSTRACT

While research has explored the economic importance of principal cities on regional economies, little is known about the short-run and long-run dynamic relationships between principal cities and their neighboring cities as it pertains to their sales tax revenue elasticities and the subsequent affect this has on horizontal tax competition. Using vector error correction models on data from six principal cities in Texas, the findings of this study suggest that the relationship between principal and neighboring cities is highly dynamic and unique for each principal city. The study recommends that local economic policies should reflect these unique relationships.  相似文献

Can state apologies help reconciliation between former coloniser and colonised? Much of the literature on political apologies is optimistic regarding their potential to aid reconciliation. Even critical work frequently dispraises particular case studies, while maintaining a normative commitment to apology. Building on a growing postcolonial literature on the subject, this article contributes a more fundamental critique of colonial apology. It argues that its inherent structure entails a format that accords the politician of the transgressor state an elevated speaking position. This results in the ritual being predisposed to problematic representations of the colonised and sanitised narratives of the transgression. The argument is situated within Edward Said’s considerations on representation in the colonial process.  相似文献

Recent studies suggest that consumer-household attributes may be as important in determining the level of competition in certain markets as firm characteristics and the number of firms. However, evidence on which consumer-household attributes matter for competition is limited, especially for developing countries. Focusing on India's retail sector, this article contributes to this literature by showing that the number of adult non-workers per household in the city, a proxy for shopping time opportunity cost, has a strong effect on competition between retailers. Policy implications of our findings in light of the ongoing dramatic reductions in non-workers in India are discussed.  相似文献
