Using cross-sectional data from 13 African countries, I compare long-term health outcomes across cut and uncut women. This study is the first to use nationally representative data. Consistent with medical research, no evidence of general health impairments or decreased fertility induced by female genital cutting (FGC) is found; rather cut women have more children. The most pronounced long-term health impairments are a 24 per cent increase in the odds of contracting sexually transmitted infections and a 15 per cent increase in genital problems. Concomitantly, the odds that a cut woman will marry before an uncut woman are 13 per cent.  相似文献

Abstract

This article identifies the fiscal weaknesses of local government in Africa, with concentration of the fiscal stress that is endemic to their condition. It then examines Kenya, as a case study in sub‐Saharan Africa. It continues to focus down on three Kenyan cities—Nairobi, Mombasa, and Kisumu, and identifies their six major revenue sources: land based revenues, regulatory revenues, income‐based taxes, service revenues, user charges, and government grants. Although some of the data is problematic, it is possible to determine several reasons for local fiscal stress. These reasons include limited access to stable financial resources, unstable national economic performance, centralized governmental control, mixed results of decentralization, and institutional and managerial weaknesses, including corruption in the collection and use of resources. Four recommendations are advanced to help these local governments: the development of local credit systems, the use of non‐governmental organizations, the clarification of the use of foreign aid, and the development of a greater capacity for governance. This articles main theoretical contribution is the development of an analytic framework for examining the reasons for fiscal stress in sub‐Saharan Africa. By examining revenue and expenditure patterns of the three localities, the article develops a data set that highlights some of the reasons for local government financial problems—the governments do not know how much revenue can be collected from a particular revenue source, they do not have records of existing sources of revenue, and they only collect about 40–60% of their estimated collections.  相似文献

This article contributes to ongoing debates in comparative public administration through exploring the governance paradigm in the unfavourable empirical terrain of French education. After identifying potentially relevant features of governance, we investigate changing patterns of policy-making in French education at macro, meso and micro levels. Extrapolating research findings from extensive interviews and participant observation at ministerial meetings, we conclude the existence of a French-style governance that operates within distinctive ideational and institutional environments and interest structures. The article emphasizes the importance of historical and institutional traditions in framing the available pathways of governance.  相似文献

This article explores some hitherto neglected but nonetheless important aspects of the changing landscape of education policy and governance in England. It sketches some particular features of the increasingly complex and “congested” terrain of the education state and traces some of the primary discourses that currently inform and drive education policy (and, indeed, social policy more generally) both in relation to governance and substance. The article draws on an Economic and Social Research Council (ESRC–-funded study (RES–000–22–2682), “Philanthropy and Education Policy.” This research involved three sets of activities; extensive and exhaustive Internet searches around particular (corporate) philanthropies, philanthropists, and philanthropically funded programs; interviews with some key “new” philanthropists and foundations interested and involved in education; and the use of these searches and interviews to construct “policy networks.” Together these constitute a “method” of “network ethnography.”  相似文献

Abstract

Can sports—and if so how—serve as a vehicle for reconciliation and increased social cohesion in countries wrecked by civil conflict? This article analyses the case of South Africa and its experiences in the sports sector since the fall of apartheid, in an effort to explore the processes necessary to understand the potential sports may hold for peace building. By identifying initiatives in South Africa employed at the national, community and individual level of analysis, the article outlines the possible effects of sports on reconciliation in divided states. Through linking experiences from state policies, ngo activities and donor projects with social identity and reconciliation theory, the article outlines the possible positive and negative aspects of sports. Finally, important avenues for further research to uncover how to turn sports into effective political tools for post-conflict peace building are suggested.  相似文献

This paper reviews the work of Local Development Agencies (LDAs), such as Councils for Voluntary Service and Rural Community Councils in promoting and supporting voluntary and community action in local communities in the UK. Based upon the first substantive study of these bodies since the late 1970s the paper evaluates both their work and the extent of their support to local communities. It then maps this work against the roles delineated for LDAs in the Wolfenden Report, in 1978, and suggests a reformulation of their roles for the new millennium. It concludes by considering the import of these ‘reformulated’ LDAs for the community governance initiative of the present Labour government.  相似文献

A criticism of evaluation practice in regional policy in Central and Eastern Europe (CEE) countries is that it stresses its function in terms of accountability and formal reporting on progress, rather than its role in policy or institutional learning. This article aims to test this critique through the use of ‘system thinking’ and focuses on the case of regional policy in Poland, where evaluation practice has developed dynamically since 2000. It contributes to the literature by developing an analytical framework that sets out the role of evaluation in regional policy learning and identifies key factors and mechanisms that determine the development of an effective evaluation system for regional policy. The analysis draws on all Polish evaluation studies conducted between 1999 and 2010, interviews with civil servants and experts involved in the implementation of cohesion policy programmes, as well as secondary data from earlier studies. The essay identifies key mechanisms and factors that determine the main function of evaluation as a learning tool that produces and utilises knowledge in the decision-making process. These main elements are: growth in funding of the policy; stability of institutions; motivators; and system architecture.  相似文献

Political mechanisms of accountability were marginalized by Conservative government reforms during the 1980s and 1990s which sought a more market-oriented approach within the public sector in order to enhance ‘consumerism’. In education, parents were given more choice between schools and were provided with more information on school performance. The promotion of market accountability has involved a reduction in the powers of local education authorities (LEAs) which had been central to the operation of political accountability. However, whilst market-based forms of accountability were firmly enhanced in principle by the legislation, to what extent have the forms of accountability operating within LEAs changed in practice? Interviews with Chief Officers and the Chair of the Education Committee are used to identify changing perceptions and practices of accountability in LEAs in Wales. The findings indicate that although local politicians and officials have been forced to operate within the legislative framework of market accountability, they have sought to impede its successful implementation. The policy community in Wales facilitated the LEAs’ capacity to respond in this way. The market-based reforms conflicted with fundamental values held in Wales, which remain those of professional accountability.  相似文献

The education subsidy in Taiwan is available for government employees only. In 1996, the government ceased to index the education subsidy for inflation, which created a natural experiment ideal for studying the effect of the education subsidy on fertility. Using the difference-in-differences approach, we find that the reform reduced the fertility probability for public-sector households by 17 per cent and this negative response appears to be permanent. The estimated probability elasticity of fertility is 0.05, which is smaller than that of personal tax exemption (0.8). The results also suggest that the education subsidy has a heterogeneous effect on fertility across income groups.  相似文献

The financial and economic crisis in the Central and East European countries raised the profile of economic policy themes that relate to the role of taxation and state spending. The key policy differences related to public budgets and support for a demand stimulus. Responses fall broadly into two categories that we link to a social-democratic and a neo-liberal response. The distinction indicates that the policy responses were linked to the party affiliation of the government on the left–right spectrum. There were some remarkable common trends that cannot be explained by the logical requirements of the economic situation alone. There are differences in timing and in severity, but every country has at some point moved towards a policy of balancing the budget by making cuts. In all cases there were cuts in benefits for marginal groups in society and a switch towards indirect rather than direct taxes. These carry clear distributional implications.  相似文献

The recent ‘modernisation’ process in local government has brought about the most significant, and certainly the most explicit, changes in councillor roles for decades. At the same time – partly as a result of this and partly for other reasons – there has been a significant growth in the provision of training for councillors, and in particular, training – or, rather, education – programmes provided by higher education institutions (HEIs). These accredited programmes, leading to standard, nationally recognised academic qualifications at a range of levels, first appeared in the early 2000s, and have been steadily growing since. The entry of supposedly disinterested institutions and academics and the introduction of accreditation into the field of member development raise a number of questions around potential conflicts of interest between councillors, officers and the academy, councillor motivation and selection processes. Of particular interest is the question of what HEIs and the courses they are providing are doing, deliberately or otherwise, to shape, reinforce or challenge the new (and old) roles explicitly and implicitly being introduced and promoted through the modernisation reforms. This article utilises interviews with councillors, local authority officers, academics and representatives of national bodies representing or with an interest in local government to examine how councillors’ roles and the way that they perform them are perceived by all involved, and whether these are altered by participation in a higher education programme of study.  相似文献

The Education Gap of China’s Migrant Children and Rural Counterparts   总被引:1,自引:0,他引:1  
Rural residents in China today face at least two key decisions: a) where to live and work; and b) where to send their children to school. In this paper we study the second decision: should a rural parent send their child to a public rural school or have him or her attend a private migrant school in the city. While there is an existing literature on the impact of this decision on student academic performance, one of the main shortcomings of current studies is that the data that are used to analyse this issue are not fully comparable. To fill the gap, we collected data on the educational performance of both migrant students who were born in and come from specific source communities (prefecture) in rural China and students who are in rural public schools in the same source communities. Specifically, the dataset facilitates our effort to measure and identity the academic gap between the students in private migrant schools in Shanghai and Suzhou and those in the public rural schools in Anhui. We also seek to identify different sources of the gap, including selection effects and observable school quality effects. According to the results of the analysis, there is a large gap. Students in public rural schools outperform students in private migrant schools by more than one standard deviation (SD). We found that selection effects only account for a small part of this gap. Both school facility effects and teacher effects explain the achievement gap of the students from the two types of schools, although these effects occur in opposite directions.  相似文献

The introduction to the special issue draws together theoretical and analytical strands that run through the four papers. As the four papers illustrate, devotion and mobility, belief and trajectory, go hand in hand. The main argument is that the religious movements discussed in this special issue are not local phenomena attempting to transcend fixed boundaries: they are transcendence, in the sense that they always are (and have been) part of the border land between global and vernacular, modern and traditional. They are not at the border: they are the border. Concepts such as mobility, postcoloniality and translocality are being discussed, which in turn lead to a problematization of concepts such as “Africa” and “Diaspora”. A second strand that combines the various papers is that trajectories along which religious practitioners travel are not nicely established routes, rather these are constantly “interrupted”; travellers move between localities, hopping from one hub to another. Such an approach allows a focus on networks and concrete interactions; and it destabilizes the assumed homogenous tracts along which Africans (or Pentecostalists) venture into the world “out there”.  相似文献
