In this article, we analyse the dynamics of household per capita incomes using longitudinal data from Indonesia, South Africa, Spain and Venezuela. We find that in all four countries reported initial income and job changes of the head are consistently the most important variables in accounting for income changes, overall and for initially poor households. We also find that changes in income are more important than changes in household size and that changes in labour earnings are more important than changes in other sources of household income.  相似文献

This article is a case study of the Green Party in Slovakia. The line of explanation of the party's trajectory is chronological, from foundation to its present marginal status. The two main causes of repeated internal party splits identified by the article are the influence of nationalism and the party's relationship to the most important formation in Slovak politics during the 1990s, Vladimír Me?iar's Movement for a Democratic Slovakia. It, furthermore, points to the barrier of a relatively high clause in the electoral system to national parliament which determined the Greens' tendency to enter wider coalition partnerships. These partnerships, however, had a negative impact on the long-term perspective on the distinctiveness of the Greens from the point of view of voters. Other important factors in the party's lack of political success have been their isolation from the environmental movement and the public's low level of interest in ecological and other post-material issues.  相似文献

A case study of the Mozambican conflict is used to illustrate the need to integrate a gender perspective which is historically grounded and which encompasses social relationships between women and men rather than the existing 'impact of conflict on women' approach. This is demonstrated first by examining ways in which postcolonial states have continued constructions of gender which assign women to the private/domestic sphere and then by establishing how security in Southern Africa has been mediated by gendered constraints, whether in peace or war. The specific character of the Mozambican conflict is summarised, as are its outcomes in terms of gender relations which have intensified women's vulnerability. This is then related to an examination of the nature of some of the major humanitarian responses to the Mozambican emergency, where there was a wide divergence between stated policies on gender and practice. It is argued that this 'gender gap' is being perpetuated in some aspects of the reconstruction phase, despite women's enormous contribution to the task of rebuilding Mozambican society.  相似文献

In line with the current global trends, most Latin American countries have adopted promarket reforms, including privatization, deregulation, and liberalization, under the auspices of various market-friendly regimes and international financial agencies. They carried out privatization exercises based on the rationales that privatization would enhance competitiveness and efficiency, overcome economic stagnation and fiscal crisis, eradicate poverty and unemployment, reduce external debt, and increase foreign investment. In opposition to these rationales, however, the actual socioeconomic conditions in most Latin American countries have hardly improved, and in many cases, the situation has worsened. This article attempts to offer a more critical account of the outcomes of privatization by evaluating the trends of economic realities in Latin American countries before and after privatization programs were adopted. It is found that except for a few cases, most Latin American economies have not performed well during the privatization period in terms of various economic criteria. The article then explores why privatization remains a favorite policy option in Latin America despite its dismal outcomes during the policy period.  相似文献

Presidential transitions are crucial to the process of regime change in the US's federal executive. During this ill-defined and transient period, newly elected presidents prepare their policies and political environment for governing. This article discusses the process and impact of presidential transitions and assesses the extent to which presidential candidates see preparing for governing as being as important as campaigning. The author considers whether presidential candidates undertake any preparations for office during the campaign and if there is any connection between campaigning for the White House and taking over the White House. The conduct and performance of presidential transitions since the Nixon administration are evaluated and critical observations are made of Gore and Bush's attempts during the recent election campaign to progress towards an effective governance strategy rather than just campaign victory.  相似文献

Abstract

How many Soviet citizens died because of World War II? A new estimate of the Soviet war dead is 42 million. This figure, from Russian historian Igor’ Ivlev, is at least 15 million more than the 26–27 million previously estimated by Russian demographers Andreev, Darskii and Khar’kova and widely accepted for a quarter of a century. I consider the implications of the two estimates for the Soviet demographic accounts, contrast their sources and methods, and conclude that the new figure lacks substantial foundations. On existing knowledge, the best estimate of Soviet war dead remains 26–27 million.  相似文献

This article describes the extreme right in the Czech Republic, where, in contrast to several other countries of Central and Eastern Europe, this part of the political spectrum has been unsuccessful for the past ten years. The aim of this article is to analyse the position of the extreme right in the Czech party system and the internal ideological and strategic cleavages within the extreme right. The conclusion of this article is that organized party-political extremism is after two decades of modern political development only a marginal part of the Czech political spectrum, with many internal problems and without real chances of significant success in the near future.  相似文献

Abstract

This article briefly outlines the four‐year negotiating process from early 1976 to late 1979, which it was necessary to follow before agreement could be reached and the United Nations General Assembly adopted, by consensus, an international treaty designed to make the act of hostage‐taking a universal crime. The treaty requires that a ratifying state prosecute an international hostage‐taker found within its borders or hand over the hostage‐taker to another state for prosecution. It fills existing gaps in international law by abolishing existing “safe havens” for hostage‐takers. The article focuses in particular on the third and final three‐week meeting of the thirty‐five‐nation Ad Hoc Committee established by the United Nations to carry out this task and shows how agreement was finally achieved.  相似文献

Since the Rose Revolution (2003), Georgia has encountered an unprecedented scale of institutional reforms concomitant with the rise of American and European involvement in the “democratization” process. Various scholars have suggested that Georgian nationalism developed from an ethno-cultural basis to a more civic/liberal orientation after the Rose Revolution. This paper analyzes Georgian nationalism under President Mikheil Saakashvili to demonstrate the significant divergence between political rhetoric on national identity, the selection of symbols, and state policy toward the Georgian Orthodox Church versus state policy toward ethnic minorities. The aim of this article is to examine the at times conflicting conceptions of national identity as reflected in the public policies of Saakashvili’s government since the Rose Revolution. It attempts to problematize the typologies of nationalism when applied to the Georgian context and suggests conceptualizing the state-driven nationalism of the post-Rose Revolution government as “hybrid nationalism” as opposed to civic or ethno-cultural.  相似文献

Using a multiple case study research technique, this study investigates the hypothesis that Total Quality Management (TQM) teams that function within the Office of Administrative Services, U.S. Department of the Interior in Washington, D.C., successfully achieve their goals when either one of two conditions exist: a team has effective leadership and/or team members are motivated. Using an explanatory case study approach, four TQM teams were used as case studies to examine the various facets of causal arguments. The case study projects include: recognizing and rewarding TQM achievers; conference rooms and auditoriums scheduling/setup; improving Contracting Officer's Technical Representative understanding of the procurement process; and improving workplace services. Based on the findings and the analyses of the case studies, evidence generally supports the original hypothesis with the difference between the original hypothesis and findings being that the conditions of leadership and motivation are both required to successfully complete projects.  相似文献
