Abstract

Are incumbent governors who put more weight on development spending likely to be re-elected? To answer this question, an economic model of a re-electionist local chief executive is introduced and validated with a panel data of provincial governors who ran for another term of office during the election years 1992, 1995 and 1998 in the Philippines. It is found that incumbent governors improve their re-election chances with higher spending on economic development services, other things being constant. Moreover, governors who are members of political clans also have higher development spending especially when faced with rival clans. Thus, elections are still an effective disciplining device, more especially when rivalry is intense among political clans. The policy implication then is to enhance political competition rather than just ban political dynasties to improve the performance of elected officials under decentralization.  相似文献

The theme in this article is managerial or administrative changes in municipalities seen from the perceptions of citizens. It is asked what characterize these changes, whether they are showing an interrelated and hybrid pattern, and whether the perceptions are varying depending on individual demographic characteristics or contextual factors related to their communities and the country they are living in. The data used are from surveys in Japan and Norway in 2015–2016. The main results indicate that the change or reform measures are indeed interrelated and hybrid. They do not vary much related to individual characteristics, except for political attitudes but more so related to the size of their municipalities, year of local residency, and local political activities. Japan and Norway have also marked different profiles regarding the main perceptions of the citizens, reflecting major structural and cultural differences.  相似文献

This paper investigates the degree to which EU and United States development policies reflect partnership, meaning that aid is based on negotiations on an equal basis. It finds that, while the EU has traditionally been more focused on partnership than the United States, in recent years the gap is narrowing. The EU is increasingly providing aid based on a security rationale and has become reluctant to give budget support, while the United States is starting to work more with local actors. Changes in public support for aid, the EU’s growing role as a security provider and institutional changes can explain this trend.  相似文献

Some remarkable upward revisions of GDP, which are signs of statistical systems improving, caused the declaration of a statistical tragedy in Africa. This paper is intended to shed some light on the development of urban governance in Bangladesh by highlighting the issue of coordination. It addresses the question of whether there is any mechanism through which urban government bodies can ensure coordination on matters of dispute between different government organisations. The paper is based on a review of secondary literature as well as on primary data drawn from a case study on a city corporation. The available data substantiates the view that the process of urban service delivery in Bangladesh has lacked proper coordination mechanisms from its very inception. Successive governments since the independence of Bangladesh have experimented with the structural design of urban government bodies without considering the need for a proper mechanism to ensure sound coordination among actors involved in implementing the various policies of these bodies. View all notes (1996–2001) government to establish a high-powered coordination committee under the chairmanship of the minister in charge of the Local Government, Rural Development and Cooperatives (LGRD&C) Ministry for each city corporation, in order to ensure better management of services and to settle disputes between various government agencies, the initiative was perverted upon the change of state power in 2001. Abstract

Anxieties about development in New Zealand show up in a deep-rooted fear of the ‘Third World’ in the country. We examine how the term ‘Third World’ is deployed in media discourses in economic, social and environmental contexts and how this deployment results in a ‘discursive distancing’ from anything associated with the ‘Third World’. Such distancing demonstrates a fragile national identity that struggles with the contradictions between the nation's desire to be part of the ‘First World’ of global capitalism and the growing disparities in health and wealth within it. The shadow of the ‘Third World’ prevents New Zealand from confronting the realities of its own inequities, which in turn comes in the way of a sound development agenda.  相似文献

The United Nations’ 2001 Millennium Development Goals and 2015 Sustainable Development Goals are of major importance for worldwide development. This article explores the construction of poverty and development within and across these documents, specifically focusing on the influence of dominant economic discourses – Keynesianism and neoliberalism – in the development paradigm. It assesses the failures of the Millennium Development Goals, as articulated by oppositional liberal feminists and World Social Forum critics, who embody competing values, representations and problem-solution frames that challenge and resist the dominant economic discourses. Finally, it evaluates responsiveness of the UN in the constitution of the Sustainable Development Goals.  相似文献

In contrast to mainstream development economists’ and policy makers’ insistence that relatively straightforward, technical and apolitical solutions exist to the problems of debt and development, debt is inscribed in powerful, unequal and contested structures and relations. This is vividly depicted in the articles in this special section, written by activists and researchers with years of experience mobilising and supporting grassroots struggles, which reveal the often obscure or unspoken relations of power that underpin the highly unequal dynamics of debt on a global scale, while promoting and offering fresh insights from a diverse array of new initiatives and subversive tactics that confront the dominant debt and development paradigm. They offer sober reflection on what organisations need to do to get things done in continuing and future battles for debt justice.  相似文献

Contemporary Africa is generally depicted as a ‘failure’. ‘Progress' has eluded the continent throughout the 20th century, and despite new ways of thinking about the reasons for failure and possibilities for success, allusions to the ‘natural weakness and incapacity’ of Africans and their social realities remain evident in theoretical, policy and political discourse on development in Africa. The practice of ‘reductive repetition’, as identified by Abdallah Laroui and Edward Said, has been imported into African development studies from Orientalist scholarship. Reductive repetition reduces the diversity of African historical experiences and trajectories, sociocultural contexts and political situations into a set of core deficiencies for which externally generated ‘solutions’ must be devised. In the field of development studies, the notion of development is introduced to Africa as a deus ex machina. In this article modern conceptualisations of development are challenged in three steps. First, it traces the history of development discourse over the post-Berlin Conference colonial and post-WWII development eras, suggesting that, while rhetoric of racial and cultural inferiority has been transformed, the notion of African deficiency remains at the conceptual and discursive levels. Second, the primarily liberal idea that ‘development for all’ is possible is challenged as being an ecological and economic, and therefore also social, impossibility. Third, given the problems of growth-based development, the article suggests that modern development theory ought to give way to post-developmental thinking which challenges standard a priori assumptions regarding rationality, linearity and modernity, thus offering some modest hope for a move ‘beyond’ the current development impasse.  相似文献

It is widely acknowledged that top-down support is essential for bottom-up participatory projects to be effectively implemented at scale. However, which level of government, national or sub-national, should be given the responsibility to implement such projects is an open question, with wide variations in practice. This paper analyses qualitative and quantitative data from a natural experiment of a large participatory project in the state of Rajasthan in India comparing central management and state-level management. We find that locally managed facilitators formed groups that were more likely to engage in collective action and be politically active, with higher savings and greater access to subsidised loans.  相似文献

This study examines post-corporatization activities of public sector organizations, which are expected to act according to commercial principles, but, at times, are also asked to undertake projects that are not profitable: community service obligations (CSOs). Managers of government-owned corporatized entities in land development are interviewed, and a focus group at a state Treasury department conducted. We determine, when undertaking CSOs, who are the stakeholders, as perceived by management, and why they are considered important. The stakeholders are government, community, treasury (as separate from government) and the relevant private sector. Values, in addition to power, urgency and legitimacy, influence stakeholder prioritization.  相似文献

This paper examines the impact of the Hoa, an ethnically Chinese, economically dominant minority, on regional economic development in Vietnam. To address the endogeneity of the geographical distribution of the Hoa, we use an important historical episode: the rapid deterioration in Sino-Vietnamese diplomatic relationship that led many ethnic Chinese to flee abroad, particularly to the refugee camps in the Guangxi province of China, in 1979. We find that the effects of proximity to the refugee camps on the share of ethnic Chinese in 1989 were more pronounced for provinces that had a larger presence of the ethnic Chinese population in 1979. We also find strong correlations between the 1989 share of ethnic Chinese (instrumented) and contemporary indicators of economic performance. The results suggest that the ethnic Chinese minority had positive economic impacts on Vietnam’s regional economies and that the post-Vietnam War exodus of ethnic Chinese was likely to have had long-term negative economic impacts.  相似文献

Over recent decades global labour markets have emerged and skill shortages in particular sectors have generated an international competition for the best and brightest. The developed world is seen to ‘poach’ this talent from poorer countries, with the resultant ‘brain drain’ undermining their capacity to develop. This paper calls into question the assumption that the emigration of the highly skilled will automatically represent a loss to the country of origin. The paper positions itself between the two extremes of brain drain as constituting a pure loss or a pure gain for sending countries and calls for a more moderate approach to skilled migration and its impact on development. The paper goes beyond the simple brain drain/brain gain dichotomy by looking at the flow of the skilled within specific geographic spaces and the resultant policy dilemmas and options.  相似文献

In light of the 2014 Ecuador-sponsored resolution at the UN Human Rights Council to examine the link between Transnational Corporations and Human Rights, in this paper I review the first major discussion at the United Nations of the role of multinational corporations. The report on Multinational Corporations in World Development (1973) for the UN Department of Economic and Social affair launched the (then) new UN Centre on Transnational Corporations. I examine the report in some detail, compare and contrast this with the Ecuadorian resolution from 2014, and reflect on the continuities and changes in attempts to regulate the conduct of global corporations over the 40 years between these two moments.  相似文献

New regulations and policies can hardly change the attitude of people in former communist countries as fast as a law can be passed, but they can certainly have some influence on the development of the political culture of the society. Bad laws and policies can preserve long-standing tendencies of state secrecy, undue political influence in media, lack of civic courage, and fear of speaking really freely. Good laws and policies can have the opposite result. This article will analyze how international and national legislation and their application influence the development of fundamental elements of a constitutional democracy in newer democracies. I will provide a typology of how law can influence the cultural environment necessary for a well-functioning constitutional democracy, assuming that such a democracy is the best possible framework for human communities.  相似文献

The Eastern India Rainfed Farming Project is in many respects a model development project. A joint venture of the governments of India and the UK, the EIRFP has been successful in improving farm-based livelihoods in Jharkhand, Orissa and West Bengal. But the Project might yet be considered a failure. It has not persuaded the poorest villagers in Jharkhand (our study area) to join or manage the self-help groups that are called for by the Project's Logical Framework. We show why this has been the case, and why such an outcome was entirely predictable. Development projects cannot be expected to change local systems of politics or stratification. But this does not mean that the EIRFP is a failure. It means that a development project will be destined to 'fail' when it is judged against unrealistic assumptions about the possibilities and merits of 'participation'.  相似文献

The validity of development has been cast into doubt by postmodern critiques that have highlighted its failings. Attempts to rehabilitate the idea of development have brought ethics into play. This paper examines attempts to identify a viable basis for development based on post-structuralist ethical theories developed by analysts such as Levinas and Derrida that privilege the concept of alterity, or respect for the other. This approach is contrasted with Badiou's influential critique of an alterity-based ethics, critically examining his alternative of an ethics of the same. The article concludes by incorporating some of Badiou's insights into a reformulated ethics of alterity.  相似文献

The World Bank and UNDP have proposed that migration and mobility facilitate economic development. Yet the epidemiological and public health literature has often associated migration and population mobility with the extension and intensification of infectious diseases, most recently epitomised by the AIDS pandemic. Within the context of the well-documented negative developmental impact of AIDS, this suggests a potential clash in perspectives on the role of migration. However, if insights from public health can be incorporated into broader development perspectives, it may be possible to realise the developmental benefits of migration while mitigating or avoiding any associated health concerns.  相似文献

Measures of subjective wellbeing are gaining importance as indicators of overall societal progress, yet the majority of studies come from higher income countries. This paper explores the relationship between human development indicators and measures of subjective wellbeing among persons aged 50-plus in South Africa. Using the first nationally representative population-based study of older South Africans, WHO Study on global AGEing and adult health (WHO SAGE), this paper adds to a small but growing literature on subjective wellbeing in lower-income countries. Results indicate that education, socio-economic status and health are, in fact, correlated with measures of subjective wellbeing, but the relationships and strength of the relationships differ depending on the measure used to assess wellbeing.  相似文献

The role of non-governmental organisations (NGOs) in the development of Russia's civil society has been the focus of academic study since the collapse of the Soviet Union in 1991. In light of this literature, this article aims to assess the impact of the movement that has most often been seen as very promising for Russia's future civil society development—the environmental movement—by utilising research undertaken in Samara Oblast’ of the Russian Federation. While the results do reveal some positive contributions to civil society development in Russia, they also exhibit many similarities with other studies in the extant literature, illustrating the relative weakness of Russia's social movements in the area of civil society development.  相似文献
